STAFF COMMENTS: The property is owned by Hoke County and sits on both sides of Red Springs Road (Highway 211 ). The east side of Red Springs Road is the existing Hoke County Parks and Recreation facility. The six (6) acre portion of the property on the west side of Red Springs Road is currently vacant. The west side of Red Springs Road is the portion proposed for rezoning. The west side portion is under consideration for use as the Hoke Area Transit Service (HATS) facility. PLANNING BOARD RECOMMENDATION: The Planning Board unanimously recommended approval of the plan consistency statement and general use rezoning request RZ-20-1 at their March 12, 2020 regular meeting. STAFF RECOMMENDATION: Staff recommends making a motion to approve the plan consistency statement and general use rezoning request RZ-20-1.

Application for General Use Rezoning RZ-20-1 submitted by Jamal Shahbain to rezone the 0.69 acre property located at 3905 Fayetteville Road also known as Parcel Identification Number (PIN) 694451001008. The property is currently zoned Residential (R-8) and the applicant requests to rezone the parcel to Highway Commercial (HC).

STAFF COMMENTS: • The property is owned by Hoke County and sits on both sides of Red Springs

Road (Highway 211 ). • The east side of Red Springs Road is the existing Hoke County Parks and

PLANNING BOARD RECOMMENDATION: The Planning Board unanimously recommended approval of the plan consistency statement and general use rezoning request RZ-20-1 at their March 12, 2020 regular meeting.

STAFF RECOMMENDATION: Staff recommends making a motion to approve the plan consistency statement and general use rezoning request RZ-20-1.

REZONING GUIDELINES: The following policy guidelines have been established to guide in the decision making process for general use rezonings. The zoning amendment shall not receive approval unless:

A. The proposal will place all property similarly situated in the area in the same category, or in appropriate complementary categories.

B. There is convincing demonstration that all uses permitted under the proposed district classification would be in the general public interest and not merely in the interest of an individual or small group.

C. There is convincing demonstration that all uses permitted under the proposed district classification would be appropriate in the area included in the proposed change. (When a new district designation is assigned, any use permitted in the district is allowable, so long as it meets district requirements, and not merely uses which applicants state they intend to make of the property involved.)

D. There is convincing, demonstration that the character of the neighborhood will not be materially and adversely affected by any use permitted in the proposed change.

E. The proposed change is in accord with any official land use plan and sound planning principles.

RECOMMENDED MOTION: I make a motion to approve the plan consistency statement and application for rezoning RZ-20-1 to rezone the 0.69 acre parcel PIN 694451001008 from Residential (R-8) to Highway Commercial (HC).

Plan Consistency Statement

Application for General Use Rezoning RZ-20-1 submitted by Jamal Shahbain to rezone the 0.69 acre property located at 3905 Fayetteville Road also known as Parcel Identification Number (PIN) 694451001008. The property is currently zoned Residential (R-8) and the applicant requests to rezone the parcel to Highway Commercial (HC).

The above application request was determined by staff and the Planning Board to be consistent with the Hoke County Land Use Plan under the following:

Hoke County Land Use Plan Goal V. Encourage high quality and aesthetically pleasing growth, while promoting sound land management.

Objective 3: Limit urban/ suburban sprawl and strip commercial development.

Implementation Strategies:

a) Identify areas suitable for different types of growth ( commercial, residential) and direct growth to those areas.

b) Identify commercial nodes for development at major crossroads on the Raeford Road / 401 North corridor and at Rockfish and Davis' Bridge.
