On behalf of Dane County, its citizens and businesses I welcome you to the 2013 WCA Annual Conference. We are
excited and honored to be hosting representatives from Wisconsin’s diverse landscape to share ideas, forge relationships and discover new ways to collaborate.
The “Wisconsin Idea” – a sharing of ideas between the university
system and state government in an effort to advance good public policy – was born in Dane County. What better embodiment of this philosophy than a gathering of those at the front lines of service delivery in the seat of state government to solve problems and improve the lives of those we serve.
Dane County is excited to highlight its expansive park system, advanced phosphorous run off reduction efforts and effective human services delivery. We all have much to share and much to learn from one another.
I encourage you to explore everything Dane County has to offer during your visit. From our picturesque and productive agricultural lands, to our thriving suburbs, to our abundant parkland, to the free Henry Vilas Zoo, to Madison’s bustling and growing urban center and its food, music and entertainment venues, Dane County has something for everyone.
I know you will enjoy your time in Dane County and please keep us in mind the next time you are thinking of a vacation getaway.

We are proud to host the conference and to share some of our recent initiatives and innovations in delivering government services to Dane County residents. Over the past several years, Dane County has pursued the goal of becoming more environmentally, socially and economically sustainable in its planning, operations, management and policymaking. We have hired a sustainability coordinator in the county board office.
Some examples include:•Converting county landfill gas to electricity,
generating $3.75 million in gross revenues for the county;
•Using compressed natural gas (CNG) in county fleet vehicles, offsetting the use of approximately 20,000 gallons of fossil-fuel gasoline and saving county taxpayers roughly $40,000 annually;
•Completing renewable energy and energy conservation upgrades at county facilities, such as: LED runway lights and solar panels at the Dane County Regional Airport; geothermal technologies at the Badger Prairie Health Care Center and the Children’s Zoo Barn; and manure digesters that generate renewable electricity and reduce greenhouse gas emissions.
Last year, the county board adopted sustainability principles to be applied systematically and strategically across departments with the goals of reducing and eventually eliminating Dane County government’s contribution to: 1) fossil fuel dependence and wasteful use of scarce metals and minerals; 2) dependence upon persistent chemicals and wasteful use of synthetic substances; 3) encroachment upon nature and harm to life-sustaining ecosystems; and 4) conditions that undermine people’s ability to meet their basic human needs.
To address that fourth principle, we are focused on creating jobs and addressing poverty. We have an Office of Economic and Workforce Development and this year we created and I have appointed a Poverty Commission.
We look forward to sharing our experiences and learning from the experience of other counties in all areas of local government responsibility. WCA provides us with a forum to come together and share both our successes and our challenges. I anticipate an open and lively exchange of ideas. Welcome to Dane County!

TRANSPORTATION SCHEDUlE: Complimentary shuttle service will be provided on Monday and Tuesday between the participating conference hotels and the Exhibition Hall at the Alliant Energy Center of Dane County. Look for a transportation schedule at your hotel’s front desk. If you are parking in the parking lot at the Exhibition Hall at the Alliant Energy Center of Dane County there will be a parking fee of $6.50 per car, per day that includes in and out privileges.

Just steps away is soaring glass, polished stone and remarkable art in the one of a kind Overture Center for the Arts. Lunch will be served at Quivey’s Grove located just outside Madison. On the National Register of Historic Places, be sure to tour both the stone house and stable on this lovely four-acre country estate built in the 1850s. After lunch, enjoy a guided driving tour of Madison’s many landmarks, including examples of Frank Lloyd Wright architecture, the Governor’s mansion, the historic Mansion Hill neighborhood, as well as highlights of the UW-Madison campus.
