OVERVIEW

The Martin Luther King, Jr. national holiday provides an opportunity to celebrate the legacy of a pivotal civil rights leader using citizen service as a tribute to his life of selfless action. We will celebrate with a renewed passion and commitment to the ideals set forth by Dr. King, who inspired Americans to transform their communities through service and civic dialogue.

With the support of the Corporation for National and Community Service (CNCS) and our national partners, we are pleased to announce the Martin Luther King, Jr. Day of Service Grants to our network of affiliate members and community, non-profit and government partners for the annual MLK Day on January 20, 2014.

Two important primary elements will differentiate Points of Light MLK Day grants from other funding opportunities. In addition to the expectations for activation of volunteers, Points of Light projects will include a special focus on 1). activating and serving the veteran and military community, as well as 2).intentional focus on civic dialogue, preferably using Points of Light’s signature America’s Sunday Supper program.

Points of Light ’s Commitment to Veterans and Military Families

Points of Light, through our affiliated network of (250) local HandsOn Network action centers, our national partners, and other sub-grantees, will mobilize at least 60,000 volunteers for MLK Day of Service on Jan. 20, 2014. Our efforts focus on actions that address the issues of economic opportunity and the engagement of and service to our veterans and military community.

To support the military and veteran communities, Points of Light’s MLK Day programming efforts will develop veteran-serving volunteer projects that focus particularly on job readiness, but are guided broadly by the eight critical issue areas defined within the Community Blueprint. Projects will address needs specific to each community with a goal of serving more veterans, fostering innovation and best practices, and increasing the interaction between civilians and veterans. These efforts are wrapped in the spirit of Dr. King’s work, legacy and vision. His message, “We are caught in an inescapable network of mutuality . . . whatever effects one directly, affects all indirectly,” is even more pertinent today.

Points of Light is the world’s largest organization dedicated to volunteer service. We are a lead partner supporting the White House Joining Forces initiative, and we are also leading the deployment of the Community Blueprint, a national collaborative effort of more than 30 non-profit and government agencies working to improve veterans’ lives. As a community, veterans

and military families are suffering disproportionately during the current economic climate, and Points of Light is making them a priority.

Points of Light’s 2014 MLK Day grant strategy intentionally focuses on engagement of new and diverse volunteers. It also seeks to engage veterans, active duty military and their families as volunteers, empowering them to address needs in their communities, strengthen their skills, and increase their connections to their local communities.

Potential grantees may use the Community Blueprint as a model for identifying gaps in services to veterans, active military and their families. The Community Blueprint is a guide to help communities add military support services to their public sector infrastructure, utilizing volunteers as the backbone resource to support veterans, active duty military and their families. It helps communities better understand their strengths and weaknesses in military support services to be responsive to those needs. Points of Light’s Commitment to Meaningful Civic Dialogue: America’s Sunday Supper

“All labor that uplifts humanity has dignity and importance and should be undertaken with painstaking excellence.” All Points of Light activities aligned with the MLK Day of Service will include critical service learning elements that tie the service to the life of and legacy of Dr. King. The life and legacy of Dr. Martin Luther King, Jr. is a compelling opportunity to call all members of this great nation to dig deeper into the social issues that underlie our need to serve in our communities. America’s Sunday Supper is Points of Light’s signature response to this opportunity and brings inspiration through documentary films, facilitated dialogue, and service opportunities into a single inspirational and impactful event. America’s Sunday Supper will be a recommended element for all POL funded MLK Day programs.

Building on the success of our 2012 and 2013 Community Cinema initiative, we will integrate documentary films into the America’s Sunday Supper concept to create a “dinner and a movie” experience. Initiating civic dialogue with a shared experience creates a strong platform for

conversation and service. Around MLK Day, grantees will have the option to host an America’s Sunday Supper event, which will include dinner with a documentary film, discussion, and an on-site project, as well as opportunities for continued service. Films and discussion guides will be provided by Independent Television Service (ITVS). Pre-identified film topics include: military families/veterans and education.

Coalition Building

The goal of this grant award is to build strong and sustainable partnerships that build upon the resources provided to achieve a community-wide activation of citizens and a year-round commitment to service. Applicants should creatively leverage partnerships and collaborations including, but not limited to, national service program partners, AmeriCorps Alums, HandsOn Action Centers, municipal governments, faith and nonprofit partners, and educational institutions. As noted below, Leadership awardees will be required to outline their coalition efforts in advance.

Economic Opportunity Focus

Points of Light’s MLK Day grantees will provide support and/or facilitate access to services and resources that contribute to the improved economic well-being and security of economically disadvantaged people (i.e. veterans, active duty members of the military and their families). Grant activities will help economically disadvantaged people to:

• have improved access to services and benefits aimed at contributing to their enhanced financial capability,

• transition into or remain in safe, healthy, affordable housing, and

• have improved employability leading to increased success in becoming employed.

Many economic opportunity programs require substantial training and a long-term commitment, such as free tax preparation services. However, some employment services may be performed by volunteers with minimal training and in just a few hours. Sample projects may include resume workshops, job panels and interview training. One of the greatest roadblocks to employment for veterans is an inability to translate their military accomplishments into civilian terms. Grantees may recruit experienced personnel from local military installations or business centers to host a discussion about translating skills and then work one-on-one with veterans to improve their resumes.

We recommend that grantees use MLK Day as an opportunity to launch their longer-term economic opportunity programs. An example may include holding an EITC outreach event on MLK Day to build awareness for the Earned Income Tax Credit and to let low- and moderate-income families know about free tax preparation services in their community.

ELEMENTS OF AN IDEAL MLK DAY 2014 APPLICATION

• Honors the life and legacy of Dr. King through civic dialogue and service, preferably including a signature America’s Sunday Supper

• Service projects focus particularly on economic opportunity (i.e. job readiness, housing, and financial literacy) for active military, veterans and their families

• Builds an MLK Day coalition or strengthens an existing one to engage the community in volunteer efforts

• Focuses on MLK Day not just as a day of service, but as an activation opportunity for year-round service

GRANT OPTIONS

Two grant options will be available through this RFP. Organizations must choose a single application category and address all required elements in their proposal.

Leadership Grants ($25,000 grant) Two available

Leadership grants are intended for organizations with the capacity and commitment to bring together a community-wide coalition of partners who will reach critical market saturation for activation in the community. The awards are not intended to fully fund the activities required, but rather to leverage public and private investments at the local level. Awardees may demonstrate their investment in partnering organizations through sub-grant awards, though sub-granting is not required. All aspects of the sub-grant process are subject to full federal expenditure guidelines and must include signed MOUs outlining organizational commitments.

Expectations:

12,500 volunteers (during the month of January 2014)

• Signature Event-Organize a large-scale signature event that honors the life and legacy of Dr. King (minimum 500 volunteers), preferably including America’s Sunday Supper; and the event must occur on MLK weekend with a preference for Monday, Jan. 20th.

• Service Projects

– Service projects must focus on providing economic opportunity for disadvantaged populations, particularly on job readiness, housing, and financial literacy services for active military, veterans, and their families

– Volunteers can be engaged through a combination of grantee-managed MLK Day projects and referrals to partner agencies; however, it will be the grantee’s responsibility to train volunteer leaders and to verify day-of-event mobilization numbers at partnering agencies

– Include a focus on serving active military, veterans and their families, and engage these populations as volunteers

– Increase the capacity of at least two local veteran serving organizations to engage year-round volunteers by at least 10 percent

– Five (5) percent of the volunteer slots should be reserved for veterans and military families

• Coalition Building

– Build or strengthen a community-wide MLK Day coalition to include nonprofit, government and/or business partners to create volunteer opportunities throughout the community on and around MLK Day and beyond; as the lead organization, the grantee can provide sub-grants to partnering, qualified organizations, but will be required to follow a formal partnership agreement and support full compliance with federal funding regulations

– Coalition: Ensure that at least 20 percent of all coalition partners commit to providing engagement opportunities for veterans and military families beyond MLK Day

• Sponsor(s)

– Recognize national sponsors at the signature event (banner and web graphics will be provided)

– Reserve up to 50 volunteer slots for corporate sponsors at the signature event (unused slots will be released no later than Jan. 3, 2014)

• Matching Funds

– Provide 250% match, or $62,500, through other fundraising sources and/or in-kind resources

– Grant and match funds must adhere to OMB circular A-122 for federal funds

Signature Grants ($15,000 grant) Five Available

Like leadership grants, signature grants are intended for organizations with the capacity and commitment to bring together a community-wide coalition of partners who will reach critical market saturation for activation in the community. The awards are not intended to fully fund the activities required, but rather to leverage public and private investments at the local level. Awardees may demonstrate their investment in partnering organizations through sub-grant awards, though sub-granting is not required. – Grant and match funds must adhere to OMB circular A-122 for federal funding.

APPLICATION ELIGIBILITY

Eligible applicants for this funding are, by law, entities otherwise eligible for assistance under the national service laws and include, but are not limited to, nonprofit organizations, state service commissions, volunteer centers, institutions of higher education, national or regional education agencies, educational institutions and faith-based institutions. Funds are available through and governed by Subtitle H of the National and Community Service Act. The applicable laws include the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973. Pursuant to the Lobbying Disclosure Act of 1995, an organization which engages in lobbying activities, as described in section 501(c)(4) of the Internal Revenue Code of 1986, 26 U.S.C. 501(c)(4), is not eligible.

Grants will be available to HandsOn Network affiliates, nonprofit and government agencies, educational institutions and non-network organizations.

Applications from coalitions are encouraged. Grants can be provided to regional or local coalitions with one lead organization that meets the rest of the eligibility requirements noted above. The lead organization filing the application must have a substantive role in the coalition. Sub-grants to coalition members to fulfill grant requirements are an acceptable use of grant funds.

Network organizations - For the purposes of this project, network is defined as HandsOn Network action centers in good standing (submitted membership and paid dues and fees). Network organizations are eligible to apply for this grant if they meet the following criteria:• Affiliate of HandsOn Network current on dues, payments and associated membership

requirements with HandsOn Network at the time of the application• Written commitment to comply with the Award Recipient Expectations & Requirements

section

Non-network organizations – For the purposes of this project, non-network is defined as organizations other than HandsOn Network affiliates. These may include, but are not limited to:

• National and local non-profits, government agencies and faith-based organizations

• Youth organizations, K-12 schools, school districts, and public or private colleges and universities

• AmeriCorps, Senior Corps and Learn and Serve America programs

GRANT AMOUNT, AVAILABILITY AND PAYMENT SCHEDULE

• MLK Day grants are made possible by the support of CNCS. Points of Light expects to distribute seven grants ranging from $15,000 to $25,000. The organization is developing corporate and foundation grants at the national level to bring additional opportunities to the network for MLK Day 2014.

• The grant will be paid in two installments. Grantees will receive 50 percent of the grant following the receipt of a signed Memorandum of Agreement (MOA) and required financial documents, and the final 50 percent of the grant following the receipt of all reports by the requested deadlines (see the timeline below for details). Failure to meet these requirements will result in the forfeiture of the second installment of the grant.

GRANT PERIOD and IMPORTANT DATES

• Grant awards will be available on a one-time, nonrenewable basis for a budget period not to exceed four months, beginning no sooner than Nov. 14, 2013. By November 30, 2013, each sub-grantee will need to register their project online at www.mlkday.gov. A final report will be due by Feb. 7, 2014. Funded projects must begin or occur in significant part on the federal MLK Day legal holiday (Jan. 20, 2014). Funds for MLK Day can be expended as early as November 2013 for MLK Day planning and as late as February 2014. Funding for sub-grantees is contingent on funds being made available by CNCS. Points of Light is under no obligation to provide funding to previous sub-grantees (of either HandsOn Network or Points of Light), or to provide additional funding beyond the period of funding described above.

FEDERAL GRANT REQUIREMENTS

All funds, including match dollars and in-kind donations, must be properly documented. All federal and match expenses are subject to federal cost principles and must be allowable and documented.

PROHIBITED EXPENSESGrant funds may not be used for any of the following activities:• Food (unless it meets the criterion outlined)

• Religious instruction, worship or proselytizing

• Voter registration

• Honoraria or fees for speakers

• Celebration banquets, parades and recognition ceremonies

• Lobbying

MATCHING FUNDSApplicants must provide a non-federal match of a minimum of 250 percent of the total grant award. Therefore:

$25,000 grant requires $62,500 in match

$15,000 grant requires $37,500 in match

The non-federal match may include cash and in-kind contributions (including, but not limited to: supplies, limited snacks and meals, donated staff time outside of regular business hours in planning, trainers, contractors, transportation, facilities, equipment, marketing and promotion, printing, etc.) necessary to plan and carry out the service opportunity, as well as time for volunteer leaders and volunteer project coordinators who manage projects. Volunteer time being used as a match does NOT include time for volunteers whose only role is as a participant in the service project. However, volunteers engaged in planning can be counted as part of the match. The match cannot come from funds or resources provided by other federal funds or state funds that come through federal block grants. All matching funds must meet grant regulations.

CRIMINAL BACKGROUND CHECK

The grantee’s MLK program manager and all other covered positions paid by federal funds or match must complete a two part criminal background check (National Sex Offender Public Registry and Statewide Criminal History) as required by federal law.

APPLICATION SELECTION CRITERIA

Proposals will be reviewed by an internal selection committee and ranked on their overall creativity, alignment with national goals and ability to advance the mission of the MLK Day platform. Specifically, applicants should consider the following criteria in developing their proposals and will be judged based on:

• Background and Organizational Capacity (15%): The capacity and ability of applicants to: a) manage federal funds and ensure that grant and match funds adhere to OMB A-122 circulars is critical. b) fulfill all reporting requirements.

• MLK Day of Service Event and Civic Engagement (25%): Program creativity as demonstrated by the program design and dedication to Points of Light’s core values of service, volunteer leadership, civic dialogue, and continued engagement.

• Veterans and Military Engagement (15%): Applicants must include programming that increases the economic opportunities available to the community, particularly for veterans

and military families and describe how they will serve this population and engage them in service.

• Martin Luther King, Jr. Legacy (15%): Applicants must describe how programming will honor and teach participants about the life and values of Dr. King.

• Partnerships/Coalition Building (10%): The core of MLK Day is about bringing the message of social justice to diverse populations and partners. Applicants should build their capacity by creatively leveraging partnerships and building coalitions with organizations including, but not limited to, national service program partners, AmeriCorps Alums chapters, municipal governments, faith and nonprofit partners, educational institutions, etc.

• Performance Measurement/Evaluation (20%): Applicants must describe how they will meet their goals and their ability to report to Points of Light about their progress.

REPORTING REQUIREMENTSGrantees will be required to complete and submit reports and volunteer survey data outlined below. Standard tools and templates to complete reporting requirements will be provided to all grantees. Applicants that apply on behalf of a group of organizations are responsible for ensuring that all participants within their coalition adhere to the grant requirements and to the A-122 OMB circular. The applicant is the only organization that will be given access to the funds if awarded. After the award is made, an agreement (letter of intent or memorandum of understanding) is required between the grant recipient and its coalition members (sub-recipients) to ensure adherence to program guidelines.

• 30 day advance check-in: brief report summarizing data, such as, but not limited to, current nonprofit engagement, number of volunteer leaders trained, and number of volunteers currently signed up

• Post-project report: detailed summary of implementation data, such as, but not limited to, volunteers and volunteer leaders engaged, projects and activities completed, partners in service projects, outcomes achieved that focus on economic opportunity for veterans and active duty members of the military in the areas of job readiness, financial literacy and housing

• Expense report: including original or revised budget, actual expenses and corresponding receipts. In addition, all claimed expenses must meet the requirements of the OMB Circular.

• Volunteer surveys: examining the quality of participants’ service experience and long-term commitments to service

Grantees should keep in mind that communicating accomplishments has the maximum value while the news is still fresh. Good communication happens before, during and immediately following your project. This greatly increases the impact of the program both locally and nationally. This also has immediate and direct benefits in communicating to media, key stakeholders and organizational partners.
