The bricks will be used to re-pave Jalan Pantai which is

showing signs of deterioration. The bricks contain a

significant amount of recycled crushed glass putting that

valuable resource to good use while making our bricks

sparkle.

The brick making will be completed by mid-September

and new bricks laid by the end of this year. The Shire

acknowledges funding from the Commonwealth for this

project.

The other exciting Masterplan project that has kicked off

is the flooring under the Cyclone Shelter. This is a

wonderful sheltered space for events and activities and

the new floating eco-deck floor will provide a safer, more

useable space.

The shade sail poles have arrived and we are expecting

to install them over the playground in Central Park within

the next two weeks. This project will be done in two

stages; the first being to install the nine poles which will

be approx. 4.5m tall. During this stage of the project the

playground will be closed to the public and sectioned off.

Once the poles have been set, measurements will be

taken so we can order the sails which will be cut to size.

While on the topic of the Masterplan, huge kudos to the

Shire team who have worked on the translation. In the

next week or so everyone who participated in the

Masterplanning sessions along with every community

group, organization and business should get a copy of

the draft Plan for their review and input.

REGIONAL DEVELOPMENT ORGANISATION

INVESTIGATIONS INTO PLASTICS RECYCLING :

The Regional Development Organisation recognises

environmental disaster caused by ocean plastics and the

impact this can have on our tourism brand. At the same

time the RDO is looking at the issue more strategically in

terms of the potential value of plastic that is washed up on

our beaches as a resource and has funded a review of the

plastics recycling technology currently available and the

development of a business case to secure funding to

implement the best technology. We are currently seeking

a proposal from University of WA Oceans Institute to carry

out this work. A sincere thanks to the RDO for taking the

initiative and kick-starting this project.

ORGINASI REGIONAL DEVELOPMENT INVESTIGASI

DALAM RECYCLING PLASTIK:

Organisi Regional Development mengenal bencana

MASTERPLANNING: After weeks of anticipation, the

ship has delivered many of the materials we needed to

commence work on the priority projects emerging from the

Masterplan.

Brick making has commenced and the team is producing

an amazing 1700 bricks per day. Well done to the team.

MAJU PULU KITA/KEMAJUAN PULU KITA

Batu batak

yang mengandungi bahan kaca picah meletakan sumber

yang berharga untuk mengunakan yang baik dan

membuat batu batak mengkilap. Membuat batu batak

pemimpin Shire tetapi amat milik masyarakat.

FROM THE CEO’S DESK - 12 J ! 2019 (%&'()'*+)

Jadi silakan kembali kepada kami dengan pendapatan

anda.

WIND SPORT SEASON: As the wind sport season kicks

off, we welcome visitors to our beautiful home and hope

they have a safe and enjoyable experience. We also

make a special note of thanks to the businesses who

bring visitors to Cocos and add to our economic develop-

ment.

MUSIM OLAHRAGA ANGIN: Masa olahraga angin ber-

indah dan harap masa mereka disini amat me-

nyenangkan. Kami juga ingin mengucapkan khas terima

kasi kepada bisnis-bisnis yang dapat membawah tamu-

tamu ke Cocos dan menambah kepada pembangunan

ekonomi kita.

FIRE PIT: It is fabulous to see that the first fire pit on

Home Island is being used—just a reminder it is not a

place for disposal of rubbish. Please take rubbish to the

tip as usual—just use the fire pit for burning dry timber.

A fire pit is being constructed on Direction Island this

week and is the first of several planned for DI.

LOBANG FIRE : Kami sangat gembira melihat lobang api

digunakan di Home Island—hanya peringatan ia bukanla

tempat untuk membuang sampah. Kami mohon sila mem-

BUDGET 2019/20: A big focus over the past few weeks

has been on preparing a draft budget for Council to work-

shop and consider in July. The budget is focussed on

delivering projects from the Masterplan and from the Cor-

porate Business Plan. Anyone with questions about our

revenue and expenditure is welcome to contact Jo.

Jika

sesiapa ada pertanyaan tentang hasil belanjaan untuk

menghubungi kami.

RADIO SEGMENT: Jo and I had a lot of fun last Tuesday

hosting our first live radio segment. We did have a few

struggles with the technology but managed to get through

an hour of chatting about Shire activities and events. A

special thanks to Mr Flynn and Mr Tunnicliffe who

dropped in to ask some hard-hitting questions. We will be

back on Tuesday 18 July at 9am for the next exciting in-

stallment of ….? Actually, we don't have a name for this

segment so any ideas are welcome.

halangan teknologi tetapi kami kami berjaya melalui satu

WORKS UPDATE: Now that the stevedoring is complete,

the dredging program at the Home Island Wharf is back

underway. There will be machinery movements in the ar-

ea, so please exercise caution in the area. During the

break in the dredging we took the opportunity to start

crushing the dredged material as this material makes for

excellent road base that will be used to resurface the un-

sealed road network on Home Island.

These are a few items that I think may be of particular

interest but we are always willing to meet with members of

the community who are interested in knowing more about

Shire activities.

Fish Catch Data From 2004 - 2019: Part 1 In 2004 we started collecting data on fish catch in Pulu Keeling National Park (PKNP) which is provided by

recreational fishers as part of their fishing permit. The data provides us with valuable information on trends and

changes in the marine environment and we are very grateful to those who return their catch data forms.

We have compiled a number of graphs for the past 15 years (excluding 2008 and 2009) which tells us a story of the

fish comings and goings in PKNP and the bigger picture of overall health of the marine environment as

indicated by the presence of certain fish species. These graphs include the aggregate weight of fish caught over the

15 years, the number of fish caught and released, the total hours of fishing, how many people have accessed the

Park, how many permits were issued and how many trips were cancelled.

As of 01 July, 2019 we will be trialling a new permit system where applicants can apply for a 3 month permit which can also be done

online. It will be even more important now to return your fish catch data form as soon as you have come back from a fishing trip so

we can continue collecting this valuable data.

Community Update Pulu Keeling Na:onal Park

Figure 1 (left) shows how many fish were caught this

year in PKNP. The total number of fish is 61 and 29

fish have been released back into the water. So far,

51 people have been to Pulu Keeling and have

caught 536kg worth of fish!

Figure 1. Fish Caught Vs Fish Released in 2019

Figure 1 (kiri) menunjukkan berapa banyak ikan

Figure 2. Top 5 Fish Caught From 2004 - 2019

Figure 2 (above) shows the top 5 fish caught from 2004 - 2019. The most popular fish caught is the Yellowfin Tuna

with 211 catches, followed by Wahoo with 195 and Barracuda with 99. In 2006, 38 Yellowfin Tunas were caught - the

highest number of fish caught in a single year. In 2011 and 2015, 31 Wahoos were caught which is the highest

number of Wahoos caught to date.

A friendly reminder of some of the recreational Fishing Permit conditions:

• No fishing within 100m off the shore to protect demersals (reef fish)No bottom fishing (sinker left on the bottom to fish for demer-sals)

• Jigging, trolling and deep water fishing are allowed to catch for pelagic fish only, not demersals

BREAKING NEWS

Garuda Indonesia

Garuda Indonesia have been contact with the General Manager to obtain background information on airline operations into the Cocos (Keeling) Islands. Garuda Indonesia currently operate into Christmas Island on a Satur-day using a Bombardier CRJ1000 aircraft. There is a long way to go before such an air service can be developed, but it is obvious that the Cocos (Keeling) Islands are now on Garuda Indonesia’s mind. The Cooperative’s Gateway to Asia strategy focuses upon an air service from South East Asia.

Air Asia

The Cooperative’s Malaysian agents have begun initial discussions with Air Asia as to an airline service to the Cocos (Keeling) Islands, and possibly Christmas Island. . Air Asia’s CEO wishes to advance this proposal with the Cooperative, and is interested

in the Cooperative’s Gateway to Asia strategy. Air Asia’s CEO also controls the Tune Hotel op-erates eleven hotels in Malaysia, one hotel in India and one hotel in the UK. Like Garuda Indonesia, Air Asia, would require considerable effort to develop an airline service for the Cocos (Keeling) Islands and perhaps Christmas Island. The tourism industry on Cocos would require sufficient tourism numbers to justify such an airline service and the infrastructure to service such flights.

Fulton Hogan – Cocos Runway Project

Fulton Hogan have requested from the Cooperative an Island Liaison Officer for the Cocos Runway Project. This is the first ap-pointment of a worker for the Cocos Runway Project on the Cocos (Keeling) Islands. Water-efficient Appliances and Fixtures In your home, the appliances and fixtures that use most water will usually be the washing machine, dishwasher, shower and toilet. Water-efficient appliances and fixtures can save you a lot of water and money in the long term. You can also make a big difference to Australia's overall use of clean tap water. By 2021 Australians could save more than $1 billion on our water and energy bills just by using more water-efficient appliances and fixtures. More than a third of these savings will come from using more water efficient showerheads, another third from more efficient washing machines and over 20 per cent from water-efficient toilets. You could be making some big savings. For example water efficient showerheads can save around $100-$150 annually on household water bills. The reduction in hot water means less energy is needed for water heating, and can save up to $200 on energy bills depending on the type of water heating system you use. * Save up to two-thirds of the water you would usually use by replacing an old washing machine with a water efficient model. SS Save around 18 litres of water a minute in the shower by replacing an old inefficient showerhead with an efficient showerhead. SS Install low-flow taps or tap aerators to reduce your tap water use from 18 litres per minute to 2 litres per minute.

COCOS (KEELING) ISLANDS STRATEGIC PLAN – 2030 (March 2019)

“LAWA's IOTs Service is fully funded by the Australian Government”

The criminal offence of burglary I

These are short articles about legal issues that may interest you. They are not legal advice. You should always get individual le-gal advice for your situation.

This is the first of 2 articles about burglary. In this article we will talk about definitions, “aggravated” burglary and penalties. The next article will deal with mandatory imprisonment for 3 home burglaries and burglary being a serious offence for bail purposes.

What is burglary?

You are guilty of the offence of burglary if you:

• enter a place belonging to someone else

• without that person’s consent

• with an intent to commit an offence in the place, or you do commit an offence in the place.

What is “enter” a place?

You do not have to break anything, such as a window, or force a lock to gain entry, to be found guilty of burglary.

You are deemed to have entered, or to be in a place:

• as soon as any part of your body

• or any part of anything in your possession, or controlled by you is in the place. For eg, as soon as you put your arm, or a screwdriver, through an open window you have entered the place.

What is a “place?”

A place is defined and can be a structure, building, conveyance (vehicle) or tent or a part of any of these things. It can also be a conveyance (eg car, bus) that is no longer moveable. It can also be a place that is empty of property (eg an empty warehouse) or a place that is uninhabited from time to time (eg a flat that is empty 6 months of the year).

Place used for human habitation

The offence is more serious if the burglary occurs in a place normally used for human habitation (a dwelling). So burglaries that occur in homes are more serious.

Intent to commit an “offence”, or you do commit an “offence”

The offence can be any offence. Most often it is stealing. But it can be assault or threat, or any offence.

Burglary can be committed in aggravated circumstances (“aggravated burglary”)

The circumstances of aggravation are as follows:

a) Immediately before or during or after the offence you:

• are armed or pretend to be armed with a dangerous or offensive weapon or instrument

• have or pretend to have an explosive substance

• harm anyone

• threaten to harm anyone

• are in the company of one or more people (co-offenders)

• detain anyone (stop them going anywhere) OR

b) immediately before committing the offence you knew or ought to have known that there was someone in the place (other than a co-offender).

Penalties

Burglary can be dealt with by either the Magistrates or District Court (commonly called an “either way” offence). It can be dealt with by the Magistrates Court where:

• any property involved (eg stolen) does not exceed $50,000 in value and

• it is not committed in aggravated circumstances or

• the only circumstance of aggravation is that it was committed in company.

If the burglary’s only circumstance of aggravation is that it was committed in company, the maximum penalty is imprisonment for 3 years and $36,000 if the matter is dealt with by the Magistrates Court, and 20 years if dealt with by the District Court.

If the burglary is not aggravated at all, any property involved is $50,000 or less in value, but it occurred in a dwelling, the maxi-mum penalty is imprisonment for 3 years and $36,000 if the matter is dealt with by the Magistrates Court, and 18 years if dealt

with by the District Court. Otherwise if the burglary is not aggravated at all, any property involved is $50,000 or less in value and it did not occur in a dwelling, the maximum penalty is 2 years and $24,000 if dealt with by the Magistrates Court and 14 years if dealt with by the District Court.

Where burglary must be dealt with by the District Court

The offence of burglary must be dealt with by the District Court (“on indictment”) in these circumstances:

• Where the value of the property involved is over $50,000 in value. Eg computer equipment stolen is worth more than $50,000.

• Any aggravating circumstance apart from that the offender was in company of another or other co-offenders.

The maximum penalty for any aggravated burglary in the District Court is 20 years imprisonment.

For a burglary where the value of the property involved is over $50,000, but there are no aggravating circumstances:

• if committed in a dwelling, the maximum penalty is 18 years or

• if committed in a place, the maximum penalty is 14 years.

As you can see, burglary is regarded as a very serious offence, particularly if committed in aggravating circumstances, or when in a home.

Mouth Blisters—Causes & Cures In medical jargon, mouth blisters are termed as aphthous stomatitis. These blisters are ulcer like in their formation and growth. Painfulness is one of the symptoms.
