Consumer Protection Awards 2020 nominations are open!

Do you know someone who promotes consumer or tenancy rights and provides communi-ty support?

If you do, nominate them for the Consumer Protection Awards 2020.

The CP Awards recognise the efforts of individuals, groups, businesses, advocates, local government and the media in educating the community about their rights and obligations, as well as providing advice and assis-tance.

There’s a lot of hard work being done by various groups and individuals that could be recognised by these awards. Categories include the:

• Rona Okely Award – for an individual who has given their time, energy and experience for the better-ment of others;

• Richard (Dick) Fletcher Award – for a local government, non-government organisation or group of individuals for their services,

initiative or project;

• Kidsafe WA Award which focuses on promotion of product safety and injury prevention for children and acknowledges an individual, local government, non-government organisation, business or group of individuals; and

• Ruby Hutchison Award to acknowledge a journalist or media outlet for raising awareness and improv-ing understanding of consumer issues.

Nominations close at 5pm, Friday 29 November 2019, and the forms can be downloaded at www.dmirs.wa.gov.au/cp-awards.Winners will be announced at a luncheon function on Wednesday 18 March 2020. They will receive a cash prize and a trophy, with their names to be engraved on a perpetual shield.

The Australian government, in collaboration with the Department of Mines, Industry Regulation and Safety, provides consumer protection services to the IOTs.

COUNCIL ELECTIONS 2019: At the time of writing, we are gearing up for the Local Government Elections on Saturday 19 October. By the time this Atoll is published and distributed we will be in the midst of election day so I would like to take this opportunity to acknowledge all candidates for their interest in serving their community. Whatever the outcome, it is heartening to see people willing to give their time and expertise via this important role. Best wishes to you all. New Councillors will be sworn in at a Special Council Meeting on 23 October at which time Council will also elect a Shire President and Deputy Shire President.

It is also important to acknowledge and thank outgoing Councillors and this will be done more thoroughly in the next Atoll.

UNDIAN KONSEL 2019: Pada saat menulis, kami sedang bersiap untuk Undian Local Government pada hari Sabtu 19 Oktober. Pada saat Atoll ini keluarkan, kami akan berada di tengah hari pemilihan, jadi saya ingin menggunakan kesempatan ini untuk mengakui dan berterimah kasih kepada semua calon atas keminatan mereka dalam bertugas untuk masyarakat mereka. Apa pun hasilnya, ini sungguh menggembirakan melihat orang yang bersedia memberikan waktu dan keahlian mereka melalui tugas penting ini. Saya mengharapkan yang terbaik untuk anda semua. Memba konsel baru akan di resmikan pada Mitingan Istimewa Konsel pada tanggal 23 Oktober di mana memba konsel juga akan memilih seorang Shire President dan Wakil President Shire.

Yang jugak sanggat penting ialah ucapan terima kasih kepada Memba Konsel yang turun dan ini akan jugak dilakukan secara lebih menyeluruh di Atoll berikutnya.

REGIONAL DEVELOPMENT ORGANISATION: Along with other RDO members, Rik Soderlund and Levi Fowler, I attended the RDO Committee meeting and Annual General Meeting on Christmas Island last weekend. During this time, I also participated in a panel to assess tenders for the review of Tourism on the IOTs and a tourism sub-committee meeting. At the invitation of the RDO Chair and Administrator, Mrs Natasha Griggs, the Chair of Regional Development Australia Northern Territory and the Northern RDA Alliance, Mr Steven Edgington attended several of our meetings and presented on economic development initiatives at the Barkly Regional Council. Mr Edgington, who is also the Mayor of the Barkly Regional Council, also spent three days on Cocos and met with the Shire President and Deputy Shire President.

ORGANISASI REGIONAL DEVELOPMENT: Bersama dengan anggota RDO lainnya, Rik Soderlund, Levi Fowler dan saya telah menghadiri pertemuan RDO Committee meeting dan Annual General Meeting di Pulau Christmas minggu yang lalu. BUDGET 2019/20: Continuing our budget series and following on from the RDO update, we are pleased to advise that we have funds to partner with the RDO to develop an investment prospectus for Cocos (Keeling) Islands. The intent of the prospectus is to highlight and promote investment opportunities on Cocos. We will work with Council and the community in the development of this document to ensure it reflects community aspirations and the Maju Pula Kita vision. The prospectus will leverage from the RDO’s work on an IOTs prospectus and the Cocos CV. If you would like to know more about this project or want to be involved, please contact me to discuss it in more detail. STAFFING UPDATE: Congratulations to Thomas Battcher on being

successful in his application to work at the Shire in the Parks and

Gardens team. Thomas will bring his passion for horticulture and his

wealth of experience in the field to the role. Thomas will be focusing

on re-instating the public grounds around Oceania House, so they

are a welcoming and useable public space for the community to

enjoy. Thomas will also look after our Nursery and propagate plants

for re-vegetation projects and investigate and implement a

composting program for Home and West Islands.

BERITA PEKERJA: Taniah kepada Thomas Battcher yang telah

berhasil dalam aplikasi untuk bekerja di Shire bersama dengan tim

Perkas dan Kebun. Thomas akan membawa kesungguhannya untuk

hortikultur dan pengalamannya yang sanggat banyak ke posisi ini.

Thomas akan berfokus pada pembangunan kawasan umum di

sekitar Oceania House, supaya lebih menarik dan dapat digunakan

dan di nikmati oleh masyarakat. Thomas juga akan menjaga Nursery

kami dan menanam tanaman untuk projek penanaman kedepan dan

menyelidiki program ‘compost’ untuk Home Island dan Pulu Panjang.

MAJU PULU KITA MASTERPLAN: Sandy Point: The shelter at Sandy Point has been completed and looks great. When the sheets for the shed for storage of the beach wheelchair arrives we will commence construction on the shed. We are also delighted to be working with Lisa Moser, Steve Boase, and Nek Neng on the Jukong inspired public art for Sandy Point. Home Island School Fence: The fence at the front of the school on Home Island has also been completed and looks sensational. Another great partnership between the School and the Shire. Jalan Pantai: Jalan Pantai is a hive of activity at the moment with the resurfacing of the existing road which is progressing. We are also using this opportunity to finish the aprons at each boat ramp along the way. We are also constructing a shelter on the foreshore at the intersection of Jalan Pantai and Jalan Raya, which will be fitted with solar lighting. Truck Service: We are very lucky to have qualified mechanics working for the Shire. Here is one of our mechanics, Amal, carrying out the scheduled service on the Home Island rubbish truck.

MAJU PULU KITA MASTERPLAN: Ujung Gamam: Tempat berlin-

dung di ujung garam telah selesai dan kelihatan sangat bagus. Bila-

masa pekakas untuk rumah penyimpanan kursi roda pantai sampai,

kami akan memulai pembinaannya. Kami juga sanggat gembira untuk

bisa bekerja sama dengan Lisa Moser, Steve Boase, dan Nek Neng

membuat art umum yang di inspirasikan oleh jukung di Ujung Garam.

Pagar Sekolah Home Island: Pagar sekolah di Home Island juga

telah selesai, dan terlihat sangat baik sekali. Perkerjasama yang he-

bat antara Sekolah dan Shire.

Jalan Pantai: Jalan Panti adalah tempat yang banyak dikerjaan saat

ini dengan mempelapisan jalan yang sedang berjalan dengan baik.

Dimasa ini jugak kami menggunakan waktu ini untuk menyelesaikan

aprons untuk setiap ramp sekoci di sepanjang jalan. Kita juga sedang

membuat tempat perlindungan ditepi pantai dan persimpangan Jalan

Panti dan Jalan Raya yang akan disiapkan dengan lampu solar.

Serbis Truk: Kami sangat beruntung memiliki mekanik berkualifikasi yang bekerja untuk Shire. Ini salah satu mekanik kami, Amal, yang menjalankan serbis yang di jadwalkan dengan truk sampah Home Island.

These are a few items that I think may be of particular interest but we

are always willing to meet with members of the community who are

interested in knowing more about Shire activities.

KONGSI CONNECT Kongsi Connect is a project of the Cooperative which seeks to inform the community as to what is

happening in the Cooperative’s world.

BREAKING NEWS

Virgin Australia Contract with Cooperative After approximately 8 years of providing ground handling services to Virgin Australia, on September 27, 2019, Virgin Australia appointed CI Removal as their ground handlers for the Cocos (Keeling) Islands. The Cooperative in addition to the provision of ground handling services had provided full logistical support to Virgin when flights where cancelled, delayed or otherwise disrupted. These services included the provision of accommodation, catering, storage of passenger’s lug-gage, bus transport, ferry services and the provision of assistance to Virgin guests who had non-Virgin connecting flights. Although the Cooperative does not want to lose any contracts, the impact of the loss of the Virgin Australia contract upon the Cooperative is not financially significant. The audited financial statements of the Cooperative for the year ended, June 30m 2018, disclosed the revenue of the Cooperative as $9,262,984. The revenue from the ground handling contract for Virgin Australia was approximately $288,000, approxi-mately 3% of the Cooperative revenue . The Cooperative had invested heavily into the training of its ground handling and quest services employees, and it was disappointing that a number of these employees gave less than three days’ notice when they resigned. To those employees that remained with the Cooperative their loyalty is appreciated and will not be forgotten. The Cooperative will still continue to provide ground handling and guest services for aircraft operations. On Friday, October 4, 2019, it provid-ed such services for the Toll freighter, and on Monday, October 7, 2019, it will be providing ground handling services to Universal Aviation Australia.

Toll Global Express Toll Global Express who provide the two weekly air freighter service to the Cocos (Keeling) Islands have confirmed that they will retain the service of the Cooperative as their ground handlers for the Cocos (Keeling) Islands. Thank you Toll Global for your continued support of the Cooperative for ground handling. Virgin Australia Virgin Australia is planning to cut 750 head office and corporate roles to slash $75 million a year in costs, as it seeks to rebound from a $349 million full-year loss. The airline's new boss, Paul Scurrah, attributed the rapid descent in profits to subdued trading conditions in the second half of the financial year, combined with rising fuel and foreign exchange costs and increased operational costs. The airline is also engaging in a substantial cost-cutting program, with a back-office "simplification" to merge the corporate and operational functions of its domestic, regional and Tiger Air operations. Virgin is also reviewing its fleet, network and capacity levels in order to manage costs and meet weaker market demand. "We intend to further reduce flying across elements of our short-haul international and our domestic network to match our strategic positioning and the market conditions as well as to maximise route profitability," Mr Scurrah said. "This may involve potential withdrawals from certain markets which are uneconomical for us, however we will be reviewing all routes in detail." Chinese Film Group From October 1, 2019 to October 11, 2019, the Cocos Beach Resort of the Cooperative will be providing accommodation, catering and logistical support, to a film crew in excess of 41 persons, the majority who are Chinese, who will be involved in making a documentary of the Cocos (Keeling) Islands. The Cocos (Keeling) Islands, “The Islands that Time Forgot” will therefore receive a significant international exposure from their film. The Cooperative, with its Cocos Beach Resort, as the largest accommodation provider on the Cocos (Keeling) Islands, is well placed to service any tourism growth that may flow from this film.

WA Government and Muslim Friendly Tourism Guide

The Cooperative is actively working on Muslim Friendly Tourism as part of its Gateway to Asia strategy. In is well aware of what is happening in Western Australia. in relation to the promotion of Muslim Friendly Tourism. The Cooperative’s Gateway to Asia strategy was developed before the WA Government began its promotional campaigns. Wednesday, 10 July 2019 Officially launched by Tourism Minister Paul Papalia in Malaysia, the guide promotes Western Australia as a Muslim-friendly travel destination, providing information about halal food and mosque locations as well as an overview of the many attractions WA has to offer.

• New Tourism WA Muslim Guide to Western Australia officially launched in Malaysia

• Guide to help Muslim visitors plan ideal WA holiday

• Exploring the State on a road trip included in guide The guide will be distributed to agencies across Malaysia that promote Western Australia. Popular Malaysian actor and social influencer Elfira Loy, who has more than four million social media followers, worked with Tourism Western Australia to produce the guide and shared her holiday experiences at the launch event. AirAsia and WA Government While AirAsia is a low-cost airline, it has over 130 routes in its mostly regional network. The Group has airlines in a number of ASEAN countries and Japan. Air Asia X is their international airline. Western Australia is in the same, or similar time zone to most of their destinations and travellers through Kuala Lumpur can easily transfer via their fly-thru option. In their statement issued 3rd July 2019, the airline identified plans to carry more holidaymakers to Western Australia. The AU$1 million fund-ing is part of the Western Australian State Government’s A$12 million International Marketing fund. The signing follows the successful launch of Tourism Western Australia’s Muslim Travel Guide. The guide features stunning road trip routes, itineraries, must-visit attractions, restaurants and Muslim-friendly facilities in the State. The Cooperative has begun, through GPTD, its agent in Malaysia, a dialogue with Air Asia to provide an air service from Kuala Lumpur, Malaysia, to the Cocos (Keeling) Islands as part of its Gateway to Asia strategy. Very early days yet, but with the upgrade of the Cocos Runway, this will happen as Muslim Friendly Tourism develops. The Cooperative is well placed to provide a range of services for the inflow of tourists from Malaysia, from accommodation to aircraft ground handling services.

Governor General Visits Perth Mosque

How times have changed! Governor-General David Hurley has defended the role of Islam in Australian society and champ­ioned the importance of “faith in people’s lives” amid a national debat-e on religious freedom protections. The former defence force chief, sworn in as Governor-General on July 1, told Islamic leaders at the Perth mosque that he held “enormous respect for Islam” and its contribution to the nation. Mr Hurley, a devout Christian, delivered the speech on the weekend in front of an audience including Australian Federation of Islamic Coun-cils president Rateb Jneid, federal Labor MP Anne Aly and former Labor MP Gary Gray. Such changes in attitudes support the Cooperative’s Gateway to Asia Strategy for Muslim Friendly Tourism

VISITORS Warren Snowdon Visit Warren Snowdon, member for Lingiari, and his Electoral Officer, visited the Cocos (Keeling) Islands recently. Warren is Shadow Assistant Minister for Indigenous Australians, Shadow Assistant Minister for Northern Australia, Shadow Assistant Minister for External Territories.

GATEWAY TO ASIA As part of the Cooperative’s Gateway to Asia strategy it has entered into memorandums of understanding (MOUs) with Malaysian organisations to assist it with developing education, training, research, tourism, aqua business and purchasing from Malaysia. These form part of the Cooperative’s 5-year strategy to make the Cocos (Keeling) Islands, Australia’s first Muslim Friendly tourism destination, and as an aqua culture supplier for Malaysia and Singapore. Malaysia is now the second-biggest source of tourists to WA, behind only Britain. According to Tourism WA chief executive Gwyn Dolphin, most new visitors came to WA purely for a holiday. The WA Government’s actions support the Cooperative’s Gateway to Asia strategy, for it seeks, like the Cooperative to develop Muslim Friendly Tourism for Western Australia. Some of the initiative taken by the WA Government include:-

• New Tourism WA Muslim Guide to Western Australia officially launched in Malaysia

• Guide to help Muslim visitors plan ideal WA holiday

• Exploring the State on a road trip included in guide

• Muslim Guide to Studying in Perth

• Marketing agreement with Air Asia

The time has come to support Gateway to Asia as a pathway to the future. Focus on MOUs: Selayang Community College The Cooperative has an agreement, through GPTD their agents in Malaysia, with Selayang Community College. Selayang Community College has on two occasion sent trainers to the Cocos (Keeling) Islands to work with Cooperative employees. These have been in the areas of Hotel Management and Restaurant Operations. Selayang Community College offer two-year courses in Hotel Operations and Restaurant Operations. The Cooperative’s Winds of Change Sub Committee will shortly be providing more information on this alternative. Why not invest in a future? WORKPLACE, HEATH AND SAFETY Score Card For September 2019 there no reportable incidents with the Cooperative workforce. No loss time due to reportable incidents. Focus October 2019 will see the Cooperative focusing upon the protection of hands in the workplace. Why is Hand Protection needed in the workplace? In the workplace, hands and fingers can get caught, jammed, pinched and even crushed in machinery. Sharp tools can lacerate, tear and jab the skin. Along with this, hands and fingers come in contact with many chemicals and solvents. Flammable liquids and acids cause burns and injuries. All of these safety hazards make the need for good hand protection (safety gloves) absolutely necessary.

KONGSI CONNECT Kongsi Connect adalah projek Kongsi yang bertujuan untuk memberi keterangan kepada masyarakat

tentang apa yang sedang berlaku di dunia Kongsi.

BERITA BARU

Kontrak Virgin Australia dengan Kongsi Setelah sekitar 8 tahun memberikan serbis ground handling kepada Virgin Australia, pada 27 September 2019, Virgin Australia telah melantik CI Removals sebagai ground handlers mereka untuk Pulu Cocos (Keeling). Kongsi di samping penyediaan serbis penerbangan ground handling telah memberikan sokongan logistik penuh kepada Virgin dimasa penerbangan di mana dibatalkan, ditunda atau terganggu. Serbis-serbis ini termasuk penyediaan tempat tinggal, katering, penyimpanan barang-barang penumpang, transport bus, serbis ferry, dan penyediaan bantuan untuk para tamu Virgin yang memiliki penerbangan yang tidak terhubung dengan Virgin. Meskipun Kongsi tidak ingin kehilangan kontrak apa pun, hasil kerugian daripada kontrak Virgin Australia pada Kongsi tidak besar dalam segi keuwangan. Statement keuwangan Kongsi yang di audit untuk tahun yang berakhir pada 30 June 2018, menyatakan pendapatan Kongsi sebagai $9,262,984. Kerajaan WA dan Panduan Pelancongan Sesuai-Muslim Kongsi secara aktif bekerja pada Muslim Friendly Tourism sebagaian dari strategi Gateway to Asia. Community Update Pulu Keeling National Park

Update on the blue tailed skink release on Pulu Blan It has been 5 weeks since the successful conservation translocation of close to 300 of the Christmas Island en-demic blue-tailed skinks (Cryptoblepharus egeriae), on to Pulu Blan. 150 of the animals released made the long journey from the captive breeding facility at Taronga Zoo in Sydney and were joined by 150 captive-bred animals from Christmas Island the following week. It was a very rewarding experience for the team involved on the day, which included Brendan Tiernan and Kent Retallick from Christmas Island National Park, Trish Flores and Siddiq Juljali from Pulu Keeling National Park, Dean Purcell from Taronga Conservation Society, Andrea Selvey Shire of Cocos CEO, Haji Zaitol (Nek Fifi) and his family and Kristen Schubert from the University of Western Australia. Since their release, Kristen has been monitoring the survival of the Critically Endangered blue-tailed skinks on Pulu Blan as part of her Master of Research. The skinks appear to be in good condition, and are already showing signs of breeding! They have also been seen foraging and eating, interacting with one another and basking in the morn-ing sun. Kristen has been surveying the skinks over the past week to get an estimation of their survival and is get-ting good results so far, suggesting the high rates of survivorship. Kristen will also be looking at how the skinks dis-perse across the island and the type of habitats they occupy to learn more about the species for managing future releases. If you would like to visit the skinks on Pulu Blan, we gently request you check your boat before you arrive to en-sure rats, wasps, geckoes or other unwanted pests are not brought to Pulu Blan. Keeping these pests off Pulu Blan (and Pulu Blan Madar) is critical to the survival of the blue tailed skinks. To increase your chance of seeing the skinks, visit on a sunny morning and look in the open coconut forest in the centre of the island. Please mind where you step as they may be hidden in the leaf litter as well as on the sunlit coconut trunks. Thank you for your cooper-ation.

• Check your boat and bags before arriving on Pulu Blan for any rats, geckos, wasps or other un-

wanted pests.

• It is critical for the survival of the blue-tailed skinks to keep these pests off Pulu Blan and Pulu

Blan Madar.

• Mind your step as the blue-tailed skink may be hiding in the leaf litter.

• Please don’t attempt to catch the blue-tailed skinks.

• Please report any signs of rats on Pulu Blan and Pulu Blan Madar to Parks Australia on 9162

Keeping cool indoors Here’s some other tips for staying cooler indoors wi thout a i r conditioning:

• The use of ceiling and pedestal fans while on its own doesn't reduce temperature, the movement of air over your skin evapo ra tes pe rsp i ra t ion causing a cooling effect-making the temperature feel up to 8 degrees cooler.

• Gaps around doors and windows should be sealed to prevent hot air entering.

• All electrical appliances generate heat; particularly refrigerators and TV’s. plasma screens in particular are known to create a great deal of heat.

• If you’re not watching the TV, switch it off. Do not have the refrigerator door open for extended periods and don’t overload it. Turn off any appliance at the wall you’re not using (this will also reduce standby power consumption).

• Switch from incandescent bulbs to LED or Compact Fluorescent Lamps (CFL’s) as 80% - 90% of the energy consumed by incandescent lighting is wasted through heat.

• Try to confine physical activity to the early hours of the day or late in the evening.

• Try to prepare foods that require the least amount of cooking as possible and use a microwave where you can. Ensure your range hood exhaust fan is on while cooking.

• Wear clothing that breathes, such as cotton. Avoid wearing shoes as our feet are also designed to be efficient heat exchangers.

• Curtains and shades should be a light colour and of heavy material to help reflect/block the heat.

• Keep rooms you don’t use often closed off.

• Plant trees around your house to provide a shade buffer between the sun and your walls.

• Discourage family from coming in and out of the house excessively. Each time the door is opened, a substantial blast of hot air will follow.

• Drink plenty of fluids, but steer clear if alcohol and sugar laden drinks.
