Welcome to the

Spring & Summer Activity Guide!

It’s Official!! Master Planning has begun.

We have been planning for a while, but we can officially announce that a contract has been signed and we are conducting a 10-year Master Plan for the Jefferson County Parks and Recreation Commission. With your help, the Master Plan will provide guidance and direction for our role in the community over the next ten years. In addition, it will help determine and shape the delivery of department-provided parks and recreation facilities and services in a manner that is consistent with sustainability goals and meets the

community’s level of service standards.

The master plan is a key implementation tool for our department and is intended to be strategic in focus to help the department respond to three

important questions.

•What do we do?

•For whom do we do it?

•How do we excel?

We are excited that SGA has already started working on aspects of the master plan that will include the commission’s mission, vision and goals; an analysis of the parks and recreation system’s current condition and challenges. It also includes policies, long-range goals, initiatives and a system plan that will allow the department to serve the community’s highest priorities and be responsible stewards of public assets and dollars. The master plan is designed to be flexible, providing a high-level framework that will help the department build

the systems and processes that will lead to success over time.

Starting in May, the Commission will be holding public meetings and meeting with Stakeholders in an attempt to take everyone’s needs into consideration.

Tadpoles

Tadpoles is a parent & child class for children ages 3 and under. Children may either wear backpacks or be in the parents’ arms. The focus of the class will be on getting the children comfortable in the water through activities and play.

Goals for this class are:

Enter the water willingly and/or independently.

Allow face to get wet

Splash Reach with both hands

Kick and Skull while supported

Guppies 1 Children will be in the water standing or wear backpacks. Focus will be on comfort in the water and independent movements leading to gliding and floating without backpacks. Goals for this class are:

Guppies 2

Children who can demonstrate all skills in Guppy 1, especially entering water independently and putting their face in the water will be enrolled in Guppies 2. Students may wear backpacks. The focus of this class will be on beginning front crawl skills.

Goals for this class are all of Guppy 1 plus:

Step or jump into chest deep water

Bobbing 5-10 times while holding the wall

Retrieving an item from bottom in chest deep water Front float

Arm and leg motions on front

Treading/floating for 20 seconds

Children should be at least 6 years old and MUST be able to stand in 30 inches of water. This level focuses on floating, beginning front crawl, and treading. (This level will NOT use backpacks)

Goals for this class are:

Enter and exit water independently

Retrieving an item from bottom in chest deep water

Front & Back Glide, Front & Back Float

Front crawl for 5 body lengths Tread for 20 seconds

Summer Swim Lessons

JCPRC Swim at Jefferson Memorial Park Pool Summer Swim lessons are taught by the Jefferson Memorial Pool staff. Instructors are Red Cross Certified Lifeguards and/or Instructors.

For everyone's safety the baby pool will not be accessible during swim lessons. Only registered students will be permitted in the main pool and only during their specific class time. Jefferson County Parks and Recreation and Charles Town Parks and Recreation

are partnering together to bring you summer swim lessons!

We make every effort to notify our swimmers of cancellations due to weather, however weather patterns can change quickly.

If thunder is heard, it is policy the pool must be closed for no less than 30 minutes. We do our best to work around inclement weather. Fridays are reserved

for makeup/rain dates. In the event of inclement weather, please call our cancellation line at 304-728-9044 to confirm the status of your class.

Lessons Pufferfish

Children should be at least 6 years old (but most will be 8-10 years old) and MUST be able to stand in 30 inches of water. Children must be able to do a combination of floating/swimming/treading in deep water for 15 seconds to be ready for this level. Pufferfish will work on perfecting their front crawl while also learning back stroke, butterfly, and breast stroke.

Goals for this class are:

Float & tread for 60 seconds

Front crawl 25 yards Elementary backstroke 25 yards

Begin butterfly, breast, and back strokes

Ages 6 & up / 4 days / $45

Shark Sharks must be at least 6 years old (but most will be 11-12 years old) and MUST be able to stand in 30 inches of water. Prior to entering this level, children should be able to front crawl for 25 yards and elementary back stroke for 25 yards. This level will focus on stroke development and strength, competitive swimming techniques, and basic lifeguard rescue skills.

Goals for this class are:

Competitive entry (shallow dive) 50 yards each: front crawl, back stroke, breast stroke

Lifeguarding recognition skills (drowning vs distress)

Simple Lifeguard rescues

Ages 6 & up / 4 days / $45

Tumbling Into 2s Gymnastics Bring an adult buddy to help you improve coordination and balance on our gymnastics equipment. Go through an obstacle course using gross motor skills, swing on the bars, and improve balancing skills on the beam. Wear loose fitting clothing, and be prepared to go barefoot.

Tumble Bugs For our youngest gymnasts, this 40 minute parent participation preschool gymnastic program is ideal for the beginner tumbler. This program focuses on developing your child’s gymnastic and creative movement skills. Gymnasts will learn the basics of rolls, handstands and jumps all while developing their upper and lower body coordination, flexibility and strength. Walk on the beam and swing on the bars, this program is fun for both the child and the adult.

Dance

Intermediate Gymnastics This program is for gymnasts that have mastered basic positions and skills. The intermediate gymnastic level introduces the gymnast to skills on the high beam, handstand forward rolls, round offs, front walkovers and back walkovers. Gymnasts will also work on skills using the bars and springboard. Independent cartwheel required for this class.

Parents are welcome to observe during the last class.

Floor Tumbling This powerful program offers tumbling for the intermediate to advanced tumbler. This program is for gymnasts wishing to work exclusively on floor tumbling. Gymnasts will be taught round offs, back handsprings and back tucks. This program is designed for your child to advance their tumbling skills to the next level. Tumbling is highly beneficial for current and future cheerleaders, dancers and gymnasts who want to improve their tumbling skills, flexibility and strength. Independent cartwheel required for this class. Parents are welcome to observe during the last class.

Hobbies & Interests Animal Adventures with Critters & Conservation Meet and learn about a real, live exotic animal each class. Participants can hold, pet or feed each animal. Animals may include, but are not limited to, birds, reptiles, hedgehogs, amphibians, Madagascar hissing cockroaches, and a tarantula. Students will learn about proper animal handling, biology, behavior, animals' jobs in nature, husbandry, and the importance of biodiversity. Learn to Ride Parents, can’t get your child to let you take those training wheels off their bike? Come to Sam Michael’s Park to get them off. JCPRC staff will be outside with your child to help them succeed. Most of the training will be done in the grass and with mats in case of a fall. A special technique will also be used to enhance balance before they try to ride. Child must have a helmet. JCPRC will also be doing bike fitting, chain lubrication, tire inflation, and helmet fitting. Please be sure to bring your child’s bike. Training wheels must be easy to remove. NFL Youth Flag Football League This is our co-ed recreational league designed for players to learn the basic football skills while having fun. State Licensing: *Due to state law regulations we are required to limit the number of days a child is allowed to attend summer day camps, or any camp lasting more than 6 hrs. Children may only attend these camps for a maximum of 6 weeks (30 days) during the summer (consecutive or nonconsecutive). Full payment is due at time of registration. Parent must complete a ‘camp registration’ form as well as a ‘health form’ for each child they are registering.

Lunch: Campers will need to bring their own lunch and beverage to camp every day. Refrigeration is not available. Small coolers or ice packs are recommended. Personal Belongings: Clearly mark all personal belongings (sunscreen, towels, lunches, backpacks, etc.) with the camper’s first and last name. Please do not send valuables along with your child, including video games and Nintendo DSs. JCPRC is not responsible for lost or stolen items.

Dress: Children are encouraged to dress comfortably in shorts and t-shirt/camp shirt. Closed toe shoes are highly recommended. Camp T-shirts are required to be worn on field trips days. Adventure Day Camp

Sam Michael’s Summer Day Camp participants can choose from eight weeks of recreation-themed

activities each summer. Sam Michael’s Summer Day camp will meet daily in the Sam Michael’s

Pavilion. We will keep your children active by engaging them in a variety of safe, supervised, age appropriate activities such as traditional sports, craft projects, active games, art exploration, fitness and nutrition, as well

as reading and math and science enrichment activities. Sam Michael’s Adventure Campers will go on one field trip each week.

Bus Transportation costs are included in the price of camp. All camps are for children age 5-13

Week 1: June 15-19 “Heroes Week” Meet police officers, fire fighters, veterans and other real-life heroes who will share stories, and help us with safety activities, explore their equipment and their vehicles.

Week 2: June 22-26 “Survivor Week” We will play survivor games such as “avalanche”. We will cook outdoors, pitch a tent, make a shelter, create nature crafts and explore all things outdoors.

Week 3: June 29-July 2 (M-Th only) “Let it Snow” This week, kids will make homemade ice cream in a bag, sculpture with “snow”, build a snowman from recyclables, and create snow art.

Week 4: July 6-10 “Mad Scientists” Mad science activities will include activities from differ-ent fields of science study. Earth Science will be ex-plored while kids build a volcano, we will learn chemis-try by making slime and other crazy concoctions, we will also explore space and play with magnets.

Week 5: July 13-17 “Be a Detective” Treasure Hunts abound! Crimes will be solved using secret clues. Go on a scavenger hunt and play “hot & cold”. A mystery will unfold this week!

Week 6: July 20-24 “Holiday Week” Celebrate a holiday-a-day this week with traditional activities such as Easter egg hunts, Christmas in July, Valentines and more.

Week 7: July 27-31 “Olympic Sports Camp” Play crazy sports that combine other sports such as basket-kick-ball and learn and play other sports we all know, like wiffle ball, bowling and hockey. It will be an Olympic challenge like no other!

This camp for boys and girls is designed for beginner to advanced basketball players. Middle School XC Summer Camp Coaches from Jefferson High School will be organizing this camp. Emphasis will be on developing proper training habits and finding ways to make running fun. Runners will become familiar with warm-up, stretching, and strength training routines. Athletes will also learn to focus on proper running form and will acquire an understanding of effective racing strategies. Be sure to bring a water bottle to camp each day. About the Blue Ribbon Recreation Program…

Through a grant provided by Autism Speaks, Eastern Panhandle Indigo Children has partnered with Jefferson County Parks and Recreation Commission to implement The Blue Ribbon Recreation Program — designed for persons of all ages and abilities on the autism spectrum. The partnership will allow individuals with autism to

enjoy a successful summer camp and other recreational activities in an inclusive setting with one-on-one aides. The Blue Ribbon Recreation Program will accept all applicants on the spectrum who wish to enroll in JCPR classes throughout the 2012 summer program. Your loved one will enjoy all the same opportunities that any typical person would with the assimilation support and guidance of a properly trained one-on-one aide. This is an historic opportunity for our autism community in Jefferson County. Let the fun and physical fitness begin!!!!

Field Trip Camp I - with Mr. Dave

Field Trips will leave at different times. Drop-off at the Jefferson County Community Center will be at 9:00 a.m. for the trips on Monday thru Thursday. Friday’s trip to Hershey Park will leave from the JCCC at 7:00 am and will return at 6:30 pm. Some trips may not leave until later or may leave as early as 9:15 a.m. During wait time for bus departure and drop off, games and other activities will be provided for the children until they are boarded. Pick-up for campers will be at 4:00 p.m. All trips are transported by Jefferson County school buses. Campers will be required to bring special items each day. Campers must bring a packed lunch to camp each day, and wear sneakers, along with a snack and plenty of water. Other examples include: swim wear, extra cash for concessions/souvenirs, sunscreen, etc. Parents/Guardians who would like to volunteer to assist with the camp must pay their own fees for entry for each field trip. Parents/Guardians will need to submit a volunteer background check by July 15, 2015 in order to attend any trip.

Jefferson County Parks and Recreation is proud to be home of the

Veterans Memorial Pavilion!

The Veterans Memorial Pavilion was dedicated on November 7, 2014.

It features a memorial wall, remembering all American Veterans.

This pavilion is located near the main playground and community center in

Sam Michael’s Park. It is available for rental on weekdays and weekends.

We are please to offer a discounted rental fee to our veterans.

This project was the result of grants and donations. Future expansion of the Memorial wall will include a patio, benches and a memorial garden. Park & Facility Information Sam Michael’s Park-

The entrance to this one hundred and thirty acre park is located on Job Corps Road, near Harpers Ferry. The private setting of this park offers the perfect place to host weddings, wedding receptions, and reunions and other family events. The well shaded picnic pavilion offers an adjacent kitchen and restroom facility. The new Veterans Memorial Pavilion offers picnic tables, bathrooms and close proximity to the large playground area and Jefferson County Community Center. The sparse acreage lends well to community events such as concerts, dog shows, festivals, and more. Nestled within the park are little league fields, home of Jefferson County Parks and Recreation; Community Center, ath-letic fields, playgrounds, horseshoe pits, and a sand volleyball court. Sam Michael’s Park Wedding Venue -

Sam Michael's old home site, located in Sam Michael’s Park, will be available for rent for weddings and receptions. Leetown Park- Located four miles East of Leetown, on Leetown Road, this ten-acre park has been a gathering for softball games since the 1970's. On the park grounds are lighted softball fields, tennis courts, a playground, picnic pavilion, horse shoe pits, concession stand and new renovated restroom facility. This park offers a great place to host your company's softball league or to simply relax and just play a pick-up game of baseball. Ball fields available for reservations. South Jefferson Park- Located on Route 1, between Summit Point and Middleway, this seventy-one acre park accommodates six baseball fields, tennis courts, concession stand, a playground, and basketball court. It's a great place to relax and spend a day in the park. Moulton Park- On the shore of the Shenandoah River, just North of the Bloomery Bridge, this half-mile of river frontage features camping and other recreational opportunities. The well-shaded, quiet hammock of foliage creates inviting habitat for squirrels, birds, and waterfowl. A public boat ramp gives access for fishing the Shenandoah River. Camping is restricted to permit only, please call the Jefferson County Parks and Recreation office at (304)-728-3207 for information. Bolivar Nature Park- Located on primrose alley, near Harpers Ferry, this 7-acre park is filled with plenty of botanical delights. A walking trail allows you to stroll through the park where you can relax on a bench and watch the deer graze. The newly updated gazebo and picnic tables are available for your convenience at the parks entrance. Morgan’s Grove Park- With over twenty acres of shade trees, meadows, playgrounds, and spring-fed streams, this popular park serves as an idyllic site for community gatherings and events. A 1500 square foot covered picnic pavilion with a full kitchen and restroom facility offers the per-fect place to host family events as well as corporate functions. Other features of the park include playground equipment, soccer fields, sand volleyball, horseshoe pits, and a 3/4 mile walking trail. Mount Mission Park - This picturesque three and one-half acre park is located on Mission Road, near Shannondale. Shaded by oak and maple trees, the picnic pavilion, complete with restroom and kitchen facilities has played host to family reunions, weddings, and birthday parties. An old church on site, a playground, horseshoe pits, sand volleyball and a baseball diamond make this park a convenient site for neighborhood get-togethers.

Reservation Info: Facility Use Permits are available at the Parks & Recreation Office, 235 Sam Michael’s Lane, Shenandoah Junction, WV 25442

Reservations are taken beginning the first working day of January for the current year. They can be made between 8:30 a.m.-5 p.m. at the JCPRC Office.

Reservation fees and deposits vary depending on location. All pavilion fees, permit fees, and deposits are due at the time of reservation.

Shelters are available for public use, free of charge, on a first-come, first-serve basis if they are not already reserved.

A $25 fee will be charged for all returned check and declined credit cards.

Incomplete registrations cannot be processed—full payment must accompany

registration.

A $5 out-of-county fee will be charged to any person not living in Jefferson County.

A $5 late fee will be charged if registration is received after the program starts.

JCPRC is not responsible for lost, late, or misdirected mail.

Registration is for the program, not attendance—no make ups, refunds of

credits will be offered for missed classes.

Age Policy:

Program participants must be the advertised age before the program starts.

Scholarships: Scholarships are available for some programs. Contact Brenda at the JCPRC

Cancellation Policy: Programs may be cancelled due to insufficient registration, school closings,

or inclement weather. Call (304) 728-9044 in case of inclement weather.

Mark Your Calendar: NO REMINDERS WILL BE SENT. You will only be notified if there is a

problem processing your registration or if the class is cancelled.

Media/Photography: The JCPRC reserves the right to take pictures at all events, activities, and

programs. Pictures may be displayed in future commercials, brochures and

web publications.

Attention Parents: JCPRC instructors or staff are not responsible for your child prior to or

after class time.

It is the responsibility of the parent/guardian to notify JCPRC staff of any

medical conditions/special needs of a child prior to the start of class.

Discipline Policy: The JCPRC has a discipline policy for recreation programs/facilities.

In the event the participant is asked to leave a program/facility,

no refund will be issued.

Trips Alcohol Policy:

We strive to have a family atmosphere on our trips. If you choose to drink

while on our trips, please do so in a responsibly and make arrangements to

have a designated driver for your trip home from the bus drop off area.

Refund Policy: After initial registration, refund requests must be submitted in writing at least five

working days prior to the start of the program and are subject to a $10 service

charge. No refunds or credit will be given less than five days prior to, or after the

first day of the class or program—NO EXCEPTIONS. Monetary refunds will only be

given due to the department’s cancellation of a program. If insufficient registration

causes a program to be cancelled, participants will receive a REFUND or CREDIT

within one month of the program cancellation. For any program fee under $20,

no refunds will be processed, only credit to JCPRC accounts will be issued.

JCPRC Commission The Jefferson County Parks and Recreation Commission meets at 7:00 pm every third Wednesday of each month, except August and December, at the Jefferson County Community Center, located at Sam Michael’s Park. The JCPRC is always open to input from citizens in the com-munity for ideas or programs that may be beneficial to the county. Call the JCPRC office at (304)728-3207 for more information or to request to be put on the agenda for an upcoming meeting.

recreational activities that we offer. Students may suffer injuries, including, but not limited to minor injuries such as bruises and more serious injuries such as broken bones, dislocations, muscle pulls and stitches. There

are many other risks of injury including catastrophic injuries such as permanent paralysis or even death from back, neck or head injuries which may arise due to participation in this activity. JCPRC insists that all students

and their parents agree to abide by all of the safety rules and policies of JCPRC. JCPRC, its coaches, volunteers, instructors and staff members will not accept responsibility of injuries sustained by any participant while

participating in our programs. I hereby consent to have my child participate in programs offered by the JCPRC. I have read the above information and am now fully aware of the hazards and risks associated and the

distinct possibility of injuries that my child may suffer as a result of participation in the sport or activity. I realize it is not possible to specifically list each and every individual injury risk, and I voluntarily assume all the risks

normally incident to the nature of the activities. It is hereby agreed that I, my executors, or other representatives waive and release all rights and claims for damages that I may have individually, or that my executors or

other representatives may have on my behalf, or on behalf of my child, against JCPRC and/or Jefferson County Commission, their representatives, whether paid or volunteer, for any injuries or damages that my child

sustain in connection with programs or other activities related to the JCPRC. I also understand that any injury incurred and the resulting medical expense from that injury will be my responsibility and JCPRC will not be

responsible for payment of any related expenses. Furthermore, it is the responsibility of the parent/guardian to notify JCPRC staff of any medical conditions/special needs of a child prior to the start of class. JCPRC,
