ATOLL DISTRIBUTION

The Shire of Cocos (Keeling) Islands and Cocos (Keeling) Islands Community Resource Centre is seeking a dedicated and enthusiastic young person/s to take on the role of distributing The Atoll each fortnight on Home and West Island during 2019. This is a great opportunity to gain some extra cash!

Please forward your interest with the approval from parents to the Isa Minkom at the Shire Office on Home Island, and Kelly Edwards at CRC on West Island, by

Wednesday 6th February 2019.

The first edition will be available for distribution on Thursday 7th February 2019.

FROM THE CEO’S DESK ‐ 24 JANUARY 2019

HAPPY NEW YEAR: Here’s to a bright, positive and productive 2019 for each and everyone and for us all as a community. It has been off to a busy start with many activities and new projects already underway and more planned. Here is a brief overview of just a few that may be of interest to the community—please come and see me for more detailed information about these items or any other Shire matter.

SELAMAT TAHUN BARU: Mengucapkan tahun 2019 yang cerah, positif dan penuh hasil untuk kita semua sebagai semua masyarakat. Awal tahun ini sudah mulai dengan sebok dengna banyak aktiviti-aktiviti dan projek-projek baru yang sudah dijalankan dan banyak lagi yang sudah dirancangkan. Berikutnya adalah ringkasan dalam berberapa yang mungkin menarik untuk masyarakat—silahkan datang dan ketemu saya untuk keterangan yang lebih tentang perkara-perkara ini atau perkara apapun selainnya yang mengenai Shire.

PAPER WASPS: The combined efforts of Happy Jacks and our Ranger has resulted in positive progress in the control paper wasps with over 160 nests treated in one month. There are several nests high in trees and therefore unable to be treated until the EWP arrives (expected early next month). The feedback from the community has been positive with many noticing a reduction in paper wasps. Thank you to community members for reporting sightings—please continue to keep an eye out and report nests so the team can treat them with the correct methods.

PAPER WASPS: Usaha kerjasama Happy Jacks dan Ranger kami telah menghasilkan kemajuan yang positif dalam pengurusan paper wasps dengan lebih dari 160 tarangan dibunuh setiap bulan. Ada berberapa tarangan yang terlalu tinggi di pokok dan olehkerana itu belom dapat dibunuh hingga EWP sampe dipulu (diharapkan pada awal bulan hadapan). Suara daripada masyarakat juga positif dengan banyak yang menandakan pengurangan wasps. Terima kasi kepada penduduk masyarakat yang telah melaporkan tarangan yang telah mereka lihat—tolong terus mengambil perhatian dan laporkan tarangan yang dilihat supaya tim kami akan dapat membunuhnya dengan cara yang sepantasnya.

JANUARY COUNCIL MEETING: The agenda for the first Council meeting for 2019 is on the Shire website for interested members of the community. There are many important issues being considered such as the following:

Request for a lease of land on Home Island for a renewable energy facility;

Request for Council to consider a community and stakeholder engagement strategy to get community feedback on a proposal for a resort on Direction Island.

The lease to Parks Australia for North Keeling and an application for Development Approval for a shelter;

The Shire’s Audited 2017/18 Financial Statements, Annual Report and Annual Electors Meeting;

A Communications and Social Media Policy and Local Law for Council Meeting Procedures.

These are all very important and complex matters being considered by our hard-working Councillors. If you would like to know more about these matters, please read the full detailed Council Agenda or contact me with your queries.

MITINGAN COUNCIL BULAN JANUARY: Ajenda untuk mintingan pertama Council untuk 2019 sekarang berada di website untuk penduduk-penduduk masyarakat yang berminat. Ada berberapa perkara-perkara yang penting untuk dipertimbangkan seperti berikut:

Permintaan untuk menyewa tanah di Home Island untuk fasiliti energi yang boleh diperbarui;

Permintaan untuk Council pertimbangkan strategi penglibatan masyarakat dan stakeholder untuk mendapatkan pendapat masyarakat mengenai cadangan untuk resort di Pulu Tikus;

Penyewaan kepada Parks Australia untuk Pulu Keeling dan pemohonan untuk membuat pondok lindungan;

Statment Keuwangan Audited 2017/18 Shire, Laporan Tahunan dan Miting Tahunan Pengundi;

Sebuah ‘Communications and Social Media Policy’ dan Undang-undang Tempatan untuk Cara Mitingan Council.

MAJU PULU KITA: In an effort to take a more planned and considered approach to planning for future capital works, we are working to develop a master plan for Home Island and for West Island.

The master plan will identify land use opportunities for new/improved community infrastructure and any other development opportunities to enhance the quality of life

on the islands.

We will also develop a prioritised list of capital works projects arising from the master planning that can form the basis of a coordinated approach to funding of the works (Council funding and grant funding applications), and develop a rational framework for prioritising the capital works opportunities in the future.

The intent is to hold a large design workshop on Saturday 23 February on Home Island with as many members of the community as possible to provide the raw information to inform the master plans. Recruitment will commence in the near future. Preliminary scenarios and ideas will then be presented back to the community for feedback in two smaller workshops on Wednesday 27 February before final draft plans are developed and released as draft to the whole community to review and feedback. Once all feedback is gathered, the final report will be presented formally for Council consideration and adoption.

Working collaboratively with the community and stakeholders lies at the heart of the process. So start thinking about what infrastructure this community needs, now and into the future, and contact Luluk, Jo, Ian, Ibrahim or I if you want to know more or to register your interest.

MAJU PULU KITA: Dalam usaha untuk mengambil pergerakkan maju yang lebih dirancangkan dan dalam pertimbangan untuk kerjaan-kerjaan besar, kami sedang usaha untuk membuat perancangan utama untuk Home Island dan Pulu Panjang.

Perancangan utama ini akan menunjukkan peluang-peluang penggunaan tanah untuk infrastruktur masyarakat yang baru/dibarukan dan peluang pembangunan lain untuk meningkatkan kualiti kehidupan di pulu.

Menyatukan daftar kepentingan projek-projek kerjaan besar yang timbul daripada perancangan utama ini yang boleh menjadi dasar tindakkan yang teratur untuk mengongkoskan kerjaan yang berkenaan (Ongkos daripada Council dan pemohonan duit bantuan), dan membuat perangkaian yang sepantasnya untuk mengutamakan peluang kerjaan besar dimasa hadapan.

Tujuannya ialah untuk mengadakan mesyuarat desain pada Sabtu 23 February di Home Island dengan sebanyak mungkin penduduk masyarakat untuk memberikan keterangan langsung untuk menasihati perancangan utama ini. Pemilihan akan dimulakan dimasa akan datang ini. Senario dan idea awal akan dipersembahkan kembali kepada masyarakat untuk diberikan balas pandangan dalam 2 mesyuarat kecil pada Rebo 27hb February sebelom rancangan draft terakhir dibuat dan dikeluarkan sebagai draft kepada seluruh masyarakat untuk periksa dan memberi balasan pandangan. Setelah semua dikumpulkan, laporan terakhir akan dipersembahkan secara resmi kepada Council untuk dipertimbangkan dan dipersetujukan.

Bekerjasama dengan masyarakat dan stakeholder terletak di pertengahan proses tersebut. Jadi silah bermula memikirkan tentang infrastruktur apa masyarakat ini memerlukan, sekarang dan dimasa hadapan, dan hubungi Mak Zamani, Jo, Ian, Pak Yusri atau saya kalau kamu ingin mengetahui lebih atau untuk rejista keminatan kamu.

WORKS CREW: The Works Crew has been busy with the regular Siam weed spraying program and with general tidying up of both Islands. Works have commenced to tidy up the area around Sandy Point, which is already looking much more cared for. Thanks to the crew.

KREW KERJAAN: Krew kerjaan telah sebok dengan program penyiraman obat Siam weed dan kebersihan biasa dikedua-dua pulu. Kerjaan telah bermula untuk membersihkan kawasan disekitar Ujuang Garam, yang sudahpun kelihatan lebih kemas pemandangannya. Terima kasih kepada krew.

STAFF BIRTHDAYS: The Shire office crew helped to celebrate three staff birthdays for January. We wish their birthdays to be the start of a year filled with good luck, good heath and much happiness.

My name is Munirah Zainiel and I am the youngest out of the three children in my family. I was born and bred on the Cocos (Keeling) Islands. My husband is Muhammad Azrin Des and he works for the Department of Agriculture as a Biosecurity Officer. My husband and I have a 10-month-old baby named Naira Ummaizah.

I have worked over 5 years as a Motor Vehicle Licence Officer with the Shire of Cocos (Keeling) Islands. As a Motor Vehicle Licence Officer, I am required to perform the following duties:

process applications for various driver’s licence issue driver’s licence cards respond to enquiries and provide advice to the public regarding licensing process vehicle registration and transfer of vehicle data entry in system administer all licensing renewal perform clerical duties collect payments and issue of receipts

Working as a Motor Vehicle Licence Officer has helped and improved my communication skills by assisting the community with licensing enquiries.

My goal is to have the opportunity to develop my career across other areas within the transport industry.

Nama saya Munirah Zainiel dan saya yang termuda daripada tiga anak dalam keluarga saya. Saya dilahirkan dan membersar di Pulu Cocos (Keeling). Suami saya Muhammad Azrin Des dan dia bekerja untuk Department of Agriculture sebagai Opisa Biosecurity. Suami saya dan saya mempunyai anak berumur 10 bulan bernama Naira Ummaizah.

Saya telah bekerja lebih dari 5 tahun sebagai Opisa Motor Vehicle Licence dengan Shire of Cocos (Keeling) Islands. Sebagai Opisa Motor Vehicle Licence, saya diperlukan untuk menjalankan tugas-tugas berikutnya:

proses pemohonan untuk berbagai lesen pemandu menerbitkan kad lesen pemandu memberi balasan terhadap pertanyaan-pertanyaan dan memberi nasihat kepada

NOTIFICATION OF IMPLEMENTATION OF FEES UNDER THE ENVIRONMENTAL PROTECTION ACT 1986 (WA) (CI) (CKI)

The Commonwealth of Australia, through the Department of Infrastructure, Regional Development and Cities, has requested that the Department of Water and Environmental Regulation (DWER) collect on its behalf, fees and charges for activities within the Indian Ocean Territories (IOT) in accordance with the requirements of the Environmental Protection Act 1986 and related subsidiary legislation.

This includes fees for any prescribed premises works approvals, licences, registrations, transfers and clearing permits including amendments, notification of change of ownership and permit surrenders.

With effect from 1 July 2019, the requirement for payment of annual fees for all IOT prescribed premises and applications for clearing permits will be implemented, as approved by the Commonwealth of Australia.

The Department of Water and Environmental Regulation updates a register of current decisions which are open to appeal on the Department’s website (www.dwer.wa.gov.au). The register provides the decision dates of all works approvals, licences, and notices which are granted, amended or given and information on lodging appeals. How long does X take to break down?

Reading that an item takes eleventy bazillion years to break down in the environment makes for great attention grabbing stuff when writing articles on green living, but a lot of this is to do with the fact that decomposition is very dependent on the environment where the material is decomposing. For example, look at the difference between how fast steel rusts (a form of decomposition) in a humid salt air environment such as the coast vs. a dry environment like a desert. Dry air really slows down decomposition generally. Another factor is whether the waste is even exposed to the air or buried in a landfill. “Break down” is really a vague term and there’s also a big difference in the terms, biodegradable, degradable and compostable; not to mention the types of residues they leave behind, some of which can be toxic. It’s another good reason to recycle where we can, plus recycling energy savings for most types of waste are significant. However, we can get a general guesstimate about waste decomposition and that can help in making purchasing decisions. With all that in mind, here’s a list of common items and how long they take to “break down” in the environment. Glass bottle 1 million years Monofilament fishing line: 600 years Plastic beverage bottles: 450 years Disposable diapers: 450 years Aluminium can: 80-200 years Boot sole: 50-80 years Styrofoam cup: 50 years Tin can: 50 years Leather: 50 years Nylon fabric: 30-40 years Plastic film canister: 20-30 years Plastic bag: 10-20 years Cigarette filter: 1-5 years Wool sock: 1-5 years Plywood: 1-3 years Waxed milk carton: 3 months Apple core: 2 months Newspaper: 6 weeks Orange or banana peel : 2-5 weeks Paper towel: 2-4 weeks

As the community are aware, the Playgroup site on Cocos (Keeling) Island has been confirmed to contain non-friable asbestos containing materials.

We appreciate the patience of all stakeholders throughout the lengthy investigation phase of this project.

Reports from environmental consultants indicated this to be a low risk contamination. All endeavours have been undertaken to ensure community safety and as a result the site has been secured to restrict access.

The Department of Infrastructure, Regional Development and Cities have agreed the most favourable outcome for the community is to complete a full site remediation.

The challenges faced with this option are facilitating the disposal of matter removed from the site and the substantial costs associated. Satisfying the requirements of these conditions and obtaining this amount of funding has been a detailed and lengthy process for all involved.

It is generous of the government to invest in completing these works to this degree, using this project as a trial case for ideal remediation on the islands and meeting the strict environmental and disposal conditions.

Over the coming months, and through to April 2019, JLL will be working with contractors to facilitate the project to remediate the site.

Whilst excavation works are undertaken an environmental consultant will be available to supervise and monitor the site.

The environmental consultant has graded this as a low risk project, never the less all available safety measures will be implemented to ensure Community Safety.

JLL will aim to keep the community abreast of updates with this project.

PERBAIKKAN TEMPAT PLAYGROUP – PULU COCOS (KEELING)

Sepertimana masyarakat telah ketahui, tempat Playgroup di Pulu Cocos (Keeling) telah dipastikan mengandungi alat-alat asbestos ‘non-friable’.

Kami menghargai kesabaran semua stakeholders sepanjang penyelidikkan yang lama dalam projek ini.

Laporan daripada konsultan alami menunjukkan yang ini mempunyai risiko pengotoran yang rendah. Semua usaha telah dilaksanakan untuk memastikan keselamatan masyarakat dan sebagai hasilnya, tempat ini telah dipastikan untuk membataskan akses.

Dimasa penggalian dijalankan, konsultan alam sekitar akan bersedia untuk mengawasi dan menjaga tempat ini.

Konsultan alam sekitar telah menetapkan projek ini berisiko rendah, walaubagaimanapun semua tindakkan keselamatan telah dibuat untuk memastikan Keselamatan Masyarakat.

Get kids involved in growing fruit, vegetables or herbs in your own garden (it doesn’t have to be big). I have found children to be more willing to try fresh herbs and vegetables if they have been involved with growing them. (Aneta Zurawski, reader)

Add grated vegies to any mince dish. Adding grated vegies to salads also really bulks up the dish. (Sally Parker, recipe writer)

Don’t use unhealthy food treats as a reward – this could set them up with unhealthy habits for life when it comes to emotional eating. Think of other treats – either healthy food choices (give them two healthy options for dinner and allow them to choose – they’ll love the power!) or non-food-related ones (seeing a movie; 15 extra minutes of play time in the park; etc). Use up older vegies by adding them to wholemeal muffins – try carrot, sultanas and honey; capsicum, olives and feta; or zucchini and ricotta.

Make healthy eating a family affair. Try putting a chart on the fridge that has spaces for everyone to fill in how many serves of fruit, vegies and dairy and how much water they have had for the day. Turn it into a challenge with a special prize for the family member who reached their goals for each food group most often over the month. (Zoe Wilson, HFG dietitian)

Try ‘dressing up’ the names of healthy meals with gourmet words for adults and fun words for kids. So for adults, ‘steak and veg’ becomes ‘juicy rump steak with Italian-style roasted vegetables’ and for kids, broccoli becomes ‘dinosaur trees’! Presentation is everything. Kids love little portions, packets and parcels. Cut healthy sandwiches into fancy shapes with cookie cutters, or serve dinner ‘artfully’ arranged (like using vegies to form a smiley face). (Sophie Gray, recipe writer)

Compliance with Traffic Laws on Cocos (Keeling) Islands.

All vehicles on Cocos (Keeling) Islands are required to be registered and drivers must have a valid driver’s licence, for the correct class of vehicle.

All motorbike riders must wear an approved motorbike helmet when riding.

Cocos police are currently conducting a campaign to ensure compliance with this issue.

These offences are not a negotiation. They are the law. All roads of the Cocos (Keeling) Islands are Australian roads and Australian Road Rules apply.

If you are caught you will be issued an infringement notice or end up in Court.

If you are involved in an accident and your vehicle is not registered it is also not insured. This may mean that if there is any injury or property damage you may be personally liable.

Interstate, (including WA registered vehicles) need to be registered through the Cocos Islands Motor Registry.

If you require your vehicle to be registered, please do so immediately.

If your vehicle is not registered, do not drive it.

If you do not have a licence, do not drive a vehicle.

If you do not have a motorbike helmet, leave your motorbike at home.
