My dear fellow exporters,

The engineering exports for the month of July’ 2012 continued to be in the negativeterritory and as a result April-July 2012 exports of engineering goods trail April-July2011 by 11 per cent indicating that more engineering sectors have been affected bythe slowdown in global trade.

It is time that the Government takes some forceful steps to make Indian engineeringexports competitive so that it can survive on the global markets at a time marginsare under pressure.

EEPC India is pleased to announce organizing India Pavilion at The BIG 5 2012 and PMV 2012 in Dubai World TradeCentre, Dubai during 5th – 8th November, 2012 and invites participation from members.

INDIA - GCC (Gulf Cooperation Council) Relation

The GCC countries, namely Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and UAE, are moving ahead with their economicintegration efforts and offer tremendous potential for cooperation in trade, investment, energy, manpower etc. The Gulfregion has historical, political, economic, strategic and cultural significance for India. India has traditional and friendlyrelation with all GCC member states. With a bilateral trade estimated at USD 145 billion during 2011-12, GCC is now ourlargest trading partner in the world.

The Gulf countries provide an excellent market potential for India’s manufactured goods and services, especially in projectservices exports. The trade and investment flows between the two have increased substantially. There has been intensificationof high-level interactions. Increasing number of Agreements and MoUs have been signed in last few years in wide ranging areas.

Export of engineering items to GCC region during the period 2010-2011 stood at US$ 8194.53 million compared with US$4014.08 million during the same period of the previous year, registering an overall growth of 104.14 per cent.

UAE holds special significance for India. UAE is India’s top trading partner in the whole of West Asia and North Africanregion, representing nearly 42.50% of India’s exports to the GCC countries. Indian exports to the UAE account forapproximately 7% of its global engineering exports.

About The Big 5 & PMV

The Big 5 is the largest trade exhibition in the Middle East for construction products and materials and offers a uniqueplatform for international buyers to interact with local entrepreneurs.

Selection CriteriaSince limited space is available, selection of participation will be done strictly on first-come, first-served basis. Finalselection of the participants will be done by EEPC INDIA based on the criteria such as Accreditation to the InternationalStandards (like ISO, QS, etc.), foreign collaboration, annual exports etc.

Travel and Hotel AccommodationEEPC India will assist participants in locating suitable airlines and hotels in Dubai, UAE at negotiated rates throughaccredited Travel Agents. However, participants are free to make their own travel/hotel arrangements.

VisaEEPC India will issue recommendation letters in favour of the representatives of the participating Indian companies in theexhibition for issuance of visa for the Show. However, EEPC India will not give any guarantee to this effect, as this is thesole discretion of the Embassy of United Arab Emirates in India.

Benefit of the member-exportersEEPC India is organizing this event under the MAI Scheme of Ministry of Commerce & Industry, Government of India.Therefore no MDA grant would be available. The rates mentioned above are highly subsidized as per MAI Scheme ofGovernment of India.

EEPC India Invites Participation forIndia Pavilion at METALEX Vietnam 2012, Ho Chi Minh City, Vietnam

(4-6 October, 2012)

Vietnam has emerged as one of the most potential destinations in SE Asian region for doing business. The country hasachieved about 6% GDP growth in 2011 in spite of financial recession in many countries particularly in Europe which iscommendable. The economy positively grew in the first five months of 2012 as solutions for curbing inflation and stabilizingmacro-economy are taking effect. Positive signals included the sharp decrease of consumer price index (CPI) which onlyincreased 0.18% in May, interest rate reduction, better liquidity, stable exchange rate, and rising foreign currency reserve.

Vietnam’s global trade has increased from US$ 155 billion in 2010 to US$ 201 billion in 2011. The bilateral trade betweenIndia and Vietnam has increased significantly to US$ 3900 million approx. in 2011 from US$ 2753 million approx in 2010.There has been serious impact on the growth in bilateral trade particularly after signing India ASEAN FTA in 2009 whichwas made effective from 1st January, 2010. Indian engineering exports to Vietnam have achieved three-fold increaseduring 2010-11 as compared to corresponding previous year.

Nearly 13,670 valid foreign direct investment (FDI) projects have operated in Vietnam by mid-December with a totalregistered capital of US$ 198 billion. India has 62 projects of investments in Vietnam with total registered capital of US$234.26 million, ranking 27th among countries and territories which have investment in Vietnam. During 2011, India has 13fresh projects with total registered capital of US$ 13 million.

With this objective in view, EEPC INDIA has decided to organize India’s participation at METALEX Vietnam 2012 (The 6thInternational Machine Tools and Metalworking Technology Exhibition), Ho Chi Minh City, Vietnam and putting up an IndiaPavilion which would provide an ideal platform to the Indian business community in the engineering sector to interact witha cross-section of business visitors not only from ASEAN but also other countries in the world. It is expected that around500 exhibitors from 25 countries will participate in the 2012 edition and 10,000 quality buyers from all over the world willconverge in the Show. In the last edition 10,578 visitors visited in the Show.

METALEX Vietnam will be co-located with NEPCON Vietnam, Vietnam’s only exhibition on assembly, measurement andtesting technologies for the electronics manufacturing industry, a part of world-renowned NEPCON series of event, soexhibitors will benefit from the synchronization of the two shows by seeing more technologies and seeing more people.

Selection CriteriaSelection of participants will be done after receiving full payment strictly on first-come, first-served basis.

MDA EntitlementsAll eligible participants will be entitled to MDA grant under Focus ASEAN+2 Programme of Ministry of Commerce &Industry, Government of India as per the MDA Guidelines effective from April 01, 2006.

Assistance would be permissible on travel expenses by Air in Economy Excursion Class fare and/or charges of built upfurnished stall subject to an upper ceiling of Rs. 1,50,000/- (Rupees One Lakh Fifty Thousand only).

Further, eligibility for MDA grant is subject to exporting companies having FOB value of exports up to Rs. 15 crores in thepreceding year, having complete 12 months membership with EEPC India with regular filing of returns and fulfilling otherconditions, details of which can be obtained from respective Regional Offices of EEPC India.

Trade PolicyThe Czech Republic’s trade policy is the same as that ofother members of the European Union. The common EUweighted average tariff rate was 1.2 percent in 2009.However, the EU has high or escalating tariffs foragricultural and manufacturing products, and its MFN tariffcode is complex. Non-tariff barriers reflected in EU andCzech policy include agricultural and manufacturingsubsidies, quotas, import restrictions and bans for somegoods and services, market access restrictions in someservices sectors, non-transparent and restrictive regulationsand standards, and inconsistent regulatory and customsadministration among EU members. Services marketrestrictions exceed EU policy, and non-transparentgovernment procurement and the enforcement of intellectual

property rights remain problematic. Ten points werededucted from the Czech Republic’s trade freedom scoreto account for non-tariff barriers.

Fiscal Burden

The Czech Republic has relatively low tax rates. The flatincome tax rate is 15 percent, and the top corporate tax ratehas been reduced from 20 percent to 19 percent. Othertaxes include a value-added tax (VAT), a real estate transfertax, and an inheritance tax on non-family recipients. In themost recent year, overall tax revenue as a percentage ofGDP was 36.2 percent.

Government InterventionThe government is critically involved in the economy,particularly in social programmes. In the most recent year,total government expenditures, including consumption andtransfer payments, held steady at 42.9 percent of GDP. Thegovernment has sold its remaining stakes in atelecommunications company and a petrochemicals refiner.The overall fiscal deficit is 6 percent, and public debt is 60percent.

Foreign InvestmentLegally, foreign and domestic investors are treatedidentically. The government screens foreign investmentprojects in banking, insurance, and defence, where the stateis a partner. Slow legislative and judicial reform, unevencontract enforcement, bureaucracy, and corruption areobstacles to foreign investment. Most major state-ownedcompanies have been privatized with foreign participation.There are no restrictions on payments or current transfers,and residents and non-residents may hold foreign exchangeaccounts. Branches or offices of foreign companies maybuy local real estate, except for farmland or woodland.

RegulationDespite improvements, regulatory bottlenecks and lack oftransparency remain burdensome. Licensing andbankruptcy processes are lengthy and costly.

Economic IndicatorsThe Czech Republic’s economy is one of the mostdeveloped in Central and Eastern Europe. After experiencinga sharp drop in 2009 (-4.2%) due to the global recession,the country resumed growth in 2010 (2%). However, therewas again a slowdown in 2011 (1.7%) and the situationshould deteriorate further in 2012 (around 0.2%) due to thedifficulties faced by the country’s trading partners in theeurozone. The country’s economic growth is stronglyinfluenced by the demand of exports and the FDI inflow.

Despite the new worsening of the economic climate, thegovernment intends to continue the austerity measuresaimed at fiscal consolidation. New budget cuts wereannounced in January to bring the budget deficit below 3%of GDP by 2013, with the idea of meeting the Maastrichtcriteria. A reform of the health system and pensions is alsoplanned. The long-term goal is to make the Czech Republicone of the world’s twenty most competitive economies by2020, developing infrastructure, strengthening institutionsand governance, reforming the education sector, increasinglabour market flexibility and improving the business climate.Export diversification is also part of the strategy.

The unemployment rate, which has increased under theeffect of the global crisis, remains at around 7% of the activepopulation.

Main Sectors of Industry

The agricultural sector went through a serious crisis in the90s and, even today, it is still heavily subsidized. Itgenerates approximately 2% of the country’s GNP andemploys more than 3% of the active population. The mainagricultural products are sugar beets, potatoes, wheat,barley and hops.

The production sector is mostly private, it accounts foralmost 40% of the GNP and employs 40% of the activepopulation. The growth at the level of performance wasparallel to the increase in manpower’s productivity. One ofthe main manufacturing sectors is the auto industry, withSkoda (Volkswagen company). Foreign investors such asToyota and PSA also started producing cars in the CzechRepublic since 2005. However, this sector has now reacheda saturation point. Nearly 10,000 jobs were eliminated in2009 because of the international crisis. The textile sectoris becoming very dynamic.

Services contribute to 60% of the GDP and employ morethan half of the active population. The tourism sector isbooming, thanks to the city of Prague, in particular, whichis a very attractive tourist center.

Tax Rates : Consumption Taxes

Nature of the Tax : Value added tax (VAT)

Tax Rate : 20%.

Reduced Tax Rate : 14% of VAT on food, books, special healthcare products.

Other Consumption Taxes : Excise taxes are also perceived (on tobaccos, oil productions, beer, winesand liqueurs), applied according to the type and the quantities of products.They are payable under 10 days after announcement of Customs. Energytax on supplies of electricity, natural and other gases, and solid fuels areeffective since January 2008.

Corporate Taxes

Company Tax : 19%

Tax Rate For Foreign Companies : All Czech tax residents are subject to these taxes on their worldwideincome and capital gains, while Czech tax nonresidents are taxed onlyon their income from Czech sources.

The tax residency of a legal entity is its seat or place of effectivemanagement in the Czech Republic.

Capital Gains Taxation : Capital gains are taxed at the normal corporate income tax rate.
