Bruce Tafoya is a principal transportation project manager / senior project manager with more than 27 years of civil engineering experience in the overall project delivery process, ranging from conceptual design/planning through actual construction and operation. Project Management

As a project manager, Bruce has been involved in the management of Parsons' projects requiring large-scale staff supervision from both Parsons' specialists and subconsultants. All other requirements of project management are part of his daily routine, including development and delivery of project plans, specifications, construction estimates, schedules, and project status reports; coordination and supervision of reviews, quality control, and document preparation; attending project, client, and public meetings; review and/or approval of employee timesheets, monthly billing statements, and management reports; and maintaining strong client relations.

Bruce has business development experience involving pre-proposal strategies, proposal team building, project planning, scope development, fee preparation, and interviewing for projects. TxDOT SH 183 Managed Lanes Project, Design-Build, Tarrant and Dallas Counties, TX Client: Texas Department of Transportation (TxDOT) Project Role: Highway/Roadway Design Leader Start Date, End Date: 10/2013-2/2014 Project Description: On May 29, 2014, Texas Department of Transportation (TxDOT) awarded its $850 million SH 183 Managed Lanes transportation development project to Southgate Mobility Partners Team, which includes Parsons as its lead designer. The project consists of improvements along and connecting to SH 183, SH 114, and Loop 12 from SH 121 to I-35E in Tarrant and Dallas counties. It involves constructing managed lanes, general-purpose lanes, frontage roads, ramps, and connecting roadways, along with associated drainage, structures, signing and pavement markings, lighting, landscaping, right-of-way acquisition, and utility adjustments. The TxDOT SH 183 Managed Lanes project will improve mobility throughout the highly congested Dallas-Fort Worth Metroplex.

California Experience

Bruce’s international experience includes serving as a section highway manager for the planning and design of roadway projects for the Abu Dhabi Transportation and Roads Improvement Program (TRIP) in Abu Dhabi, United Arab Emirates; serving as project manager for the planning and design of roadway and bridge projects for Dubai’s Road & Transport Authority (RTA) in Dubai, United Arab Emirates; as well as for major infrastructure investment planning in Egypt for a private client. Project Description: The $1.023 billion CA HST CP1 project is the first significant construction contract executed on the Initial Operating Section of the high-speed rail project. The CP1 construction area is a 29-mile stretch between Avenue 17 in Madera County to East American Avenue in Fresno County. It includes 12 grade separations, 2 viaducts, 1 tunnel and a major river crossing over the San Joaquin River. This design-build project provides civil engineering and construction in preparation of the installation of the rail and systems needed for HST. This project includes all grade separations, utility modifications, drainage, grading for the rail alignment, and other street and highway modifications.

Project Responsibilities: Bruce was brought into the project as the utilities design deputy manager with primary focus on the technical utility issues related to relocation of conflicting utilities. He was “responsible charge” of Parsons’ utility design plans and specifications. Bruce was elevated to utilities design manager August 2014 with overall responsibility for the design and coordination of all utilities impacted by the project. Activities included coordination with multidisciplinary design team, drainage team, subconsultants, local and State agencies, other stakeholders, and utilities owners. He remained as “responsible charge” of Parsons’ utility design plans and specifications. Project Responsibilities: The project task order will prepare project initiation, project approval, and environmental documents (PID and PA&ED) for a proposed interchange along US Highway 101 in Santa Clara County, located approximately 2.2 miles south of SR 25 (Gilroy), and approximately 1.8 miles north of Betabel/Y Road in San Benito County. The purpose of this facility would be to provide alternative access to US Highway 101 for existing and future residents and visitors to San Benito County, via an extension of Shore Road, to be referred to as the San Benito Parkway. Benito Parkway will be a principal arterial street extending from SR 25 to the limits of the interchange project, at the Santa Clara and San Benito County line. The project would include connections to northbound and southbound US Highway 101.

As project manager, Bruce manages and coordinates the effort of a large consultant team in order to deliver the transportation project, from initial planning and environmental documents (PID and PA/ED phases) through final design (PS&E phase). Another project task order will be issued for the PS&E phase. The project will require close, continuous coordination with Caltrans District 4 (Santa Clara County) and Caltrans District 5 (San Benito County), since there will be impacts to the regional transportation planning. His specific program responsibilities include collaborating with stakeholders; directing the planning, environmental, and design staff; overseeing subcontract administration and the production of deliverables; and assisting with negotiations for environmental and design subconsultant contracts. Bruce’s overall project responsibilities include day-to-day oversight and monitoring project development activities. He works in conjunction with other technical managers and engineers and discipline leads, overseeing the defined scope of work, scope management, and performance of defined projects to meet the project goals and objectives. Project Description: The $361 million Oakland International Airport Connector project will improve access to the Oakland International Airport (OAK) via an automated people mover (APM) system, using an automated guideway transit (AGT) operating system technology (OST). The APM will provide a 3.2-mile-long, pollution-free connection between the BART Coliseum Station to the passenger terminal at OAK. The AGT is primarily elevated with an underground segment near the airport and an on-grade segment along Airport Drive, and the operating system functions are on an exclusive right-of-way without on-board drivers or attendants. The project will deliver significant benefits to local and regional economies by creating immediate and long-term jobs and opportunities for local disadvantaged business enterprises. It will also reduce congestion along local access roads to the airport, thereby improving environmental conditions of airport operations.

Project Responsibilities: As an assistant to the project manager, Bruce coordinated the effort of subconsultants in order to resolve transportation facilities’ design/construction issues while under construction. He was responsible for providing bike path, emergency egress path, and drainage designs, as well as resolving inquiries pertaining to roadway and drainage due to changes in design, construction issues and methods, changed field conditions, and clarification of plans and specifications. The project required close, continuous coordination with Caltrans District 4.

Project: Guam Islandwide Program Management Services Project Location: Tamuning, Guam Project #: 646979 Client: Government of Guam Department of Public Works (DPW) Project Role: Project Civil Design Manager Start Date, End Date: 5/2010-5/2013

Project Description: Parsons provided program and construction management, which involved assisting with planning, design, procurement, contract management, and construction management for roadway improvements, islandwide. The work included educating and training the Government of Guam, Department of Public Works (DPW) Highway Department, to perform construction inspections in accordance with federal standards and practices. Parsons also led the environmental, programming, planning, and acquisition activities during coordination with the United States Department of Defense (DOD) and the Federal Highway Administration (FHWA) for the island’s roadway improvements to support relocating and building-up of the military in the relocation of the Marines from Okinawa, Japan, to Guam.

Project Responsibilities: The project consists of safety improvements to Route 4, beginning approximately 1.5 miles south of Route 17, near Togcha River, and ending approximately 1.7 miles north of Route 4A, near Ipan Beach Park, in Talofofo, Guam. The 0.5-mile (2,600 feet) of safety improvements includes roadway reconstruction, increased roadway profile and superelevation, anti-skid surfacing, drainage facilities, and reestablishing the clear zone.

Bruce was responsible for the overall civil design management and technical advisor, which included re-scoping the design safety improvement elements to meet environmental constraints. He managed and provided technical guidance for the preparation of the final design (PS&E phase). The design for the project was primarily based on the American Association of State Highway and Transportation Officials’ publication, “A Policy on Geometric Design of Highways and Streets, 6th Edition.” Project: Passenger Rail Service Extension to Monterey County Project Location: Monterey County, CA, United States Project #: 645188 Client: Transportation Agency for Monterey County (TAMC) Project Role: Technical Design Reviewer Start Date, End Date: 8/2010-2/2011

Project Description: Parsons provided the conceptual design, advanced preliminary engineering, cost estimates, and environmental studies for an extension of passenger rail service to relieve congestion for commuters traveling between Monterey County, from its existing terminus in Gilroy, and the San Francisco Bay Area. The project will construct a layover facility and additional commuter parking in Salinas, a new station in Castroville, and a new station in Pajaro/Watsonville, to serve northern Monterey County and southern Santa Cruz County. The service will be operated by the Capitol Corridor Joint Powers Agency as an extension of passenger rail service between Sacramento-Oakland-San Jose to Salinas. The project will additionally accommodate the relocation of intercity

Greyhound bus service and will construct a Monterey-Salinas Transit local bus transfer facility at the Salinas Intermodal Transportation Center. In developing the adopted building program, wide-range of station siting and value-engineering alternatives were conceptually rendered and evaluated. The project was coordinated with the UPRR, the Peninsula Corridor Joint Powers Board, the Capitol Corridor Joint Powers Authority, Caltrans, the Santa Clara Valley Transportation Authority, the city of Salinas, the Redevelopment Agency of Monterey County, Monterey-Salinas Transit, the city of Watsonville, the Santa Cruz County Regional Transportation Commission, and the Santa Cruz Metropolitan Transit District. The project deliverables included a project study report (PSR); advanced preliminary engineering plans, specifications, and estimates; and state and federal environmental documentation.

Project Responsibilities: As a technical design reviewer for the project manager, Bruce performed a technical review of the site development for the proposed Salinas Commuter Rail Station and Layover Facility and roadway improvements for State Route 183 (SR 183 - Market Street & North Main Street). The proposed SR 183 improvements are necessary to provide access to parking, station, and maintenance facilities and include two new city streets configured to form a "T" intersection to the north of SR 183 (Market Street), with right turns in and out only; modify Lincoln Avenue/SR 183 (Market Street) intersection, from a "T" configuration to a four-legged configuration, by extending Lincoln Avenue to the north, into the site; reconstruct SR 183 (Market Street) raised median islands and curb returns, between Stone Street and North Main Street; and modify traffic signals at Lincoln Avenue/SR 183 (Market Street) intersection and at SR 183 (Market Street/North Main Street)/Salinas Street intersection, so as to improve traffic operations along SR 183. Additionally, he was responsible for confirming fact sheet items and preparing the encroachment permit for SR 183 improvements which is under Caltrans District 5’s jurisdiction. Project: Thomas Roads Improvement Program (TRIP) Program Management Project Location: Bakersfield, CA, United States Project #: 646593 Client: City of Bakersfield Project Role: Corridor Manager Start Date, End Date: 1/2008-6/2010

Project Description: The project involved providing program management services for a consultant team augmenting the City of Bakersfield staff in collaboration with the County of Kern; the California Department of Transportation (Caltrans), District 6; the Kern Council of Governments; and the Federal Highway Administration (FHWA). The project work included planning, environmental clearance, design, and construction of 14 projects totaling 85 miles in transportation improvements along the metropolitan Bakersfield highway network. The program's cost was estimated at more than $1.25 billion.

environmental documents (PID and PA/ED phases) through final design (PS&E phase), and the construction. The four transportation projects, Centennial Corridor, Crosstown Freeway (So. Centennial Corridor), Oak Street and 24th Street Interchange, and 24th Street Widening, required close, continuous coordination with Caltrans District 6, as the impacted transportation facilities include SR 58, SR 99, and SR 178. His specific program responsibilities included collaborating with stakeholders; assisting with implementing the delivery strategies through construction, negotiating, awarding, and administering contracts; reviewing and approving proposals, contracts, and subcontracts; directing the planning, environmental, and design staff; overseeing subcontract administration and the production of deliverables; and assisting with negotiations for environmental and design consultant contracts. As the program management consulting quality manager, Bruce was responsible for implementing the quality assurance program to verify the design consultant’s compliance to the design quality plan and ensuring all applicable city, county, Caltrans, and regulatory requirements were met. He also performed or assigned monthly or “as-needed” audits of the design consultant’s compliance with the design quality plan. Project Description: The Lagoons, a unique mixed use development, is part of the Dubai Creek master plan which includes the master planned communities of Old Town, and Wellness Center, as well as the existing wilderness preserve. The Lagoons project is envisioned as a major mixed-use commercial and residential development with recreational and cultural centers consisting of 7 man-made islands, known as the “Pearls”, connected by waterways, roads and bridges. Parsons scope is primarily to design the infrastructure, roads, marinas, waterways, and bridges. The overall construction value for the project will be over $30B+, but Parsons’ portion is only the infrastructure which should be about 5 to 10% of that value. The key features of the infrastructure are:

largest and most critical elements of The Lagoons project. The key features of the Business Pearl are:

• 2,765 Apartments • 1,741,480 Square Feet of Retail • 15,608,630 Square Feet of Commercial Office • 4,442 Hotel Rooms • 340 Students Private School

The Business Pearl will account for a majority of the total traffic generated by The Lagoons; therefore, significant efforts are being put into solving the transportation issues intrinsic to the Business Pearl and the distribution of utilities coming onto the island and feeding the various buildings. This very dense development program will be constructed on approximately 111 acres with many of the buildings being over 50 stories in height. The island development will require a seven-level 30,000 space parking structure and commercial vehicle docking zones within a podium structure on the man-made island. The Lagoons is located at the basin of Dubai Creek and will only be accessible via four bridges.

Project Responsibilities: Bruce was responsible for planning and producing the report related to the traffic impact assessment, structural loading criteria, and validation of parking requirements; the planning and review of the conceptual drawings for the roadway network, parking, and infrastructure; and review of the detailed geometric design of the major roadways and ramping systems. He also coordinated among the client, master plan architect, landscape architects, contractor, and various design disciplines.

Bruce worked directly with a subconsultant specialist to address the original plans for the parking structure within the podium which called for very steep ramps that could not adequately accommodate the number of projected vehicle trips for the proposed number of parking spaces.

Of the many challenges addressed was the need to provide express ramps to all parking levels of the podium directly from three of the four bridges. This was required because the levels of peak hour traffic were so high that the planned surface street system could not accommodate all the projected vehicle trips. Working together with the subconsultant specialist, a plan was conceived that provided a flat floor one-way ring road around a central core that can be entered from down ramps on its outside and can be exited to up ramps on its inside. The express up and down ramps were designed so that they would stack in the same volume of space thereby maximizing the amount of flat floor space that would be available for parking. Five secondary ramp systems were also developed that would allow floor-floor access from the surface level through the lowest level. These secondary ramps were proposed as double circular helixes with access to an outer ring road system.

The island is elliptical in shape and as such the parking bays were recommended to be designed in a radial pattern that follows the circumference of the island's shape between the podium’s inner ring road and the edge of the parking structure. Inside the inner ring road the parking bays were recommended to be parallel to the shorter axis of the island and allowed for sloping floor ramps to serve the lowest levels of parking between levels P5 and P7. A 9 meter by 18 meter column grid system was chosen outside of building footprints

to allow for clear span parking and enhanced vehicle circulation and visibility.

Also, recommendations were provided with respect to traffic access that resulted in enhanced access for commercial vehicle traffic to and from the local road system surrounding the island and a traffic management plan that would preclude cut-through traffic from an adjacent island. Project Description: The Sixth Crossing Corridor, R777/3, located south of the new Business Bay Bridge (Ras Al Khor Corridor), entailed constructing the major arterial along Sheikh Rashid Road with interchanges at Riyadh Street, Ras Al Khor Road, Opera House Island, Dubai Festival City/The Lagoons, Nadd Al Hamar Road, Emirates Road, and Al Awir Road. A multi-span bridge was proposed to connect Ras Al Khor Crossing Corridor with Nadd Al Hamar Road and provide full navigation clearance for commercial and recreational vessels. The Seventh Crossing Corridor, R777/4, is located just east of the Maktoum Bridge and replaces the Floating Bridge, which was an interim solution to the traffic issues. The Seventh Crossing will included constructing new access roads to improve operations on the roads accessing the Maktoum Bridge and increasing travel speeds on both sides of Dubai Creek. The improvements consisted of constructing a new roadway corridor beginning at Oud Metha Road, running adjacent to Sheikh Rashid Hospital Compound, with a new signalized intersection at Riyadh Street and through the Dubai Creek Park to the new bridge crossing over Dubai Creek and landing at the Road 9 and Baniyas Road intersection. The construction costs of the Sixth and Seventh Crossing Corridors were approximately $1.2 billion and $260 million, respectively.

Project Responsibilities: Bruce was responsible for the overall management, which included the planning and design of various subcontracts. He managed and coordinated preparation of the Preliminary Study and follow-on studies related to the subcontracts, as well as the design staff for submission of the subcontracts. Bruce prepared the construction phasing and schedules for the various subcontracts and coordinated among the client, agencies, service authorities, and various design disciplines. comprehensive improvements to the Sheikh Zayed Road expressway to alleviate congestion and provide for increased traffic volumes from the new developments along the major freeway corridor. Parsons’ work on this improvement project began in 1999 at the preliminary study stage, and the program included upgrading 29 km of Sheikh Zayed Road starting from Trade Center Interchange to Interchange 6. The work included improving all seven preexisting interchanges and constructing six new interchanges.

Project Responsibilities: The Dubai Marina Interchange, or Interchange 5, project involved removing the existing grade-separated roundabout and providing a new free-flow interchange along Sheikh Zayed Road near Dubai Marina. A Variation Order was introduced halfway into the construction schedule, which required planning, design, construction coordination, and implementation. The Variation Order construction contract value was $11 million, thereby bringing the total construction contract value to $83 million. The work included the removal of existing roadways and bridge, widening and reconstruction of roadways, new asphalt works, asphalt overlay, bridge structures and ramps, retaining walls, drainage, lighting, signing, pavement marking and striping, utility relocation and protection, and traffic staging.

Bruce was responsible for planning and design of the Variation Order and construction coordination for the overall project. He performed coordination among the client, resident engineer, contractor, and various design disciplines. The planning and design for the project was primarily based on the American Association of State Highway and Transportation Officials’ publication, “A Policy on Geometric Design of Highways and Streets, 2001.” Project: Garden Grove Freeway (SR 22) HOV Lane Project Location: Orange County, CA, United States Project #: 645195 Client: Orange County Transportation Authority (OCTA) Project Role: Civil Project Manager Start Date, End Date: 4/2002-10/2005

Project Description: The program management contract involved managing cost, schedule, design, and construction activities for the $550 million design-build widening of SR 22 in Orange County, California. The project was a 13-mile-long freeway that connected five major freeways and included the reconfiguration of interchanges and 54 new bridges or bridge widenings, as well as more than 12.5 miles of retaining walls. The Orange County Transportation Authority was the funding agency, and Caltrans was the ultimate owner and operator. The project design and construction was scheduled and completed in an aggressive 810 days. Expedition was used for the project's controls program, and Primavera P3 was used for the scheduling program.

Project Responsibilities: As the assistant program manager for Phase 1, Bruce was responsible for preparation of the Project Management Plan; design-build procurement documents, including the statement of qualifications, Industry Review Package, and request for proposals; and procuring a design-build contractor.

As the civil project manager for Phase 2, Bruce provided oversight for the design of the project to ensure all applicable Caltrans, federal,

Project Description: Recognizing the need for a second corridor in the Muscat Capital Area, Muscat Municipality in August 2001 selected Parsons to design and supervise the construction of the 54-kilometer-long Muscat Expressway (previously known as the Southern Expressway). In addition to alleviating traffic congestion along the existing corridor, the new expressway provides access to previously inaccessible areas, complementing the economic growth of the region by opening up new areas for development served by an efficient transportation network. By reducing congestion across the capital area, the project provides socioeconomic and environmental benefits, as it reduces travel times and distances.

Project Responsibilities: The project involved alignment selection and the preparation of planning and design documents. The expressway's alignment started at the Al Qurum Roundabout and extended 52 km west along the foot of the mountains south of Muscat City, then north to the proposed Al Batinah Highway with a temporary at-grade connection to the Al Naseem Roundabout on the Sultan Qaboos Highway. The project included 15 interchanges, several wadi crossings, 44 bridges, and approximately 20 km of cross roads through desert and mountainous terrain. The planning and design for the new Southern Expressway was based on the American Association of State Highway and Transportation Officials’ 1994 publication, “A Policy on Geometric Design of Highways and Streets.”

As the area project manager, Bruce reviewed and analyzed the planned alignment completed by another firm and discovered several design speed related flaws, lack of adequate right of way, as well as the planned horizontal alignment’s close proximity to the only existing main corridor to access Muscat, Sultan Qaboos Highway. Based on these findings and recommendation to re-plan the project alignment, the Muscat Municipality directed Parsons to implement an alignment selection process and report in order to re-establish and document a proper project alignment. In addition to recommending a horizontal alignment, the report covered interchange configurations and design elements, including typical sections, vertical alignments, number of lanes, right-of-way widths, drainage, utilities, pavement markings, signage, lighting, and bridge type selection. Further, he recommended the newly proposed alignment be elevated when crossing a wadi (dried up riverbed, during sudden downpours have lead to flash floods resulting in the flooding of Sultan Qaboos Highway and have been highly dangerous to the residents of Muscat), so as to form a dam in order to control the flash flooding that occurs and protect Sultan Qaboos Highway, as well as the residents of Muscat.

During this same time period, Bruce served as the area manager for Parsons’ transportation business unit and established Parsons’ initial transportation office in Muscat. Transportation and Roads Improvement Program (TRIP) since its inception in the late 1970s. TRIP involves the planning, design, and construction of an entire urban roadway network in the City of Abu Dhabi. As Program Manager, Parsons is responsible for all TRIP design and construction supervision activities, including the administration of more than 100 separate construction contracts (since inception), which typically include water, wastewater, stormwater, electrical and telephone relocations, and roads and bridges. The roadway work includes at-grade and grade-separated intersections, parking areas, service reservations, utility relocations and protection, drainage, and lighting and traffic signal systems.

Project Responsibilities: The work included the removal of existing roadway, widening and reconstruction of roadways, asphalt overlay, new asphalt works, bridge structures and ramps, demolition of an existing bridge, reconfiguration of existing intersections and parking areas, drainage, lighting, traffic signals, signing, pavement marking and striping, utility relocation and protection, traffic staging, fountains and associated plant rooms and water tanks, landscaping, retaining walls, a tunnel structure, lift station, and stormwater reservoir. The Abu Dhabi TRIP projects were designed in accordance to the Abu Dhabi Municipality’s Roadway Design Manual, published in 1998, which was primarily based on the American Association of State Highway and Transportation Officials’ 1994 publication, “A Policy on Geometric Design of Highways and Street.”

Bruce was responsible for preparation of planning and design documents for various projects ranging from roadway widening to interchanges. He prepared plans and specifications for the bridge interchange at IP-111 at the junction of Cross Road “G” and Eastern Ring Road; the widening of East Road between IP-43A and IP-145, which included beautification and landscaping of the median and widening improvements to the existing bridge structure at IP-47A; and the Umm Al Nar Bridge and Tunnel Interchange at the intersection of Abu Dhabi/Al Ain Roads and Abu Dhabi/Shahama Roads. Bruce was responsible for preparing the plans and specifications for the dredging, land reclamation, sea wall layout, and roadway and their related design elements for the New Corniche Road East (Stage 1). Project: San Joaquin Hills Transportation Corridor, Toll Road Construction Services Project Location: Costa Mesa, CA, United States Project #: 660322 Client: California Corridor Constructors Project Role: Project Engineer Start Date, End Date: 1/1995-12/2000

Project Description: The project involved the final design and preparation of plans, specifications, and cost estimates for a new $1.1 billion, 19-mile, six-lane toll road extending from I-5 to the vicinity of the I-405, Route 55 interchange in Orange County, which included 11 interchanges, 76 bridges and wildlife crossings, environmental mitigation, and landscaping. The six-lane, divided road extended State Route 73 from Interstate Route 5 at San Juan Capistrano to John Wayne Airport . Parsons was responsible for all design efforts associated with the major design-build contract, which included highway design, design of cross streets and collector distributor roads, traffic signalization, design of multiple bridge structures, maintenance of traffic plans, drainage facilities, and related improvements. The project required the mapping and appraisal of more than 125 individual parcels prior to the start of construction. More than 300 environmental mitigation measures were incorporated into the project.

Project Responsibilities: Bruce served as liaison between field coordinators and the contractor's staff for construction issues pertaining to all design sections of the San Joaquin Hills Transportation Corridor (SR 73). This six-lane, divided road extended SR 73 from Route 5 at San Juan Capistrano to John Wayne Airport. More than 300 environmental mitigation measures were incorporated into the project.

Project Responsibilities: Bruce prepared highway plans for the new toll road. Caltrans, District 12, provided oversight of the design-build project in accordance to its design standards.
