PAUL CELL Paul Cell is the Second Vice President of the International Association of Chiefs of Police

Chief Paul Cell began his law enforcement career in 1980, and has served as the chief of police at the Montclair State University Police Department in New Jersey since 2001. Chief Cell is a member and past president of the New Jersey State Association of Chiefs of Police (NJSACOP) and chairman of the New Jersey Police Chiefs Foundation. He continues to serve as the NJSACOP International Executive Law Enforcement Liaison and chair of the Critical Incident Response Committee. In 2013, Chief Cell was appointed as an Executive Committee Member of the IACP.

Chief Cell is a graduate of the FBI National Academy, FBI LEEDS, and the IACP National Law Enforcement Leadership and Institute on Violence Against Women. He has also worked and trained internationally through programs with the South African Police Services, the Royal Canadian Mounted Police, the Ontario Police Chiefs, and at the International College of Policing at Bramshill, England.

Chief Cell is a co-author and editor of the textbook Creating Comprehensive Campus Sexual Assault Response Teams, and he serves on the working groups of the New Jersey Governor's Advisory Council Against Sexual Violence and the New Jersey Homeland Security Emergency Services. In addition, he was appointed to the advisory boards for the Clery Center and the Civic Research Institute Quarterly Review.

ROSS LODER Ross Loder began his career with the Iowa Department of Public Safety in April 2005. Prior to joining the Iowa Department of Public Safety, ross served as Deputy Director of the Tennessee Municipal League, where he had worked since 1999. Throughout his tenure at the Tennessee Municipal League, Ross was involved in numerous legislatives initiatives related to law enforcement, fire, protection, codes enforcement, and emergency communications.

Prior to joining the Tennessee Municipal league, Ross served for three years as Senior Research Associate with the Tennessee Advisory Commission on Intergovernmental Relations, an independent research agency that advises the state legislature and others on a broad array of complex policy problems involving state, county, city and special purpose governments.

Ross received his Masters of Public Policy degree from Vanderbilt University and his Bachelor of Arts degree from the University of Missouri, where he majored in Political Science and Sociology.

PAUL D. PATE Paul D. Pate of Cedar Rapids was elected to serve as the thirty-second Iowa Secretary of State. A recognized business leader by the Small Business Administration, Pate is the owner of a paving construction firm and was recognized as a Patriotic Employer by the National Committee for Employer Support of the Guard and Reserve. Pate also served two terms as Mayor of Cedar Rapids from 2002 –2006. While Mayor, Pate was elected President of the non-partisan Iowa League of Cities representing over 870 municipalities. He previously served with Governor Branstad as Iowa Secretary of State from 1995-1999. Paul was elected twice to the Iowa State Senate representing NE Cedar Rapids, Marion and parts of Linn, Buchanan and Delaware Counties from 1989-1995. He is a lifelong Iowa resident, born in Ottumwa, growing up in Linn County. His family includes his wife Jane, three children and five grandchildren who all reside in Iowa.

Melanie Shellenberger Melanie Shellenberger is the Program Administrator for the Safe at Home program. She oversees daily operation of the program as well as raises awareness of Safe at Home through statewide outreach.

DIANNE BERNHARD Dianne Bernhard is the Executive Director of Concerns of Police Survivors (C.O.P.S.). She retired from the Columbia Missouri Police Department as the Deputy Chief after 21 years of service. During her tenure she spent time in Patrol, Investigations, Bike Patrol, the Mounted Team and the Community Action Team, eventually working her way through the ranks of the department. She concluded her career being responsible for overseeing all operations of the Police Department and the budget of the department. Director Bernhard became familiar with C.O.P.S. after one of her co-workers was killed in the line of duty. C.O.P.S. provided excellent support to the officer’s family and the police department and Director Bernhard was honored to become a part of this organization dedicated to the survivors of officers who die in the line of duty. Director Bernhard received her Bachelor’s Degree in Justice Systems from Truman State University and has a Master of Science Degree in Public Administration from the University of Missouri.

KEN WALLENTINE Ken Wallentine is Vice President and Senior Legal Advisor for Lexipol, the nation’s leading provider of public safety risk management policies and resources. Ken is the former Chief of Law Enforcement for the Utah Attorney General, having served over three decades in public safety before his recent retirement. He continues his public safety service as the Chairman of the Peace Officer Merit Commission of Greater Salt Lake County. Ken formerly served as Bureau Chief of the POST Investigations Bureau and as Administrative Counsel for Utah Department of Public Safety. He consults on use of force issues nationally and has served as an expert witness in a number of police shootings and deaths associated with electronic control devices. A law enforcement officer since 1982, he has been editor-in-chief of a prestigious law journal, law professor, practicing public attorney and municipal judge. In 2010, Governor Gary Herbert selected Chief Wallentine for the Governor’s Award of Excellence for Outstanding Public Service.

As a prosecutor, he led the team that founded the nation’s first rural Drug Court. Ken Wallentine served as Chief Deputy County Attorney and has served several times on the adjunct faculty of the National Advocacy Center at the University of South Carolina. Ken Wallentine is a Master of the Inns and Past-President of America’s first Inn of Court. His prosecution responsibilities included sex crimes against children, violent crimes and homicides. He has served as the Special Prosecutor in a number of challenging cases, including the murder of a fellow chief of police.

Chief Wallentine was a founding member of the Utah Law Enforcement Memorial Foundation and now serves on its Board of Directors. He is the Past-President of the Utah Peace Officers Association. He is a featured writer in law enforcement journals, including Police Chief, POLICE, Utah Peace Officer, The Municipal Lawyer, and The Prosecutor. He is the editor of the national criminal procedure newsletter, Xiphos, and a regular columnist for PoliceOne.com.

Ken’s deskbook on criminal procedure, Street Legal: A Guide for Police, Prosecutors & Defenders, was published by the American Bar Association Publishing Company and is widely used in law schools and criminal justice programs. ROXANN RYAN Roxann Ryan has been appointed as the Commissioner of the Iowa Department of Public Safety. She joined the Department in 2006 and most recently served as a lawyer for the Department, after serving as a criminal intelligence analyst in the Department.

Before joining the Department, she was a full-time professor of criminal justice, an Assistant Attorney General and Deputy Attorney General. She teaches as an adjunct professor at Drake Law School and Simpson College.

She is a graduate of Iowa State University (1977), the University of Iowa College of Law (1980), and the University of Nebraska (1998), where she earned her Ph.D. in Criminal Justice.

GARY B. COFFEY Gary B. Coffey is a Supervisory Special Agent (SSA) for the Federal Bureau of Investigation (FBI) Counterterrorism Squad 2 (CT2) in Boston, Massachusetts (MA). He is responsible for all Domestic Terrorism investigations in the Boston Division’s area of responsibility to include Massachusetts, Maine, New Hampshire, and Rhode Island. SSA Coffey also supervises the Bomb Technician and Weapons of Mass Destruction Programs, the Evidence and Hazardous Materials Response Teams, and is the Special Events and Crisis Management Coordinator.

SSA Coffey was previously assigned to the Inspection Division in Washington, D.C., as an Assistant Inspector, and was Acting Section Chief of the Internal Investigations Unit. While assigned to Headquarters, SSA Coffey was a member of the FBI Shooting Incident Response Team. Prior to his management responsibilities, SSA Coffey was Coordinator for the North Shore Gang Task Force in Methuen, MA, Training Coordinator, and a Hostage Negotiator.

Upon completion of the FBI Academy in Quantico, Virginia, in 1997, SSA Coffey was first assigned to the Louisville Division of the FBI. Prior to service with the FBI, SSA Coffey was a police officer in Massachusetts for ten years.

CEDAR RAPIDS SAFE STREETS

Award Recipients: Officer John O’Brien, Cedar Rapids Police Department; Special Agent Timothy Hunt, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF); Special Agent Thomas Reinwart, Federal Bureau of Investigation (FBI).

Through the efforts of the Cedar Rapids Safe Streets Initiative, law enforcements were able to successfully identify and prosecute the worst violent offenders in Cedar Rapids. This would not have been possible without their willingness to work closely with other local and federal agencies across state lines.

In a concerted, proactive, long-term effort, the Cedar Rapids Safe Streets initiative utilized the expertise of multiple agencies, prized information sharing, and targeted the most violent actors in the community. The results significantly enhanced the safety of entire neighborhoods. An example is the successful investigation, prosecution, and conviction of Kendan Fonville, a/k/a “Fudd” who was responsible for multiple shootings throughout the Cedar Rapids metro area. In 2012, Fudd assaulted a woman with a bottle, knocking her unconscious, and then fired a weapon into the air in the middle of a residential area of the city. Fudd was sentenced to the maximum 15 years in federal prison allowed by statute. Overall, in a single year this initiative resulted in the indictment of 10 individuals with 7 convicted and sentenced for a total of more than 44 years thus far.

This effort serves as a prime example of how much can be achieved when agencies work together to accomplish investigative and prosecutive goals.

2016 STRING OF ROBBERIES – GIT-N-GO, KUM & GO, HY-VEE, AND U.S. BANK (Des Moines)

Award Recipients: Award Recipients: Sergeant Kirk Bagby, Detective Greg Trimble, Detective Matt Towers, Des Moines Police Department; Detective Adi Johnson, Ames Police Department; Special Agent Kelly Etnier, Intelligence Research Specialist William Cotter, Bureau of Alcohol, Tobacco, and Explosives (ATF).

This investigation was time-intensive by nature and involved a number of officers who responded to the individual robberies. Detectives Trimble and Towers of Des Moines Police Department aggressively pursued leads and suspects throughout the investigation. Sergeant Kirk D. Bagby coordinated efforts internally and with ATF. Detective Adi Johnson of the Ames Police Department did likewise as to various robberies and related matters occurring in Ames. Agent Etnier, ATF Des Moines, worked to tie all matters together and continue to push the investigation further.

Court Orders were obtained to get cell tower information around the time of each robbery. William Cotter, ATF Intelligence Research Specialist for the ATF Office of Field Operations, worked tirelessly on the voluminous tower information to identify common phones on the towers near each of the robberies. This helped focus the investigation on Hamilton and his crew.

A follow up for more phone orders helped to establish the presence of Hamilton and the other defendants at the scene of the robberies. Ultimately, Hamilton was arrested on other charges and his phone was obtained. A search warrant for Hamilton's phone revealed highly inculpating texts that demonstrated the drug-fueled motive for the robberies and the involvement of co-defendants. Because there was no eyewitness identifications or apprehension in the act, the success of the case depended upon the diligent and persistent efforts of the Des Moines Police Department, Ames Police Department, and the ATF, and countless other law enforcement who responded to each of these robberies.

On April 28, 2017, the ring-leader of the robbery crew, Alexander Hamilton, pled guilty to interference with commerce by robbery and admitted to committing 17 robberies from March 21, 2016 to April 17, 2016, which included robberies of Git-N-Go (10); Kum & Go (3); Hy-Vee (3); and U.S. Bank (1). Hamilton also pled guilty to conspiracy to distribute hydromorphone, an opioid, also known as Dilaudid. Hamilton used the robberies to help fund the obtaining of hydromorphone. The supplier of the hydromorphone, Luke Martin, Jr., also pled guilty to conspiracy to distribute hydromorphone. Three other individuals, Sarah Coe, Shelly Avery, and Chris Avery, pled guilty to aiding and abetting the robberies. All defendants are scheduled to be sentenced this summer. Each faces up to 20 years of imprisonment.

SIOUX CITY MURDER

Award Recipients: Captain Michael Walsh, Minnehaha County Sheriff’s Office; Detective Heather Albrecht, Sioux City Police Department; Detective Michael Simons, Sioux City Police Department; Special Agent Jon Moeller, Federal Bureau of Investigation.

Tony Canfield’s 2011 brutal murder as he attempted to escape armed robbers holding him and his wife would have gone unsolved without the tenacious, creative, and skilled work of you and your fellow investigators. The challenges faced in this case were numerous: the surviving victim was a drug dealer who lied to the police and could not identify her attackers; there was no DNA, fingerprints, weapon, or other direct evidence tying the perpetrators to the crime; and none of the three murderers were originally from the local area. However, through hundreds of hours of skillfully conducted interviews and the meticulous review of information ranging from rental agreements and bills to police contacts and gang-membership information, the team was able to build a case against all three perpetrators.

In 2016, Courtland Clark, from Flowery Branch, Georgia, Robert Beaver from Sioux City, Iowa, and Devery Hibbler from Dumas, Arkansas, were each convicted of one count of interference with commerce by robbery. In addition, Clark and Hibbler also pled guilty to one count of use of a firearm during and in relation to a crime of violence causing death. Hibbler, the likely shooter, was sentenced to 35 years in federal prison. Clark, who supplied the gun for the robbery later became a cooperator and was sentenced to 21 years. Finally Beaver, who never touched the gun and arguably learned of its intended use during or very shortly before the crime was sentenced to 20 years' imprisonment. These significant prison terms brought justice for Canfield’s murder and some measure of comfort to his family.

IOWA CITY HEROIN CONSPIRACY

Award Recipients: Sergeant Jerry Blomgren, Iowa City Police Department; Investigator Michael Swanson, Johnson County Sheriff’s Department; Detective Richard Vale, Coralville Police Department; Special Agent Jessie Whitmer, Iowa Department of Public Safety-Division of Narcotics Enforcement; Intelligence Analyst David Jorgensen, Johnson County Drug Task Force.

Beginning in and around December 2015, the Iowa City/Coralville area began seeing an increase in heroin-related deaths and overdoses. With the combined efforts of the Johnson County Multi-Agency Drug Task Force, Iowa City Police Department, Drug Enforcement Administration, Johnson County Sheriff’s Department, Coralville Police Department, and the Iowa Department of Public Safety – Division of Narcotics Enforcement, agents, deputies, and officers were able to identify and help convict those individuals primarily responsible for supplying the area with heroin, thus significantly curtailing the number of heroin related deaths and overdoses in that area.

Sgt. Jerry Blomgren from the Iowa City Police Department, serving as a DEA Task Force Officer, and Investigator Michael Swanson from the Johnson County Sheriff’s Office, led the investigation that spanned over a year and a half and involved the utilization of numerous confidential sources and informants, over one dozen controlled purchases, extensive surveillance, dozens of interviews, and the execution of multiple search warrants. On twelve separate occasions, Detective Richard Vale of the Coralville Police Department went undercover to purchase heroin directly from some of the targets.

Voluminous cell phone records were obtained through search warrants and court orders. Intelligence Analyst David Jorgensen from the Johnson County Drug Task Force, and Special Agent Jessie Whitmer from the Iowa Division of Narcotics Enforcement, reviewed the records, locating hundreds of text messages between targets, Jason Dawson, aka “Snipes”, and Alfred Jackson, expanding the investigation and confirming Jackson to be Snipes’ source of heroin. Analyst Jorgensen and Agent Whitmer were able to identify and draw attention to the incriminating text messages, identifying the large amount of heroin being distributed to Snipes by Jackson, along with the large amount of money being exchanged between the two. Additionally, Analyst Jorgensen worked to identify likely customers of Snipes based on common trends in phone calls placed to and from Snipes. These records played a pivotal role during the jury trial of Alfred Jackson.

On May 7, 2015, law enforcement culminated their primary investigation. Through the coordinated efforts of nine separate law enforcement agencies, law enforcement officers made five arrests, executed three search warrants, and conducted one consent search. Over the next few months, officers made an additional arrest and executed two additional search warrants. Their lengthy and tireless efforts revealed that the conspiracy spanned from approximately

December of 2013 through May of 2015 and involved the use, distribution, or seizure of more than 6 kilograms of heroin.

Additionally, the investigation revealed a very intricate operation by which Snipes would distribute the heroin. Snipes would receive up to 100 grams of heroin at a time from Jackson, which he would then break down into color-coded bindles for redistribution. The color of the bindles represented a certain weight of heroin, and therefore price, allowing customers to order “black tops” or “red tops”, and so on. Snipes kept meticulous records of how many “black tops” or “red tops” he had sold, and how much was owed to Jackson, at times owing Jackson up to $14,000.

On February 24, 2016, the ring-leader of the group, Jason Rahaman Dawson, aka “Snipes,” pled guilty to conspiracy to distribute at least 100 grams of heroin. On April 13, 2016, Dawson’s supplier, Alfred Jackson, and fellow distributor, Curtis Kemp, were convicted by jury trial; Jackson, of conspiracy to distribute 100 grams or more of heroin, and Kemp, of conspiracy to distribute heroin and delivery of heroin. Snipes was sentenced to 144 months’ imprisonment, Jackson 188 months’ imprisonment, and Kemp 84 months’ imprisonment.

Three other individuals, Kristle Ann Harris, Evan Michael Shaw, and Samuel J. Paul Dull also plead guilty and were sentenced for their involvement in the conspiracy. Harris was sentenced to 37 months’ imprisonment, Shaw to 18 months’ imprisonment, and Dull to five years’ probation. One individual charged in the indictment remains a fugitive.

Despite having conducted thousands of drug investigations, agents, deputies, and officers admitted they had never seen such an intricately ran drug operation. In all, investigators believed the heroin distributed by this conspiracy was associated with at least six heroin related deaths or overdoses. As a result of this investigation and subsequent convictions, the Iowa City/Coralville saw a significant decline in heroin related deaths and overdoses.

MARK PROSSER, PUBLIC SAFETY DIRECTOR CITY OF STORM LAKE

Director Prosser has served the City of Storm Lake with pride and professionalism for well over twenty-seven years. Director Prosser also has been a valued member of IPCA since the inception of this organization. Director Prosser has served as a mentor and advisor for countless police executives over the years. He has been a trusted confidant for many and is a go to person for advice and counsel on countless law enforcement topics.

Director Prosser is a role model for all to follow when it comes to compassionate leadership and building positive police-community relations. Director Prosser has been practicing and implementing community policing principles in his community long before most communities even began discussing these concepts. Director Prosser is a respected leader in our association but is also held in high regard by other organizations throughout Iowa and the country. Recently, Director Prosser was honored as the recipient of the Dr. Martin Luther King, Jr. Achievement Award. This award was sponsored by the Iowa Department of Human Rights and the Iowa Commission on the Status of African-Americans and was given to Director Prosser in honor of his years of work serving and advocating for minority community members.

Director Prosser leads from the front and consistently models the qualities of leadership. He has assisted in the development of leaders in his own department and goes out of his way to mentor and assist other law enforcement executives serving in our association. He is always willing to lend a hand or allow you to bend his ear. He demonstrates a commitment to public safety, professionalism and service. What sets Director Prosser apart is his ability to relate to people from all backgrounds and cultures. He is able to empathize with others and goes above and beyond to not just serve in his community but also strives to positively influence others. His impact on his community will endure because he has built a culture of service in his department and community. His legacy in his community and our association will be one of kindness, communication, tolerance and commitment to community.

For twenty-seven years, Director Prosser has led from the front and modeled the qualities of leadership, service above self and has built a police department in Storm Lake that is a model of professionalism. Director Prosser serves his community and the IPCA with passion and compassion. He has been a steady and positive influence in the Iowa law enforcement community. His contributions and leadership have made his community and our association stronger. Director Prosser has inspired and influenced a generation of police leaders in Iowa and has made us all better professionals and more importantly, better people.

POLICE OFFICER OF THE YEAR

JEREMIAH WHITE CEDAR RAPIDS POLICE DEPARTMENT

On September 12th, 2016 Cedar Rapids Officers Ashley Steil and Jeremiah White were dispatched to 1735 Edgewood Rd NW, Apartment #3 in Cedar Rapids after Ms. Raelynn Finn texted a friend to call 911, that she needed police assistance. Finn had been involved in an on-going domestic situation with Markell Bivins, who she had severed this relationship due to previous domestic violence issues. Dispatch received additional information from the caller who was contacting 911 on Finn's behalf that Bivins was armed with a knife. Finn, who was later interviewed, provided statements that she had previously been involved in a long term romantic relationship with Bivins that had been violent. She was attempting to break off the relationship when he made statements to her that he was going to kill her rather than be separated. Finn was able to run out of her apartment and went to Apartment #2 which was occupied by Ms. Norma Solis. Bivins followed her to Solis' apartment. The officers arrived at approximately 2131 hours and observed three subjects in Apartment #2 who appeared to be arguing. Officers entered the apartment and encountered Bivins, Finn and Solis. Officer White attempted to grab Bivins who was holding a knife in his right hand at which time Bivins lunged and tackled Finn onto the couch. Officer White verbally commanded Bivins to drop the knife but refused and Bivins then began to stab Finn. Officer White attempted to stop Bivins by physically grabbing onto him. Officer Steil then removed her service weapon and aimed at Bivins and fired two rounds. Bivins was struck both times, however continued to struggle with Officer White with the knife still in his hand. Finn was able to get out from under Bivins at which time Officer White removed his service weapon while maintaining control of Bivins' hand and the knife. Bivins continued to struggle with Officer White, refusing commands to drop the knife.

Officer White fired one shot into the torso area of Bivins. Officer White was then able to gain control of the knife and Bivins. Officer White then began to provide chest compressions and first aid to Bivins until the arrival of additional officers and emergency medical personnel. Bivins succumbed to the gunshot wounds.

Finn suffered severe lacerations about her face and head, a ruptured ear drum, and a broken jaw, all inflicted by this savage attack.

Given the veracity of the attack and prior statements made by Bivins to Finn, there is no doubt that the actions of these officers saved the life of Finn. Specifically, Officer Jeremiah White placed himself in harm's way in an attempt to disarm Bivins, however, as he was forced to resort to deploying deadly force which ultimately saved Finn's life, as well as everyone else at the scene.
