MPPOA Welcomes New Officers!

During MPPOA’s regular board meeting, Thursday, July 26, 2012, President Elect, Rebecca Cook, had the distinct honor to swear in additional new board members/officers for the 2012-2013 year. (These board members were not present for the original “swear in” at the May 24, 2012 board meeting.) Individuals taking office are as follows: Lisa Cummins, CPPB (City of Rochester Hills), elected as Board Member/Board of Directors.

Desiree Quinney (Michigan State University), elected as Board Member/Board of Directors.

Michelle Whitlow, CPPO, CPPB (Ann Arbor Transportation Authority), elected as Board Member/Board of Directors. “MPPOA proudly welcomes these individuals, and we’re grateful for their sacrifice in serv-ing and continuing to build the profession!”

to most people, but the Columbia Pictures movie starring Bill Murray, which is set on that very day, has given it some level of notoriety.

Themainstorylineinthefilm,releasedin1993,isaboutamanwhowakes up every morning at the beginning of the day which has just ended. In the film he re-lives the same day every day. The day starts in exactly the same way, and over time he learns to live it better.

Oftentimes, there are people who feel as though they are just going through the motions, doing the same thing, day after day. However, as professionals and members of MPPOA, we have made a commitment to stay informed in the increasingly changing environment of public procurement. Through educational and networking opportunities with our col-leagues, we are able to share our ideas, improve our methods, all with the same goal of serving our agency and profession.

I encourage all of you to take advantage of the many opportunities offered to you as a MPPOA member. By attending events, volunteering to conduct a seminar or class, or serving on the BoardofDirectorsyouwillcontinuethetraditionofoneinwhichwedonotallowourshadowto keep us in our hole, like the groundhog, but to live each day better.

March is Purchasing Month

March is Purchasing Month. It’s a time to celebrate with pride the role of the public procurement profession. When we celebrate Purchasing Month, we acknowledge an elite group of professionals that have made a difference in governmental efficiency and effectiveness.

The underlying theme for all activities during Purchasing Month is the promotion and recognition of the field of Public Purchasing.

Call for NominationsThe following positions are being vacated: President Elect, Secretary and three board positions. Get ready now to nominate fellow MPPOA members (or yourself) for one of these positions. Put your personal stamp on the in-dustry by helping to advance the public pur-chasing professionals of Michigan.

Elections will be held at the March Reverse Trade Fair during the General Membership Meeting and the new positions will begin in May. Nominate yourself or a colleague today!

Below is a brief description of duties (not an exhaustive list).

President Elect• Assist with planning the Annual conference including: -Working with the Speakers Bureau Chair to coordinate speakers and conference schedule -Assign hospitality suite to Board member -Arrange for gifts for volunteer speakers• Assist Past-President as needed with the Reverse Trade Fair• Act as President in the President’s absence or his/her inability to perform the duties• Vote on scholarships with three other board members

Secretary• Prepare minutes and agenda on a bi-monthly basis and email to the Board to proof prior to meeting • Email the agenda, minutes and any other pertinent information to all board members seven to ten days prior to the monthly Board meeting• Type letters of appreciation or congratulation letters and send out after seminars or classes as needed • Take minutes at all meetings including prior to or after regional meetings, the annual conference and once a year at a specified general meeting• Read roll calls at all regular Board meetings• Act as MPPOA Historian• Set up a yearly schedule for MPPOA monthly meetings in October of each year and facilitate room request

• Any other duties as assigned by the President

Newest MPPOA CPPB Recipient: Mansfield Matthewson

I was fortunate to have attended the NIGP 2011 National Con-ference in Washington, DC, in which I enrolled for the CPPB Prep Course. The CPPB Prep Course proved invaluable in preparing for the exam. The literature I was provided proved

great for study, seeing I tested months after the Prep Class. The class was very interactive and friendly. We all were able to discuss our agencies and unique scenarios, garnering feedback from the group at large. There was also a number of great courses offered at National that I took advantage of. Additionally I have attended a number of DTMB training modules - http://www.michigan.gov/localgov/0,4602,7-194-26852-254142--,00.html. They of-fer a nice variety of sessions, allowing attendees to target subjects of greatest impact to the individual and/or agency. All the above, along with individual study time, prepared me for the CPPB. Al-though familiar with most of the test content, the classes, training, and study time were most helpful in terms of refreshing and enhancing my knowledge. Why? I had earned the designation of C.P.M. from the Institute for Supply Man-agement in 2001 while still in the private sector. Later I earned the lifetime des-ignation in 2004 after joining GRCC. Although very pleased with this accom-plishment, I wanted a credential specific to public purchasing. Consequently I pursued the CPPB. I’m now considering pursuit of the CPPO. We’ll see!

City of Farmington Hills Purchasing DivisionReceives Agency of the Year Award

The City of Farmington Hills Purchas-

ing Division was awarded the Agency

of the Year Award from the Michigan

Public Purchasing Officers Association

(MPPOA) at its Annual Awards Dinner

held in Traverse City in mid-Novem-

ber. The award recognizes an entity

for work or innovations in public pur-

chasing, involvement within the com-

munity, and contributions to MPPOA

and to the purchasing profession.

The Purchasing Division was honored

for excellence in cooperative pur-

chasing and cost saving efforts. The

Division was also recognized for its in-

volvement in the LEED Gold-Certified

City Hall Revitalization Project and for

the creation of the Michigan Inter-Governmental Trade Network (MITN)

system, which connects local government agencies and vendors.

The Agency of the Year Award was accepted by Michael Lasley, Direc-

tor of Central Services for the City of Farmington Hills. “It was an honor to

accept on behalf of the purchasing team and the City,” said Lasley, who

oversees the City’s purchasing and information technology functions.

The award was formally presented to the City at the regular City Council

meeting on Monday, December 10.
