DISCUSSION: World leaders are digitalizing all the key industries, including the electrical energy sector. Integration of data and communicative digital technologies with other activities changes traditional business models and switches the electrical energy sector to a new logic of relations. In the digitalization setting, multiple companies with the minimal hierarchy and organisational mobility, facilitating the use of digital transformation benefits, become dynamically involved into industrial relations. Some of the competences are transferred from vertical structures to participants of horizontal communications, who get more complete and true information on joint making of products. Russia has accepted the program and the “Digital Economics of the Russian Federation road-map,” approved by Decree of the Government of the Russian Federation dated July 28, 2017, No. 1632-р. The objective of the program is to ensure by 2024 systematic development and introduction of digital technologies in all the spheres of life. Digital economics is featured in the program with the following three levels:
Markets and sectors of economics (as business segments) where certain
parties (suppliers and consumers of goods, works and services) interact;
Platforms and technologies, forming competences for development of markets and sectors of economics (as business segments);
Statutory regulation, information infrastructure, human resources, information security

DISCUSSION: The issue of waste handling today is as pressing as ever. However, the market of solid domestic wastes treatment in Russia is rather juvenile. Primary methods of waste handling haven’t changed in Russia for the last 40 to 50 years: burial, burning, partial treatment. In general, waste is buried at special dumping grounds. No leachates or landfill gases are collected there, which seriously threatens the surrounding grounds. Since January 1, 2019, a new system of solid domestic wastes collection and treatment is being put into action.
How solid domestic wastes will be collected and processed?
Is there any alternative to waste burning plants? – What ecological and economically efficient technologies exist and are applied today?
What obstacles are there and what is required to turn to modern systems of waste treatment?
10:00-13:00
PANEL DISCUSSION DECENTRALIZED HEAT SUPPLY: AN EXPERIMENT OR A NECESSITY?
ORGANISERS:
Federal State Independent Entity of Advanced Training St. Petersburg Energy Institution of Advanced Training
ExpoForum International
9
DISCUSSION: By 80% Russia’s municipal fund is heat supplied from a centralized heat supply source. However, operation of heat networks is associated with losses caused by external cooling and leakages. Moreover, it is necessary to consider losses associated with pumping of the heat carrier and services on chemical water treatment. The reason of high losses in heat supply is deterioration of equipment within centralized heat supply systems and heating networks. Unlike centralized systems, decentralized heat supply systems are easier to adjust for contract facilities, and there are no heat losses during the heat carrier transportation. Just like any other process solution, decentralization has its advantages, but their direct application without considering the decentralization specifics will deprive them of all the rationality and withdraw all the practical advantages. Moreover, spontaneous introduction of independent sources can significantly damage the existing urban infrastructures. How the installation of decentralized heat supply systems is regulated? Can independent heat supply be considered as an implicit alternative to centralized heat supply?
