Message from Mayor Gary Goobie

as summer 2014 slips into the history books, it is time to turn our focus on the coming seasons. on behalf of my Town Council colleagues it is my pleasure to introduce our first Holyrood Community Guide which outlines a host of activities, programs, and information for Fall 2014.

Things are happening in Holyrood and we want to ensure you have an opportunity to be actively involved in all we have to offer. This Community Guide identifies opportunities for all ages from child to senior in recreation and healthy living. The experience is just waiting for you to accept the challenge and become involved.

The Town of Holyrood is alive with growth & development. We are pleased we can offer you the opportunity to live, learn, work and play in a Town that is growing. We are surrounded by an atmosphere of excitement and control all wrapped up in one neat

Fuel your Fall

SOUPRoasted Cauliflower and Red Pepper

• Wash peppers and cut into quarters, removing seeds.

• Place skin side up on a baking sheet lined with foil and roast at 450 degrees Fahrenheit for 10 minutes.

• Flip peppers and continue to roast for 10-15 minutes until skins are blackened.

• Place peppers in a bowl and wrap tightly with plastic wrap for 15 minutes.

• Once cooled, peel off blackened skin.

Ingredients: 5 cups bite-size cauliflower florets4 tsp canola oil1 cup finely chopped onion1 cup finely chopped carrots2 garlic cloves, minced4 cups reduced-sodium chicken or vegetable broth2 red bell peppers, roasted and chopped (see side panel)2 sprigs fresh thyme (optional)Black pepper, to taste

Directions:Preheat oven to 425 degrees Fahrenheit.Place cauliflower on prepared baking sheet and drizzle with 2 tsp (10 mL) of the canola oil. roast in preheated oven, turning once, for 20 to 25 minutes or until florets start to caramelize and are lightly browned.

Meanwhile, in a large pot, heat the remaining oil over medium heat. Sauté onion and carrots for 3 to 4 minutes or until softened. add garlic and sauté for 30 seconds. Stir in caramelized cauliflower, broth, roasted peppers and thyme; increase heat to high and bring to a boil. reduce heat and simmer for 10 minutes. Discard thyme sprigs. Season to taste with pepper.

adopt a SpotWe are asking citizens and businesses to ‘adopt a spot’ in our community to keep clean. This area could be the property in front of your home that you take special care to eliminate and prevent litter. Let’s work together and take pride in our community. Please contact the Town to register your spot.

Bulk Pick Up Please ensure your bulk items are placed out by 7am Monday, october 13 to ensure that items will be picked up. Metals must be separated from all other bulk garbage. keep in mind that it may take several days to collect bulk items from all residents. Collectors will not return for items put out after the advertised date. We ask for your cooperation and patience during this time.

Working Smoke Alarms Save Lives Test Yours Every Month!Fire Prevention Week - October 5 - 11, 2014

The Town of Holyrood will host several events during Small Business Week. These events are designed to acknowledge the dedication and determination of our business sector here in our Town. For more information contact Marjorie at 229-7252 ext 205.

october 22 - youth Entrepreneurship WorkshopThe Town has invited two high schools to take part in an entrepreneur workshop hosted at the Holyrood Municipal Building. roncalli and St. Catherine’s High Schools have been invited to participate in the workshop which will introduce students to knowledge and skills that will benefit them in lifelong learning.

october 23 - Small Business Forumall business owners will be invited to take part in a round table discussion identifying ways that our Town can help them grow their business and keep it viable and productive. Government representatives will be on site to discuss programs that are available to assist business owners become more sustainable. There are many programs which are available and may not be utilized.

october 24 - Small Business BreakfastBusiness owners are invited to take part in a breakfast with our MHa, Council and various Guest Speakers. This is a great networking opportunity for businesses to ensure the sustainability of their business using innovative techniques.

Economic Development

Small Business Week: october 20-26

During Fire Prevention Week october 5 - 11, 2014 the Holyrood volunteer Fire Department will be informing people the importance of having a working smoke alarm. Help us sound the alarm that working smoke alarms save lives.

Did you know that many people do not test their smoke alarms as often as they should? When there is a fire, smoke spreads fast. you need working smoke alarms to give you time to get out. Test yours every month!

rECrUITMENT DrIVEHolyrood needs a few more heroes. your chance to step up comes october 11, 2014. The Holyrood volunteer Fire Department will be hosting a recruitment drive. Time: 10:00aM to 5:00PM. The goal is to find more keen and dedicated volunteers who have the time and commitment to become firefighters in Holyrood. During a special session at the Holyrood volunteer Fire Department, you can ask questions, receive information and hear first-hand accounts of how rewarding volunteer firefighting can be. Most members have to travel outside of Holyrood to work and are not able to be called to fight fires if necessary. This is why attracting new recruits is so important.

Town of Holyrood Municipal Scholarships are intended to be given to individuals to financially assist further development of their education at a post secondary institution of their choice.

Two successful applicants will receive a scholarship of $500 each.

Snow Clearing regulationsSnow Clearing PeriodDuring the period between the first day of December in each year and the last day of april in the year following, both days inclusive, and any other period when unusual snow and or ice conditions prevail, shall be known as the Snow Clearing Period.

Parkingno persons shall park an unattended vehicle upon any street or street reservation within the Municipality as follows: “during or for the 24 hour period immediately following a snow storm or for such other period as may be declared by Council to enable clean up after a particularly severe storm or snowfall.”

Depositing of Snowno person shall deposit or cause or permit to be deposited any snow and/or ice from driveways sidewalks, parking lots or any other property under their ownership or control onto any street reserve within the Municipality.

Identification of Propertyall mobile or portable articles, garbage boxes, buildings, fences, trees, shrubs, ledges, rock walls and lawns must be clearly marked with a reflective marker and must be visible to the snow equipment operator at all times.

Liability for DamagesClaims against the Municipality for damage to mobile or portable articles, garbage boxes, buildings, fences, trees, shrubs, ledges, rock walls and lawns or private property will be reviewed by the Municipality when they occur as a result of being struck by equipment operated by employees of the Town during the period of time they are engaged in snow clearing work and when they occur at a distance greater than 20 feet from the centre line of the street and the object damaged was not clearly marked as outlined above.

Disclaim of Damages• No claims for damages to property

will be reviewed by the Municipality where:

• the damage occurred to property located within 20 feet from the centre line of the street;

• the damages occurred as a result of the weight of snow and/or ice deposited on mobile or portable articles, garbage boxes, buildings, fences, trees, shrubs, hedges, rock walls and lawns;

• lawns become brown or decayed as a result of the deposit of snow and/or ice; and a claim for damages is received by the Council after May 31 of the year in which the snow clearing period ends.

‘Floating Classroom’ at north arm Docknorth arm will be the site this fall of an exciting science education program for junior high and high school students. The ‘floating classroom’ is a 42ft inshore vessel, fully equipped with scientific and oceanographic equipment. Full-day and half-day educational cruises are offered in combination with onshore activities. Students learn to conduct water samples, survey plankton, use an rov to investigate underwater habitats, and much more. The program is offered by the oceans Learning Partnership in collaboration with Memorial University and Parks Canada. The vessel is operated by long-time marine educator, Captain Jan negrijn, of Coastal Connections Ltd. www.olp.oceansnl.net.

submarine that’s an autonomous underwater vehicle (AUV). A student with Memorial’s Eastern

Edge Robotics team is flying a remotely operated vehicle at the end of the floating dock. A group

of children passes a yellow buoy to climb aboard a fast-rescue craft, motor out into the bay, and

watch as a school of dolphins surfaces. A minke whale appears. Off in the distance, two fishing

boats haul in their wares. Across the bay, sailboats stream out from the Terra Nova yacht club.

“It was a magical day that none of those kids will ever forget,” says Barry Snow, referring to the

open house for the Fisheries and Marine Institute of Memorial University of Newfoundland. The event

took place at its Holyrood Marine Base during the 25th anniversary of the town’s SquidFest in July

of 2013. Formerly a senior executive of the provincial Department of Innovation, Business and Rural

Development (IBRD), Snow is now the executive director of OceansAdvance Inc., the organization that

represents Newfoundland and Labrador’s ocean technology cluster. “There were 10-year-olds who

were inspired to look at a career in ocean science and ocean technology that day,” he says. “The kids

were out of their gourds with excitement.”

The Fisheries and Marine Institute of Memorial University of Newfoundland (a.k.a. the Marine Institute) has invested nearly $4 million in the Holyrood Marine Base, which opened in 2010, to support at-sea research and training for students, researchers, and clients in the oceans sector. The MV Anne S. Pierce, a 116-foot research-and-training ves-sel, is available year-round, weather permitting. The Marine Base also enables the live testing of ocean technology products such as the Explorer and a host of other innovative prod-ucts developed by companies such as eSonar Inc. and Whitecap Scientific Corp.

In December of 2012, the Marine Institute’s Centre for Applied Ocean Technology relocated its staff of 10 from St. John’s to a newly constructed 6,000-square-foot building in Holyrood Harbour. Glenn Blackwood, the vice-president of Memorial University (Marine Institute), reports that demand is already outstripping the capacity of the at-sea testing facility. The facility was used on 300 days between April 1, 2013, and March 31, 2014. Over the last two years, the Marine Base has supported $2.5 million in oceantech projects by the Marine Institute, plus others carried out by other Memorial departments and industry.

Expansion is key to the Marine Institute’s grand plan to be recognized by 2020 as a world-class oceans institute on the scale of the Woods Hole Oceanographic Institution in Woods Hole, Mass., specializing in safety and sur-vival training, experiential learning, oceantech/fishing-gear testing, and fisheries research. The Marine Institute is currently training thousands of people a year in safety and survival skills alone. Blackwood is in the process of raising funds to

build a breakwater, marginal wharves, related marine infrastructure, and a 40,000-square-foot multipurpose research-and-training facility.

The flurry of activity at the Marine Base inspired the Town of Holyrood to launch the Oceans Holyrood Initiative (OHI) in 2013, which aims to foster, enable, and accelerate an ocean-tech community in the region. “Access to the cold, arctic, pristine ocean creates opportunities for a diversified economy,” says Gary Corbett, Holyrood’s chief administrative officer. Based on the Marine Institute’s assets and use of this digitally mapped, sheltered, and unobstructed bay, the town has developed a business case to establish an identity as a leader in the ocean technology sector.

What has traditionally served as a squid- jigging ground is in the process of morphing into a business-service centre for the “blue economy.” Strong community collaboration is evident in the makeup of the OHI advisory board, which includes ocean techology experts from the Holyrood Marine Base, Memorial University of Newfoundland, the private sector, and OceansAdvance Inc., as well as representa-tives from the town, the provincial IBRD, the

Atlantic Canada Opportunities Agency (ACOA), and local and regional economic-development boards. Through the OHI, Holyrood plans to create a business-and-technology oceans and industrial park supplemented with a model resi-dential development that will support a cluster of oceantech companies and organizations.

One key feature of the OHI is an oceans technology park, which will be developed as a 100-acre business park in Phase I and will grow to 1,000 acres over the next 20-plus years to include an industrial park. One thou-sand acres of Crown land has been frozen to allow for a concept plan. The industrial park will feature lay-down areas that will enable the oil and gas industry to load trucks and drive to Bull Arm (about 100 kilometres away) or Long Harbour (about 65 kilometres away) or the St. John’s dockyard (30 minutes away) without passing through any residential areas and with only encountering a minimum number of street lights.

Snow led the development of the OHI strategic plan last year for Holyrood and was appointed executive director at OceansAdvance Inc. in February. He says the fact that

the next frontierGary Corbett has his finger on the OHI’s pulse. He sits at his desk in a spacious office in the municipality’s recently renovated building one kilometre from the Marine Base. Noting the town’s small population of 2,200, he notes that its geographical size, 126 square kilometres, is seven and a half times as large as the City of Mount Pearl (population: 25,000). “There’s a lot of room to grow,” he says. “We feel we are the next frontier.” Corbett led the effort to con-vert this building, formerly occupied by Eastern Health, to offices for both his staff and ocean-industry organizations that want to establish a presence in Holyrood. He isn’t one to wait on the sidelines for the grand-plan-cum-business park to materialize.

Two businesses have located there since

the renovations were completed a year ago. The first, Oceans Learning Partnership Inc., developed an experiential learning curriculum. The second, Coastal Connections Ltd., takes students out on the bay for on-sea demon-strations and experimentation, enabling them and the public to explore the world of ocean science and technology while engaging with experts and scientists.

Corbett, whose family moved to Holyrood from Toronto when he was two, attended Grades Primary to Grade 9 in town, finished his schooling in Avondale and Corner Brook, and graduated from Memorial University. His career in education spanned teaching and working as a principal, program specialist, and consultant. In 2009, sensing a new opportunity to positive-ly impact the lives of others, he started working for the municipality as CAO, initially with a small crew in a 1,500-square-foot building.

Today Corbett’s staff of nine occupies a 10,000-square-foot facility, along with two ten-ants, and there’s room for another 12. “This year’s municipal budget of $2.74 million has almost doubled since 2009,” he says. Additional offices with access to boardrooms and presenta-

tion equipment are available to ocean-industry companies by the day, week, month, or longer. The offices, ranging from 120 to 144 square feet and priced at $600 per month, are ideally suited for companies coming to Holyrood to test their technologies at the Marine Base.

A $527,000 grant funded by the provin-cial government’s Department of Innovation, Business and Rural Development, the Atlantic Canada Opportunities Agency and the Town of Holyrood has been supporting the initial devel-opment of the OHI over two years. Mayor Gary Goobie and the town council are supportive of the OHI, says Corbett, adding that his staff is focused on informing residents of the growth in the oceans sector in Holyrood and the pos-sibilities that lie ahead.

Leveraging the OCEANS’14 MTS/IEEE trade show that’s being held in St. John’s in mid-September, Corbett and his staff are inviting exhibitors to take their clients to the Marine Base for in-water demonstrations. In March, they met with 64 companies at the Oceanology International 2014 conference in London, England. A number of those compa-nies are planning to come to St. John’s, several of whom are planning live demonstrations at the town’s Day in the Bay event (additional demonstrations can be accommodated).

Following the Oceanology conference, they met with ocean industry stakeholders in Galway and Dublin in Ireland. “The researchers were extremely interested in the infrastructure plans for Holyrood and the experiential learning programs. There are opportunities in Holyrood to learn from the best practices of SmartBay Ireland,” says Corbett. “The potential for col-laboration and exchange of ideas across the Atlantic is phenomenal.” n
