Welcome to the 2018 Wisconsin Public Employer Labor Relations Association annual training conference. As you peruse the agenda, you will again find top notch speakers and timely concurrent sessions, such as health insurance, social media, due process, current events and an update on bargaining and grievances. Don’t forget to take advantage of networking opportunities as this is a great venue to tap into your colleagues’ knowledge and experience. CLE credit opportunities are available as well.
The Blue Harbor Resort is located on the western shore of Lake Michigan. A year round indoor water park and mini golf course along with quiet walking trails are yours to enjoy in your free time. Be sure to review the agenda or map to locate the rooms each session will be in. The conference materials will be in electronic form and will not be provided in hard copy. Should you wish to print the information from the conference app, please do so prior to the conference so you are ready to go. The Blue Harbor Resort and Conference Center has a business center where you may be able to print it if needed.
If you are not already a member of the Wisconsin Public Employer Labor Relations Association (WPELRA), please consider joining other public sector professionals in Wisconsin with excellent training opportunities, networking, policy sharing, and more. In addition to being a WPELRA member, you are automatically a member of the National PELRA, which brings you nationwide training opportunities, webinars, newsletters and much more.
It’s an exciting time for Wisconsin PELRA as we continue to take advantage of the National PELRA resources. As they grow, we grow. Their new website will be up and running soon. Be sure to log into npelra.org to look around. A link to Wisconsin’s PELRA will be there and we will look forward to revamping that as well. The National PELRA Association Management Services has been very valuable in assisting us to provide you with many quality training opportunities.

Understanding due process is critical to an employer’s best practices. Attendees will examine the due process obligation from the investigative process through the hearing process. The analysis begins with a review of the basics of due process, including key definitions, eligibility, and the scope of due process during investigations and hearings. Thereafter, the session advances into the nuances of due process and the many unforeseen circumstances which may arise. Kyle and Jim will engage in hands-on activities to help the attendee apply knowledge and techniques in everyday application, including drafting due process letters and conducting the due process hearing. 1. Learning the difference between industrial and constitutional due process. 2. Understanding the when, what, and how of an employee’s eligibility for due process and
the employer’s legal scope of obligation. 3. How to avoid common and unforeseen pitfalls in applying due process, including
investigative practices, ineffective due process notices, performance evaluations and non-disciplinary terminations.
