The Louisiana Wing of CAP continues to have a long history of accomplishment with our Missions for America as reflected in our training and on-going activities. We will continue to strive to maintain our training through our academy, training exercises and productivity in our Emergency Services, Aerospace Education and Cadet Programs.
It is the intent of the Louisiana Wing to increase this record of excellence by working in conjunction with our primary customer, the Louisiana Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP) and the governor's staff. Our Hurricane Action Plan and our DES/DOV plan tells us to coordinate with local parish OEP and sheriff offices as we assist in infrastructure coordinating of capturing aerial photograph images. Standardization of our aerial photography procedures has been enhanced by our wing academy and hands-on academic training exercises. A goal of standardization of CAP photo work continues as we participate in local "real world" rain and flooding events.
LAWG CAP continues to strive to maintain a "hands on" working relationship with our prime state customer, the Louisiana Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP). We have established a close working relationship with our local Parish Offices and Sheriffs offices in Emergency Preparedness of the southern portion of our state more commonly affected by Hurricane type weather.
Recruitment is to remain a prime goal- as people are our most valued asset. The challenge to meet our goal of maintaining or increases membership is being pursued from several directions with limited success.
Early training of new recruits is a critical goal to develop interest and dedication to Civil Air Patrol’s Missions. Our mentor training program must continue.
New goals for increasing the Louisiana Wing’s Mission-Qualified Pilots are being established so as to maintain a large group of highly skilled and professional aviators. Our Stan/Eval flight clinics are focusing on "training back to basic" on flight planning and navigation skills, as well as detailed "pattern and landing" training events. Other associated training skills include: aerial photography, navigation, target identification and communications. Aircrew standardization and mission planning will continue to be been addressed at all levels.
Future training will place emphasis on increasing our pool of highly-qualified Incident Commanders and Mission Staff Personnel wing-wide for joint-agency or multi-wing tasking.
As always, safety must remain the foundation for all that we do. A culture and mind-set of safety must be nurtured and demanded of all individuals through innovative training procedures.
As we begin planning and training for our upcoming USAF ES Evaluation, the LAWG wing has initiated a special emphasis to include and train cadets for numerous wing staff mission assistants within our operations staff. Involving cadets in most all phases for flight and ground ops has become a valuable training investment.
Finally, an expansion program for the wing’s longest-running Training Academy is underway- to include timely introduction of new technologies training for mission application as well as a OJT school so the classroom education can be put to practical use in a matter of a few short weeks giving us more well trained and qualified personnel.

RequirementsLouisiana Wing (LAWG) CAP needs to continue to prepare for "outstanding" capability while serving the Emergency Service needs of our state and region. At each evaluation we strive to achieve the top level rating. As we begin hurricane season, we also begin preparation for tornadoes and major flooding within the state of Louisiana and neighboring states.
The Incident Command System (ICS) is key to our success in working with other organizations within the state. Our primary customer, the Governor's Office of Homeland Security and Emergency Preparededness (GOHSEP). In addition LAWG CAP interfaces directly with the LA National Guard, local parish sheriff offices, and local parish offices of emergency preparedness.
Our biggest challenge to the ICS organization continues to be the aging crew of Incident Commanders in Louisiana. Although we currently have a sufficient number of highly qualified ICs, we will strive to qualify additional members as Incident Commanders.
Our LAWG Emergency Services staff is very aware of the need to "train as we expect to serve". Meaningful training events, with near real-world scenarios, need to continue to challenge our ES personnel. Our anticipated training will continue to support the southern portion of the state due to our expected "water events" of catastrophic portions. We will supplement our training program with wing, area, and unit exercises as needed to exercise the wing, area, and local ICS staff requirements. We expect many "water events" in LA and our aircrews and ground teams will experience simulated training to mirror our real world events.
With social distancing constraints for flight training, our operations and stan/eval staffers need to find ways to challenge our flying aircrews with timely response to aggressive planning tasking. Operations and stan/eval staffs continue to be functionally strong, however, more and more the "basic flying skills" will continue to be challenged. Our fun oriented competition on basic piloting skills in our stan/eval flight clinic "Rodeo" will continue to be the standard of our basic piloting skill refreshers.
Our principal academic learning environment is our semi-annual Training Academics. Our Academy offers may in-house taught courses plus our new OJT training will help develop and further progress of our cadet and senior members. Continued training in professional development, communications, emergency services, and leadership skills must be continue at the wing academy level.

Goals, Objectives & Tasks1. Maintain and grow mission capability – CAP must maintain its existing force, and truly increase the number of mission qualified personnel it has in order to answer day-to-day mission requirements and develop the capacity to sustain operations lasting longer than a few days.
• CAP must maintain and grow our numbers of mission qualified personnel.
◦ Regular exercises should be conducted to prepare aircrews, ground teams, and incident staff to support typical missions.
◦ Wings should conduct schools at least annually for aircrews, ground teams, and incident staff. Wings are encouraged to work together to pool resources and train together across Wing boundaries whenever reasonably possible. Utilize virtual training capabilities where possible to minimize risk during COVID-19.
◦ Units need to be empowered to conduct training at the lowest level possible in order to feed trainees into the qualification pipeline.
◦ Conduct CAPFs 5 & 91 flight evaluations.
• Qualified personnel must maintain proficiency.
◦ Conduct small training missions focused in specific specialty areas so that aircrews, ground teams, and incident staff can remain current and learn from each other.
◦ Encourage both funded and unfunded use of pilot proficiency profiles and self-conducted pilot proficiency flight guidelines by pilots with instructors and other crew members where possible.
• Maintain and grow the pool of qualified supervisors, evaluators, instructors, check pilots and check pilot examiners to ensure new personnel have leaders and mentors prepared to help them progress through qualification tracks.

2. Enhance CAP’s interoperability – in order to create a seamless operating capability, we must work more closely with our geographic neighbors and implement best practices from across our wings and regions both internally and externally. This will build our CAP capacity, and increase our relevance with customers. We are only value added if we are utilized. We need to build trust and confidence with other members of the response community so they immediately think of us and are comfortable requesting CAP assistance.

◦ Personnel near wing or region borders should look at opportunities to cross train with their counterparts across the border. Look for flight clinics, schools, and other training where a synergy can be achieved. Offer more than you get. Wings and regions should encourage cross-border training.
◦ Personnel near wing or region borders should work with their counterparts to develop mutual training opportunities. Look for training iterations where outside experts are part of the training.
◦ Take advantage of wing and regional training opportunities like wing and region emergency services academies and conferences.
◦ Take advantage of national training opportunities such as the National Emergency Services Academy (NESA), CAP Annual Conference, mobile training team and other virtual offerings when available.

◦ Take advantage of training provided by customers and counterparts like state emergency management agencies, the Federal Emergency Management Agency, the Emergency Management Institute, the Center for Domestic Preparedness, USCG Auxiliary Training, Unmanned Safety Institute training, International Association for Emergency Management conferences, National Association for Search and Rescue courses and conferences, and FAA and AOPA clinics.

◦ Units and personnel near wing or region borders should work with their counterparts to develop exercises that cross the geographic boundaries of their neighbors.

Encourage staff to work on each other’s mission, and aircrews and ground teams to work under another wing or region staff. Conduct cross-border team events. Host their mission resources and work through the administrative hurdles to allow them access to critical systems, communications and mission materials. Identify and communicate solutions to challenges that are encountered.
◦ Participate in national communications exercises as well as joint regional and wing exercises to build experience, share best practices and promote camaraderie.
◦ Encourage regular participation in communications nets by the entire community, not just top personnel.
◦ Participate in state emergency management exercises, and invite state emergency management personnel and other agencies to monitor, audit, or participate in CAP exercises and complex training scenarios. Utilize these opportunities to provide a CAP Capabilities Briefing to outside agencies, as appropriate.
◦ Participate in FEMA Region Exercises.
◦ Participate in National Level Exercise events in your jurisdictions.
3. Evaluate and inspect to ensure that CAP can meet mission requirements, and provide training to correct deficiencies.
• CAP will work to be mission ready at all times. Combined CAP and CAP-USAF teams will evaluate operational missions (both training and actual events) regularly in order to foster an environment of currency and capability to respond. Regions and Wings should conduct joint exercises with their neighbors as well as Federal, State and Local counterparts in order to be ready to provide support when called upon.
◦ Conduct regular training to prepare for evaluations, and provide remedial training when necessary.
◦ Identify deficiencies and take corrective action, implementing programs to train personnel to address lessons learned from prior training, exercises and real-world events.
• Subordinate Units Inspections (SUIs) must be conducted for every unit every two years.
◦ Accomplish SUIs. Approximately half of a Wing's units should be inspected each year.
◦ Address SUI discrepancies.
4. Fly CAP cadets, AFROTC cadets, AFJROTC cadets, and teachers. Cadets that participate in the orientation flight program are more likely to continue with the cadet program, and consider careers or other aviation related opportunities later, and those selected for formal flight training programs can be developed into CAP's future mission pilot cadre. AFROTC and AFJROTC cadets that participate in CAP orientation flights are more likely to progress into flying careers in the Air Force and have greater potential to be selected for flight scholarship programs in their organizations. Teachers that have flown in CAP have greater understanding of aviation, making them better prepared to present aviation related subjects and to be better advocates for aviation careers in the youth they teach.

• Fly approximately 35,000 CAP cadet orientation flights across the CAP fleet of powered and glider aircraft. Emphasis should be placed on getting new cadets members flown as soon after joining as possible.
