Competition is open to everyone unless otherwise stated. During the Fair the grounds will be kept equipped and resources made available for the comfort of the public to the best of our ability. A First Aid Station will be maintained in the Cass County Sheriff’s Building located at the south end of the grounds in front of the Grandstand. The Public: The management will consider it a great favor if the guests report any mistreatment or extortion practiced by an employee, exhibitor or concessionaire, to the fair manager. Please do not wait until the Fair is over to file a complaint; do so immediately. Advertising: Under NO circumstances will any person or firm be allowed to place any advertising matter any place on the grounds, nor will is it permitted to distribute any advertising.

Concert Tickets

The 2015 Concerts and Grandstand entertainment is free to fairgoers with paid gate admission.

Gates and Parking

The following rules will be in force in regard to gate entry and parking: Commercial Vendors Gate 3 Delivery Vehicles Grandstand before 9am Horse Exhibitors Gate 4 Livestock Exhibitors Gate 4 The fair management and board reserve the right to exclude from the Fairgrounds any person(s) at any time.

NO LIABILITY

1. Every possible protection and courtesy will be extended to the public, concessionaires and exhibitors at the Red River Valley Fair. The board or Fair shall not be responsible for any loss of exhibits, animals, or equipment in case of fire, theft or loss from any other cause.

2. The Red River Valley Fair Association, its board, its agents, and employees shall not be held liable in case of injury to exhibitors, concessionaires, or the public on the grounds or in the buildings from any cause whatsoever while on the Red River Valley Fairgrounds.

3. Items entered for judging will be touched.

Show and Judging Rules

1. The superintendent of each department will be in charge of the exhibits in his/her department and of the assistants employed there. Requests and complaints should be made through the superintendent.

2. Judges need not make awards in classes where competition is lacking.

3. In classes where there is only one entry, placing will be awarded at the discretion of the judge(s).

4. Competent and non-partial persons will be secured to act as judges in all departments. At no time will a judge be allowed to judge their own entry or an entry submitted by a member of their immediate family.

5. The superintendent of each department will have information as to the time and place judging will be done. Exhibitors will be expected to secure this information from the department superintendents.

6. The rules and instructions laid down for the judges are printed elsewhere in this list and exhibitors should read them carefully.

7. The judges have strict instructions regarding attempts at interference on the part of exhibitors or others. Read the rules carefully.

8. Any person who shall attempt to interfere with or influence the judge(s) while in the discharge of their duties, or shall at any time on the grounds of the Fair use contemptuous or abusive language to any judge, shall forfeit his/her right to any premiums he/she may have won, and may be excluded from the grounds. Judges are requested to report any infraction of this rule.

9. All exhibits must be the work of the individual and must have been completed within the past year. Do not enter projects under your name if you did not do all the work. If the project was worked on by more than one person, all names must be included.

10. If more than one medium is used (i.e., machine and hand work), that information must be included.

11. Any exhibit removed from the fair early shall forfeit ribbon and prize money.

Protests

1. All protests must be made in writing to Fair management within twenty-four hours of the time the award is made. An award is made when the notation of the judge’s decision is entered in the department award book.

2. No protest or appeal based upon the statement that the judge or judges are incompetent or have overlooked an animal or article will be considered by Fair management or the board of directors.

3. Protests must state plainly the cause of complaint or appeal,

with specific charges and recital of facts relied upon by the rule violated, naming witnesses and their addresses by whose proof is to be made.

4. All questions in dispute or differences not covered by these

rules shall be referred to the Governing Board of Directors whose decision shall be final.

General Rules for Static Division, Departments 1-2

We are encouraging pre-entries. Please complete and return the entry sheet by July 1, 2015 and bring your items on July 5, 2015 between 8am and 7pm.

You may also bring the entry sheet with your items. Pre-entries will have tags preprinted.

Please send a separate entry sheet for each department.

Entries will be received in the building on July 5, 2015 from 8am – 7pm.

An exhibitor may enter any number of items in as many divisions as they wish, but only one entry per class number is allowed.

Judging: Monday, July 6, 2015

No one is allowed in the buildings on judging day.

All awards/plaques may not be awarded; this is up to the judges.

Age Groups for Division 1 – Static

You may only exhibit in one age group in each Department.

Group E - Expert - This Exhibitor has sold items in the department in which they are exhibiting, and/or has won a grand or reserved champion, 2 years in a row. Buff Tags

Group S - Senior - Exhibitor is 62 & over Blue Tags

Group A - Adult - Exhibitor is 19 – 61 White Tags

Group J - Junior - Exhibitor is 15 – 18 Green Tags

SALSA CONTEST Open to Everyone Entries: Must be dropped off before 12:30 pm on Friday July 10, 2015, in Harvest Hall. Judging: Friday, July 10, 1:00pm Harvest Hall Judged by: Mezzaluna Contest Rules: 1. All contestants must be considered “amateurs”. Entries must

be homemade and not produced or packaged in any way. 2. There will be a first, second and third place winner for each

category. 3. Salsa must be made from scratch, no mixes, by the entrant

and submitted in a glass jar (at least 1 pint). 4. Typed recipe must accompany product.

5. Only one entry per salsa category per person is allowed (1 mild, 1 hot, 1 inferno and/or 1 misc.).

6. The Red River Valley Fair has the right to publish or advertise the recipes and the names of the contestants without compensation.

7. Do not put any labels or marking on the jar or lid. 8. All safe food handling processes must be followed. 9. Salsa can be fresh or canned. 10. Salsa samples will not be offered to the public; tasting will be

limited to judges only. Entries will be judged on:

LEGO BUILDING CONTEST

BRING YOUR OWN LEGOS AND A BASE ON WHICH TO PUT YOUR ENTRY. You will be allowed a maximum time of 30 minutes to assemble your Lego creation. You will be given table space to work. There will be judges observing you and asking questions as you work. Prizes will be awarded in each age category. The public is invited. 1st - 4th place ribbons or trophies will be awarded in each age category. Awards will be based on creativity and originality. Open to Everyone Entries: Sunday, July 7, 2015 8:00am - 7:00pm Harvest Hall SPECIAL DIVISION: 9002 Entries: Each exhibitor may enter 1 print. Prints can be any size up to 8 x 10. For the safety of your entry, please have prints mounted or framed and ready for hanging. Your name and address must be placed on the back side of each print. Judging: Entries will be judged on the basis of creativity, photographic quality and effectiveness in expressing contest theme. Prizes: First Prize: Certificate & Ribbon Second Prize: Certificate & Ribbon Third Prize: Ribbon 2016 Theme: Chairs 2017 Theme: Babies

In addition to the General Rules found on page 2, the following rules will apply to this department.

1. Entries must be raised in 2015; with the exception of canning entries. 2. All entries must have been grown by the exhibitor. 3. Where a class specifies an exact number of a variety, the exact number specified must be shown to entitle the exhibitor to an award. 4. An exhibitor may enter any number of items in as many

divisions as they wish, but only one entry per class number.

5. One exhibitor MAY receive both Grand and Reserve Champion in a category where several classes are included under one award category. 6. All awards/plaques may not be awarded; this is up to the judges. 7. For varieties of vegetables, fruits, baked goods, and canned goods not included in schedules, a new class will be created if there is competition -- that is, two or more entries. Red River Valley Fair (Last 2 Years) 5604. Collage 5605. Animals (These contest entries are images of all kinds of animals) 5606. Elements of Design These artistic images make good use of graphic elements of design. We are looking for photos that showcase line, shape, pattern, form, texture, perspective, etc. They can consist of any subject matter, i.e. Perspective, Line, and Pattern. 5607. Digital Darkroom This category is appropriate for digital art - images created or drastically altered in software like Adobe Photoshop®. Although digitally manipulated images are also allowed in the above categories, this is a category exclusively showcasing such art. If the digital darkroom work is the main attraction of the photo, or plays a big part, enter it here. 5608. Travel & Place This category includes images that express the joys and adventures of travel photography, showcasing place as an important part of the photo. Note: If you enter a photo into this category, it's a good idea to include the place name in the title or description of your photo. Like the Scenic and Nature category, this category can include landscapes, outdoor scenes, nature images, sunsets, urban landscapes, seascapes, cityscapes, etc., but it can also include people, details, and other subjects you might encounter while traveling. The main idea for photos in this category is they express a sense of place. 5609. Flowers We are looking for really interesting, unique, and beautiful pictures of flowers in this category. They can be shot outdoors, photographed in the studio, utilizing macro lenses and modes, and at any angle of view. Floral portraits - rose, iris, daisy, tulip... you name it. Fields of wildflowers; macro images of flowers. 5610. Details & Macro Getting in close is the name of the game for this category. We welcome pictures of small details that suggest a larger story. This is also the place for macro photographs (although a macro image of a flower might equally go into the Flowers category). Details might include a knot, a lock, or an abstract close-up. Anything goes as long as it is a tight composition of a detail. Macro - flowers, insects, stamps, ice crystals, etc. 5611. Black & White 5612. Catch-All If you have a photo that you love (that doesn't seem to fit into the other categories of nature, landscape, people,

animals, design, digital darkroom, travel, place, flowers, macro, details, or the yearly theme), enter it into this category. Final Thoughts: The contests are open to all photographers, regardless of skill level. In the end, a photo may fit into more than one category. For example, a landscape with strong lines leading up to a person, that you photographed in Tibet, might reasonably get categorized in Scenic and Nature, People, Elements of Design, or the Travel & Place category.

A Standard Flower Show is sponsored by The Fargo Garden Society (FGS). FGS is a member of the North Dakota State Federation of Garden Clubs and the National Council of Garden Clubs. The Flower Show is on display in the Horticulture Building. 1. The schedule is the rule of the show. 2. The Handbook for Flower Shows will be used as the basis of exhibiting, point scoring, and judging. 3. Competition is open to any amateur grower and/or arranger in all age groups and judges who are interested in

exhibiting. Judges may enter only those classes they are not judging. 4. Horticulture entries must have a variety (cultivar) name to qualify for the top rosette ribbon awards. 5. Entries will be received only Sunday, July 5, 2015, from 8:00 AM to 7:00 PM in the Horticulture Building at the

Red River Valley Fairgrounds. 6. Exhibits remain in place through Sunday, July 12, 2015. Ribbons, rosettes, premiums and personal belongings

will be ready to pick up on Monday, July 13, 2015 from 5-7pm. 7. The number of entries of an exhibitor is limited within a household as follows: ONE ENTRY OF EACH VARIETY

PER HOUSEHOLD (IF MOM ENTERS A PURPLE WAVE PETUNIA, ANOTHER MEMBER OF HER HOUSEHOLD COULD NOT; HOWEVER, THAT MEMBER COULD ENTER A WHITE WAVE PETUNIA). In the Horticulture Division, any number of specimens may be entered in each class provided they are of different varieties. In the Design Division, only one (1) entry in each class by an exhibitor is permitted.

8. No artificial flowers or foliage may be used in the show. Use of animal materials is not allowed. 9. All entries must be checked by the Classification Committee. Decisions made by this committee are final. 10. The Flower Show Committee will exercise all care possible, but cannot be responsible for loss or damage to

containers, plants or articles exhibited.

JUDGING & AWARDS 1. Judging will be on Monday, July 6, 2015 from 8:00 AM to 1:00pm. The public is not allowed in the Horticulture Building during judging. 2. All decisions of the judges will be final. At the judges’ discretion, an award may be withheld. 3. The Standard Scale of Points from the Handbook for Flower Shows will be used: Blue, red and white and (1st, 2nd, 3rd) ribbons, to be awarded by accredited judges. The Standard System allows only one (1) first 95 pts or above (blue), one (1) second 85 pts or above (red) and one (1) third 80 pts or above (white) to be awarded in each class or subclass, if merited. 4. Division 66, Tricolor Award may be awarded to a blue ribbon winner, scoring 95 or above, in the Tri Color Classes of Design, Division 66. This award will be represented by a rosette. 5. Division 66, Award of Distinction may be awarded to a blue ribbon winner, scoring 95 or above, in the Distinction Classes of Design. This award will be represented by a rosette. 6. Division 66, Petite Award (includes small and miniature) may be awarded to a blue ribbon winner, scoring 95 or above. This award will be represented by a rosette. 7. Senior Achievement Award may be awarded to an outstanding horticultural exhibit, or an outstanding design exhibit of a senior blue ribbon winner scoring 95 or above. One (1) award may be given in each, if merited. This award will be represented by a rosette. 8. Junior Achievement Award may be awarded to an outstanding design or educational exhibit, to a blue ribbon winner, scoring 95 or above. One (1) award may be given in each, if merited. This award will be represented by a rosette. 9. An Educational Award may be awarded at the judge’s discretion to the blue ribbon winner scoring 95 or above in the Educational class of Division 66. This award will be represented by a rosette.

10. Grand Champion and Grand Champion Reserve Award rosettes will be awarded in Horticulture Division 60 (botanically named annuals, perennials, dahlia, iris, lily, roses, houseplants, and arboreal), if merited, by the win of a blue (1st place) ribbon and in Design Division 66, Grand Champion and Grand Champion Reserve will replace the Award of Merit Rosette.

11. An Award of Horticultural Excellence for adults and juniors will be selected from the recipients of Grand Champions, in Division 60 of a named exhibit. This award will be represented by a rosette.

An online option is now available. Check the fair website for details. Address labels or stamps are acceptable. Exhibitors with a large number of exhibits may find it helpful to pick up tags beforehand from the fair office. 2. Entry forms must be completed and signed by the exhibitor, including juniors. 3. All horticultural entries must have been grown by the exhibitor. Flowering specimens must show blossom. 4. Grooming of horticulture specimens is encouraged, including smoothing or removal of faded petals. No wiring, oiling or artificial coloring is permitted. Remove evidence of spray residue or insect damage from foliage. All diseased or infected entries will be removed by the committee and will not be judged. 5. All specimens should be correctly named, with a botanical and common name, if possible, please note that the variety names are important. If two entries are equal the one with a variety name will be given more weight than a variety that remains unnamed. 6. Foliage should be removed below the water line in the container/vase. Foliage above water line should be attached unless otherwise specified in the schedule. 7. Extra classes, not listed in the schedule, may be provided if there are at least three (3) entries of the cultivar, type or color. 8. Containers/vases will be furnished for ALL horticulture classes EXCEPT where specified in the schedule. Placement Committee will place exhibits after entry and classification is completed. 9. In cut horticulture, wedging with plastic wrap is encouraged. (wrap is provided)

10. Houseplants must have been in the possession of and grown by the exhibitor for at least 90 days and must be container grown. 11. Double potting is allowed for houseplant classes. 12. Entry tags and awards will be returned to entrants between 5pm & 7pm the Monday following the close of the fair. Cut

flowers will not be returned unless prior arrangements are made. Premium check, will be mailed out within 45 days. Design Division 66 Rules 1. All flowers, fruits, vegetables, and plant material (fresh, dried or treated) used in design classes need NOT be grown by the exhibitor. Purchased flowers (fresh, dried or treated) may be used in design classes. No animal materials are allowed. 2. Artificial foliage, flowers, fruit, and vegetables are NOT permitted. 3. Arrangements (designs) MUST be the work of the exhibitor, INCLUDING JUNIORS. 4. Accessories may be used when stated in the schedule. An accessory is anything in the arrangement other than plant material, container/vase, base or background. Emphasis is always on plant material. 5. Designs are placed by the designer under the supervision of placement committee. 6. To receive top awards in the Design Division, there must be at least four (4) entries in each class. 7. A Design Class may have 3 levels of expertise. The level will be listed after exhibitor number an entry tag (eg. 1-A). Anyone who has won ribbons in the ranges listed below, at a previous RRVF Flower Show, may enter in the following levels.

All livestock must meet health requirements before being permitted onto the show grounds.

No. 1 – Livestock from Other States. All livestock must be inspected by a licensed veterinarian prior to exhibition. Certificate of veterinary inspection and an importation permit number are required on all livestock as follows:

Importation requirements for Minnesota Cattle coming to North Dakota.

For all cattle: Official identification listed on Health Certificate. Permit obtained from the ND State Board of Animal Health 701-328-2655 during office hours and 701-220-5194 or 701-220-0092 after hours. Trichomoniasis: All non-virgin bulls and bulls over 24 months of age must test negative for trich within 30 days prior to importation. Virgin bulls less than 24 months of age do not need to be tested. Statement needed on health certificate they have had no potential breeding contact. Bulls entering the state for temporary exhibition may be exempt from this requirement (call the ND State Board of Animal Health for more information).

All rodeo breed cattle require a negative TB test within 12 months prior to importation.

MA Zone (smaller area in the upper NW part of Minnesota) Whole herd TB testing and individual testing is still required. MAA Zone (the majority of the state except for MA zone) No TB testing for beef cattle. Dairy cattle must still have one individual TB test within 60 days of entering North Dakota.

A permit number is required on all females 12 months of age and older, bulls, and on all cattle originating from Montana, Idaho, Wyoming, Colorado, New Mexico, Texas, and all states not free of brucellosis and tuberculosis. (Issued to the veterinarian signing the certificate of veterinary inspection.)

Cattle originating from CO, NM, and TX states must be treated with an approved Ivermectin product, administered by a licensed veterinarian.

A negative brucellosis test within 30 days on vaccinated females 18 months of age and older, and bulls 18 months of age and older, unless they are from a certified brucellosis-free herd, or a certified brucellosis-free area. Official calfhood vaccination on all females 12 months of age and older except from SD, IL, MN, NE, NC, WI, and MO.

A negative tuberculosis test within 30 days on all cattle (bison and goats) over 60 days of age unless from a tuberculosis free area or state. Calves accompanying a negative dam do not require testing.

Board order #2007-01 states that TB testing of imported cattle from Mexico and Rodeo/timed event cattle effective 3/27/07. All M-branded cattle entering North Dakota are required to be accompanied with proof of two negative TB tests by USDA accredited veterinarians with the last test within 60 days prior to import into ND. All cattle used for rodeo or timed events must have a negative bovine TB test within the last 12 months prior to import into ND.

Identification Requirements: Effective 3/21/07 the State Board of Animal Health requires that all sexually intact cattle of any age, imported from any state, be officially identified prior to entry into North Dakota. Nursing calves accompanying their dam are exempt from this requirement. Cattle from Minnesota, Michigan, New Mexico, and Texas must have official identification for any age, no exceptions. Spayed heifers must have a statement from a veterinarian verifying that they are spayed in order to be exempt from ID requirements. This requirement is based upon North Dakota Administrative Code (NDAC) §48-02-01-03.6.

Sheep: Require certificate of veterinary inspection. Permit required on all sheep. All sheep must be free of visible signs of infectious foot rot and the flock of origin must have been inspected. The certificate of veterinary inspection must include this statement. Rams 6 months of age and over must be negative to an approved brucella ovis test, or the flock of origin must have a negative brucella ovis status. A negative brucella ovis status is non-transferable from one flock to another for those animals which are sold. Sheep showing evidence of infectious skin/eye lesions will be dismissed at any time during the Fair. Unless sheep are a QR or RR genotype at codon 171 as verified by two blood tests drawn under the supervision of an accredited veterinarian or state or federal veterinarian, the certificate of veterinary inspection must include the following statement signed by the owner of the flock of origin: "The flock of origin had not been diagnosed as a scrapie infected source, trace, or exposed flock in the last five years". All sheep except wethers must have scrapie identification tags.

Swine: A Permit is required on all swine entering the state. A certificate of veterinary inspection is required for all swine entering the state, except those for immediate slaughter. All swine imported into North Dakota for breeding or feeder purposes must be individually identified on the CVI. Breeding swine over 6 months of age requires a negative brucellosis test within 30 days of entry, unless from a Validated Free herd or state. All swine require negative pseudorabies test within 30 days or be from a Qualified Pseudorabies Free herd or state. A Qualified Pseudorabies Free herd status is non-transferable from one herd to another for those animals which are sold.

Poultry: Certificate of veterinary inspection and declaration or certificate from owner or exhibitor that, to the best of their knowledge, the entries and source flock are free from any evidence of, and were not recently exposed to Newcastle disease, avian influenza, pullorum or fowl typhoid or any other infectious or transmissible disease. Declaration of owner or exhibitor to include number, breed and identification band number or each bird exhibited.

Rabbits: No health certificate required.

Arrival/Release Time: See each department section.

All animals must be entered and shown in the name of the registered owner and cannot be entered in more than one single lot.

No livestock trucks or trailers will be allowed to park on the east side of the livestock barn. All livestock trucks must be parked in the truck parking lot provided by the Fair.

All animal owners are responsible for the welfare of their animals. Exhibitors are expected to provide adequate feed, water, bedding and housing for the comfort of their animals. Exhibitors are responsible for making arrangements for care if they are unable to be present. We encourage the humane treatment of animals and abuse will not be tolerated. The comfort and safety of the animal must be addressed throughout the show. Non-stressed animals will perform better for the handler. Exhibitors are expected to handle their animals in a gentle and calm manner and not create undue excitement in the vicinity of other livestock or persons.

In the absence of competition in any class, judges shall award to the entries only the prizes to which they are entitled.

Registration papers for each purebred animal must be shown if requested by the superintendent. Tattoos of beef animals will be inspected. All beef animals must have a legible tattoo or may be dismissed.

Exhibits must remain on display until released by Fair officials or any prize money and deposits become forfeited.

No animal that has once been entered and stalled at the Fair may be released before the official time unless it is to go to its home Fair, or in case of sickness, and then only with permission from the Fair management. Under the provisions of the above rule, once an animal has left the Fairgrounds, it may not be returned to the Fairgrounds for the duration of the Fair.

Advertising: The distribution of hand bills or other advertisements is strictly prohibited and no tacking or posting of advertising bills cards, etc. will be permitted on the Fairgrounds.

No Exhibitor is allowed to win more than 2 prizes in any one class. This includes classes that are divided due to number of entries.

Only animals that have been awarded first or second place in their proper class may compete for championship awards. In judging championships, the awards will be made to the animals that the judge considers the best type of their breed or class.

In breeding classes, judges will be urged to pay particular attention to superior breeding qualities and to discount animals overloaded with flesh to the evident injury of their breeding ability.

Animals not entered for competition or exhibition will not be allowed in exhibition barns.

The use of twine to enhance a beef animal’s appearance will be cause for immediate dismissal from the Fair and forfeiture of all premiums.

No Clipping of Hogs on Show Grounds.

Exhibitors, their families, coaches, advisors, etc. will cooperate with the Superintendent and Fair Employees or they will be removed with no refund of entry fees and any premiums earned will be forfeited.

The Superintendent of each division is in charge of their division. The ND State Board of Animal Health is requiring all poultry that are being shown at an Exhibition be tested free of Pullorum. There are several Testing Agents in the State that can conduct these tests. The test must be done within 90 days of the exhibition and birds who have been tested must be banded with a leg band and the exhibitor must have a copy of the testing certificate. Testing will follow NPIP programs rules and regulations. Birds originating from NPIP flocks and bearing a certificate of originating from said flock will not have to be tested if the originating flock was testing within 12 months of the exhibition. Testing will be done in the Poultry Barn Sunday July 5, 2015 or Monday July 6, 2015.

GENERAL RULES for all Small Animals ENTRY

1. Check the bulletin board near Morton & Foltz Building offices for any changes in the schedules, etc. 2. Entries are to be made on forms furnished by the Red River Valley Fair and are to be paid in full at the time entry is made to the Fair office. 3. Entry fees for all sections, $1.00 per entry (unless otherwise specified for some contests) 4. Make remittance to:

Red River Valley Fair, PO Box 797, West Fargo, ND 58078-0797. 5. Refunds: Once registered, there will be no refunds on entry fees after July 1

st.

6. All entries must be made in the name of the exhibitor and must be the bona fide property of the exhibitor. 7. Youth exhibitors (YS) may only show two animals per class and lot. Those showing in the youth division must pre-register to ensure availability of

cages and pens. Youth exhibitors may show rabbits in either division; however no rabbit may be shown in more than one division. Rabbits exhibited by Cass County 4H members may be judged additionally for Cass County Achievement Days – separate entry forms will be available to Cass County 4H members.

8. Those youth wishing to show in the adult/open show instead of youth must follow the same rules as the other open/adult class exhibitors. 9. Upon arrival, all entries are subject to inspection by the Red River Valley Fair. Cage cards may be picked up from the superintendent at time of inspection. Any animal deemed ill or unacceptable for display will be removed. 10. Late arrivals of exhibits must have prior approval of the show superintendent in order to be eligible for premium money or awards, entry fees will

be double. 11. All animals and birds that come into grounds must be entered and left for display during the Fair. 12. There is an entry limit of 50 birds per family in the poultry section.

CARE

14. No parking will be allowed inside the fairgrounds. All parking in designated parking lots outside the fairgrounds. 15. Exhibitors are responsible for the care and feeding of their rabbits/pets unless other provisions are made ahead of time. The Fair volunteers will assist in feeding and water of rabbits, please contact superintendent if assistance is desired. 16. The Fair will furnish cages and wood chips for rabbit and poultry exhibits. Straw is not allowed in buildings. In case of more entries than available cages, early entries will be given first chance at cages. 17. Feed must be provided for rabbits /pets by exhibitor. The Fair will provide feeders & waters for rabbits only. Water for all entries will be provided by the Fair. 18. Exhibitors must furnish their own padlocks for cages if desired. 19. The Fair volunteers will feed, water, and care for poultry and pigeons, using non-medicated ration courtesy of Hubbard Feeds, Inc. of Grandin. If a

special diet is desired, exhibitors must provide feed and written instructions to poultry superintendent. Water containers will be provided for chickens; however, waterfowl containers should be provided by exhibitor.

20. If cages are not kept clean, owners will be requested to remove their animals and will forfeit any entry fees and premiums. Sick animals must be removed immediately by owners. 21. All animals must be kept in the Morton & Foltz buildings and cannot be carried around the fairgrounds. 22. Animals can be transported between a vehicle and the building in the most direct route possible. Any exhibitor failing to follow this rule may forfeit their premium money. 23. Anyone carrying an objectionable animal on the grounds other than in the Morton & Foltz buildings will be asked to remove the animal from the premises.

JUDGING

24. All classes listed as “any other” will be judged together. If four or more of the same breed and/or color are shown, a separate class may be made for them. 25. In absence of competition in any division or class, judges shall award prizes only where worthy. 26. Animals shown in pens or pairs may not be shown as individuals and individuals may not be shown in pair or pens. 27. Rabbits and Poultry shown in breed classes may not be shown in market classes and vice versa. 28. Inferior animals or birds not true to breed will be disqualified from judging.

The Red River Valley Fair reserves the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions, and differences.

Entries: Swine, Sheep, and Goats entries close on June 19, 2015. Entries postmarked after this date will be charged a double entry fee. Beef Cattle entries close on June 19, 2015. Entries postmarked after this date will be charged a double entry fee.

All entry applications must be made out on the printed forms, and must be filled out correctly and completely. Incorrect or incomplete entries will be returned. Entries will be taken on a first come first served basis.

Barn space is limited and when the barns are full all other entries will be returned. Entries listing male or female animal and no other information are not considered complete entries and will not be accepted.

Exhibitors are responsible for entering their animals in the appropriate shows.

Protest: All protests must be made in writing and accompanied by a deposit of $50. Deposit will be forfeited if the protest is not sustained. Such protest must state plainly the cause of complaint or appeal and must be filed with the fair manager within 24 hours of show completion. All expenses incurred because of protest will be the responsibility of protester regardless of results. No complaint or appeal based upon the statement that the judge or judges are incompetent will be considered. Where a protest is made against competition of an animal, notice should be filed with the superintendent of the department before the class is passed upon, so that the judges may be instructed to place a reserve award, that premiums be properly distributed in the event the protest is sustained.

Forage: Straw, hay and chips may be purchased on the grounds. Purchases can be made in respective barns with times posted in respective barns. Straw is not allowed in barns. Chips are $7.00 / bag. Straw & Hay prices are posted in the barns.

The space and stalls in the barns are for exhibit purposes and must not be filled with feed. Straw is not allowed in barns.

The management will in no case assume or pay transportation charges on animals sent for exhibit.

The management will use diligence to insure safety of exhibits after their arrival and placement, but in no case will they be responsible for any loss or damage occasioned by or arising from any animal or article on exhibition, and the exhibitors shall indemnify the Fair management against all legal or other proceedings in regard thereto.

Release of Exhibits: All exhibits must remain in place until the release time given under its section in this book except livestock moving to home county fairs that are held on conflicting dates.

Premiums: Will not be paid if exhibits are removed before stated time of release, unless authorized by the superintendent. No premiums will be paid to any exhibitor unless the full and complete requirements as to pedigree numbers, registration, etc., are complied with.

Premium checks may be prorated according to number of animals shown to stay within the budget. RRVF premiums will be paid after judges report’s and show records have been verified. In the case where special premiums, trophies or awards are offered by breed associations or others, detailed reports must be filled out by the superintendent indicating the source of the award, the winner of the award, and the distribution of the award. In the instance where a premium is figured on a percentage basis the complete breakdown and formula used must be filed with the fair office.

Judges: Judges are requested to carefully read the general rules under the head of the department in which they are to serve before they begin their duties and to especially note and mark the rules bearing on the classes judged by them. Ignorance of the rules is inexcusable.

Judges must not award prizes to an unworthy animal or exhibit. It is the intention of the Fair Board that no premium or distinction of any kind shall be given an animal that is not deserving. This rule must be strictly adhered to whether there is competition or not.

Where there are fewer entries in a class than the number of premiums offered, judges may, at their discretion, award a prize or prizes of such grade as the animals deserve.

Judges shall report to the superintendent any exhibitor who in any way, whether in person, by agents, or assistants, interferes during the adjudication, or shows any disrespect to them. The superintendent shall, at his discretion, demand a proper apology from such exhibitor, or he may be excluded from such competition and the Board may withhold any premiums that have been awarded him/her, and expel him/her from further competition at the Fair.

The judge and the person acting as clerk to the judge must enter awards properly in the award book and ensure that registered names and numbers of all animals are given.

The judges and superintendents of the departments shall sign each award book immediately after the awards have been made in the class contained therein. No appeal of the decisions of the judges will be considered by the Board except in the case of fraud.

All Alleys Must Be Clean And Accessible To the Public Between 10 AM And 10 PM. Failure To Do So Could Result In Premiums Withheld By The Fair And/Or Suspension From Future Shows.

Satisfactory evidence to the superintendent in charge will be required that the animals exhibited as breeders are not barren. No awards will be made where there is unsoundness in breeding animals, or where there is any question as to its transmissibility.

Superintendents shall have full charge of their department with authority to select all assistants and helpers unless otherwise provided, subject to approval of the Board.

All claims and payroll must be certified by superintendent and filed with the fair manager.

Each superintendent must take charge of the books and return them promptly to thefair manager’s office as soon as each is judged. No changes will be allowed in the judge’s book unless by order of the Board. It shall be the duty of the superintendent at the close of the Fair to make such suggestions for improvements as said occur to them during the Fair.

Fast Driving or Riding of any description will not be permitted within the grounds. Any violation of this rule will be severely dealt with by the Management and the guilty person removed from the grounds. Automobiles are prohibited in any section of the grounds whenever safety demands.

Brand Inspection: North Dakota Century Code Chapter 36-09-23: “No person shall remove cattle, horses, or mules from this state or to within a mile of any boundary of the state for the purpose of removal unless such livestock have been inspected for marks and brands by an official brand inspector of the North Dakota Stockman’s Association and a certificate of inspection shall accompany such livestock to destination.”

1. Livestock educational displays provide individuals and clubs/chapters an opportunity to acquaint the public with information about beef, sheep, swine, goats (dairy, market, breeding), dairy cattle, rabbits, sheep, swine and poultry. Content for entries in miscellaneous class will pertain to areas of livestock animal science or husbandry not represented by another class.

2. These are to be individual or club/chapter exhibits and are not part of a Club or Chapter Clean Pen display. The Committee will display exhibits.

3. All entries in this division must have been produced within two years of the opening of the Fair. Entries may not have been previously exhibited in the Red River Valley Fair Educational Display Contest.

4. Entries limited to 1 per individual, 4-H Club or FFA Chapter per species. An individual participating in 4-H Club or FFA Chapter entry may also enter an individual exhibit.

6. Exhibits may consist of signs, mechanical displays or interactive boards.

7. Signs are not to be larger than 4'x4', with information on one side. All signs must be laminated or otherwise weather proofed as display may be shown outside for the duration of the Fair.

8. All combustible materials must be fire retardant. All exhibits must meet safety requirements.

9. Three-dimensional displays will be allowed provided they are free standing, no more than 40 lbs, weather resistant, do not exceed 4’X4’X4’ and can be safely displayed to the public. Any displays that do not meet these standards may be disqualified at the discretion of the fair management.

No Entry Fee Required The Clean Pen Award will recognize club/chapters and/or independent livestock exhibitors that ensure the well-being of the animals, are neat and attractive, provide information that is interesting or educational about the species, and promote FFA and 4-H programs to the public. All clubs/chapters will be entered in the contest and will be judged according to the scorecard below. Independent exhibitor groups will be judged with 4-H clubs. Pens will be inspected after 8AM and before 5PM, Tuesday through Saturday, and after 8AM on Sunday. It is not required to have any club/chapter member present during inspection. Daily total points will be posted outside the Schollander Building. Overall winners for each species will receive an award. 2. Steers must be born on or after January 1, 2014. A minimum weight of 900 pounds is required.

3. All entries must be registered in the sole name of the exhibitor with the American Angus Association and the date of transfer of ownership must conform to the individual show’s requirements.

4. Exhibitors must have the original registration certificate on each animal available for inspection at the show.

5. Any animal not having a legible title, or one having a tattoo which is not in agreement with the registration certificate, will be barred from competition.

6. The Champion and Reserve Champion Angus Steer must be blood typed, and all entries are subject to blood typing for parentage verification at the discretion of the American Angus Association.

7. Each exhibitor is subject to Part 3, Section IX of the Association’s rules entitled “Eligibility Conformation and Structure of Animals Presented for Exhibition.” The exhibition of cattle displaying false hair or graphite will not be allowed.

Blood Typing for Parentage Verification Under the Associations Rules, Part 3, Section Xl, Rule 2, each animal for which entry application (registration) is received, may be subjected to a blood type test to verify both ACCURACY OF PARENTAGE and TRADITIONAL ANGUS BLOOD TYPE. Staff of the American Angus Association must supervise the collection of blood samples. Animals are often sampled at shows, fairs, or events where the American Angus Association contributes premiums or where Association personnel participate. Red Angus show year runs from July 1 to June 30. Registration papers are required on all animals. Must be at the show for inspection. Junior Show Classification: 1. To be eligible to show in a Red Angus Junior Show, an

exhibitor must be a member of the State or National Junior Red Angus Association and must not be over 21 years of age at the time of the show.

2. Animals entered in a Junior Heifer Show must be registered in the name of the junior exhibitor or the immediate family of the junior exhibitor.

3. Any animal entered in a Junior Heifer Show must have been under the ownership of the junior member or a member of the immediate family of the junior member for a period of not less

than 60 days prior to the announced date of judging of the Junior Heifer Show.

4. Indiscriminate substitutions will not be permitted. Each request for substitution will be considered on its individual merit. Approved substitutions will be made only if permitted by the show management. The same ownership requirement set forth in # 3 will apply to substitutions.

5. Entries in any Junior Heifer Show must conform to the general regulations pertaining to entries.

6. Entries in any Junior Heifer Show are subject to all inspections applicable.

2. Show is open to any youth who are current, due paying members of the ND Jr. Point Show and have not turned 21 as of October 1, 2014.

RULES

ENTRY FEE: $10.00 / head entry will be charged in the Goat division for the 2015 Red River Valley Fair provided entries are postmarked by June 19, 2015. Entries postmarked after June 19, 2015 will be charged double entry fees. 1. The youth must be 21 years or younger on the day of the

show. 2. Youth may also enter in the Open Livestock Show. They will

be required to pre-register on open class entry blanks. Additional entry blanks may be obtained from the Fair office.

3 North Dakota Junior Point Show Rules will prevail 4 Exhibitors must furnish grain and hay at their own expenses. 5. All rules and health requirements listen will also apply to

the Youth Show. 6. Youth Goat Show – Exhibitors in the youth show are limited to

a maximum of 2 market goats. The exhibitor must present his/her own animal in the ring unless they have 2 in one class. In this case, the second animal can be shown by another youth.

7. All Alleys Must Be Clean And Accessible To The Public Between 8am And 10pm. Failure To Do So Could Result In Premiums Withheld By The Fair And/Or Suspension From Future Shows.

8. Tagging guidelines will follow ND Junior Point Show rules…All Market animals must be tagged…(all sheep, swine and goats must be tagged….Scrapie tags are required for sheep and Goats).

9. All registered animals must have their registration papers or the animal must show in the commercial division.

10. Ethical fitting and treatment of livestock will be enforced. 11. Goats may be shown as either breeding goats or market goats

but not both.

Premiums Offered: All checks for premiums will be mailed to the exhibitor within 45 days following the fair. Premiums will be withheld on exhibits removed from the fair prior to proper checkout time.
