Our Year in ReviewPresidents Report

As my 10 years of Board membership and Presidency comes to an end, I leave ACHPER Victoria after witnessing and contributing to the emergence of an organisation realising the success, recognition and credibility within educational and government agencies. More importantly, providing quality services, resources and professional guidance to our members and profession.

The achievements of past and present board members and staff has contributed to the success of ACHPER Victoria. It is with an eye on the future we now look for opportunities to continue to strengthen and advance our professional organisation.

It gives me great pleasure to provide you with many of the achievements and highlights of 2017 as we continue to strive for excellence in our profession:

• The development of policies related to operational aspects of our business continues to be of strategic importance. Sponsorship/Partnership policies were developed by the Board and CEO to cater for the growing interest of engagement with ACHPER Victoria.

• The Board included an agenda item at meetings which welcomes a staff member to attend the meetings and participate in a discussion to increase engagement across strategy to operations.

• The Board elections, in May 2017, realised 9 nominees for 3 positions. Not wanting to lose the expertise and experience of remaining nominees we invited them to contribute in our portfolio groups.

• Our board is composed of teachers, academics and allied stakeholders and the gender composition is 65% female and 35% male.

• The restructure of portfolios groups, whose role is to guide and support the strategic planning and vision in the areas of Governance/Finance/Human Resources, Tertiary Education and Research, Schools and Allied Stakeholders. I would like to thank everyone for their contribution.

• We undertook an Annual Strategic Planning Day with board and staff members reflecting, discussing and setting the vision and strategic priorities of our organisation.

• The Board and CEO have both continued to strengthen our relationship with ACHPER National as it undergoes a revitalisation, with open communication and cooperation at Strategic and Operational levels.

As I reflect my time with ACHPER Victoria, I recall the exceptional likeminded passionate professionals who have contributed their skill set and experience, voluntarily over many years, each one leaving their legacy. Each one’s contribution strengthening the organisation. I am humbled to have contributed in some part to the success and growth of ACHPER Victoria and encourage anyone interested in contributing, to take the step and be part of a passionate, professional, progressive and welcoming Board.

Finally, I would like to thank my fellow Board members: Amanda Mooney, Wendy Powson, Paula Parkin, Chloe Dew, Peter Wright, Kate Simpson and Tony Watt for their support and camaraderie during my two years as President. It has been both a pleasure and a privilege to work alongside each of you.

Trevor RobertsonSecondary Teacher, Loyola CollegePresident 2016 - 2018 | Board Member 2009 - 2018

Trevor has held positions with the education team at both AFL Victoria and Netball Australia. He is currently teaching Health and Physical Education at Loyola college and is the president of his local netball club.

Dr Amanda MooneySenior Lecturer in Education (Health and Physical Education), Deakin UniversityVice President 2012 - Present | Board Member 2012 - Present

Following a decade’s experience of teaching HPE in secondary schools, Amanda’s experience in the tertiary sector over the past 11 years provides a valuable standpoint from which to best support connections between ACHPER, school and tertiary sectors. Amanda has been the Vice-President for the past six years, the current Chair of the Tertiary Education and Research portfolio and chair of the Program Leaders Committee.

Chloe DewPrimary Teacher, Black Hill Primary SchoolBoard Member 2016 - Present

Inspired by her Year 9 PE teacher, Chloe committed to a career as a PE educator. She is focused on changing how future generations interact with health and physical education. By encouraging students’ to focus on their individual performances, this teacher changed Chloe’s perspective and motivated her to believe in herself and her abilities.

Paula ParkinSecondary Teacher, Luther CollegeBoard Member 2016 - Present

Paula is passionate about the need for quality HPE in our schools. Her vision is to help young people learn the skills, knowledge and behaviours they need to adopt and enjoy healthy, active lifestyles. Paula is highly experienced in delivering HPE. She has taught in several Victorian schools, from Foundation to Yr 12; in Tertiary institutions and has previously been a staff member in the ACHPER Victoria Professional Learning Team.

Wendy PowsonPrincipal, Lilydale High SchoolBoard Member 2010 - 2018

Wendy’s career initially involved teaching Physical Education, leading quickly to opportunities to take on and excel in leadership roles across curriculum, administration, student management and wellbeing. Wendy’s broad experience which has enabled her to contribute to a positive school culture is invaluable to ACHPER.

Kate SimpsonGeneral Manger – Education & Sport, Life Saving VictoriaBoard Member 2017 - Present

Along with her engagement with ACHPER as a member and presenter, Kate has been a member of Life Saving Victoria’s (LSV) executive management team for five years and has strong organisational leadership skills and highly values continuing personal and professional development.

Associate Professor Anthony WattDirector, Learning & Teaching, Victoria UniversityBoard Member 2017 - Present

Anthony has been associated with ACHPER as a physical education teacher and then as an academic from 1990. Tony also has extensive skills in the area of Physical Education Pedagogy, both as a practitioner and as a researcher.

Peter WrightACHPER Fellow | Former Principal, Koonung Secondary CollegeBoard Member 2017 - Present

Peter has been a member and advocate of ACHPER and the HPE community for many years. He commenced his career as a Physical Education teacher and recently retired after 8 years as Principal of Koonung Secondary College. Peter has also been a member of the School Sport Victoria Board since its inception and was the Eastern Zone President of VSSSA prior to this. His experience and expertise has been used to co-author numerous Physical Education texts with ACHPER.

CEO Report

2017 was a year of successes, built from our continued learning about what the Health and Physical Education (HPE) community needs, from its professional association.

It was a great testament to the HPE community receiving nominations from nine outstanding candidates to fill three member elected Board positions in 2017. It is always a pleasure to work with such a highly motivated, passionate and knowledge group of Board Members. As a teacher of HPE and ACHPER member – you should feel comforted in knowing ACHPER Victoria is in excellent hands.

2017 was a big year for VCE, with many teachers implementing the new VCE PE study design and preparing for changes in the VCE HHD and OES study designs. In recognition of the importance of teachers being prepared for these changes we hosted our inaugural VCE Conference which was very well attended by almost 300 teachers from across the state.

We understand more schools are seeking specific professional learning delivered on-site, as such, our Professional Learning team delivered 12 consultancies where we came into the school and provided customised support and training for their specific needs.

‘Collaborate to facilitate excellent health and physical education outcomes’ is one of our strategic goals and our 2016-2018 funded project, with the Department of Health and Human Services, will significantly contribute to achieving our strategic objectives. The Supporting Sport and

Recreation in Victorian Schools project commenced implementation in 2017. The aim of the project is to establish a model or framework for how schools and sports can collaborate to the benefit of both HPE and sport participation. The project will run through to December 2018.

2017 was the final year of our current funding triennium through the Department of Education’s Strategic Partnerships Program. The 2015-2017 Project was ‘Building Teacher and School Capacity in Health and Physical Education’ and had specific targets for reaching across all education sectors, in both metropolitan and regional locations and

providing accessibility for lower SFO schools. Spanning three years, this project had more than 6400 connections with the HPE community.

Happily, I can report our 2017 submission for the 2018-2020 triennium was successful and we have been granted an increase in our funding from the 2015-2017 triennium.

Further in this report, you can read in more depth about the triumphs and challenges of 2017. I would like to extend my heartfelt thanks to the amazing team of staff,

volunteers and Board members at ACHPER Victoria but, most importantly, I would like to thank the dedicated and passionate teachers out there, particularly those who are ACHPER members without whom none of this would be possible.

Support in building practice excellence is essential for improved delivery of high quality health and physical education. The quality of our professional support ensure teachers are getting the very best in professional growth. Using technology and in-school consultancy to deliver our professional learning improves the accessibility for teachers across Victoria.

‘Effective teaching is the single biggest determinant of student improvement in the school. What teachers do in the classroom and how they interact with students is vital.’

“When teachers engage with us to deliver professional learning to their peers, they repeatedly tell us, ‘it’s the best professional learning experience I’ve had.’”

• We ensure our presenters and resource writers have access to the support and mentoring they need from our staff.

• We encourage experienced presenters to bring along a new presenter and mentor them in their first year of working with ACHPER.

• We form our resource development teams with experienced and new contributors to ensure dynamic thinking and sustainable growth of our contributors.

• We ensure our partners have the same mission and vision as us and are committed to building capacity within teachers.

Across the ACHPER Victoria professional learning suite for 2017 we would like to acknowledge and thank our:

• 300 presenters of which 63% are practicing teachers; and• 40 practicing teachers who contributed to our resource development teams.

Strategic Pillar: Collaborate

Objective 04: Increase engagement with tertiary sector through strategic networks.

STRATEGIC GOAL

Collaborate to facilitate excellent health and physical education learning outcomes.

We all know the saying ‘two heads are better than one’. Through collaboration we will gain valuable insight and perspectives from a lens different to our own. Our community is broad and united together by common goals we are more effective.

We facilitate the ACHPER Victoria Tertiary Program Leaders. This highly engaged group consist of representatives from each tertiary institution leading or coordinating programs within ACHPERs areas of focus. We meet biannually and discussions are facilitated around agenda items which address hot topics, connections with practice, reflections on practice and policy.

Our 2017 meetings included special guest speakers:• Professor Christine Ure, Chair, Victorian Council of Deans of Education (VCDE)• Professor Anne Flintoff, Professor of Physical Education and Sport in the Carnegie School of

Sport, Leeds Beckett University, UK.

Objective 5: Be the conduit to enable flow of informationWe love to be engaged in research projects which are being implemented in Victorian in schools.

In 2017 ACHPER Victoria had the following connections and contributions: • Deakin University, IPAN, Transform Us!• University of Canberra, Research Institute for Sport & Exercise, Physical Education Physical

Literacy (PEPL) Trial• Victoria University, research partner and advisor for the ACHPER Victoria, Supporting Victorian

Sport and Recreation Program funded project (DHHS, Sport and Recreation)

We also identified researchers, who contributed to the professional learning program, and shared their research in an applied forum to HPE teachers.

Objective 6: Increase engagement with pre-service teachers.In 2017 our Professional Learning team visited five Victorian tertiary institutions to deliver information about ACHPER Victoria and in some cases provide additional information in content specific areas. We love our student volunteers and without them we couldn’t run the largest HPE conference in the southern hemisphere! In 2017 we had 45 student volunteers from teaching degrees across Victorian institutes lending a hand. In exchange we provided them with ACHPER membership, free attendance to a Professional Learning workshop and access to our staff and board for guidance and advice.

Objective 07: Increase the profile of the health and physical education profession by showcasing and celebrating excellence.

STRATEGIC GOAL

Increase the understanding and awareness of the values and purposes of health and physical education.

More than any other school subject, HPE has the potential to set children on the path to lifelong wellness. The education we impart to children now will impact the adults they become. It will shape the knowledge, understanding and skills needed to help them make decisions and take actions which lead to a healthy and physically active lifestyle for themselves and the community in which they live.

Each year our awards program recognises:• Outstanding graduating students from areas within ACHPERs focus• Outstanding research in honours, masters and doctoral courses• Outstanding contribution to ACHPER Victoria and the HPE profession from practicing teachers

and key stakeholders

Our eNewsletter The Pulse has profiled six practicing teachers and academics across the year. All of whom are shining examples of practice excellence in their fields.

Objective 08: Improve teacher outcomes in health and physical education.Through our high quality professional learning and advocating across the sector, ACHPER Victoria will improve teacher outcomes in health and physical education.

In 2017 we discovered HPE teachers face challenges in the following areas. The shifts between 2016 and 2017 are interesting and over time we will be able to use this data to track the ways in which ACHPER Victoria is helping teachers to overcome some of these challenges.

Partnerships

Department of Education, Strategic Partnership ProgramACHPER Victoria had a 3-year funding agreement with the Department of Education from 2015 – 2017. The objective of this program was to provide a variety of opportunities for teachers of Health and Physical Education (HPE) to engage in high quality professional learning. The program’s intention was to support the development and build capacity of HPE teachers. In doing so the program aimed to impact the quality of HPE in Victorian schools.

The program had three expected outcomes:1. Change in teacher/school behaviour and perception towards HPE2. Change in student behaviour and perception towards HPE3. Sustainability

The main activities proposed in the project were:1. Develop learning communities across Victoria to serve as professional learning networks for teachers of HPE2. Provide high quality, facilitated professional learning opportunities3. Update resources and develop new resources to support teachers of HPE

In undertaking these activities quantitative targets were set and the results are below:

The 2015 – 2017 program was successfully acquitted and ACHPER Victoria has received increased funding for the 2018 – 2020 triennium.

The Victorian Curriculum and Assessment AuthorityIn 2017 ACHPER Victoria undertook two funded projects with The Victorian Curriculum and Assessment Authority (VCAA):

1. Indicative Progress Examples for HPE ACHPER Victoria developed new “Indicative progression examples”. These examples will illustrate a student’s progression of learning between the standards, using two points to illustrate how a student may have progressed from the prior achievement standard toward the achievement standard a student is currently working toward.

2. VCE Health and Human Development new study design implementation professional learning In collaboration with Home Economics Victoria, ACHPER Victoria delivered a state-wide professional development program to support the implementation of the new VCE Health and Human Development Study Design. This included 12 workshops facilitated in 5 metropolitan locations and 7 regional locations.

Department of Health and Human Services – Sport and Recreation VictoriaACHPER Victoria has a 3 year funded project with the Department of Health and Human Services (DHHS), Sport and Recreation Victoria. The project, titled “Supporting Sport and Recreation in Victorian Schools” is funded through the Supporting Victorian Sport and Recreation Program 2016 – 2019.The project was initiated in 2016 and implementation began in 2017. Through collaborative delivery between education and sport, this project will build workforce capacity (teachers and sport development officers/coaches) to design a unit of work developing fundamental movement skills and games based concepts, co-delivered as part of school curriculum. Established as a research project, the findings will inform the broad application of this collaborative approach, providing a model to enhance student learning outcomes, impact participation rates in school-based sport and increase pathways to club based participation. In 2017 we implemented the striking sports unit in term 3 in collaboration with Badminton Victoria, Tennis Australia and Cricket Victoria. In term 4 we implemented an invasion games unit in collaboration with Netball Victoria, Football Federation Victoria and AFL Victoria. 2018 sees further development of unit plans and implementation and we are excited to bring a full report and evaluation to the members on completion of the project in 2019.

Foundation PartnershipsACHPER Victoria highly values our relationships with our Foundation Partners, it is due to these partnership we are able to continue to improve the benefits and services we provide to our members and broader HPE community. We work closely to ensure the partnership is of mutual benefit to us, our partner and most importantly our members. When choosing partners we ensure their goals and values align strongly with ours.

RHSportsRHSports and ACHPER Victoria had a foundation partnership agreement for 2015 – 2017. In 2017 RHSports received promotional opportunities and brand exposure through ACHPER Victoria events and communication avenues. I’m pleased to announce RHSports will continue as a partner in 2018.

BLKBLK and ACHPER Victoria had a foundation partnership agreement for 2015 – 2018. In 2017 BLK received promotional opportunities and brand exposure through ACHPER Victoria events, apparel and communication avenues.

These awards recognise individuals who have demonstrated dedication, passion and service to the advancement of Health and Physical Education in Victoria and who have done so with a strong connection to ACHPER Victoria.

Dr Helen BrownHelen has been engaged with ACHPER Victoria for almost 20 years. She was a member of our staff in the role of Physical and Sport Education (PASE) Administrator from 1999 – 2002 and preceding this was Head of Physical Education at Melbourne Girls Grammar. Helen is currently a senior research fellow at Deakin University where her research interest focuses on behavioral epidemiology, particularly in relation to children’s physical activity. Helen is a strong advocate for ACHPER and has presented at professional learning events in VCE PE and primary PE. She continues to support our work through linking research practitioners and teachers with ACHPER Victoria.

Mark CorrieMark has been a long-time contributor to ACHPER Victoria within our VCE PE professional learning suite. He is the lead writer of our PE exam writing team and goes above and beyond our expectations to deliver exceptional quality from the team. In addition, Mark is a regular presenter at our conferences and workshops and is always happy to provide considered advice and guidance when asked. Mark is currently the Director of Operations at Camberwell Girls Grammar School.

Nerida MathewsNerida has been an ACHPER member for more than 17 years and has been a strong advocate for ACHPER both within her role as HPE Curriculum Manager for the Victorian Curriculum and Assessment Authority (VCAA) and as a teacher herself. Nerida held her role with the VCAA for 14 years and during this time she has guided the profession through many F-10 and VCE curriculum changes. Nerida displays exemplary professionalism and has always been a dedicated supporter and advocate for ACHPER Victoria.
