Section 1 Overview 1.1 Effective Date - These TORC Series rules become effective January 1, 2017

and supersede all previous rules, amendments, bulletins or supplementary regulations.

1.2 Amendment - TORC Series rules may only be amended by the publication of a bulletin issued by TORC Series pursuant to the authority of TORC Series principals. TORC Series may amend any part of this publication in the interest of fair competition, safety, and the overall best interest of the sport of off-road racing. TORC Series reserves the rights to establish, maintain, compile, publish, and otherwise operate and award points, point funds, and trophies through the rules and regulations of TORC Series. All TORC Series license holders agree to abide by decisions of TORC Series Officials in establishing and administering the points fund. Any amendment is effective upon the date the bulletin is released by TORC Series Officials.

1.3 Applicability - TORC Series Rule Book is applicable to all TORC Series sanctioned events.

1.4 Interpretation and Application - TORC Series Official’s interpretation, clarification, or application will prevail upon disagreement or dispute regarding the meaning or application of the TORC Series rules. Notwithstanding the foregoing or any other provision in the TORC Series Rule Book, TORC Series may review an interpretation, clarification, or application of the rules where the TORC Series Official deems such review to be necessary.

1.5 Finality of Interpretation and Application - All TORC Series members agree that determinations by TORC Series Officials as to the applicability, clarification, and interpretation of the TORC Series rules are not subject to litigation and agree that all TORC Series decisions are final. Member further agrees that they will not initiate or pursue litigation or any kind against TORC Series, USAC, or anyone acting on behalf of TORC Series to reverse or modify such determinations, or to recover damages or to seek any other kind of relief allegedly incurred or required as a result of such determination, unless TORC Series made such determinations for no purpose other than a bad faith intent to harm or cause economic loss to the member or Official. If a member, competitor or Official initiates or maintains litigation in violation of this covenant, that same person agrees to reimburse TORC Series and/or USAC for the costs of such litigation including attorney’s fees. Member, competitor, or Official further agrees that if any litigation brought against TORC Series for any reason, the matter will be tried before a judge of competent jurisdiction in the State of Indiana, in Marion County, and hereby waives any right to trial by jury in such action.

1.6 Principal Rule of Interpretation, Clarification or Application - TORC Series Rules are intended to ensure that TORC Series sanctioned events are conducted in a manner that is fair to all competitors, and consistent with prompt finality in competition results. Circumstances may be presented that are

unusual, in which strict application of the TORC Series rules may not achieve this goal. In such rare circumstances, TORC Series, may make a determination regarding the operation of the race, the eligibility of a competitor, or similar circumstance that are NOT consistent with TORC Series rules, in order to achieve this goal. Such determinations are reviewable by TORC Series as contemplated above. All such determinations are subject to the finality rules stated above.

1.7 Special Rules - Extraordinary circumstances or conditions regarding an event, member, or competitor will necessitate the application of special rules as determined and applied by TORC Series. Such special rules must apply to the event and be properly published or announced prior to the event.

Section 2 Membership 2.1 Membership Eligibility - TORC Series will accept as a TORC Series member,

any individual or business entity interested in off-road racing, so long as the individual or business entity has properly and truthfully completed and filed a membership application, agrees to abide by the TORC Series Rules, and paid the required fees for membership. Participation or involvement of a member or applicant in activities or actions detrimental to off-road racing or TORC Series, whether in the course of racing or not, and whether the applicant was a member or applicant at the time of such conduct, may result in rejection of membership. TORC Series may review the qualifications of any license holder at any time. TORC Series may request retesting or evaluation of a license holder to verify the qualifications of the license holder. TORC Series reserves the right to reject the application of an otherwise qualified applicant in the interest of off-road racing or TORC Series.

2.2 Membership Application Process - Membership applications for Entrants, Drivers, Crew Members, Sponsors and Officials may be completed on-line at www.torclicense.com. Submitting an on-line USAC membership application form and fee does not constitute the approval by TORC Series. USAC Headquarters will advise applicants in writing whether their application for membership has been approved. Late applications may be made at the TORC Official Registration Trailer at each event. Additional fees may be in place for late applications.

2.3 Minors - If the TORC Series membership applicant is a minor under the laws of his or her state of residence, the applicant must also submit with their application a fully executed and signed Minor’s Release. The Minor’s Release must be signed by the applicant’s natural father AND mother or by a court appointed legal guardian. TORC Series has the right but not the obligation to approve the application of any applicant less than 18 years of age.

2.4 Membership Benefits - The following indicates privileges accompanying TORC Series membership. This list is not intended to be all-inclusive but highlights and is subject to improvement and modification by TORC Series.

B. Access to Hot Areas.C. Access to Drivers meetings.D. Access to podium or winner’s circle ceremonies (as approved by TORC Series).E. Preferential TORC Series email press releases & news.

2.5 Use of TORC Series License - All TORC Series license holders must keep their credential identification card in full view at all times.

2.6 Membership Suspension - TORC Series may suspend a membership for a definite or indefinite period of time in the interest of off-road racing or the TORC Series. The license of a competitor, suspended at any time for any reason, must be promptly forwarded to USAC. The license shall be invalid until the lifting of the suspension. USAC will return the license upon completion of the suspension. The affected member may appeal such suspension.

2.7 Voluntary Termination - A Member may discontinue their membership at any time by surrendering their membership, accompanied by a letter of resignation, to TORC Series Headquarters.

2.8 Involuntary Termination - TORC Series may terminate a membership at any time. The affected member may appeal such termination.

2.9 Expiration - All memberships are annual and expire automatically on November 30th of the calendar year in which the membership was issued. Membership fees are non-refundable.

Section 3 Licensing 3.1 General Requirements - A license is required for every USAC member who

desires to participate in a TORC Series sanctioned event as a driver, owner, crew member, TORC Series Official, sponsor, or sponsor representative. Applicant must apply for, receive, and possess a valid current TORC Series license authorizing participation in that capacity. All USAC members who are participating in a TORC Series event must display their license at all times.

3.2 License Transfer - A TORC Series license is non-transferable and non-assignable. Only the Member to whom it is issued may use it. If a licensee intentionally or unintentionally transfers, assigns, or otherwise permits another person or entity to use or attempt to use the licensee’s license, then the licensee shall be subject to disciplinary action, including membership expulsion, and shall indemnify and hold harmless TORC Series from any loss or expense incurred by member or TORC Series as a result.

3.3 Competition License A. Minimum Age - Drivers must be at least 14 years of age. Any driver younger

than 16 years of age is subject to evaluation. B. Requirements - If requested, drivers must submit to and pass a driving ability

tests conducted by and at the discretion of the TORC Series. Licensees must be physically and mentally fit. The TORC Series may require the applicant to

submit to and pass a physical examination by a qualified physician at the applicant’s expense. Licensees must execute and deliver to TORC Series such authorizations, releases, applications, consents, waivers and other documents as required by the TORC Series Race Director.

C. Rookie Status - Rookie status is awarded to drivers with no previous starts in theTORC Series. Status begins with the first race in a season and only in effect for that current season. PRO drivers that have started in no more than 4 races of the previous season races will retain their rookie status for the following season.

3.4 Crew License - Must be at least 14 (fourteen) years of age. Licensees must be physically and mentally fit. TORC Series may require the applicant to submit to and pass a physical examination by a qualified physician at the applicant’s expense.

3.5 Official License - To obtain TORC Series Staff credentials, an individual must meet the following requirements:

A. Must be a minimum of sixteen years of age.B. Have the necessary minimum experience, and qualifications as determined by the

TORC Series, to function in the required capacity. C. Be physically fit and mentally alert. TORC Series may request a copy of a recent

physical examination performed by a qualified medical doctor or request applicant to pass a physical exam.

D. Must possess a valid driver’s license issued by the State of residence.E. Must be presentable in appearance and demeanor.F. TORC Series reserves the right to refuse staff credentials to any person on any

grounds without limitation.

Section 4 Officials 4.1 Director of Competition - The Director of Competition (DoC) is responsible for

the overall competitive program with the Race Director and Technical Director reporting to him. Responsible for determining the fitness of vehicles for competition, competitive equalization & technical aspects, and consults with the Race Director on race operations, safety, and appropriate rules administration, including appropriate penalty levels. The DoC has oversight responsibility for developing all rules and operational affairs of the series.

4.2 Race Director - The Race Director will be the chief operating representative of the TORC Series and all race officials will be under his/her supervision. The Race Director will be responsible for carrying out all TORC Series competition rules as published, for determining adherence to the rules and assessing all competition penalties and/or remedies.

4.3 Technical Director - The Technical Director will be the chief technical representative of the TORC Series and all technical officials will be under

his/her supervision. The Technical Director will be responsible for carrying out all TORC Series technical rules as published and for determining adherence and assessing all technical penalties and/or remedies.

4.4 Official Starter - The Official Starter will display the proper flag signals during racing events.

4.5 Official Scorer - The Official Scorer is responsible for timing and scoring of the event.

4.6 Race Steward - Race Steward(s) will be responsible for reviewing information of on track incidents (via report from corner workers, television replay, and/or eyewitness) and assist in assessing need for any penalty.

Section 5 Safety Off-road racing is an inherently dangerous sport. Each competitor assumes that risk when he or she participates in an event.

5.1 Notification of Anomalies - TORC Series – Employees, participants and representatives of TORC Series, when they are present at an event, will inform the promoter of any inadequacies in the facilities, safety personnel, and equipment, or other conditions at the track that they observe and consider, in their best judgment, to be inconsistent with the interest of safety. TORC Series employees and representatives do not make any representations or warranties of safety to any competitor or other person. As a result, TORC Series cannot and does not take responsibility to ensure the adequacy, for purposes of safety, of the racing facility, safety personnel or equipment, or conditions at the track.

5.2 Competitor Responsibilities - It is the responsibility of everyone, including competitors, to monitor the racing facilities, safety personnel, equipment, and conditions at the track on a continuing basis before, during, and after the event for potential safety and security issues. Competitors also are solely and directly responsible for the safety necessary to perform their duties as a driver, owner, or crewmember. This includes activities involving all race equipment, race vehicle, and support equipment to ensure minimum amount of risk or injury to themselves and others.

5.3 TORC Series Officials Responsibilities - Officials should report any observed safety inadequacies in the racing facilities, safety, personnel, equipment, and/or conditions at the track promptly to the Race Director. The Race Director may take whatever action is deemed reasonable and appropriate in order to correct such inadequacy. Such action may include, but is not limited to, halting a race, making modifications to the track or facility, changing procedures, physical examinations, medical determinations, and driver ability or experience tests.

5.4 Driver Protective Equipment A. Driver Suits

1) One-piece driver suits are required. The suits must cover from the neck tothe ankles and to the wrists. All suits must have the certification labelattached and meet FIA 8856-2000, SFI Spec 3.2A/5, or higher.

2) Drivers must wear gloves and driving shoes that meet SFI Spec 3.3/5 orhigher and have the SFI label attached. Gloves may not be modified or haveany holes in them.

3) All driver apparel must be clean, in good condition, and free from rips orworn areas

4) All Drivers must wear long underwear, a balaclava, and socks homologatedto the FIA 8856-2000 or SFI 3.3 standard.

B. Helmets1) Full face helmets with a Lexan shield are required.2) Helmets must be certified to a minimum of one or more of the following

standards:a) Snell Memorial Foundation SA2010 or better with a legible Snell sticker

attached. Effective 1-1-2015 the rule will follow Snell Memorial Foundationguidelines and have a minimum requirement of the current rating or oneprior rating only. Certification information may be found at the followingweb site http://www.smf.org/stds.

b) SFI Spec 31.1/2005 with a legible SFI sticker attached.c) FIA 8868 with a legible FIA sticker attached.

C. Head and Neck Restraint - All drivers are required to properly wear a Headand Neck restraint that is endorsed and approved under SFI Specification 38.1 and must have the SFI Certification patch/sticker properly affixed to the device.

Section 6 Entries 6.1 Purpose - In order to compete in a TORC Series sanctioned event, a licensed

competitor must submit an entry in the form required by TORC Series for the scheduled event. Telephone Entries and handwritten forms will not be accepted. TORC Series publishes the sole Official Entry form for all sanctioned racing events. For purposes of this Rule Book, “Entry Form” refers to the official entry form required by TORC Series for licensed members in good standing to officially enter a TORC Series sanctioned event. It is the sole responsibility of the Entrant to obtain the appropriate entry form, and to ascertain and abide by all applicable fees, deadlines and instructions.

6.2 When a competitor submits an entry form or informs a promoter or TORC Series that the competitor will attempt to compete in an event, and the entry is

accepted, the competitor then becomes obligated to attempt to compete in the Event.

6.3 If a competitor participates in a TORC Series sanctioned event without having properly submitted a fully executed entry form, the competitor nevertheless is subject to all TORC Series rules, amendments and special rules, as well as all fees, fines, statements, releases, and obligations appearing in the entry form, as if he or she had properly submitted a fully executed entry form.

6.4 Such competitor will have no claims for damages and/or compensation of any kind for any advertising exploiting his or her name, picture or the picture of his or her race vehicle, or exploiting the achievements of any product used by the competitor, relating to the competitor’s participation in the event.

6.5 Deadlines - In the event that an entry form is not submitted within fourteen calendar days prior to the event, there will be an additional late fee. The U.S.P.S. postmark will determine date of submission or shipping date if by other carrier.

6.6 Fees - Entry fees cannot be refunded once a vehicle enters the racecourse for competition. Unless damage occurs in the first round of practice and the vehicle is unable to compete in at least one round of competition, a pro-rated refund will be allowed. All refunds must be requested within fourteen days after the conclusion of the scheduled event.

Section 7 Paddock 7.1 Paddock and Race Vehicle Service Area - Each TORC Entrant competing in

an Event will be assigned a designated paddock space and race vehicle service area. Entrants competing in multiple classes may be allowed to have multiple classes of cars in the same paddock space and race vehicle service area. Entrants must submit their team paddock space and race vehicle service area layout requirements for the 2017 TORC season no later than April 1, 2017. These submissions must be made in writing with a detailed schematic of the desired footprint, and if any, the team hospitality plan and a description of the planned use for each area within the team paddock space. To ensure standards are met for Event venue, promoter and municipality, including permits and individual promoter guidelines, all Entrants must provide detailed hospitality and paddock space use plans (other than those for race vehicle service) a minimum of thirty (30) days in advance of each Event. Submission of these plans must be made to the TORC Team & Client Services Department. If any of the above mentioned submissions remain unchanged for each Event, no additional submission will be required. Any changes to any of the above mentioned plans in whole or part must be submitted to TORC no later than 21 days prior to an Event for approval. The amount of space for the team paddock and race car service area, including hospitality, assigned to a team will be limited by the allotted total paddock area(s) available at any Event. The requested paddock space and footprint for an Event is not guaranteed, and will be allocated and assigned at the discretion of TORC. All teams and entrants

must abide by promoter, venue, city or state guidelines, including but not limited to: fire and tent permit fees, catering buy-out fees, motorcoach fees, golf cart/ancillary vehicle COI's and permit fees. If not provided, promoters, venues and the Series are not responsible for additional vendor services such as waste removal, security, etc. Motorcoaches and RVs are not guaranteed space in the paddock. Promoter, venue and the Series are not held responsible for any parties staying overnight in the paddock area.

7.2 Dual Purpose Use of Paddock Space - Each paddock space assigned by TORC to teams/drivers is to be used for race vehicle preparation only. The space may not be used for sponsor product displays, sponsor sampling, or any other type of activation or marketing with the exception of sponsor hospitality. Any consumer marketing or sponsor activation built into team hospitality area will not be allowed. If an Entrant or team wishes to request marketing and/or activation space for an Event, all requests must be approved in writing by the TORC Team & Client Services Department. A fee (for activation initiatives or space) will be required.

7.3 Service and Support Vehicles - All service and support vehicles must be contained entirely within the designated footprint without exception. All service and support vehicles may be required to be registered with TORC, including providing proof of insurance.

7.4 Race Vehicle Service Area - Race vehicles may only be serviced in the designated service area of the paddock and service may only be performed by a credentialed crew member registered to the specific entry upon which the service is being performed. At no time may anyone other than the accredited crew member for the entry being serviced participate directly or indirectly in the service of the entry.

Section 8 Conduct Every person associated with a TORC-sanctioned event shall conduct himself according to the highest standards of behavior and sportsmanship, particularly in his relationship with other competitors and officials, and in a manner that shall not be detrimental to the reputation of the TORC Series, or to the automobile sport.

8.1 Driver Responsibilities - Drivers/Entrants shall at all times be responsible for the conduct of their crews at any event. An offense committed by a crew member may be directly chargeable to the driver.

8.2 Team Members - Team members are not allowed in controlled areas of the circuit unless specifically authorized by TORC Series staff. Controlled areas include, but are not limited to, the track surface and surrounding areas, race control, timing & scoring, and technical inspection areas.

8.3 Ejection - The TORC Series Race Director may eject a licensed competitor from an event or from the racing premises to promote the orderly conduct of the event. An ejection is final and not subject to appeal or review.

Section 9 Signage, Decals & Marks 9.1 Cars must have decals applied as specified in the Series Rules. 9.2 Driver suits and team uniforms must have logos displayed as specified in the

Rules and are available at the series trailer. 9.3 Displaying a logo of another series or sanctioning authority is not allowed.

Section 10 Technical Rules and Vehicle Inspection 10.1 All off-road race vehicles are subject to inspection by TORC Series Officials at

any time in any manner. All decisions by the TORC Series regarding the timing and manner of inspection, as well as which race vehicles will be inspected, are final and not subject to appeal or review except as provided for in this Rule Book.

10.2 TORC Series Officials will determine whether an off-road racing vehicle meets the applicable specifications for an event as set forth in this Rule Book; or as rules may be amended by Bulletin including any special rules published by TORC Series for an event.

A. Passing through a Technical Inspection, or the issuance of the tech sticker is notan endorsement of the performance of the vehicle, nor an indication that the vehicle meets all of the required Technical Specifications. The tech sticker signifies that the vehicle has passed the initial Safety Inspection and will be permitted to go on course during scheduled practice, qualifying and race sessions.

10.1 Inspection Process A. All race vehicles must pass Technical Inspection or be approved by the

Technical Director.B. At the conclusion of the qualifying and/or race, all vehicles must report to

impound unless the Technical Director allows a specific exemption or givesother instructions or a 25-point penalty and forfeiture of any prize money willbe assessed.

C. The Technical Director will determine what items are to be checked, and whatprocedure is to be utilized. Items to be checked may be chosen by randomdraw.

D. Teams may not work on any car directed to impound until directed to do so byTORC Series Officials. It is incumbent on each individual team to determinewhether their car is subject to inspection.

E. The entrant shall stand the expense of disassembly, inspection, andreassembly. It is the duty of each team to satisfy the Technical Director andthe Race Director that his automobile complies with these regulations in theirentirety at all times during an event. The Technical Director may order thedisassembly and inspection of any entered vehicle at any time during theofficial track days to ascertain its technical conformance.

F. TORC Series has the authority to seal or impound race vehicles, or vehicleparts, entered and competing in an event. TORC Series assumes noresponsibility for impounded vehicles or vehicle parts.

G. TORC Series has the right to impound any part and/or equipment, which failto meet applicable TORC Series specifications.

10.2 Competitor Responsibilities A. It is the responsibility of the competitor to present a race vehicle that is legal

at all times. Out of compliance parts, equipment, or configurations on the racevehicle are not authorized or approved by reason of having passed throughan inspection process at any time or any number of times.

B. Competitors must take whatever actions are requested by TORC SeriesOfficials, including tear down of the vehicle, in order to facilitate the inspectionof the vehicle.

C. Only members in good standing and approved by TORC Series will beadmitted to the inspection area.

Section 11 Race Procedures 11.1 Meetings - The TORC Series requires participants to attend meetings from

time to time. There will be a mandatory driver meeting prior to each race to go over specific instructions about the race of event. Failure to attend these meetings could result in fines or other penalties.

11.2 Race Length - Race length will be set by TORC / USAC at TORC discretion. 11.3 Starting Position

A. A driver may only enter one race vehicle at a time, per race. If after startingvehicle in practice/qualifying, a backup truck is used, the driver will be movedto the back of the grid.

B. All race vehicles must pass TORC Series Technical Inspection or beapproved by the TORC Technical Director.

C. For single-race events, starting positions for Pro Light will be determined byqualifying. Pro 2 and Pro 4 will not qualify, but invert the top 6 by pointsstandings, then straight up by points standings from 7th on back.

D. During multi-race events with 8 or more trucks participating, Pro 2 and Pro 4will not qualify, but invert the top 6 by point standings, then straight up bypoints standings from 7th on back. Pro Light starting position for the first raceof the event weekend will be determined by a qualifying session, startingpositions for the remainder of the races will be as follows:

1) The top 6 in season points will be inverted (the series points leader will startfrom the sixth position).

2) When the starting lineup is determined by points, starting positions 7th onback will be determined straight up by points standings.

E. In the event of a tie, championship points will determine the starting position.F. If qualification does not occur, current championship points, then previous

season points will first determine the grid.G. For races where qualifying determines the starting positions, the top qualifier

will draw a number for field inversion. Classes of 10 or more will invert2,3,4,5, or 6. Classes of 9 or less will invert 2,3, or 4 positions.

H. Any driver may request to start in the rear at any time as long as nocompetitive advantage is obtained.

I. TORC Series has the option of starting any driver in the rear of the field.J. Any position penalties will be applied to the field after the normal grid

determination process.K. TORC Series reserves the right to modify the starting grid at any time due to

force majeure.11.4 Engine Replacement - Engines may be replaced during a TORC event only

after the Technical Director has been notified. Engine being replaced may be impounded. When qualifying positions have been determined, an engine or truck change will result in a starting position change to the rear of the field.

11.5 Race Start/Finish Line A. The start line may be at a different location different from the finish line.

Vehicles may be started from a grid area that they may or may not return toduring the race. Therefore, it is necessary to indicate the start/finish line ateach event. The indication of the Official start/finish line will be discussed atthe pre-race drivers meetings.

B. Starting grid position spacing, both width and depth, will be established byTORC Series prior to each event.

11.6 Staging A. All race vehicles must be in pre-race staging no later than the scheduled

staging closing time. All vehicles that are on the staging grid must move to thestarting line when directed.

B. Vehicles arriving late to staging may be moved to the back of the field orreleased to the course by the Official Starter in some other manner.

11.7 Start of the Race A. The Official Starter will indicate the start of the race by waving the green flag

or by some other means.B. All race vehicles must maintain position until the Official Starter displays the

green flag. If a race vehicle does not maintain its designated start lineposition, or leaves the start line prior to the green flag or other start signal, theRace Director may reposition the race vehicle at their discretion.

C. Official scoring and timing begins when the green start flag or light isdisplayed.

11.8 Points Awards A. Vehicles must move from the start line under their own power to be

considered a “starter” and to be awarded points.B. Any vehicles that take the green flag but drop out of the race before the

completion of the first official lap will be awarded points equal to finishing inthe last place position.

11.9 Restarts - On restarts, the race will resume when the green flag is displayed. If the restart was precipitated by a red flag, TORC Series Officials may reposition all race vehicles in the proper starting order. Race Director may alter restart format at any time.

11.10 Race Halt - A race may be stopped at the discretion of The Race Directors at any time if the track is not ready or unsafe for racing. The Race Director will determine whether the racetrack is in race condition for that event.

A. Race Halt Before One Lap Completed - When a race is stopped prior to thecompletion of one lap, there shall be a complete restart in the original startingpositions with the exception that any race vehicle/s involved in an incidentcausing the red flag may be placed at the back/end of the restart order. Nopoints or awards will be issued for the “halted” start.

B. Race Halt After One Lap Completion - When a race is stopped after thecompletion of one or more laps by all able vehicles, race vehicles will line upsingle file in the order in which they were scored in the last completed lap,with the exception that any race vehicle involved in the incident causing thered flag will be placed at the back/end of the restart order. The leader willhave lane choice.

C. Race Halt/Adverse Circumstances - Except as otherwise provided in TORCSeries Sanction Agreements or in entry forms published for the event, whenan event is halted due to Force Majeure or Act of God and the promoter mustrefund money and or issue rain checks, prize money shall be paid only tothose divisions due prize money for those events or races that werecompleted. Except as otherwise provided in TORC Series SanctionAgreements or in entry forms published for the event, when an event is halteddue to Force Majeure or Act of God and the Promoter does not issue rainchecks, the event may be rescheduled to a mutually agreeable date. Unlessotherwise determined by TORC Series, the rescheduled event program shallstart with the incomplete divisions of the previous race, and all original entriesshall start in the position they held when the race or event was stopped.

11.11 Race Completion A. All races at each event will run until the leader has completed the advertised

time or distance. In timed races, the leader will be given the white flag by theOfficial Starter. In lap events the Official Starter will give the white flag whenadvised by the Race Director that one lap remains.

B. A race may be called complete after 50% of the time and/or laps have beencompleted. If there is no restart, drivers will be scored and paid on thepositions they would have held in a restart.

11.12 Lap or Time Penalties - A lap or time penalty is the act, during a race, of detaining a driver in the penalty box for a certain amount of time, as determined by The Race Director. A time penalty may be imposed when the competitor has violated the TORC Series rules, directive, or race procedure.

11.13 Cease Competition - The Race Director may direct a competitor to cease competition, to leave the racing premises, or to bring the race vehicle to the pit area for a specified time penalty or for the balance of the race if it is necessary to do so in order to promote the orderly conduct of the event.

11.14 Off-Course Procedure A. If at any time the race vehicle gets off of the designated racetrack, the vehicle

speed must be reduced significantly and while under control, the vehicle mustmerge back into the race line safely without a gain of time or position.

B. Race vehicle will not be allowed to leave the controlled racetrack or hot pitarea and return to competition. “Off the track, Off the Gas!”

11.15 Direction of Travel - Vehicles must race under their own power and exclusively in forward gears only, reverse gear is permitted only to correct a spin or incident.

11.16 Hazardous Conditions or Conduct - If at any time a The Race Director feels a competitor or vehicle is a hazard to other competitors, the vehicle may be pulled from competition.

11.17 Access to the Race Course - Crew members are not permitted on the track for any reason without approval from the Race Director.

Section 12 Hot Pits 12.1 Hot Pit Procedures

A. Access to the Hot Pits is granted to licensed members only.B. Only authorized team crew personnel are allowed over the pit wall at any time

during the running of a race. No sponsors, OEMs, guests, or suppliers arepermitted beyond the pit wall.

C. A maximum of five crew members may be in the hot pits during their divisionrace. All crew members must be in long pants, must have team uniform shirts,and must have close-toed shoes.

D. All equipment used to service the race vehicle must be in its assigned pitarea. Any vehicle leaving the pit area with equipment or tools still attached willbe assessed a penalty. After the race vehicle has re-entered the race, allequipment used to service the race vehicle must be returned to theequipment side of the pit wall.

E. During a pit stop, one designated crew member must stand at front of vehiclein driver’s direct view. The truck may not be released from pit until all work iscompleted and crew member signals it is safe to proceed. Air supply tanksand pressure regulators for all air guns and other air equipment must remainon the equipment side of the pit wall at all times. A suitable guard attached tothe air supply tank must be in place to protect pressure regulators.

12.2 Repairs A. All major race vehicle repairs must be done behind the pit wall.B. Only one jack may be used for pit stops involving tire changes. This single

jack must be used when changing tires on the left and right side during thesame pit stop. In the event the race vehicle falls off the jack a second jackmay be used on the same side to gain use of the first jack.

C. When pit stops are made for tire changes, all lug nuts must be fully tightenedbefore the race vehicle leaves the assigned pit area.

12.3 Reentering Course A. Race vehicles may not be pushed past the flagman at the end of the hot pit

road. After the race has started vehicles may be started by hand pushing onlyin the hot pit area. After the white flag has been displayed, no race vehiclemay receive any type of assistance.

B. Race vehicles exiting the hot pits during or after a red or full course yellowflag on the racecourse shall take a position at the rear of the restarting order.

12.4 Competition Yellow A. The Race Director / Starter will display a yellow caution after approximately

one-half of the race distance is completed.B. When possible, a pace vehicle will be used during “Competition Yellows”.C. Any laps completed during a competition yellow are not counted or scored.

Section 13 Driver Changes 13.1 An eligible driver may drive any qualified race vehicle in any event. A rookie

driver must have hot lapped the race vehicle that he or she intends to compete. 13.2 Prior to Race Start - Changes of driver at any time will not be made without

advance notification to TORC Series. 13.3 During a Race - When the race is in progress, changes must be made in hot

pits or pit area only. If a driver change is made during a red flag condition the race vehicle must relinquish its position and restart at the rear of the field.

Section 14 Flag Rules 14.1 TORC Series will use flags and/or lights as set forth in this section for the

purpose of providing drivers with information. The procedure for use of flags and or lights by TORC Series Officials may vary from individual events.

14.2 Green Flag - Green Flag is used to indicate that the racetrack is clear and the session is under way. When displayed by the starter, signals the beginning or resumption of a session.

14.3 Blue Flag - Blue Flag with Diagonal Yellow Stripe/Passing Flag- This flag signifies a lapping vehicle is attempting to pass. Race vehicles given this flag must hold a consistent line, and not impede the progress of the lapping vehicle(s).

14.4 Yellow (Caution) Flag A. The Yellow Flag/Caution flag signifies caution. This flag will be given to the

first race vehicle approaching the caution area. All race vehicles receiving theyellow flag shall slow down and maintain vehicle spacing. Only Official SafetyPersonnel will attend to the race vehicles and drivers involved in the cause ofthe caution flag. TORC Series Officials, at their discretion, may requestassistance from trained crew members for track assistance.

B. All corner workers showing a yellow flag will indicate full course yellow.Timing or lap counting may cease when there is a full course yellow, at thediscretion of The Race Director.

C. “Local Yellow” is a yellow situation affecting only the immediate area of thecorner worker. All race vehicles approaching a local yellow shall slow downas indicated by the Race Director during driver meetings. Caution speed willbe maintained until 100 feet safely past the local yellow area.

D. Any race vehicle passing or not abiding the caution flag and/or pace truck, orthe proper caution speed will be assessed a penalty.

E. Reasonable speed is a judgment call and will be made by the Race Director.The Race Director will also determine the length of the penalty. Cornerworkers will report to the Race Director, and have input in making the penaltycall and determining reasonable speed and penalty for the condition andinfraction.

14.5 Red Flag A. The red flag is used to stop the race immediately, regardless of position of the

race vehicle on the track. The red flag shall be used if the track is unsafe tocontinue the race. The Race Director is the only person that can call for a RedFlag. The Corner Workers will display the red flags throughout the track.Failure to obey a red flag will result in disqualification.

B. Repairs, refueling or service of any nature will not be permitted when the raceis halted due to a red flag and no work is to be performed on race vehicleswhen the red flag is displayed unless approved by the race director. Workcannot resume until the red flag is withdrawn and approved by the RaceDirector.

14.6 Black Flag A. The (open/unfurled) black flag is displayed at the finish Line, and is used as a

penalty flag and can only be displayed at the discretion of the Race Director.Drivers that receive a Black Flag must immediately and report to a TORCSeries Official at the penalty box.

B. At the discretion of the Race Director, if the driver does not obey the flagdirective, scoring of his or her race vehicle will be discontinued. If a driverreceives a black flag during the final two laps and does not obey the flagdirective, the Race Director may drop the finish position of the vehicle, deductchampionship points, or both.

C. In lieu of a black flag, the TORC Series Official may use a blackboard onwhich the number of the race vehicle being black-flagged will be shown.

D. Black flag decisions cannot be protested or appealed.14.7 Furled Black Flag - A furled black flag is a warning and notification that race

officials are observing him/her. Receiving a furled black does not require the competitor to report to the penalty box.

14.8 Black Flag /Rough Driving Rules A. Any driver receiving a black flag for rough driving in a race will receive a

minimum of a 5-second stop-and-hold penalty.B. Any driver receiving two rough driving black flags in a single race will receive

a minimum of a 30-second stop-and-hold penalty, plus a minimum of five (5)points deducted from the final points standing.

C. The TORC Series Race Director will reserve the right to assess furtherpenalties, probation, etc., depending on the nature of any rough driving blackflag incident. Recurring incidents will receive severe penalties including, butnot limited to, disqualification from that race.

14.9 White Flag A. A white flag displayed by the starter signals that the leader has started his

or her last lap. The white flag will only be shown at the finish line by theTORC Series Official flagman.

B. Race vehicles may not receive any assistance after the white flag has beendisplayed except race vehicles on a regular pit stop. Violation will result in therace vehicle not being scored on that lap.

C. Last lap of the race will be competed under race conditions.

14.10 Checkered Flag A. The checkered flag is displayed to signal that the race is completed.B. When the checkered flag is displayed to the leader, the balance of the field

receives the checkered flag in the same lap. Finishing position will be scoredaccording to most laps traveled in the allocated amount of time, whether therace vehicle is still running or not.

C. All drivers receiving the checkered flag must bring their race vehicle to thedesignated finish area and remain there until released by a TORC SeriesOfficial.

14.11 Special Flags - Special flags may be used at the discretion of the TORC Series Officials.

Section 15 Penalties, Violations & Disciplinary Action 15.1 General Procedure - If a TORC Series Official observes, or is made aware of,

an act or omission by a TORC Series member that constitutes a violation of the TORC Series Rules or that is detrimental to off-road racing or TORC Series, or TORC Series in regards to representing its sponsors, and if the TORC Series Official determines that the act or omission is sufficiently serious to warrant the imposition of a penalty, the Official shall report the violation in written detail to the TORC Series Race Director as soon as practical and shall recommend an appropriate penalty. The Race Director shall consider the report and shall conduct whatever additional inquiry deemed appropriate under the circumstances, which may include an oral or written explanation from the member. After conducting the inquiry, the Race Director shall determine whether disciplinary action is appropriate and if so what disciplinary action should be taken. The member shall be informed of the determination and if disciplinary action is imposed the Race Director shall issue a penalty. Notice will be given to the member specifying the violation, a brief statement of the circumstances of the violation and the penalty imposed.

15.2 Emergency Action - If an act or omission of a member is determined by a TORC Series Official to constitute a threat to the orderly conduct of the race, that official may take temporary emergency action against the member. Such emergency action may include ejection from the racing premises, suspension of membership and license, or any other action designed to remove the threat created by the member. The consumption of alcoholic beverages, use of drugs or illegal drugs or a controlled substance before or during an event, fighting, inappropriate driving or failure to obey the black flag, or any other directive of a TORC Series Official, are examples of conduct warranting Emergency Action. The Official shall report the member’s conduct, and Emergency Action taken to the Race Director as soon as practical and thereafter the procedure set forth above shall apply. The emergency action shall remain in effect until the decision of the Race Director is made, except that an ejection is final, cannot be appealed and is not subject to review.

15.3 General Scope of Penalties - Penalties for violation of TORC Series Rules are determined by the severity of the violations and its effects on fairness of competition, the orderly conduct of the event, and the interest of off-road racing, TORC Series sponsors, promoters and TORC Series. Such penalties may include but are not limited to disqualification, probation, and suspension of membership or license privileges, fines and or loss of points. Probation may be for a specified time period for review of the member’s conduct to determine whether a more severe penalty is warranted. A suspension may be total or it may be limited to a suspension of membership or license privileges at a particular racetrack or tracks, or for a particular series of events, or for a specified or indefinite period of time. A TORC Series Official will use the following as guidelines for the imposition of penalties in the situations described below but may assess a greater or lesser penalty depending upon the circumstances.

A. Any member who performs any act, or participates in any action orproceeding deemed by TORC Series Officials as detrimental to off-roadracing or to TORC Series, may be subject to monetary fines and the membermay also be suspended and/or loss of championship points.

B. Any member who permits someone else to use his or her TORC Serieslicense or competitor pit permit: a monetary fine and suspension. AnyMember who uses a license other than his or her own is subject to fine andsuspension.

C. Any member who signs the TORC Series release sheet or competitor pitpermit for anyone else: a monetary fine and suspension.

D. Any member who assaults or threatens to do bodily harm to any TORCSeries Official or persons serving under his or her direction: a monetary fine;suspension, potential lifetime suspension and/or loss of championship points.

E. Any member who, while participating in a TORC Series-sanctioned Event,partakes of any alcoholic beverage, mind altering drug, or is in any way underthe influence of alcohol or drugs: disqualification, a monetary fine, loss ofchampionship points and suspension.

F. Any member, who participates in fights in the pits, track, or on the racepremises: a monetary fine, and may also be suspended.

G. Any member involved in an assault with a weapon in the pits, track, or on therace premises: a monetary fine, lifetime suspension and loss of championshippoints and report to local police authorities.

H. Any drivers, race vehicle owners, or crew member who permits a racevehicle to be driven in any TORC Series sanctioned event by an un-licensedperson, or who fails to notify TORC Series Officials of any changes of driverduring, before, or after a race may be fined, suspended and losechampionship points.

I. Any driver who is not present to answer roll call for meetings may be finedand relinquish their starting position and start at the rear of the field.

J. In an event where the TORC Series Rulebook, special rules, or TORC SeriesOfficials mandate inspection after the event of a race vehicle that hascompeted in the event is taken from the racing premises without permissionof a TORC Series Official: disqualification unless the competitor provesbeyond any reasonable doubt that the violations were caused bycircumstances which the competitor could not control.

K. Any member who fails to tear down a race vehicle for inspection whenrequested to do so by the TORC Series Official: a monetary fine and/ordisqualification, loss of championship points and/or suspension from TORCSeries.

L. Any driver who does not obey the flag rules: a fine and/or lap or time penalty.M. Any driver who intentionally causes or attempts to cause a caution (yellow

flag) condition by stopping or blocking the track in any manner or fashion: amonetary fine and/or lap or time penalty.

N. Pushing a race vehicle past the flagman at the end of pit road/lane when therace is underway: a monetary fine and/or lap or time penalty.

O. Any determination by TORC Series Officials that bodies, parts, and/orequipment used in the event does not conform to the TORC Series RuleBook, are not required for the normal functional operation of the race vehicle,or safety items which have been altered to detract from or compromise theirintegrity of effectiveness: a monetary fine, loss of starting position in theevent, loss of finishing position, and/or suspension from TORC Series and/orloss of points.

P. Any member failing to surrender to TORC Series any bodies, parts, and/orequipment found during an inspection that does not meet applicable TORCSeries Rules: a monetary fine, and/or loss of finishing position in the Event,and/or suspension from TORC Series.

Q. Any concealed pressure type containers, feed lines or actuating mechanismwhen found in the race vehicle or on the person of a competitor, even ifinoperable: a fine of not less than $1000 and/or disqualification, and/or loss ofchampionship points, and/or suspension.

R. Any violation of fuel cell or fuel cell container specifications: a $600 minimumfine and/or loss of championship points, loss of finishing position, and/orsuspension from TORC Series.

S. Any team or driver that strikes paddock area and attempts to leave the eventbefore its completion, without the consent of TORC Series officials, may befined or suspended.

T. Any race vehicle removing weight from the race vehicle, after inspection andweigh in, improper attachment of weight: a minimum $600 fine, maximum$2,000 fine, and/or loss of championship points, loss of finishing position,and/or suspension from TORC Series.

U. Any competitor found using, in his or her race vehicle, automated electronicrecording devices, traction control devices, on board computers, and the like,that have not been approved by TORC Series prior to the Event: a fine of$2,500, and/or loss of finishing position, loss of championship points, and/ordefinite or indefinite suspension from TORC Series.

V. Any approved Pro-Light engine supplier found to build or supply an enginethat does not conform to TORC series Pro-Light engine rules, for use by anyTORC series team in a TORC sanctioned event, shall be subject to fine of upto $10,000, and suspension of approved engine builder status. Any otherengines provided by said engine builder would be deemed illegal untilinspected and approved by an approved builder.

W. Any approved Pro-Light transmission supplier found to build or supply atransmission that does not conform to TORC series Pro-Light transmissionrules, for use by any TORC series team in a TORC sanctioned event, shall besubject to fine of up to $10,000, and suspension of approved transmissionbuilder status. Any other transmissions provided by said transmission builderwould be deemed illegal until inspected and approved by an approvedbuilder.

15.4 Payment of Fines - Fines shall be paid to TORC Series Headquarters promptly after receipt of a Penalty Notice. Failure to pay within ten (10) business days and before the next event, or ten (10) business days after the final season event, may result in suspension. All unpaid fines of a member may be collected by TORC Series by deducting the amount from the purse or point fund earnings of the member, or if the member is not a driver, from the purse or point fund earnings of the driver with whom the member was associated at the time of the conduct that gave rise to the penalty notice. Any fines left unpaid at the end of the race season shall be considered grounds for refusal to approve the License application, for the next year of the Competitor, against whom the unpaid fine has been assessed.

Section 16 Protests and Appeals 16.1 General Procedure - The right to protest shall rest only with any entrant, or

driver taking part in the competition in question. Each, alone, may protest any decision, act, or omission of the TORC Series, an official, entrant, driver, or other person connected with the competition, which is considered a violation of these rules.

A. If a TORC Series competitor believes that another competitor has or willobtain a significant unfair competitive advantage by some action that themember believes is in violation of the TORC Series Rules, the competitormay protest such action. The protest must be made in writing and presentedto the Race Director within twenty (20) minutes after the end of the sessionaccompanied by cash or certified funds equal to the first place purse of thatparticular class and race.

B. Protest forms signed by more than one competitor will not be accepted. Aprotest fee shall accompany each separate protest. Only a licensed driver orcrew chief can submit a protest.

C. The TORC Series Race Director shall determine whether the matter is aviable protest, and if so, shall decide the protest as promptly as possible, andshall inform the parties to the protest of the decision. In deciding the protest,the Race Director may take whatever action deemed appropriate to furtherthe interest of fairness and finality in competition results. Such actionincludes, but is not limited to, revising the official race results, imposingpenalties (disqualifications, suspensions or fines), adjusting points, or takingno action.

D. If the protest is sustained, the protest fee will be returned to the protestor. Ifthe protest is not sustained, the protest fee will be forfeited to TORC Seriesand protested competitor will be compensated by TORC for an amount up to$1500 for any cost incurred in connection with the protest. Any availablevideo can be used and witnesses will be heard in a private, closed sessionwith competitors and TORC Series Officials only. A decision that the matter isnot a viable protest is final and cannot be appealed.

E. Please see conduct rules in Section 8.16.2 Appeals - Competitors have the right to appeal a decision in a Protest. A

written Appeal must be sent to the appeals committee, no more than 5 (five) business days after the original Protest decision. The Appeals Board will hear the appeal and decide. This board will be comprised of an odd number of non-interested parties and could include officials or officers from other FIA/ACCUS member racing organizations, manufacturers, partners or suppliers. The Appeals Board may request additional information, will reach a decision via vote, and will inform all parties to the matter as soon as a decision is reached. The TORC Director of Competition will then determine any penalties or remedy. Appeals will only be heard once and the decision of the Appeals Board is final and cannot be further contested or litigated.

Section 17 Prizing and Points 17.1 Teams are required to display the current TORC Series uniform patch and

vehicle decal. Failure to do so will result in the forfeiture of all awards and prize moneys.

17.2 The driver who starts the race will be considered the driver of record for that race. Unless the vehicle owner otherwise notifies TORC Series Headquarters in writing, all checks will be paid to the driver of record as indicated in the membership form.

17.3 Unless otherwise authorized by TORC Series, TORC Series will establish the cash race purse for all race divisions.

17.4 The purse will be paid directly from the USAC offices to the designated entity of the race vehicle within approximately thirty (30) business days after the conclusion of the event. Establishment and Distribution of Prize Money is as follows:

17.5 All events shall be contested for a guaranteed finishing position purse as set forth in the entry form, or by the payout schedule, whichever is applicable.

17.6 TORC Series Members agree to abide by decisions of TORC Series in establishing the amount of prize money for each Event.

17.7 In the event of a protest and/or subsequent appeal, filed in accordance with the current TORC Series Rule Book, prize money may be withheld. This might include only the parties involved in the protest or could include the entire class.

17.8 After the protest and/or appeal is resolved, prize money will be distributed immediately.

17.9 Championship Points A. The TORC Series will establish a Championship points system. The TORC

Series championship season will begin with the first TORC Series sanctionedevent and conclude with the last TORC Series sanctioned event, unlessotherwise authorized or stated by TORC Series.

B. All drivers must officially register with TORC Series Administration duringposted registration hours at each event.

C. All racing events count toward the championship points as there are no “throwout” rounds.

D. Drivers will be credited only with the points earned in the race vehicle in whichthey started the race.

E. Drivers must take the green flag under their own power in order to beawarded points. Drivers that do not complete one full lap will be awarded 15ththe last place finishing points.

F. Drivers cannot receive points in more than one race vehicle in the same race.G. In the event of a driver change during a race, only the starting driver will be

credited with all points earned by that race vehicle in that particular race.H. Entrants may use one designated backup team driver throughout the season.

Both drivers must carry valid competition licenses issued by the TORCSeries. Drivers and the team must be declared in writing to TORC Seriesbefore either driver has competed in their first event of the season. Any pointsscored by the designated backup team driver will be awarded to thePRIMARY driver of the team.

I. In case of a tie for Championship points, the tie will be broken by using thegreatest number of first place finishes. If a tie still exists, seconds, thirds, etc.will be considered until the tie is broken. If a tie still exists, the driverestablishing the first higher finishing position will prevail.

J. Eligibility to participate in the Championship may be forfeited by any memberviolating TORC Series rules and regulations.

K. The total number of championship points earned will determine a Rookie ofThe Year for the series.

17.10 Eligibility for Rookie of the Year A. Must have run no more than 4 races in the class in previous years.B. Must compete in at least 6 races in the current season.

17.11 Tire Manufacturer’s Championship points will be awarded to the podium-finishing vehicles of each race. Points will be awarded as follows: (calculated the same as Driver Championship Points).

17.12 Driver Points A. One bonus point will be awarded to the top qualifier in each division.

TechnicalSpecifications-CombinedClassRules(CCR)

OVERVIEW - The Combined Class Rules (CCR) will apply to all divisions. Any modification of or addition to the CCR is prohibited, unless changed by the proper method of notification by the series Officials. Any specific class rules in the following sections will amend or supersede this section. CCR-1 APPROVED MAKES OF COMPETITION - The following truck manufacturers are considered eligible and approved for competition in TORC Series racing events: Chevrolet, Toyota, GMC, Jeep, Ford, Honda, Nissan, and Ram. CCR-2 ROLL BARS/ROLL CAGE

A. Material for roll cage construction must be 4130 chromoly or ASTM1018/1026 CDS/DOM round tubing. All roll cage construction must bewelded. All tubes must be welded 360-degrees around the circumferenceof the tube.

B. The minimum tubing diameter and thickness for vehicles weighing up to3,000 lbs. is 1.5” diameter by .120 wall thickness.

C. The minimum tubing diameter and thickness for vehicles weighing up to5,000 lbs. is 1.75” diameter by .120 wall thickness.

D. The minimum tubing diameter and thickness for vehicles weighing over5,000 lbs. is 2” diameter by .120 wall thickness.

E. Gussets are required on all intersections in the driving compartment aswell as the bars that attach to the rear of the main roll bar behind thedriver. Gussets must be of the same material and thickness as the rollcage and be within 3” of intersection.

F. Diagonals or similar bracing is mandatory for all vehicle roof openings aswell as front and rear roll bar hoops.

G. All vehicles must have three horizontal door bars per side.H. All truck classes must have a .250” thick aluminum or .125” steel plate

securely bolted on the outside of the driver side door bars. Plate mustcover from “A” pillar to “B” pillar, and from the window opening to bottomof chassis. Plate must be bolted on with a minimum of six 5/16” bolts.

I. All trucks must have back and under seat plating installed. Back andunder seat plating must be a minimum of .188” thick steel, or .250” 6061or 7075 plate. The plate must cover the entire bottom area of the seat, andpast the outer edge plus 3 inches in both directions to protect the driverfrom protrusion of objects from bottom of the vehicle. Plate must also runacross the back of the seat, from the under-seat plating, and up aminimum of 12” above highest track bar location, to protect the back of theseat area and must run the full width of the under seat plate. Both platesmust be mounted between the roll cage and the seat. Steel plate may bewelded or bolted on, using a minimum of .375” bolts on 6” centers or

welded with a minimum of 1” welds at 6”centers on entire perimeter of panel.

J. A Basic roll cage configuration is detailed in the Illustrations Section ofthese rules.

K. 250” aluminum or .125” steel plate must be bolted to the roof directlyabove the driver’s head, and must cover the entire side of the roll cageabove the driver compartment. A minimum of six 5/16” bolts must be used.

L. All roll bar tubes and roll bars in close proximity to the driver’s helmet mustbe padded with a securely attached high impact padding meeting SFISpecification 45.1.

M. Window nets are required and must use a positive latch (seat belt type)system, spring-loaded mounts are not allowed. Metal retainers must beused in all areas of the mounting, no zip-ties. Window net rods must be aminimum of .5” tubing with .083” wall thickness and fastened with bolts.

CCR-3 TRACK WIDTH REQUIREMENTS A. Vehicles cannot exceed a maximum track or overall width or as stated in

vehicle division rules.B. Track width is defined as the maximum overall width measured at the

widest portion at the outside of the tires.C. Maximum track or overall width will be measured from a ride height of 10”

measurement to be taken between A-pillar and B-pillar. Bolts will beexcluded from measurement.

D. All measurements will be performed with TORC Series instruments orgauges.

CCR-4 WHEELBASE REQUIREMENTS

A. All vehicles must compete with wheel base limitations as stated in vehicledivision rules.

B. Wheelbase is measured from the center of the front wheel to the center ofthe rear wheel. Left and right sides must be within ± .5”.

C. Wheelbase will be measured from a ride height of 10”.D. All measurements will be performed with TORC Series instruments or

gaugesCCR-5 METHOD OF MEASUREMENTS

A. Wheel Travel, Front - measured on the center of the dust cover.B. Wheel Travel, Rear - measured on a vertical plane from the center of the

rear axle.C. All measurement will be from stop to stop.

CCR-6 STEERING COMPONENTS A. All vehicles must be left side steer only.B. Steering wheel, seat, and pedals must be in approximate stock location.C. TORC Series Technical Director must approve any universal joints in

steering shaft.D. Hydraulic power steering is permitted.E. It is recommended that the steering wheel be removable by means of a

quick release mechanism meeting SFI Specification 42.1.F. All race vehicles are required to have a steering wheel pad.

CCR-7 BRAKES AND BRAKE COOLING A. Brakes must be operational on all four wheels at all times.B. All brake components must be TORC Series approved.C. Only disc brakes with steel (magnetic) rotors using metal mounting hats

are permitted.D. Electronic brake actuators will not be permitted.

CCR-8 DUST LIGHT A. A minimum of one rear dust light is required.B. The light must be an amber LED with a round (approximate 2.5” diameter)

or rectangular (approximately 2” x 6”) shape.C. Light must meet SAE specification P2. (NAPA part# LIT 1052A-round, or

LIT 2150A3-rectangular or similar lights).D. Light must be mounted on, or near the truck’s centerline, and in a location

that provides good visibility from the rear and side of the truck.E. Must be on at all times when the engine is running.

CCR-9 SHOCKS A. All vehicles must have at least one working shock on each wheel position.B. Shocks must be hydraulic design without electrical or magnetic

assistance.C. Shocks cannot be adjusted while vehicle is in motion.D. Heating or cooling liquids or chemicals in shocks is not allowed.E. Shocks may have external bypass tubes and reservoir cans.F. TORC Series Technical Director must approve all team-manufactured

shocks.

G. Remote, rocker arm, or cantilever-mounted shocks are not allowed.H. Each shock must operate independently at each wheel position.

CCR-10 WEIGHT OF VEHICLE A. All class weights are applicable both pre and post-race. The driver is

included in vehicle minimum weight.B. Weight shifting devices of any kind are not allowed.C. Complete set of body panels must be presented to TORC Series

Technical Director for weighing at, or prior to, first race of season.Excessive loss of body panels during competition will result in crew chiefremoving all body panels from race vehicle, adding weight of total panels.

D. Race vehicle total weight must be declared on event entry form.E. All vehicles may be weighed after competition at the discretion of the

TORC Series Technical Director. Cleaning may be required.F. Failure to present a vehicle to Technical Inspection will result in

disqualification.CCR-11 BALLAST

A. No liquid of any type (except the fuel in fuel cell), pellets, or othergranulated weight is allowed.

B. Added weight must be securely bolted in place. Dislodged weight cannotbe returned to vehicle for weighing at end of race.

C. TORC Series Officials must approve all weight material.D. All block ballast weight must be identified with vehicle number and painted

a bright fluorescent color. Added weight must be in block form of no lessthan 10-pound blocks. Two holes must be drilled in the ballast block andattachment point for the attachment of a seal if necessary.

E. Weight may be sealed at the discretion of the TORC Series TechnicalDirector.

CCR-12 VEHICLE BODIES A. Vehicle bodies must meet the following requirements.B. Standard production or after-market approved bodies may compete.C. All bodies must be of volume production models as selected and approved

by TORC Series.D. Vehicles must be neat and professional appearing.E. All vehicles must have complete bodies, cabs, hoods, doors, fenders, grills

and roof, in top quality condition, in standard location, maintaining makeand model body lines.

F. All body parts and box covers must be attached, preventing loss of bodypanels and covers during competition.

G. Original dimensions of all bodies must remain as manufactured, exceptchanges that may be necessary for tire clearance.

H. TORC Series must approve any changes for tire clearance.I. All body components must be installed in their standard location, +/- 1”, as

referenced by a production model vehicle.J. Complete bodies must be attached at the start of competition, qualifying,

or any other on track activities. Trucks may practice without bedsides.K. Bodies must be attached in such a fashion as not to create a pointed or

sharp extrusion when panels are removed.L. TORC Series mandates a loop body mounting bracket construction.M. For fan and sponsor recognition, all vehicles must display the driver’s

name across the roof at the windshield and door belt line. The seriessponsor must be displayed on the hood, cowl or roof at the windshieldline.

N. The interior of the race vehicle must be completely enclosed by metal witha minimum thickness of .040 from front to rear. This includes both frontand rear fire walls.

CCR-13 HOODS AND ROOFS A. All vehicles will have a roof. Aluminum or steel sheeting must be firmly

attached to the top of the roll cage above driver’s head.B. Minimum thicknesses of attached sheeting are .25” aluminum, or .125”

steel.C. The hood must be locked down with six positive pin fasteners equipped

with clip cables, of which, four must be evenly spaced across the front ofthe hood and two placed in the rear corners of the hood.

D. Roofs must be properly attached to the cage of the vehicle.CCR-14 BED AND TAILGATE

A. Standard production or after-market box panels may be used.B. The panels must be attached as not to come off during competition.C. Vehicle production lines must be maintained.

CCR-15 BUMPERS AND NERF BARS A. All vehicles must have safe bumpers front and rear.B. Bumpers must have looped corners.C. Front bumper cannot be extended more than 12” beyond grille and no

wider than 2” inside the inner sidewall of the front tire when straight.

D. Nerf bars and rear bumpers may not extend more than 2” beyond theoutside front to rear tire line.

E. Rookie drivers must display a yellow painted rear bumper.F. Use of angle iron on any bumper, nerf bar or other outside protection is

illegal.CCR-16 MUD FLAPS

A. Rear mud flaps are required.B. Mud flaps must be at least the width of the tire and touch the ground when

the vehicle is stationary.C. Mud flaps must be installed directly behind the tire.D. Mud flaps must be made of a .25” thick, semi-rigid, non-brittle material

such as TIVAR 88, available from Quadrant Engineering Plastic Products(quadrantplastics.com), or equivalent.

E. Rear mud flaps must be attached to the rear bumper or a non-pivotingbody brace.

CCR-17 ROCK SCREENS A. All vehicles are required to have acceptable rock screen securely attached

to the vehicle in front of the driver.CCR-18 ENGINES

A. Cubic inch of race vehicle motor must be declared at time of eventregistration.

B. TORC Series Technical Director’s primary method of cubic inchmeasurement is the “P&G Cubic Inch Tester”.

C. At the discretion of TORC/USAC Series Technical Director, enginedisplacement can be measured conventionally by the removal of one orboth cylinder heads.

D. All flywheels/flexplates must be meet SFI 29.1 spec.CCR-19 ENGINE SEALS

A. All competitor race vehicle engines must be capable of being sealed viasome permanent method such as a drilled cap on one head bolt and thecap on one intake manifold bolt and two adjacent oil pan bolts for use insealing engine.

B. TORC Series Technical Director is the only individual authorized to sealany competitor’s engine.

C. If seal is broken, TORC Series Technical Director will require engine cubicinch verification by the approved TORC Series measurement method.

D. If requested, engines must be pumped and sealed by TORC SeriesOfficials before entering into competition.

CCR-20 DIP STICKS - All dipsticks must be secured in dipstick tube with a positive locking or securing method. CCR-21 OIL COOLERS

A. Oil coolers are allowed. B. Engine and transmission oil-to-air and oil-to-water heat exchangers are

permitted. C. Cooling fans are permitted.

CCR-22 ENGINE COOLING SYSTEMS A. No icing or refrigerant chemicals may be used. B. Impellers of the water pump may be altered. C. Electrical engine cooling fans are allowed.

CCR-23 AIR INTAKE AND FILTERS A. Only naturally aspirated engines are allowed. B. Intake air or filtered air cannot be blended with alcohols, ether, or other

oxygenates, nor blended with aniline or its derivatives, nitrous compounds, or any other nitrogen containing compounds.

CCR-24 ENGINE EXHAUST SYSTEMS A. All vehicles cannot exceed a maximum of one hundred (100) dB as

measured 50’ from trackside with or without mufflers. B. Collector pipes must be attached to headers in a secure manner. C. Exhaust pipes must extend past driver compartment to the outer edge of

the vehicle or to the rear of the vehicle. D. All exhaust must discharge downward or outward. E. Exhaust heat shields are permitted. F. Exhaust pipes that enter the cab of the vehicle must have a protective

heat shield. CCR-25 ENGINE AND VEHICLE ELECTRICAL SYSTEM

A. No computerized systems are permitted, unless TORC Series Tech approved.

B. Competitors will not be permitted to have or have had on his/her person or in his/her possession or in his/her car a device(s) at an event designed specifically to enhance the traction capabilities of the car.

C. No shift-interrupt systems are allowed. D. Any make or brand of spark plug may be used.

E. All vehicles must have a working alternator/generator system. F. All vehicles must have a self-starter in working condition. G. Vehicles must be capable of starting on their own power. After race

is underway, vehicles may be started by hand pushing on pit road only. H. All electrical switches must be located on the dash panel.

CCR-26 MASTER ELECTRICAL CUT-OFF SWITCH A. A master switch that will shut-off all electrical power, and the engine, must

be so labeled and located on the left dash panel, accessible by rescue personnel.

B. The master on/off switch must have a red circle around the switch, making the switch easily identifiable.

CCR-27 ELECTRICAL ACCESSORIES A. No communication/telemetry will be allowed between the vehicle and/or

data acquisition system with any other item or system during any sanctioned TORC event (practice, qualifying, or racing) with the exception for the request of television, certain vehicles may compete with telemetry systems, as so installed by the TORC Series television production network requesting such information.

B. Vehicles cannot carry on board computers, micro-controllers, processors, recording devices, electronic memory chips, or traction control devices. However, data acquisition systems (digital dash logger) are allowed in all classes.

CCR-28 TRACTION CONTROL - Traction Control of any type is not allowed. CCR-29 DATA ANALYST- A highly trained Data Analyst will attend all TORC events. TORC reserves the right to gather, inspect and analyze data from any vehicle, at any time, for any reason. Any entrant found to be using any form of traction control as determined by TORC, will lose all season points and be subject to suspension, fines, and possible season disqualification.

A. Any entrant that refuses to give the data to TORC will be admitting violation of rule CCR-30.

The goal of allowing Data Acquisition Systems is to allow the teams to operate in a high level, professional manner while providing TORC with data gathered during sanctioned events (practice, qualifying, or racing) to be used for technical compliance.

C. Data acquisition systems used during any sanctioned TORC event will be limited to only the collection, display, and storage of data.

D. Any system that is capable of modifying/activating, ignition timing, air or fuel ratio mixtures, traction control, throttle position, or any other hardware or setting on the vehicle is expressly forbidden. The only exception is the TORC approved Engine Control Unit (ECU).

E. TORC officials may require that any or all data acquisition devices or sensors be removed or disabled during any sanctioned TORC event.

F. Downloading of the data stored on the data acquisition system to a computer for data analysis after an event is permitted.

G. No communication will be allowed between the data acquisition system and any other item or system during any sanctioned TORC event.

H. Telemetry is specifically not allowed. I. When requested, teams shall provide all data acquired during any

sanctioned TORC event to TORC officials. Failure to provide the requested data for any reason may result in disqualification and other penalties.

CCR-31 FUEL SPECIFICATIONS A. Race gas is required. B. Gasoline shall not be blended with or containing any additives including

but not exclusive of: alcohols, ethers, or other oxygenates, and it shall not be blended with aniline or its derivatives, nitrous compounds or their nitrogen/oxygen containing compounds.

C. Pump gas is not allowed as it may contain additives or contaminants that could fail the TORC/USAC fuel tests.

D. Cooling of the fuel by any means is not permitted during competition. E. In the event an “Official Fuel” is named, TORC Series will sample the

actual fuel provided at the track by the fuel supplier and that sample will become the benchmark from which all competitor’s samples will be judged.

F. TORC Series has the right to sample a competitor’s fuel at any time the vehicle is entered in a TORC Series event. All samples will be impounded for observation and/or testing by TORC Series or outside laboratories at TORC Series discretion.

G. The use of nitrous oxide is prohibited. H. Any chemical testing will be conducted at the expense to the competitors.

CCR-32 FUEL CELL AND SYSTEMS A. The use of a commercially manufactured, aircraft-style bladder fuel cell,

meeting FIA FT-3 or SFI 32.1, is mandatory. Bladders must be enclosed in minimum 18ga steel or .090” aluminum enclosures.

B. No material other than standard foam as provided by the fuel cell manufacturer is permitted.

C. Rear mounted fuel cell must have a chassis or body cross member of substance between the fuel cell and driver and be protected from ground obstacles.

D. Fuel cell must not be defective, damaged. E. No pressure systems will be allowed. Any concealed or non-concealed

pressure type containers, feed lines or actuating mechanisms will not be permitted, even if inoperable.

F. Electric fuel pumps must have oil pressure shut-off. Loss of oil pressure must automatically shut off fuel pump.

G. A momentary-on bypass may be installed. H. The momentary on by pass may be like a push button, 2-pole starter

button, which can be mounted in a position best suited to the driver. I. Some examples of acceptable oil pressure switches are: Part# Carquest

#53-33582, Delco # 25036938, and Longacre 43600. J. Fuel cells will become obsolete five years after date of manufacture and

must be replaced. K. All fuel cell fillers must have check valves installed. L. A splash shield must be in place to direct any spill away from the driver,

motor and motor exhaust. A body panel is considered sufficient splash shield.

M. The fuel cell cannot be vented into the driver or engine compartment of any vehicle.

N. The fuel cell, in all trucks, must be located behind the vehicle cab. O. Fuel cell vents must be from top of cell, and routed as per diagram.

CCR-33 BELL HOUSINGS A. SFI approved scatter shield, or scatter shield of not less than .25” thick,

must be installed between the driver and the flywheel, clutch or torque converter, and gear sets.

CCR-34 TRANSMISSIONS A. The TORC Series Technical Director must approve all transmissions. B. All forward gears and reverse gears must be in working order.

CCR-35 DRIVE SHAFT LOOP A. One 360 degree solid steel drive shaft loop, no less than 2” wide and .25”

thick, must be placed around each drive shaft.B. A round steel tube no less than 1” OD with a wall thickness of at least

0.095” may also be used.C. The loop must be designed to prevent the shaft from contacting the

ground or entering the driver compartment in the event of a shaft or jointfailure.

CCR-36 REAR AXLE/DIFFERENTIAL A. Rear axle ring and pinion may be of any gear ratio.B. Quick-change rear ends are not allowed.C. Only steel axles are permitted.D. Independent rear suspension is not allowed.E. The rear end assembly must be in stock location.F. Rear differential must be spool type only.G. The differential/spool/axle assembly must not allow one wheel to turn

independently of the other, either in a forward or backwards rotation.H. Rear differential must have a minimum of 1.5” inspection bung or plate

placed in such a manner that TORC Series Tech can see and identifyspool.

CCR-37 TIRES A. One tire and wheel per corner only is allowedB. Sizes/types are mandated in each class’s general rules.C. Inner liners are only allowed in the Pro 2 and Pro 4 classes.D. TORC Series definition of the term D.O.T. is as follows.

1. Must meet all D.O.T. guidelines and tests and be stamped accordingly.2. Must be part of a full line of like tires available through retail dealers3. Must be readily available to the general public in quantity if requested.

4. Model of tire must be offered in multiple sizes and conform in size with industry standards.

5. Retail pricing must be competitive with other manufacturers of like tires.

E. Manufacturers wishing to compete in a D.O.T. Class must submit, no later than 60 days in advance of the first competition:

1. Size or sizes of tires intending to use. 2. Design measurements and weight of tire. 3. Target design durometer measurement of tire, using an ASTM D2240

Type A durometer. 4. Digital picture of tread area as molded. 5. Sample catalog, listing intended tire. 6. List of retail distributors where tire is available. 7. “One-off” or limited run tires will not be allowed. 8. All tire measurements will be taken at 20.0 PSI unless otherwise noted.

CCR-38 WHEELS/LUG NUTS/BEAD LOCKS A. All wheels must be in good condition. B. Lug nut must be open ended and of proper size. C. All competition vehicles must have recessed bead lock bolts. D. Studs must extend a maximum of two full threads past the end of the lug

nut. E. If bead lock opening is more than 8” diameter, wheel studs may be no

closer than 1.5” from the outer most face of bead lock. F. Studs ends must be rounded. G. Any cutout for valve stem opening must be radiused and capped. H. Snap clips or dzus fasteners on wheels are not allowed. I. Foam mud plugs are the only wheel cover allowed. Snap on, clip-on, or

bolt on covers will not be permitted. CCR-39 NUMBERING-MARKING-IDENTIFICATION

A. All vehicle numbering is subject to approval of and assigned by TORC Series

B. Single digit numbers can be used in all divisions. Division identification must be indicated in the lower right hand corner of the number plates. (Example: a PRO 4x4 Division vehicle with the number of 1 must place, in the lower right hand corner of the number plate, P-4. This would indicate the vehicle number plus which division the vehicle competed in.). The

D. All vehicle numbers must be solid color backgrounds as follows:1. Pro 4x4- Black background with white numbers2. Pro 2wd- White background with black numbers3. Pro-Light- Yellow background with black number4. Division champion from previous season, that is returning to run a full

season in the same division, may run a RED background.E. Numbers must have 1” of space between them.F. All numbers must have a minimum height of 8”, and be a minimum of 1.5”

wide. Division identification must be 4” high and 1” wide.G. Minimum number plate size is 10” high by 14” long.H. One number must be on the rear of the vehicle facing rearward.I. One number must be on each side high and close to the back of the roof.J. All Trucks must have their number on the roof, the bottom of the numbers

should be on the passenger side of the truck, and a minimum of 30” tall.K. All numbers must be mounted in such a way to stay clean and

unobstructed.L. Foil or reflective numbers are not permitted.M. TORC Series Officials may require a competitor to use a different number

to avoid confusion or duplication at a race.N. In the event that a vehicle number is not visible from timing and scoring,

the competitor will not be scored. It is the competitor’s responsibility tomake sure his/her vehicle number is visible during all race conditions.

O. Advertising on race vehicles must be in good taste.P. Contracted decals, advertising or other identification may not be placed on

the rear quarter of the box. Stated area is reserved for advertising oridentification of contingency program, series, or other such special awardsdecals, advertising or identification. Any and all decals placed in the statedarea by TORC Series will result in financial gain for series drivers.

Q. Competitor will have option of use of special award or contingency decals.Non-participation will disqualify competitor from sharing awards or prizesfrom special award or contingency sponsor.

R. TORC Series may require the use of specific TORC Series sponsordecals.

S. Team vehicles with the same paint and colors must have distinguishing markings of some kind.

CCR-40 TIMING & SCORING A. All TORC classes are required to carry a functioning MyLaps MX

transponder. B. The transponder must be mounted vertically, at a maximum of 120 cm (4’)

above the track and no further forward than back of the driver seat. C. The transponder must have clear view to the track with no obstructions,

metal or carbon fiber underneath. Maximum operating temperature should not exceed 122F/50°C.

D. It is the entrants’ sole responsibility to insure the transponders are installed and functioning properly.

E. TORC Series will not be responsible for qualifying times and/or race finishing positions of vehicles with inoperative or malfunctioning transponders.

CCR-41 RADIOS A. A spotter with radio communication is mandatory. B. Teams must monitor the official Race Control frequency. Transmitting on

the Race Control frequency is not allowed. C. Radios must be of two-way voice communication type only. D. Each race team is responsible for meeting FCC requirements and

regulations. E. Radios must operate independently of vehicles electrical system. F. Radio communication between team drivers is not permitted. G. All radio frequencies must be approved and reported to TORC Series prior

to their use. H. No scanning type radios that can transmit voice or other communicative

noise will be allowed. Such devices when detected will be confiscated by TORC Series.

CCR-42 SEAT BELTS A. A quick release lap belt not less than three inches wide is required. A 2

inch belt may be used provided it is certified to SFI spec 16.5. Both ends of the lap belt must be fastened to the roll cage bar. Bolt in style belts must be fastened with high quality graded bolts, not less than 3/8”. Clip in style belts must be cotter pinned or safety wired. Cam Lock type belts are not allowed.

B. Shoulder harnesses are mandatory. Harnesses must be no less than three inches wide and must come from behind driver’s seat. 2 inch harnesses may be used provided they are certified to SFI spec 16.5.

When crossing the roll cage the harness must pass through a steel guide welded to the cage that will prevent the harness from sliding from side to side.

C. A crotch belt is mandatory and must be securely mounted to the lowerseat frame or roll cage at the bottom, and to the lap seat belt on the top.

D. At any place the lap belt, harness, or crotch belt passes over anysubstance that could cause cutting of the belt, the belt must be rolled,padded, or have a grommet installed.

E. All seat belts and shoulder harnesses must connect at the lap belt with aquick release buckle. Cam lock buckles are not allowed.

F. Seat belts must be certified to SFI specs 16.1 or 16.5 and dated by themanufacturer. Belts must not be used beyond two years after stated date.

G. Seat belts may be rejected by TORC officials if dirty, frayed, oily, greasy,or otherwise considered unsafe by officials.

CCR-43 FIRE PROTECTION A. All race vehicles are required to have an onboard, SFI 17.1 approved (5-

pound minimum) fire suppression system. All trucks must have the firesuppression system piped to the engine, driver, and transmissioncompartments.

B. All race trucks must have an access door on the right side of the driver’scompartment. The door must be a minimum of 8 inches by 8 inches,painted red, labeled FIRE DOOR and fold down toward the rear or theoutside of the truck and allow unobstructed access to the engine andtransmission.

CCR-44 SEATS A. Only manufactured race seats are permitted. Custom manufactured seats

must be approved by TORC officials.B. All seats, rib protectors, leg extensions, and head rests must be padded.C. Head rest padding must be certified to SFI Spec 45.2.D. Seat must be located within roll cage structure.

A. Wheelbase must be 122” max, 113” min.B. Maximum overall track width 93”, measured from the outside of tire to

outside of tire, as measured from ride height of 10”. Width is measured asvehicle passes over ride height blocks.

C. Truck wheelbase and track width will be measured with all tires inflated torace pressure (min 13 PSI) in outer tire.

P4T-2 SUSPENSION A. Spindles may be reinforced or manufactured and must retain the same

basic design and concept as originally mounted as produced.B. No limits or restrictions on ball joints, spring rate capacities or pivot point

1. ECU - The only approved ECU will be the AEM Infinity 8 ECU with theTORC specific firmware (part #37-7101SC). No other ECU’s will beallowed.

2. Throttle Body - Accufab part # 4B-4150 (any color) will be the onlyapproved throttle body.

3. Intake Manifold - Any cast aluminum intake manifold with a single“4150” carburetor mounting flange will be allowed.

4. Fuel Injectors - One fuel injector per cylinder, flow rate andmanufacturer is open.

5. Ignition - Distributor ignition with a single ignition coil or (8) 30-2853-AEM individual coil or equivalent.

5a. Internal distributor pickup will be used for camshaft reference signal to ECU. Crankshaft reference sensor is open.

7. Wiring - All wires in the ECU wiring harness, with the exception ofpower, ground, sensor 5V and sensor ground, must be made of asingle wire with no splices, connections, cuts or tape. All wiringharnesses and their connections will be inspected by TORC officials.All other electrical wiring harness, switches and connectors must beacceptable to TORC officials. All wiring must be point to point, andeach wiring connection must be easily traceable and removable fromthe car for inspection purposes. The addition of Coil Harness AEM 30-3805 for individual coils is approved.

8. Accessories - Except as provided in this section, cars and drivers willnot be permitted to carry onboard computers, automated electronicrecording devices, electronically actuated devices, micro-processors,recording devices, electronic digital memory chips, traction controldevices and alike even if inoperable or incomplete. Competitors will notbe permitted to have or have had on his/her person or in his/herpossession or in his/her car a device(s) at an event designedspecifically to enhance the traction capabilities of the cars.

P4T-9 DRIVE PARTS A. Engine to transmission adapter plate can be a maximum of 1” thick. A

combination of multiple adapter plates can be used if it does not exceed 1”thickness.

B. Engine crankshaft must be connected to the transmission input shaft via aconventional clutch assembly or vane type torque converter.

C. Drive train must be in stock order, engine, transmission, transfer case,differential via a drive shaft, engine must be in front of truck.

P4T-10 TRANSMISSION A. As specified in Combined Class Rules (CCR).B. Maximum of six forward gears and one reverse gear.

A. PRO2WD is based on a standardized frame, which must be constructed of2”x 3” rectangular tubing only, with a minimum wall thickness of .120”.Frame profile must be built to TORC print and remain unchanged. The 2”x 3” rails must remain intact from front to rear.

B. NEW Chassis must be constructed according to TORC chassis prints andmust be approved by the Technical Director.

C. Wheelbase must be 117” plus or minus .5”D. Previously raced non-standardized chassis trucks must be maintained

primarily as originally constructed and must be approved by the technicaldirector 30 days before being allowed to race. Non-standardized chassismust be determined to be safe on not provide improved performance overstandardized chassis trucks.

P2T-8 CYLINDER HEADS A. Only Series approved spec Brodix heads are allowed. No removing,

relocating, grinding, polishing or defacing of any letter or number cast into the cylinder head ports is allowed. Approved part numbers:

1. Chevrolet — SPCH WISSOTA 2. Ford — SPFO WISSOTA 3. Mopar — SPMO WISSOTA

B. Valve guides must remain in original angle and spacing as manufactured. Valve guides may not be tapered, thinned or shortened in any way.

C. No welding or adding material is allowed. D. Combustion chamber may be ground for clearance and polished. E. Intake bowel may be blended and polished from the valve seats to the

edge of the letter C in the word “SPEC” on the roof and floor of the intake port. The side of the intake may be blended and polished from the valve seat to the same point as the roof and floor. No grinding or polishing along the sidewalls where the spec logo is cast.

F. Exhaust seat may be blended into the exhaust bowl and port may be polished as long as the word “SPEC” is in the roof of the exhaust port is not touched and the exhaust port exit at the header flange remains in the original as cast location, size and shape.

G. Cylinder heads may be machined for push rod clearance. H. No grinding or polishing of any kind, other than stated above, is allowed.

Series definition of the term D.O.T. tires is as follows:B. Tires must meet all D.O.T. guidelines and tests and be stamped

data acquisition system with any other item and system during anysanctioned TORC event (practice, qualifying, or racing) with the exceptionfor the request of television; certain vehicles may compete with telemetrysystems, as so installed by the TORC Series television production networkrequesting such information.

B. Vehicles cannot carry on board computers, micro-controllers, processors,recording devices, electronic memory chips, or traction control devices.However, data acquisition systems (digital dash logger) are allowed in allclasses.

P2T-18 TRACTION CONTROL A. Traction Control of any type is not allowed.B. Entrants whom commit a traction control offense, as determined by USAC,

will lose all season points and be subject to suspension and fines.P2T-19 DATA ACQUISITION

A. Data acquisition systems are NOT allowed.B. Only type of sensors allowed are: Temperature, Pressure, Voltage, RPM,

Oxygen, Exhaust Temperature, Throttle Position and Speed.C. All sensor data must be recorded on the data acquisition systemD. Any sensor not sending data to the data acquisition system must be

removed from the vehicleE. Data acquisition systems used during any sanctioned TORC event

Overview - Vehicles that are custom built or manufactured as a light duty two-wheel drive utility vehicle. Vehicle must be a standard manufacturer production model available to the general public in the United States and produced in amounts of a minimum of 5000. Class rules supersede CCR. PLT-1 CHASSIS

A. The standardized PRO Light 2WD chassis must be constructed inaccordance to approved TORC Series standardized chassis prints.

B. Frame must be constructed of 3”x 2” rectangular tubing only with aminimum wall thickness of .120”.

C. Wheelbase of 106” as measured with TORC Series certified gauge.D. Maximum overall track width is 74” as measured outside of the tire to the

outside of tire at the widest point and at the vertical centerline of thespindle, at a ride height of 10”.

E. Truck wheelbase and overall track width will be measured with all tiresinflated to race pressure (min 13 PSI) as the truck passes over a 10” rideheight block.

F. All trucks must be left side steer only. Steering wheel, seat and pedalsmust be in approximate stock location.

G. The transmission and engine must fit within the frame rails without cuttingor any modifications to the transmission pan or engine oil pan.

H. The motor set back will be a maximum of 42” ± 2” measured from thespindle centerline to the back of the block at the bell housing mountingsurface.

I. Any chassis constructed after July 1, 2011 must utilize 1.75” X .120 walltubing in the construction of the roll cage assembly.

J. Nerf bars must have an inward facing bend at both ends.PLT-2 SUSPENSION

A. All four corners must utilize a coil-over suspension.B. Sway bars are allowed.C. Bushings or rod ends may be used at the chassis mounts for the front a-

It is the intention that all modifications allowable are outlined below for the stock and modified classes, and all other parts/ components that can affect or enhance the performance of the vehicle must remain stock. The Technical Director holds final decision-making power on any stock/ non-stock component deemed legal or illegal to race. Pro Modified - Up to 1000cc UTV Production Chassis & Engine, with modifications as outlined in Section 29. All Pro Stock rules & regulations outlined in Section 28.1 -28.30 apply to Pro Modified unless otherwise noted. Technical specifications for PRO Modified can be found in the UTV-MOD tech. spec. section. UTV-1 VEHICLE SIGNAGE

A. Advertising on race vehicles must be in good taste.B. USAC may require the use of specific sponsor decals.C. Team vehicles with the same paint and colors must have prominent

distinguishing markings of some kind. Tech Director reserves the right torequire additional markings to help distinguish between vehicles.

UTV-2 NUMBERS AND STICKERS A. Numbers are 900-999 for the Pro Stock class. Numbers are 800-899 for

the Pro Modified class.B. Numbers must be applied side by side. No slanted numbers.C. Number plates must be white with solid black block style numbers.D. Numbers must be located in the following positions:E. All vehicle numbering is assigned by USAC.F. USAC officials may require a competitor to use a different number to avoid

confusion or duplication at an event.G. In the event that a number is not visible from the timing and scoring area,

UTV-3 ROLL CAGE AND CHASSIS A. All vehicles must utilize the stock chassis and maintain stock appearance.

The stock chassis (frame) is defined as the main lower rails running alongthe inner sides of the UTV and the front and rear tubes that connect them.The chassis may be modified for durability and strength but must retainthe stock width, length, and configuration. Any modifications must be pre-approved by USAC officials.

B. After market roll cage required.C. Cages must be constructed with one front vertical hoop, one rear vertical

hoop, two Inter-connecting top bars, two rear down braces, one diagonalbrace, and all necessary gussets. Welded “B pillar” connection points arepermissible.

D. Two top interconnecting bars must be placed as far to the outside of thetop part of the front and rear hoops as possible.

E. Rear down braces and diagonal brace must angle a minimum of 30degrees from vertical. At the bottom of the diagonal brace there must be across member of the same tubing material and dimensions as the hoop.

F. There must be a minimum of 3 inches clearance between driver’s helmetand roll cage.

G. Gussets must be installed at all major intersections, including diagonaland rear down braces, where single weld fractures can affect occupant’ssafety.

H. Gussets may be constructed of minimum .090 inch x 3 inch x 3 inch flatplate or tubing gussets made of same material and thickness as roll cage.

I. Roll cage terminal ends must be attached to a frame or body member thatwill support maximum impact and not shear or allow more than 1 1⁄2inches of movement in the cage terminal end.

J. Minimum tubing diameter and thickness is 1 1⁄2inch diameter by .095.K. Roll cage material must be DOM or 4130 chromoly.L. All tubing, welds, gussets, and roll cage construction must be approved by

USAC.M. Entire roof must be covered with sheet metal or .063 inch minimum

B. Driver’s seat must be in stock location and be bolted in. Seat may belowered. Race seat is required. Must meet SFI Requirements. If nopassenger seat is used, gas tank area must be completely covered withaluminum firewall.

UTV-6 MEASUREMENTS AND WEIGHTS A. All measurements will be performed with USAC technical instruments and

gauges. USAC officials determine all measurements and center points.B. Pro Stock minimum vehicle weight: 1650 lbs. with driver (RZR, Arctic Cat,

Can-Am), 1750lbs with driver (Yamaha)C. Pro Modified minimum vehicle weight: 1450 lbs. with driverD. All ballast must be securely mounted with at least two 5/16” bolts with

locknuts that are wired or pinned.UTV-7 FENDERS

A. Fenders must be securely attached to vehicle. The removal of fendersduring competition during any reason other than damage incurred duringthe race will result in disqualification.

B. Fenders must be attached in such a fashion as not to create a pointed orsharp extrusion when removed. A loop body mounting bracketconstruction is mandatory.

C. Additions to the body of the race vehicle, such as fins, scoops, wings, andother extruding additions will not be permitted.

D. Vehicles must maintain an appearance similar to the stock UTV.E. All body panels must be stock or aftermarket stock replacement.

UTV-8 BUMPERS A. Vehicles must have front and rear bumpers. USAC officials must approve

all bumpers.B. No hazardous bumpers, nerf bars, frame heads or other protruding objects

from vehicles are permitted.C. Rear bumper must be secured to frame using a minimum 1 1⁄2 inch

diameter .095 chromoly.D. Bumpers must be designed in such a way as to inhibit two vehicles from

becoming locked together.E. Ends must be capped and rounded with no sharp edges.F. Production 1000: Side nerf bars are mandatory. Bumpers are optional at

this time.

UTV-9 SKIDPLATES AND FLOORBOARDS A. Skid plates designed to reasonably protect the front suspension, steering,

and brake components are recommended on all vehicles. Plates must bemade of metal and be securely attached.

B. Stock UTV floorboards are acceptable but extra protection made of metalor aluminum is highly recommended.

UTV-10 SUSPENSION A. All A-arm mounting points must remain in the stock location and position

as delivered from the manufacturer, however they may be reinforced forstrength.

B. Pro Stock: Must maintain Factory “Stock” Track WidthC. Pro Stock: Must maintain Factory “Stock” Wheel Base

UTV-11 STEERING A. All steering components must be in good condition and proper working

order. Drag link and tie rod ends must be secured with a cotter pin in eachone.

A. Oil coolers, transmission coolers, and radiators located ahead of the driveror in the passenger compartment must have a shroud that will preventliquids from blowing back or leaking onto the driver in the event of arupture or leakage.

UTV-20 EXHAUST A. Pro Stock: Aftermarket exhaust is allowed. In all classes, exhaust systems

must be a minimum of six inches away from fuel lines and twelve inchesaway from fuel filler. Muffler must meet a maximum decibel of 100 asmeasured 50 feet from track side.

UTV-21 STARTER - All vehicles must be self-starting by use of an onboard electric starter. UTV-22 ENGINE REPLACEMENT

A. Engines may be replaced during a USAC event only if competitor hasnotified USAC officials.

B. Engine change will result in a starting position change.UTV-23 FUEL CELLS

A. All fuel cells must be USAC approved.B. USAC will reject any previously approved fuel cell, which appears to be

defective, damaged, or not in proper condition.C. No pressure systems will be allowed. Any concealed or not concealed

pressure type containers, feed lines or actuating mechanisms will not bepermitted, even if inoperable.

D. Icing, Freon type chemicals, or refrigerants may not be used in or near thefuel system.

E. The use of a commercially manufactured fuel cell is mandatory. Aluminumcans with foam inside are not allowed.

F. Safety fuel cells shall consist of a bladder enclosed in a smooth skinnedcontainer. The container shall be constructed of 20 gauge steel, 0.060-inch aluminum or 0.125inch Marlex. Rotary molded polymer cells areacceptable.

G. No material other than standard foam as provided by the fuel cellmanufacturer is permitted.

H. Fuel cell must have a chassis or body cross member of substancebetween the fuel cell and driver and be protected from ground obstacles.

I. Fuel cells must be dated from manufacturer. Fuel cells will becomeobsolete five years after date of manufacture and must be replaced

J. All fuel cell fillers and vents must have check valves installed.K. Fuel filler lines and positive-locking non-vented fuel filler caps must be

located and secured in such a manner as to prevent them from beingknocked off or opened during movement, rollover, or impact.

L. A splash shield must be in place to direct any spill away from the driver, motor, and motor exhaust. A body panel is considered a sufficient splash shield.

M. Fuel cell cannot be vented into the driver’s compartment of any vehicle. N. All mountings must be USAC approved. Fuel cell must be mounted to

chassis and cannot be mounted on skid plate. O. Any fuel cell mounted in the passenger compartment area must be fully

enclosed with sheet metal or aluminum. P. An 8 inch by 8inch fire access door is required on top of the fuel cell cover.

This door must be painted red and labeled FIRE DOOR. Q. Any battery or electrical components mounted in the passenger

compartment with the fuel cell must be separated by sheet metal or aluminum.

R. Pro Stock: Stock fuel tank is allowed in stock location. Tank, lines and fuel filler may not be modified in any way. Aluminum plate must be added on right outer side of body to protect stock tank.

UTV-24 FUEL VENT ROUTING A. All fuel cell vents and lines must come out of the top of the fuel cell B. Fuel shall be automotive gasoline only. C. Gasoline shall not be blended with alcohols, ethers, or other oxygenates,

and it shall not be blended with aniline or its derivatives, nitrous compounds, or their nitrogen containing compounds.

D. Cooling of any type of fuel is not permitted during competition. E. In the event an “official fuel” is named, USAC will sample the actual fuel

provided at the track by the fuel supplier and that sample will become the benchmark from which all competitors samples will be judged.

F. USAC has the right to sample a competitor’s fuel at any time. All samples will be impounded for observation and/or testing by USAC or outside laboratories at USAC discretion.

G. No nitrous oxide. H. If USAC officials suspect maskers in the fuel, chemical testing will be

conducted at possible expense to the competitor. I. Penalties for use of hazardous chemicals will be severe including fine,

and/or reduction of points, and/or suspension. UTV-25 TRANSMISSION

A. Every vehicle must use the stock transmission and clutch design. B. The stock rear differential must also be used. C. All vehicles must have a functional reverse gear.

A. All components on the vehicle’s suspension system, chassis, and runninggear must be secured with S.A.E. Grade 8 or better nuts and bolts.

B. Bolts must be secured with either lock nuts, lock washers, cotter pins, orsafety wire and have at least one full thread showing through the nut.

UTV-29 HOSES - All fuel and brake line hoses including metal lines and fittings must be clamped and/or safety wired. UTV-30 MIRRORS - Rear view mirror with at least 6 square inches of mirror surface and a reasonably unobstructed view of area behind vehicle is recommended on all vehicles. UTV-31 TRANSPONDERS/TIMING

A. Remote score timing devices will not be permitted by teams, owners, oranyone associated with an entry, unless approved by USAC.

B. All teams are required to purchase remote timing transponders.Transponders can only be purchased through USAC and numbers mustbe recorded with USAC officials.

C. Drivers are responsible for the charging and installation of alltransponders. Any entry without a properly installed, functioningtransponder may not be scored and may be subject to further penalty.

D. Transponders must be mounted 10 inches back from the leading edge ofthe front bumper on the passenger side.
