1. LtGen THI, CG, ICTZ, opened the conference, welcoming the visitors

and stating the purpose as being to develop a general concept for opera-

tiona in southern QUANG-NGAI.- northern BINH DINH provinces.

2. LtGen LOC, CG, IIOTZ, as)!ed CG, III MAF for the Marine concept for

opera tiona in southern. QUANG NGAI pro,vi;noe.

3. Col SU'IMONS, G-3, III MAF, presented a brie~, generalized concept,

stating that the objective a:rea would 'be bounded by the VE. ~all~y-, I

the coastline, and the province bounc~ry, and that three major maneuver

elements were envisioned: ~ amphibj:oue element in the vicinity of THACH

TRU - DUC PHO, a halo/airborne element at BA TO and an over).and element

moving down the SONG VE valley. The fourth side of the box woul,d be pro-

vided by II Cor~s forces.

4. LtGen LOC stressed the importanct~ of timing and coordinatjon to prevent

VC forces from shuttling ba~k and fo:t.'th across ·the Corps 1 boundary.

5· Col THAMI, C/S I Corps, stressed the importance of norther~ BI:r.TII DINH

province and stated this should be m3.in battle area.with I Corps forces

0ECRET • 6. MajGen IJU~SEN, CG FFORCEV, stated the need for separate but coordin­

ated operations. He reviewed the characteristics of northern BINH DINH

province and gave as the FFORCEV cono·ept that a 4 battalion brigade from

lstAirCavDiv, and a 5 batta],ion ARVN •'lirborne brigade woul(i operate in

the coastal region, vicinity of TAM QUAN, and a 3 battalion element from

the 22d ARVN Division would operate ~n AN LAO valley. He saw this opera-

tion as being in support of l Corps operations as outlined by III MAF.

7. BGen }'HONG, J-3, JGS, stated that I Corps had the mission of des­

troying PAVN/VC elements in Q.UANG NGAI province, that this was the main

effort, and that II Corps operations ,.,ere in support.

8. NajGen \lAI,T, CG III MAF, stated that his understanding of the mission

was the same as Ma,jGen LARSEH·•s ~ that he saw these opera tiona as a con­

vergine effort to entrap the,PAVN/VC, and that he was sure that the

Corps boundaries were not inviolate- they could be orossed.by I Corps

and II Corps forces as required to eX}>loit the situation.

9. MajGen LARSEN commented on the difficulty of locating the enemy

precisely, that we should not think in ter~ of entrapping and annihi­

lating large bodies of VC, but should consider ourselves highly successful

to destroy one battalion.

10. NajGen LAM, CG 2dAHVN Di'y, said i;here were six VC regiments in his

division zone and these were supported by VC base areas in !N LAU valley

and TAM QUAN. He saw the respective missions as follows: I Corps to

try to destroy the VC in lowel.' CctTJANG li'GAI province, II Corps to go after

the base areas.

11. Col JONES, SA, 2d ARVN Div, endorsed the III MAF concept and argued

DETAILED ACCOUNT OF INCJ:OENTS AS THEY OCCURRED

1. On the evening of 24 January ].966, NMCB NINE and NMCB ELEVEN Advance Party was in Readiness Cartditlan II. Twalva bunkers were manned by three man each and the duty section (118 man) manning all t trenches around the parimateJ~, plus twa raving patrols through­out the camp living area serving us fire watches. Each bunker is equipped with an M-60 machine gun 1, two M-14 1 a with automatic sal actor switches, ana M-14 with grenada lE1uncher attachmant, and fragmenta­tion grenades. In addition to thu normal defense manned by NMCB 1 a NINE and ELEVEN, LIMA CoMpany manEt twa 81 MM mortar poa1t1ana an a 24 hour basis (sea enclosure (2)),, Rafarancaa (a) and (b) describe the various condi tiona of rsadlnaEIB.

2. At 2235 NMCB NINE posts repor1;ad whi ta parachute flares to the Wast across the Tourane River over the rica paddles and to the South of the camp area. Fraqu .. t rapor1;a frn NMCB NINE pasta of flare activ1 ty continued to ba made to 1;ha Battalion CP until 0026. Flare activity la a nightly occurrence 1;hroughout the Marble Mountain Complex. Thera wee no indication of Viet Cong forces in the area with a mlaslan to bring 11111 tary 1;argata in tha Marble Mountain Complex under mortar attaak. At EJ033 all pasta and roving patrols reported to the Battalion CP that all conditions ware normal.

3. At 0034 Poet 9 reported an explosion approximately 500 meters north northwest of that past. At 0035 it was readily apparent that the NMCB NINE camp was under Bl M~t 11artar attack. Horter attack ceaaed at 0040. The calibre was l.ater determined from a dud and fragments of noaa fuzee and tall f'ln aasamblies found in and out of the camp area. All NHCB NINE and NMCB ELEVEN personnel era trained to hit their mortar holes first lr1 avant of a mortar attack and than proceed to their preassigned figh1;ing positions when mortar attack ceases. All hands procsadad to their posts as they ware trained to do when flying missiles subsided.

4. At 0050 Condition I was eat. All personnel ware accountad for by 0115.

5. Upon manning the Battalion Con1mand Post, battalion radios ware switched to Firat Battalion, Ninth Marina Regiment nat control and the incident of the attack report11d. At the same time the s-2 conference line wee manned and telephone comliUnlcationa aatabllahad with all units in the Marble Moun1;ain Complex, with Firat Battalion, Ninth Marinas having nat control.

6. At 0105 Past 9 reported a martne approached the NHCB NINE dafanea perimeter and reported that his an1bueh team had suetained casual ties and requested sasiatsnca in getting wounded man into camp. After positive identification, the Co•metnding Officer dispatched a reserve

squad and a hospital corpeman with atrachera to the perimeter renee near Past 8 to assist getting the marinas inside camp and to the medical aid station. This was accomplished by lifting the wounded on strachers aver the defensive wire. At 0120 MAG 16 was requested to provide sir medivac. At 0135 the first helicopter landed in Alpha Company area and lifted off at 0143 with a mortally wounded marine and NMCB NINE's Medical Officer enrouts to Naval Hospital, Oa Nang East. At 0145 the second helicopter landed and daparted immedi­ately to the Naval Hospital, De Nang East with one marins who was killed in action by mortar firs while manning the marina ambush alta approximately 500' north northwest of Past 9. This helicopter returned to camp with NMCB NINE's Medical Officer at 0235 and departed to MAG 16.

c. Minar shrapnel damage to eight NMCB ELEVEN connex boxes and freon battled gas was sustained.

B. At 0354, MAG 16 reported to F~irat Battalion Ninth Marinas that it was possible that the main road 111as interdicted with minas. First Battalion, Ninth Marinas 1mmadia1;aly directed that no vehicular traffic be parmi tted an the road until fL1rther notice. At 0615, First Battalion, Ninth Marinas reported road had been swept end cleared for traffic~· No mines were found.

9• At 0525, Firat BattaU.on, Nirtth Marines advised all units to secure 5-2 conference line and radio na1~ as it was apparent that no further attack was imminent.

1. FACTS:

a. '!he 3d Vietnamese Marine B!lttalion participated in Fbase I of Operation mue Marlin, in an amphibious landing Northeast of Tam Ky on 10 November 1965

b. The q~~.'·al schedule was :~or the .3d VNMC Bn to be airlifted to Chu Lai on 4 ;NQc'94lmber in order to Jreceive 4 days or intensive amphibious training prior tb loading aboard t,~o LST• s on S No~Tember. Due to other circumstances,· the .3d VNMC Bn was lifted to Quang Ngai where the BattaUon reported to the. 2d ARVN Division and was not released until 6 November. Transit time and establishm_ent of l!i camp at Cbu Lai reduced the available time for amphibious training to om' day. As a result, training had to be limited to the bare necessities .folr the intended landing method.

c. The planned ship-to-shore rnovement of the 3d VNMC Bn was to be in two free waves of LVTP-5 1a from IS~r 1167 and LST 1170. These waves would not be landed until after the BLT :2/7 assault landing had secured the beachhead.

d. The high sea state and surt conditions during the landing phases on 10 November 1965 were marginal. One lST lost her bow anchor making LVT offioading impossible. Additic>nally, a cable was snapped on the LSD thus preventing offloading the landing force artillery and additional LVT 8s. Only one wave or the VNMO ,,as able to land in LVT1a as planned. An attempt was made to ofnoad the remainder of the VNMO by LCM but only a few troops were able to negc>tiate the nets because or the high sea state. Finally, the last elements of the VNMC Bn were landed by helicopteu.

e. During the amphibious phasl!tS the VNMC Bn was under the operational control of the CTF Commander. All operations ashore, however, were conducted as a coordinated operatic>n.

2. DISCUSSION:

a. This was the first combined USMC/VNMC amphibious operation.

bo opportunities for amphibious operations do not generally present sufficient time for minimum amphibious training of troops prior to the op­timum landing time. Therefore, amphibious operations involving the VNMO or ARVN must be relatively uncomplicated with the troops being placed ashore by the safest and simplest means such as vas planned tor operation Blue Marlin. In the event of adverse weather conditions, sea or surf state, or unexpected enemy opposition, any type of amphibious operation tor untrained troops is impractical.

c. The 3d VN!-10 J:Bttalion was very receptive to the limited amphibious training received and could in the opinion of the U. S. Advisor be trained for amphibious operations. Ohu Lai offers an area where this training could be received by both the VNM:O and ARVN. Refresher training could also be accomplished by Marine Corps units.

3o RECOMMENDATIONS:

ao That amphibious courses be conducted for VNMO and ARVN units on a periodic basis at Obu Lei.

4.o ACTIONS BEING TAKEN BY III MAF:

a. None at this timeo An investigation of the feasibility and desirability of providing limited amphibious training of VNMC and ARVN at Chu Lai will be undertaken in the future.

· MACV in detail'. The nine village pacification program in pt*ogress since · · November in the 9th Ma.ri.nes area initially involved 5 PAT teams. Strength of these teams dropped of£ ooneidernbly and one team was sent home for lack of effectiveness. However, four teams remained and vory recently a fifth has moved into the ar.ea. Although the strength of the 5 teams is only 12~ of an authorized 200, they are reported to be working fairly effectively with the MttrineA and otht.:r ARVN forceA in the_ area.

b. Cr:ntrol of PAl'•

(1) Control of the PAT is veeted in the p~ovince chief and normally delegated on down to the district chief. Amount of oontrol varies ,.,i th the degree of influence the VNQ,DD (the VN counterpart of the oJ.d I}uo:tnintang) ~ has within the Province. The VNQDl) is a legal political party;. ::;Lrungl.y nationalistic, and anti-communist. The problem ari~es in those a~eas where the party is strong since PAT members demonstrate more loyalty to party officials than to Province officials. Control in each province is as followsa

(c) Q,uang Tin .. In this: area PATs being labeled as nus Mercen­aries" or the military arm of the V'NQ.DD has hampered the district chiefs control of the platoons. However, reports indicate this situation has been improving and the Province chief hCi.s issued emphatic instructions that PATs serve the GVN and obey orders of the district chiefs •.

(d) Quang Nam - The VN'~D exerts heavy pressure here and consid­erably limits the control of the province and district chiefs. The majority of the platoons feel their loyal-by lies with the party which makes for lim- · ited control.
