A RESOLUTION AFFIRMING CHANGE ORDER NO. 1 TO CONTRACT 20-13-D, SUPPLY AND DELIVER 115 KV AND 230 KV SWITCHES TO LINCOLN ROCK SWITCHYARD
RECITALS:
1) By Resolution No. 20-245 dated December 28, 2020, the District awarded
Contract 20-13-D, Supply and Deliver 115 kV and 230 kV Switches to Lincoln Rock
Switchyard to Royal Switchgear Manufacturing Co.
2) Supplying the specified motor operators has been removed from Royal
Switchgear’s scope of work. Also, due to delays in providing Royal Switchgear with
drawings for mounting the switches, the contract completion date has been extended to 9
weeks after the approval of construction drawings.
3) District staff recommends affirmation of Change Order No. 1 in the credit
amount of ($37,200), bringing the total amount of the contract to $327,225.
4) It is in the best interests of the District to affirm Change Order No. 1 to
Contract 20-13-D.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Change Order No. 1 to Contract
20-13-D, Supply and Deliver 115 kV and 230 kV Switches to Lincoln Rock Switchyard is
affirmed by the Commission.

RESOLUTION NO. _________
A RESOLUTION AUTHORIZING ACCEPTANCE OF WORK AND FINAL PAYMENT TO CARLSON SALES METERING SOLUTIONS UNDER CONTRACT 20-19-D, SUPPLY AND
DELIVER 230 KV AND 115 KV BREAKERS TO LINCOLN ROCK SWITCHYARD
RECITALS:
1) By Resolution No. 20-191 dated October 26, 2021, the District awarded
Contract 20-19-D, Supply and Deliver 230 kV and 115 kV Breakers to Lincoln Rock
Switchyard to Carlson Sales Metering Solutions.
2) District staff report the Contractor has satisfactorily completed all
requirements of Contract 20-19-D and has submitted a Request for Final Payment,
Certificate and Release. Therefore, staff recommends that the District accept the
completed work and authorize final payment in the amount of $907,582.50 plus tax to
Carlson Sales Metering Solutions upon receiving the required notifications from the State
of Washington.
3) It is in the best interests of the District to accept the work as complete and
authorize final payment under Contract 20-19-D.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the work under Contract 20-19-D,
Supply and Deliver 230 kV and 115 kV Breakers to Lincoln Rock Switchyard is hereby
accepted as complete, and that final payment is authorized, contingent on receipt by the
District of all necessary releases by the State of Washington. This acceptance in no manner
waives any claim the District may have against the Contractor for failure to comply with
the terms of the contract.

A RESOLUTION AFFIRMING CHANGE ORDER NO. 3 TO CONTRACT 21-04-D, HYDROGEN AND SWITCHYARD
SITE GRADING
RECITALS:
1) By Resolution No. 21-031 dated February 22, 2021 the District awarded
Contract 21-04-D, Hydrogen and Switchyard Site Grading to KRCI, LLC.
2) There was a reduction in the amount of blocks used in the retaining wall,
resulting in a credit to the District.
3) District staff recommends affirmation of Change Order No. 3 in the credit
amount of ($6,149). Previous change orders, in addition to this change order, bring the
total cost of the contract to $1,148,404.84.
4) It is in the best interests of the District to affirm Change Order No. 3 to
Contract 21-04-D.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Change Order No. 3 to Contract
21-04-D, Hydrogen and Switchyard Site Grading is affirmed by the Commission.

2) On July 19, 2021 the District opened four bids as follows:

company fulfills all necessary requirements and staff recommends award of Contract
21-09-D to Magnum Power, LLC.
4) It is in the best interests of the District to award Contract 21-09-D to the
lowest responsive bidder, Magnum Power, LLC with an authorized expenditure of
$6,845,260.00 (six million, eight hundred forty five thousand, two hundred sixty dollars).
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Contract 21-09-D is awarded to

A review of the bidder’s experience, qualifications, financial and work references verified
that this company fulfills all necessary requirements and staff recommends award of
Contract 21-22-D-BID to Schweitzer Engineering Laboratories.
4) It is in the best interests of the District to award Contract 21-22-D-BID to
the lowest responsive bidder, Schweitzer Engineering Laboratories, with an authorized
expenditure of $459,100.00 (four hundred fifty nine thousand, one hundred dollars).
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility

A RESOLUTION AUTHORIZING A CALL FOR BIDS UNDER BID DOCUMENT 21-40-D-BID, 230 KV SWITCHES FOR URBAN
INDUSTRIAL SUBSTATION
RECITALS:
1) The purchase of twenty-two 230 kV switches are necessary for Urban
Industrial Substation in East Wenatchee.
2) Staff recommends that the District solicit bids in compliance with
RCW 54.040.070 to provide twenty-two 230 kV switches in accordance with the
specification terms and conditions of Bid Document 21-40-D-BID. Sealed bids will be
accepted until August 18, 2021 at 1:30 p.m. Pacific Time in the District’s East Wenatchee
headquarters office.
3) It is in the best interests of the District to issue a call for bids under Bid
Document 21-40-D-BID, 230 kV Switches for Urban Industrial Substation.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Bid Document 21-40-D-BID is hereby
approved, and the District’s General Manager is hereby authorized and directed to issue a
call for bids for 230 kV Switches for Urban Industrial Substation.

RESOLUTION NO. _________
A RESOLUTION AFFIRMING CHANGE ORDER NO. 2 TO CONTRACT 20-01-W, REPLACE 125VDC BATTERY BANK 2 AT THE
WELLS HYDROELECTRIC PROJECT RECITALS:
1) Resolution 20-223 dated December 14, 2020, authorized the award of
Contract 20-01-W, Replace 125VDC Battery Bank 2 at the Wells Hydroelectric Project to
Olsson Industrial Electric for an authorized total expenditure of $155,180.00 and a
completion date of 18 weeks from Notice to Proceed. Change Order 1, affirmed by
Resolution 21-035 on February 22, 2021, increased the contract amount to $159,945.00
and extended to the completion date to 22 weeks from Notice to Proceed.
2) Due to manufacturing delays that do not impact the District, Change Order
2 was prepared to extend the completion date to August 31, 2021 with no change to the
contract amount.
3) In accordance with Administrative Bulletin 9.7, District staff executed
Change Order No. 2 on July 15, 2021. District staff recommends affirmation of Change
Order No. 2 to retain the contract amount at $159,945.00 and revise the completion date to
August 31, 2021.
4) It is in the best interest of the District to affirm Change Order No. 2 to
Contract 20-01-W.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Change Order No. 2 to Contract
20-01-W, Replace 125VDC Battery Bank 2 at the Wells Hydroelectric Project, is affirmed
by the Commission.

FIRST YEAR UNDER CONTRACT 20-05-W, HATCHERY WELL AND PUMP MAINTENANCE
RECITALS:
1) By Resolution No. 20-054 dated March 23, 2020, the District awarded
Contract 20-05-W, Hatchery Well and Pump Maintenance to H2O Well Service, Inc.
2) By Resolution No. 21-045 dated March 22, 2021, the District renewed
Contract 20-05-W for a second year.
3) District staff reports the Contractor has satisfactorily completed all
requirements for the first year of Contract 20-05-W and has submitted a Request for Final
Payment, Certificate and Release. District staff recommends that the District accept the
completed work and authorize the release of retainage to H2O Well Service, Inc. in the
amount of $4,086.49 upon receiving the required notifications from the State of
Washington. The total cost of work performed, under Contract 20-05-W, was $88,541.16.
4) It is in the best interests of the District to accept the work performed by H2O
Well Service, Inc. as complete and authorize the release of retainage for work completed
under Contract 20-05-W.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the work under Contract 20-05-W,
Hatchery Well and Pump Maintenance is hereby accepted as complete, and that the release
of retainage is hereby authorized. This acceptance in no manner waives any claim the

references verified that this company fulfills all necessary requirements and staff
recommends award of Contract 21-29-W-BID to Hancock Sandblast & Paint, LLC.
4) It is in the best interests of the District to award Contract 21-29-W-BID to
the lowest responsive bidder, Hancock Sandblast & Paint, LLC with an authorized
expenditure of one hundred ninety-two thousand sixty-nine dollars ($192,069.00), plus
sales tax.

RECITALS:
1) The District has implemented a Land Use Policy which requires adjacent
land owners wishing to use properties associated with the Wells Hydroelectric Project to
obtain approval through a District issued permit.
2) District personnel recommend approval of the following permit:
Ryan Hogan and Shelby Kottke-Hogan Wells Permit 342-03
The permit is for use of Project lands for a single use dock and landscaping. The permittee
has provided proof of insurance coverage as required by the District’s Land Use Policy.
3) It is in the best interests of the District to approve Wells Permit 342-03.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District’s General Manager is

RECITALS:
1) The District has implemented a Land Use Policy which requires adjacent
land owners wishing to use properties associated with the Wells Hydroelectric Project to
obtain approval through a District issued permit.
2) District personnel recommend approval of the following permit:
David Freels and Jinx Godbey Freels Wells Permit 788-03
The permit is for use of Project lands for a joint use dock, 10 foot wide access path, and
commercial orchard. The permittee has provided proof of insurance coverage as required
by the District’s Land Use Policy.
3) It is in the best interests of the District to approve Wells Permit 788-03.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District’s General Manager is

RESOLUTION NO. _________
A RESOLUTION AMENDING ADMINISTRATIVE BULLETIN 9.2, PROCEDURES FOR PROCUREMENT OF PUBLIC WORKS
RECITALS:
1) The District adopted Resolutions 91-22, 17-192 and 19-084, which
established procedures and a small works roster for procuring small works projects
authorized by RCW 54.04.070.
2) District staff has worked with legal counsel to revise and update the contract
template to improve efficiencies and incorporate additional provisions in the RCW’s.
3) Admin Bulletin 9.2 has been amended to incorporate changes to the
District’s procedures for Small Works and other public works contracts. These changes
include defining and adding procedures for unit price contracts allowed by
RCW 54.04.070(7), clarifying blanket purchase order procedures and updating the small
works bid procedures.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Admin Bulletin 9.2 is amended to
incorporate changes to the District’s small works procedures and other public works
contracts.

KRCI, LLC.
4) It is in the best interests of the District to award Contract 21-33-D-BID to
the lowest responsive bidder, KRCI, LLC, with an authorized expenditure of $2,871,010.50
(two million, eight hundred seventy one thousand, ten dollars and fifty cents).
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility

A RESOLUTION AUTHORIZING CHANGE ORDER NO. 92 TO CONTRACT 06-41-W, GENERATOR REBUILD AND UNIT REFURBISHMENT FOR
THE WELLS HYDROELECTRIC PROJECT
RECITALS:
1) Resolution 07-158 awarded Contract 06-41-W to Toshiba International
Corporation (TIC) for $151,100,000.00. Resolution 15-056 approved assignment of
Contract 06-41-W to Toshiba America Energy Systems Corporation (TAES).
2) As referenced in the attached resolution and contract summaries, the
following changes have previously been authorized, bringing the authorized work total to
$150,955,331.00 and the contract not-to-exceed total to $217,296,263.00:
Notice to Proceed on the 1st through 6th Units; Change Order Nos. 1 through 91 3) Change Order No. 92 has been prepared to incorporate miscellaneous extra
work previously authorized for the 4th Unit (U3) and 5th Unit (U10) by Field Work Orders.
Change Order No. 92, in the amount of $710,968.00, will increase the authorized work
total to $151,666,299.00 and the contract not-to-exceed total to $218,007,231.00.
4) It is in the best interest of the District to execute Change Order No. 92.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that the District is hereby authorized and
directed to issue Change Order No. 92 to Contract 06-41-W in the amount of $710,968.00.

A RESOLUTION AUTHORIZING A CALL FOR BIDS UNDER BID DOCUMENT 21-28-W-BID, REPLACE FIVE GENERATOR STEP-UP (GSU)
TRANSFORMERS AT THE WELLS HYDROELECTRIC PROJECT RECITALS:
1) The main power transformers at the Wells Hydroelectric Project were
installed in 1967 and are reaching the end of their useful life. With a twelve-month
manufacturing lead-time, District engineers have recommended replacement of the
transformers as soon as possible to maintain system reliability.
2) Staff recommends that the District solicit bids in compliance with
RCW 54.04.070 to replace the transformers in accordance with the specifications, terms
and conditions of Bid Document 21-28-W-BID, Replace Five Generator Step-Up (GSU)
Transformers at the Wells Hydroelectric Project. Sealed bids will be accepted until
September 20, 2021 at 1:30 p.m. Pacific Time in the District’s East Wenatchee
headquarters office.
3) It is in the best interests of the District to issue a call for bids under Bid
Document 21-28-W-BID, Replace Five Generator Step-Up (GSU) Transformers at the Wells
Hydroelectric Project.
NOW, THEREFORE, BE IT RESOLVED by the Commission of Public Utility
District No. 1 of Douglas County, Washington, that Bid Document 21-28-W-BID is hereby
approved, and the District’s General Manager is hereby authorized and directed to issue a
call for bids.
