Meeting Minutes West Oʻahu Station Group (WOSG) Rail Station Design Workshop #1 Date and Time: July 29, 2013, 10:00 a.m. Location: Ali‘i Place, 1099 Alakea Street, 17th Floor, Honolulu, HI 96813 Purpose Presentation on the interim design for East Kapolei and University of Hawaiʻi-West Oʻahu Stations to consulting parties. West Oʻahu Station Group (WOSG) Rail Station Design Workshop #1

Date and Time: July 29, 2013, 10:00 a.m.

Location: Ali‘i Place, 1099 Alakea Street, 17th Floor, Honolulu, HI 96813 Purpose

Presentation on the interim design for East Kapolei and University of Hawaiʻi-West Oʻahu Stations to consulting parties. Note: this meeting exceeds the requirements of the Programmatic Agreement (PA) and is at the request of consulting parties. The PowerPoint presentation (Appendix B), which included the Agenda (Appendix A), was distributed to consulting parties in advance of the meeting and was also provided as a handout at the meeting.

Joanna Morsicato made a few opening remarks and updated the group on PA Stipulation IV elements that apply to this presentation, including presence or absence of historic buildings, traditional cultural properties (TCP) and archaeological sites in proximity to each location. Slides were shown for each. There are no historic resources in the vicinity of the two stations under discussion today. Ken Caswell (HART’s Chief Architect) and Lisa Yoshihara (HART’s Transit Art Administrator) provided a presentation on the West Oʻahu Station Group (East Kapolei and UH West Oʻahu Stations) and common station elements. Hina gave an example of what doesn’t work. Another project developer wanted all the Hawaiian words used to be two to three syllables only as he thought the longer words couldn’t be pronounced and would not be marketable.

The HRTP can be different, can be bilingual for Hawaiians. 4th grade level Hawaiian doesn’t make it. Let’s do more. Michael Kumukauoha Lee: Use the name Wainana, which means prophetic waters. This is a possible station name. He talked about using terms meaning “see where you are going” (pololei).

Paul Cleghorn: Asked Ken Caswell to clarify the difference between “preliminary” and “interim” plans. Ken explained that the preliminary plans lacked detail, for example they would not show paving patterns. Michael Kumukauoha Lee: Mike expressed concern that HART was playing catch up with the consulting parties and already had a roadmap for station names and leis names. Lisa Yoshihara answered that neither was done yet, no choices had been made. We are still at zero. Mike noted the need for authenticity. He suggested that a sheet be prepared for each station based on Kepā Maly’s work. He also noted people would not read the detailed accounts or too many pages. He said, “be honest” and “be up-front.” Access to recorded stories in Hawaiian and English at each station (something like what Hawaiian Airlines does at the airport) would be good. Mike asked about using display boards at our meetings. Ken Caswell: Ken clarified that the interpretive materials would be available at the community meeting on display boards tomorrow night at Kapolei Hale. Michael Kumukauoha Lee: Mike asked if security guards would be available at each station to protect the art. Ken Caswell noted there would be security cameras and roving guards. Mike was concerned about the safety of the art and the signage. Tesha Malamā: Tesha asked if the community meeting tomorrow night would be like today’s meeting. Ken answered that is would be almost identical. Tesha indicated that she had invited people to attend the community meeting. Hinaleimoana Wong-Kalu: Hina said she had just completed the 106 consultation training class. She also noted the HRTP could be a “world class” example using design, video, on-line element, etc. We can go beyond what Hawai”ian Airlines did at the Airport. Michael Kumukauoha Lee: Mike said he is available to volunteer to help us, that he is not here for failure but for success. As a practioner, he is interested in this.

Meeting Minutes

West Oʻahu Station Group (WOSG) Rail Station Design Community Informational Meeting

Date and Time: July 30, 2013, 6:00 - 8:30 p.m.

Location: Kapolei Hale, Conference Rooms A, B, and C Purpose The purpose of this meeting, a requirement of Stipulation IV of the Section 106 Programmatic Agreement (PA) was to update the community/neighborhood on the design status for the East Kapolei and University of Hawaiʻi-West Oʻahu Stations.

There were an estimated 115 attendees (includes project staff, Mayor Kirk Caldwell, and staff from the City’s Department of Planning and Permitting) Introductions HART Executive Director and CEO Dan Grabauskas opened the meeting. Mayor Kirk Caldwell and HART Board Chair Ivan Lui-Kwan also gave welcoming comments. HART Chief Architect Ken Caswell and HART Transit Art Administrator Lisa Yoshihara provided a powerpoint presentation focusing on the WOSG. Following the presentation was a full-group Q&A, which was then followed by breakout sessions for one-on-one time with subject matter experts.

Full Group Questions/Comments Summary 1. My concern is the naming of stations. Where I grew up, on Hawaiian property there was

always a name and it had a meaning (i.e., Waipahu High School). Note: He went on to cite the school’s motto. When you name the station it shouldn’t just be given a numerical number but a name deeply rooted in our culture.

2. Is there a charge for parking? What about security and safety measures for cars parked at

the station? 3. What about landscaping around the stations? What types of indigenous plants will you have? 4. Is there a policy about bringing pets on board the trains? 5. Where are the parking spaces going to be at UH West O`ahu and East Kapolei stations? 6. Comment from Thad: I want to go on record that I oppose the rail. 7. Concern about the entrance on Kapolei Parkway and that there’s enough space for cars to

pull in on the street. I’m also concerned about parking and safety as well. 8. There should be enough parking across the street so it’s wise to build a walkway above. 9. How do you prevent cars, trucks, etc. from crashing into the column pillars? 10. How do you prevent graffiti? 11. Are there art opportunities for artists….even the ones who don’t get picked to do the work.

you have an incomplete parking plan. Why did you come out if the presentation is incomplete?

13. Have you considered digital advertising as a revenue stream? Breakout Groups: Questions/Comments Summary 1. East Kapolei Station Moderator: Ken Caswell Scribe: Lois Hamaguchi

Questions/Comments discussed: Will the HECO line remain in place at each station? What are the operation times? What time will the rail system be running? Is it a

driverless system? How many cars/trains will there be and how many people can each car hold? There needs to be convenient access from the rail station to bus stations especially at

the Kroc Center. Is there any solar component? Does the C&C mandate energy efficiency measures? You should think about adding turnstiles to each entrance. How loud will the trains be? Does it run on steel wheels? I think the East Kapolei station should be moved further down the street nearer to the

shopping center? How fast will the trains go? Is there flexibility to adjust the number of cars (i.e., during

rush hours more cars versus non-rush hours). Just like they do in Japan. You should consider doing a thru-put analysis (i.e., number of people who get on and off the trains, and how much time it will take).

Do we have to wait until all of the 21 stations are finished to begin using the system? Are the trains and station ADA compliant? You should have a flat rate fare for people who want to jump off and on the train on a

given day….make it free. There should be drop off areas for easy access. Can I print my boarding pass for rail at home? What kind of materials are you using for the canopy? Because it’s a dual-train track, will the columns support all that weight?

2. University of Hawai`i West O`ahu Station Moderator: Tim Newberry Scribe: Lena Kamae

Questions/Comments discussed: Concerned citizen thinks rail should run all the way to the new Mall at Kapolei and

Kualakai Parkway. Will there be other screens to keep riders dry while waiting for the trains? Comment from Kapolei resident expressing his concerns regarding persons parking in

neighborhoods close to stations when park-n-ride is full.

3. Art/Culture Station Moderator: Lisa Yoshihara Scribe: Nicole Higa

Questions/Comments discussed: How will the Station Naming process work? It’s important that the cultural and historical resources and information is site-specific to

each station for the Station Art. For East Kapolei Station: The Hala grove in the landscaping needs further research. The

concept of Hala/Hinano (male/female) and type/color of hala to be incorporated is important. Variegated Hala may not be suitable for this specific station.

Is HART part of TOD? Does HART oversee both bus and rail, or just rail? It’s important that TOD/HART rail is not just for commuting, but promotes lifestyle

changes for residents in this area. How can non-profits participate in this TOD rail discussion? Is there some kind of

TOD/non-profit dialogue? If you are a private developer, would you consider working with TOD to build private

concourse access from property directly to the rail station(s)? Can we still submit applications to CaFÉ™ for the station art program? The historical context of specific sites should be reflected in the stations (WWII,

plantation days, etc.) Will the materials for the windscreens be glass? Can the lei designs be scraped off?

There are concerns with durability. 4. TOD Station Moderator: Bonnie Arakawa Scribe: Renee Espiau

Questions/Comments discussed: Where is Fruitvale Station photo from? (Response: Oakland, CA) What is TOD Planning? (Response: Community planning around the stations) When will the train be operational to town? Will bus/train fare cost more than single bus fare? Will it be one rate regardless of

distance traveled? When will Ka Makani Commercial Development (DeBartolo) be built? Will there be a rail

station there? Will City provide development incentives if projects include space for non-profit/social

service uses? When are the TOD workshops for Kapolei? Why not build the extension to Ka Makana first? Plan for eventual cessation of the endangered species lot. Higher densities near stations and in Kapolei. Concerns over maintaining cleanliness of train car interiors. Use seats that are easy to

clean – not upholstered. Make transit travel convenient, not restrictive. Encourage broader demographics to ride.

Mahealani Cypher:

Inquired about the location of the watercress farm in proximity to Pearlridge Station; wondered how close it was to Sumida Watercress Farm (Kalauao Springs, a natural spring). Slide #39 showed the station location. Sumida Watercress Farm/Kalauao Springs is further west, near HomeWorld.

Inquired about rain and wind protection at the stations and the potential safety issue of wet pavements. Ken responded that this would be mitigated by the windscreams and overhead canopies, and also that the flooring would be a concrete aggregate or rough tile.

She noted that the overall station appearance is blocky and that rounded curved edges not sharp corners are preferred. Ken acknowledged the sharp corners and noted there was an attempt being made to implement curved edges when/if practical.

Mahealani also inquired about getting maps that showed the ahupua‘a boundaries near the stations. HART has general maps only that would not provide her with the detail she is seeking.

Presentation - Aloha Stadium Station Focus Meeting for Consulting Parties This is the first station group with a station near, within, or immediately adjacent to the Pearl Harbor NHL, a National Historic Landmark district, or a historic property that has been identified for a focus meeting. Lorraine Minatoishi with WRNS (subcontractor to Anil Verma & Associates, the final designer for the KHSG), a Secretary of Interior (SOI) Qualified Historic Architect provided a Powerpoint presentation.

The presentation included photos of the site conditions along with maps and photo location points. Using the photos and maps allowed for the presentation of the present-day characteristics of the site and surroundings, as well as two simulation slides which showed how the site would change with the integration of the rail and station. Next, the finding of adverse effect of the rail and stations on the Pearl Harbor NHL was presented with a description of the significance of the Pearl Harbor NHL as described in the 1978 National Register of Historic Places (NRHP) form. After going over the FEIS and PA statements that dictate that an SOI historic architect be a part of the station design team, the next slide discussed the SOI’s Standards for the Treatment of Historic Properties. Lorraine carified the fact that the stadium itself and the proposed station are not historic, they are not located on an historic property, they have no direct impact on the NHL, and they do not directly or indirectly affect the elements of the NHL that form the basis of the eligibility of the NHL to the National Register of Historic Places; as a result the SOI treatment standards (as referenced in the PA Stipulation IV) are “not applicable” to this particular station. Regardless, the PA was designed to mitigate the general adverse effect of the HRTP project. Those mitigations are applicable. The next slide showed ongoing PA identified mitigations including:

Historic American Building Survey (HABS), Historic American Engineering Record (HAER), and Historic American Landscape Survey (HALS) Recordation (HHH) documentation (PA Stipulation V)

NRHP Nominations and Updates (PA Stipulation VI) Development and implementation of the Education and Interpretive Programs,

Materials and Signage for stations (PA Stipulation VII). The next slide reviewed the design constraints of the station and guideway itself. The three items that cannot be changed are: the guideway alignment, station location, and US Navy

required security measures. However, the final slide showed some brick and mortar items that could be modified which include: concrete color, metal panel colors, visual screen designs, and at-grade landscaping. Lorraine asked for comments, then concluded this portion of the presentation and encouraged consulting parties to write notes on the drawings laid out to provide their ideas on what changes could be made to the station design to improve its presence at the site.

Questions and Comments (These notes reflect general key comments and may not include every statement made.): Mahealani Cypher:

Mahealani made important comments about the Hawaiian history associated with Moku‘ume‘ume (Ford Island) and inquired if that would be included in the design or educational/interpretive program for Aloha Stadium Station. One example is Moku‘ume‘ume’s association with Ka‘aphupāhau, the shark goddess of Pu‘uloa.

She acknowledged Makahiki activities that could be related to Aloha Stadium Station. Paul Cleghorn:

Inquired about the status of the station naming activities. Lisa noted that the committee has not yet convened.

Angie Westfall:

Asked several questions regarding how the fare gates service the public for each of the three stations. Ken provided answers to this question, including that the makai touchdown at Aloha Stadium had been eliminated to prevent direct impact to the Pearl Harbor NHL. At the Pearl Highlands station, most of the pedestrian flow is expected to come from the parking structure. Angie had thought that this station serviced Leeward Community College. At Pearlridge, there are two separate fare gates, one on each side.

Jeff Dodge: Raised a number of questions about traffic at the intersection of Kamehameha Highway

and Ford Island Bridge, and pedestrian access issues related to the Ford Island. He is concerned that traffic will have to go around the block to get to the Ford Island Gate. Ken noted that HART is coordinating with the National Park Service (NPS) regarding shuttle connections to the station. Joanna also noted that the access to the station from Salt Lake Boulevard is under coordination with the Stadium Authority and not finalized.

Jeff was concerned about traffic and why the station was located where shown. Ken explained that 2008 studies identified this location and also that this included extensive coordination with the Stadium Authority. Faith Miyamoto further clarified that this station location dates back to 1992 and was intended to include the parking area as a park-and-ride transit center location.

Hinaleimoana Wong-Kalu:

Hina commented that this significance is true for near term historic but Ford Island was originally a significant island for the Hawaiian people. Its original name is Moku‘ume‘ume and was known for its relationship with Ka‘ahupāhau, and for other rituals. She feels it very important that this part of the history of the area be told through interpretive signage and artwork at the station. Joanna commented that this was a good idea and would be noted, and perhaps somehow incorporated into the design. Hina asked that for public presentations the Hawaiian place name be used first, followed by the English name. Lorraine commented that this slide was being shown not as an example of signage for the station but solely to explain the significance of the Pearl Harbor NHL to inform the

Blythe Semmer:

Blythe noted that the station should conform to the SOI standards so that it matches in character much like we treat new structures in historic districts. However, in the case of the Aloha Stadium Station, there isn’t a match available adjacent to the station as no historic structures are present. The follow-up approach is to consider other types of mitigative action.

Charlene Oka-Wong:

Charlene said that the PA mitigation is not mitigation solely for this station but that it was agreed upon as mitigation for the project as a whole.

Reminded the team that we need to also consider visual impacts of viewplans towards the base, not just from the base.

Consulting parties were invited to write comments and post-it notes on plan sheets that were made available at the meeting; most declined to make comments. None commented on the mitigation ideas associated with the actual station design. Comments were related to pedestrian and vehicular traffic access and security issues, and were not historic preservation related.

A total of four post-it notes were included on a copy of the Aloha Station site plan:

Kamehameha Highway Station Group Rail Station Design Community Informational Meeting

Date and Time: October 8, 2013, 6:00 - 8:30 p.m.

Location: Pearl Ridge Elementary School Purpose The purpose of this meeting, a requirement of Stipulation IV of the Section 106 Programmatic Agreement (PA) was to update the community/neighborhood on the design status for the Pearl Highlands, Pearlridge and Aloha Stadium stations.

There were an estimated 109 attendees (includes project staff and representatives from the City’s Department of Planning and Permitting). Introductions HART Executive Director and CEO Dan Grabauskas opened the meeting. Mayor Kirk Caldwell, HART Board Chair Ivan Lui-Kwan, and Councilman Breene Harimoto also gave welcoming comments. Dan Grabauskas and HART’s Transit Arts Program Administrator Lisa Yoshihara gave a PowerPoint presentation providing an overview of the project and detailing the Station Naming and Art-in-Transit programs. Following their presentations there were breakout sessions for one-on-one time with subject matter experts.

Questions/Comments discussed: We went through this exercise two years ago and it looks like none of our input from

those sessions was used. The last plan we saw with our input didn’t look like this. You guys are coming out here and asking our opinions, but you’re going to do what you

had planned all along, regardless of what we say. Are there going to be escalators at the Pearlridge station? How about the other stations? You need stairs and escalators from the Kamehameha Hwy. side. This rendering is confusing. You cannot tell where you are. Are there entrances on both

sides? Last time we said you should put parking on the makai side, but now we can see you

didn’t. There’s plenty of room for parking there. You condemned the little shopping mall and drove all of the stores out of business.

There was a restaurant there that was popular but you guys closed it down. Now, you’ve got the land from where the strip mall was. Why don’t you use if for parking?

If you don’t provide parking at the stadium, people will park in the neighborhoods near the station. We don’t want people parking in front of our houses and have strangers coming and going at all hours.

This station is closest to my house. I don’t want to drive to Aloha Stadium or Pearl Highlands to use the park and ride lot. You should build one at the Pearlridge station.

Where will the circulator buses go? Which neighborhoods and streets will they service? How often will the circulator buses come? Every 30 minutes? That’s not often enough.

How high do the designs extend up on the columns? What are you doing to protect the art work from graffiti?

2. Pearl Highlands Station Moderator: Ken Caswell Scribe: Pat Lee

Questions/Comments discussed: Will there be a charge for parking in the park and ride lot? Will you have restrooms in the facility? What about traffic flow around the station? There will be lots of traffic. Was a traffic study done? How will Mililani residents access the station? When will the design be completed? How are you phasing construction? How long will construction of the station take? Will there be any night work? Will there be a connection to the Pearl Highlands shopping center? Wouldn’t there be traffic conflicts on H-2 as cars merge onto the access ramp? If demand grows for the park and ride, can you add more decks and more spaces to the

facility? And what about aesthetics? Where are the entrances and exits to the station coming from Pearl City or Waipahu if

you don’t use the freeway? Will you have security measures like video surveillance in the park and ride lot? Why aren’t you providing more stalls in the Kapolei area? Did you do a study to

determine what the demand would be in the future? With the opening to Aloha Stadium in 2017, would you provide express buses and

shuttles into town from there to make it more useful to commuters? Are the stalls regular or compact? Compact stalls are too tight and many in the Leeward

area drive big SUV’s and trucks. Will the park and ride be in easy walking distance of the station? Will the elevators be sturdy enough to last? The people mover at the airport is always

broken. How many restrooms are planned for this station, and how many stalls in the restrooms? You will need to maintain the restrooms; public restrooms are often dirty and damaged. Are you planning bicycle access to the station? How about bike lockers? Any parking underground? Will you allow overnight parking Why not have round the clock service? With a driverless train and a system new to people, you should have an educational

program to tell people how to buy tickets, board the train, etc. Will you also have bulletin boards and audible announcements for riders to let them know when a train is coming, for instance?

Will you have designated areas for wheelchairs and are these strapped down? Why not have PV panels power the stations? Will you need safety barriers around the columns to protect vehicles? Note: Additional comments turned in to Councilman Harimoto: Culture: It’s nice to

celebrate the culture although I think the focus will be on travel time. There is a concern about graffiti. Why $5 Million for public art? Security: Cameras are wonderful! Response time is my concern. No 911 calls; should be connected directly with security; no down time to evacuate whether it be for vanadium or emergency.

Questions/Comments discussed: Do all of the stations have restrooms? Where are the H-1 and H-2 onramps for Pearl Highlands Station? Will there be Hawaiian language names on trains? Also audio? Will the audio in stations

be in Hawaiian and English? For audio announcements on trains and platforms, should Hawaiian names be

announced first, then English? Have area kupuna been asked about each area and given their blessing for each area to

be developed and built? What is/was the protocol? Audio could be used as an educational component. Will there be QR codes and

headphone jacks on trains for audio guides for each station/area? Audio on train should reflect Hawaiian first, then English. If Tiki sculptures are incorporated into the art program, they should be anatomically

correct with genetalia. Where exactly will the Pearlridge station location be? Heiau in Aiea Heights should be researched for the cultural program and art theme

opportunity. Stations should be painted to incorporate Hawaiian culture and surroundings- blue and

green colors should be used. Concrete is hard to look at. Is there a way to soften the look of the stations to physically

blend in or integrate the stations and guideway into the landscape? Will the sound be quieter than older, traditional rail systems? Can you beautify the concrete columns with mural art instead of solid concrete? The audio tour is another way to incorporate Mo‘olelo and Wahi Pana into the

educational component of the project. The history of the specific locations and areas are hubs for the community to gather (i.e.

Arakawa’s in Waipahu). Will there be special coatings on the surface of the art to prevent graffiti? Is there a plan

in place to mitigate graffiti?

Kiersten Faulkner, Historic Hawaii Foundation: Will the relocated Middle Street Station have to go through a full SEIS process; is it consistent with the existing ROD?

Joanna Morsicato, HART and Mary Nguyen, FTA: Joanna noted that the key issue for the Middle Street Station change was associated with a 404 permit not Section 4(f). (Kiersten thought wetlands were Section 4(f) protected resources.) Mary clarified that all environmental resources would be examined and that this proposed change was not yet been determined consistent with the ROD.

Little Makalapa Navy Housing Historic District Boundary

Kiersten Faulkner: Noted for the record that the Little Makalapa boundary was not defined yet, that per the PA that this was being updated. Her comment was acknowledged.

Invitation for Additional Consulting Party Input on Station Design

Lisa Yoshihara: Invited Consulting Parties to provide information beyond what Kepa Maly’s TCP studies had done, if there were additional contributions from this area. Lisa noted that input is invited for: column wraps, paving program and ultimately station naming.

Kiersten Faulkner: Asked about the status of the Context Studies, noting that these would further support the station designs.

Joanna Morsicato: Stated that they were in progress and would be available early next year.

Three ideas were contributed by consulting parties at the end of the first presentation: o Kiersten noted that some context from Keehi Lagoon Park and Veteran’s War

Memorial locations could fit for Lagoon Drive Station. o Mike Lee provided Lisa a list of possible lei types for these stations o Jeff Dodge, NAVFAC Hawaii, noted transport and sea planes context

possibilities for Keehi Lagoon area. Landscaping

Lisa Yoshihara and Ken Caswell: Clarified that there would be no landscaping for the Middle Street Transit Center Station since the possible landscaping areas are outside the rail project scope of work. The station footprint is small and on structure over Kalihi Stream and connects to the existing transit center. It is just a drop off location now. In the long term, a parking garage is planned. Middle Street is not a manicured area. Hawaii Department of Transportation (HDOT) property and a radio antenna are located here. Also Kalihi Stream is natural in that area and HART is obligated not to raise the normal water level.

Climate Change

Jeff Dodge: Asked if the station design took into account sea level rise related to climate change. Ken noted that HART designed for the floodplain, not for climate change.

This presentation was stalled early by those who wanted other outcomes for the Pearl Harbor Station design. The following discussions occurred. The group was later guided back on task to see what was possible based on the direction HART was headed on the Pearl Harbor Station.

Questions and Comments (These notes reflect general key comments and may not include every statement made.): Makalapa Historic Districts

Discussed HART and Navy schedules associated with completion of the Makalapa Historic Districts (HD) documentation

o Potential Results - Two separate HDs or one HD to include both Makalapa housing areas.

o Potential Status of Pearl Harbor Station - Outside of both HDs as currently shown, or within a combined HD (with either one HD or both HDs) probably as a non-contributing element or previously approved transportation corridor element

o Given those possibilities, the potential for Section 4(f) issues wouldn’t arise in all cases. (Some parties thought that it should be assumed to be subject to Section 4(f).)

NR Update Relationship to Station Design The consulting parties discussed whether the NHL/HD nomination processes should

be parallel to the station design process or if in fact station design shouldn’t be finalized without completion of these processes. Kiersten did not understand why this had taken HART so long; three years had passed since the PA was executed.

The consulting parties did not appear to have the background information that was the basis for HART’s FEIS/ROD and PE descisions associated with the location of the Pearl Harbor Station. HART staff shared summary information.

o Cheryl Kaneshiro, HART Station Project Manager, noted that there have been a number of meetings with the Navy. She also reminded everyone that changing the station location could also impact the vertical alignment of the guideway.

o Ken Caswell shared that all of this had been discussed with the Navy 4-5 years ago and that this is how we got to the conclusion being presented. HART was proceeding based on the knowledge we had; that was included in the FEIS. HART does not see the updating of historic documentation or nomination of historic properties as shaping station design and the location has already been determined. Ken noted that Navy leadership had changed during this time and now there were issues coming up about moving the station and guideway.

ICRMP 2008 versus Mason Architects, Inc. 2003 Study Jeff Dodge: Referenced the 2008 Integrated Cultural Resources Management Plan

(ICRMP) as what HART should look at for the last approach to the Makalapa HDs (planning document that combined the HDs) not the August 2003 Historic Context Study of Historic Military Family Housing in Hawaii (which identified separate Makalapa HDs). HD forms are currently being updated.

Station Functionality and TOD Charlene Oka-Wong, NAVFAC Hawai‘i: Asked about functionality, how does the

station work, how do pedestrians get to the variousl locations. Ken and Kyle Williams, AECOM, explained using various slides.

Charlene Oka-Wong: Inquired about HART’s involvement in TOD, parking structures, etc. at Pearl Harbor. Cheryl said this was outside the scope of work of the station contract. Joanna reminded everyone that TOD in general was the purview of the City Department of Permitting and Planning (DPP), who had authority over development, zoning and building code. Ken reminded everyone that the military was outside the jurisdiction of DPP as well. Charlene asked how to get safe and functional access?

Ken noted that 5-6 locations had been considered for this station and an old version had shown entries on both sides. Ken indicated that the Navy had involved in the collaboration resulting in keeping the station out of the NHL. The FEIS identified removal of any makai touchdown as a mitigation measure.

Jeff requested that HART provide documentation to show what the Navy had said before.

Betsy Merritt, National Trust for Historic Preservation: Wanted to know how HART kept these 5-6 options from five years ago secret, including from the Navy. She requested the same information requested by Jeff.

Cheryl asked if all HART’s work was somehow invalidated because it was questioned? She felt there was documentation available. Cherly asked a reasonable question of why the Navy had not kept track of their own involvement and why HART was being questioned to provide this documentation. She concluded everyone needs to look for the documentation.

The primary concern is that the station access must be safe and functional. Joanna said she would look into what pedestrian traffic information HART had for both the Aloha Stadium and Pearl Harbor Stations. Some was already included in the FEIS. Charlene felt that we should present that at meetings (including public meetings). Joanna noted that there was information in the FEIS and support studies and as HART fine-tuned multi-modal interface/bus-rail integration studies for each station that more updates would be available. Some of this fine-tuning would not be directly relevant to station design, such as specific bus route services, etc.

Blythe Semmer, Advisory Council on Historic Preservation: Commented that it would be helpful for everyone to review the safety and pedestrian access studies that were being discussed.

Kiersten Faulkner left the meeting.

Call-in Attendance Verification Blythe asked for confirmation of NPS or SHPD attendance at the meeting. Joanna

noted that Angie Westfall (SHPD) had a conflict and did not send anyone in her place. No one from NPS called in to the meeting.

Design Approaches to Pearl Harbor Station

Blythe Semmer: Asked for further suggestions for design approaches based on what had been presented. Ken asked for input on Kyle’s presentation; has HART addressed these issues otherwise?

Jeff Dodge: Acknowledged that this was an improved design approach to minimize impacts. He was still concerned about functionality. Charlene noted that as a concern for both Aloha Stadium and Pearl Harbor Stations.

Gary Tasato, NAVFAC Hawai‘i: Wanted to know how to get pedestrians safely across the highway if the station remained as is?

Wes Choy, NAVFAC Hawai‘i: Noted that this was a unique station, that would serve shipyard people. How would this work? How would they get across Kamehameha Highway?

Cheryl noted that the traffic signals were HDOT property. Discussion concluded that the Navy and HART should work with HDOT on this.

Pearl Harbor Naval Base, Lagoon Drive and Middle Street Stations Rail Station Design Community Informational Meeting

Date and Time: November 21, 2013, 6:00 - 8:30 p.m.

Location: Moanalua High School Purpose The purpose of this meeting, a requirement of Stipulation IV of the Section 106 Programmatic Agreement (PA) was to update the community/neighborhood on the design status for the Pearl Harbor Naval Base, Lagoon Drive and Middle Street stations.

There were an estimated 67 attendees (includes project staff and representatives from the City’s Department of Planning and Permitting). Introductions HART Executive Director and CEO Dan Grabauskas opened the meeting. HART Board Chair Ivan Lui-Kwan also gave welcoming comments. HART’s Transit Arts Program Administrator Lisa Yoshihara gave a PowerPoint presentation providing an overview of the project and detailing the Station Naming and Art-in-Transit programs.

Following their presentations, Dan Grabauskas opened it up for audience Q&A. Mark Garrity, Deputy Director, DTS was also on hand to answer questions related to bike share and other DTS-related programs.

Following the full group Q&A, there were breakout sessions for one-on-one time with subject matter experts.

The display boards should do a better job of showing the location and footprint of the station.

Station access would be improved if there was a traffic light and crosswalk across

Lagoon Drive. It’s too dangerous to cross now; it’s a four-lane street. There should also be a pedestrian island in the median area.

I see entrances but I don’t see exits? Are the entrances also the exits?

How many restrooms are there? One per station is not enough.

Where will the bike stalls be located? Are they going to be close to the entrance? The renderings should show the location of the bike stalls, drop off areas (kiss and ride).

Where are the rideshare cars going to park. Do they get preferential parking spaces?

When you don’t show bike racks and other access points, it looks like it’s not in the plans and that you didn’t think about it.

There are a lot of homeless in the area. What kind of security are you going to have?

Will there be security in the parking lots at the stations with parking lots?

Will there be security outside, as well as inside of the station?

Bikes storage/parking should be inside the station. People won’t want to ride their bikes if they are going to be outside where they can be stolen.

There should be an enclosed pay-to-park bike area where you could securely park a bike. You could use your rail pass to pay for it.

Will the restrooms be close to the entrances?

The City should change the zoning around the station to I-2, IMX, or BMX. These changes would allow more density and for businesses to add more parking.

Who will provide the security? HPD? HART?

What’s the difference between transit attendants and transit security?

How much will HART security be involved and how much will be handled by HPD?

Where will the security personnel be located in the station? Will customers know they can go to a certain place, like the entrance, to find a security person?

What bus routes will serve this station?

How about people that have to work in Mapunapuna? There are no buses in Mapunapuna, is this going to change?

How about people who live in the Navy housing area. How do they get to a bus to get to the station? There are no buses operating inside the military housing areas.

Have the bus routes been finalized?

Need a cab system so people can take cabs to and from areas not served by buses.

How about people that jump over the fare gates? How will you catch them? There won’t

be enough security personnel to catch all of the people that will be jumping the turnstiles and the fences.

There are other places on the rendering that look like people could easily get in the station without going through the fare gate.
