Bread for the World Institute provides policy analysis on hunger and strategies to end it. The Institute educates opinion leaders, policy makers, and the public about hunger in the United States and abroad.

Your prayers, generous gifts, and communications with Congress made 2013 a year of great progress in our work together to end hunger.

For the first time, Bread for the World’s work was featured in a general-release movie, A Place at the Table. It was launched in March 2013 in 28 theaters throughout the country. The movie was then featured in 550 community showings, many organized by Bread churches in cooperation with local partners.

The highlight of the summer was Bread for the World’s 2013 National Gathering over several days in June—attended by more than 1,400 people from around the country. A revival of the Lazarus musical played to a sold-out audience. Dr. James Forbes, Rev. Luis Cortes, Dr. Raj Shah, and Rev. Ron Sider gave powerful presentations.

The International Day brought together nutrition leaders from low-income countries, government officials from Guatemala and Zambia, and Irish Minister of State Joe Costello. This meeting helped build momentum for global progress against child malnutrition.

Bread for the World’s 2013 Offering of Letters generated more than 143,000 letters and more than 38,000 personal emails to Congress. As part of the Offering of Letters, Bread for the World members also secured 46,000 signatures on a petition to President Obama, urging him to set a goal and work with Congress on a plan to end hunger. This is the first time one of Bread’s Offering of Letters included the White House in its appeals. After accepting the first 30,000 signatures, the White House staff stated they were impressed by the handwritten petitions from so many different parts of the country.

Just before Thanksgiving, Bread for the World Institute released its 2014 Hunger Report: Ending Hunger in America. The report outlines a plan to reduce hunger by reducing unemployment, improving the quality of low-wage jobs, strengthening the safety net, and engaging local communities.

Prayer was the centerpiece of much of our work in November and December. Caritas Internationalis organized a global day of prayer as the launch for a campaign to end hunger endorsed by Pope Francis. The Huffington Post, The Washington Post, The Hill, Catholic News Service, and Reuters published Bread for the World op-eds about the global day of prayer.

Throughout 2013, renowned preacher Dr. James Forbes preached and taught about hunger and Bread for the World—reaching more than 30,000 people across the country.

I hope these highlights from last year convey how much was accomplished during a year of intense debate and partisan gridlock in Congress. You’ve helped lay the foundation for even greater progress in the months ahead.

2013 VICTORIES

BudgetAt the beginning of 2013, Congress passed and President Obama signed The American Taxpayer Relief Act,

preventing the most economically harmful portions of the fiscal cliff from taking effect. This agreement opened the government, allowing time for House and Senate budget writers to develop a plan for fiscal year 2014. The deal was good news for people struggling with hunger because of its positive impact on the economy and because antipoverty programs were protected or, in the case of development assistance, increased.

The fall brought the drama of the two-week shutdown of the federal government and near default on the debt ceiling. Before and during the shutdown, Bread worked with our faith partners to urge the re-opening of the government in order to prevent service disruptions that would have disproportionately affected struggling families. Bread and faith leaders gained visibility during the shutdown through its “Faithful Filibuster” calls to protect hungry and poor people from the effects of the shutdown.

At the end of the year, Congress passed the Bipartisan Budget Act with bipartisan support in both chambers. This budget agreement determines the level of total government spending for two years. The bill replaced sequestration, protected all poverty-focused programs from sequester cuts, and restored funding that was cut from Head Start. It also increased funding for international development assistance. Unfortunately, it did not extend unemployment benefits, instead allowing them to expire at the end of December.

Immigration ReformImmigration reform started with great momentum at the beginning of 2013, and we stepped up our advocacy

on the issue. The Senate passed a comprehensive immigration reform bill in June, but the issue stalled in the

2013 HIGHLIGHTSHouse. Bread for the World favors comprehensive legislation that includes a pathway to citizenship and continues to advocate for needed reform.

Nutrition2013 was an important year for global maternal and

child nutrition. The Lancet medical journal attributes half of all child deaths to malnutrition. Bread for the World Institute and Concern Worldwide co-hosted an international meeting on June 10. The meeting renewed commitments to scale up nutrition, especially for mothers and children during the 1,000-day window between pregnancy and her child’s second birthday. Participants shared lessons learned and focused on new and innovative ways to address global malnutrition.

Farm BillMany of the key results of Bread for the World’s work in 2013 became evident in the early months of 2014,

when Congress finally acted on several matters, including the farm bill. The final bill was a mixed bag. Decisions made by Congress several years ago led to $11 billion in cuts to SNAP that went into effect on November 1. The final farm bill cut an additional $8.5 billion from SNAP. However, our strong advocacy kept much deeper proposed cuts of up to $40 billion out of the final bill. The final farm bill also maintained the authorized level of funding for international food aid at $2.5 billion annually.

The farm bill expanded authorization for local procurement of food and included a provision that will improve the nutritional quality of food aid. These provisions will mean that U.S. food aid reaches an additional 800,000 people. We are pleased that the appropriations bill increases funding for international food aid by $176 million, including $35 million for purchasing food locally. These provisions are an important first step forward on the reforms in international food aid that we are seeking in Bread for the World’s 2014 Offering of Letters.
