    preparing for the review with your committee in February.

    Also, and very importantly, I would like to process the additional $450,000 at that same time. I think you havemy earlier e-mail. My wife and I will guarantee that. Given that, I dont think you will be incurring any risk.Furthermore, as pointed out and I think Ben will be getting back to you, our latest cash flow numbers show that$450,000 as being vital to carrying us through to the point where we believe Federalization funds will beavailable.

    gettheFreedomCenterclosertofederalizationwhichultimatelyisourbestshotatattainingculturefromthefacilityfor

    the

    However,

    that

    being

    said

    there

    remains

    a

    risk

    that

    the

    Freedom

    centers

    cash

    will

    not

    be

    sufficienttogetthemtofederalizationevenwithourfunding(despiteBensreassurances). InorderfortheplanasIunderstandit

    toworkthenewDevelopmentDirectorwillhavetobeassuccessfulinfundraisingasisindicatedbythe levelBen

    projects,(whichissomewhatofadeviationtothesuccessfulfundraisingstrategytheyhavebeenemploying),thepro

    bonolobbyistwillhavetobesuccessfulwiththefederalization,andthedecreasedcashoutflowswillhavetobe

    attained. BenhasindicatedDonMurphywilltaketheissueupofthisriskdirectlywithyou. Ultimately,Iwouldlikethe

    FreedomCentertoacknowledgetheircashprojectionisnotfailsafeandtheyshouldbeaddressingthepossibleimpact

    ofnegativecashbeforefederalization. IfDoncouldsatisfyyouandtheCommissiononthispoint Ithinkwecould

    recommendtotheCommissiontogoforwardwiththeapproval. IfyoufeelweneedaboardapprovedplanIwould

    As for estimating security cost, I would offer up that the systems be setup to automaticallycontact either the local police or fire station or simply keep Guardsmark on call for anautomatic notification from the system, which would limit the cost to actual time needed,Currently we pay an average of $18 per hour for Guardsmark Security Services. If deemed

    necessary a guard could be kept at the console 24/7, we currently only have 24 hour coveragesix days a week.. I would estimate 24/7 service at a cost of $79,000 (365 days X 24 Hours x .5

    X $18 per hour). Please let me know if you have any other questions.

    As for estimating security cost, I would offer up that the systems be setup to automaticallycontact either the local police or fire station or simply keep Guardsmark on call for anautomatic notification from the system, which would limit the cost to actual time needed,Currently we pay an average of $18 per hour for Guardsmark Security Services. If deemed

    necessary a guard could be kept at the console 24/7, we currently only have 24 hour coveragesix days a week.. I would estimate 24/7 service at a cost of $79,000 (365 days X 24 Hours x .5X $18 per hour). Please let me know if you have any other questions.
