The Nativity of Saint John the Baptist July 15, 2018

that belongs to our call.”

Some 50 years ago, on July 25, 1968, Pope Paul VI, whom Pope Francis will canonize this fall, published Humanae Vitae ("Of Human Life"), regarding the "birth control" issue. The encyclical maintained that the "marital act" proper to spouses, when posited, needed to respect simultaneously both the "procreative" and "unitive" meanings of this body language event, by avoiding actions or interventions, chemical, mechanical, or surgical, which in anticipation of the marital act, or during the act, or in follow-up to its consequences involved doing some-thing dependent on the will of the couple to render the act sterile. Instead, he taught, knowledge of the fertile and infertile times, in terms of "couple fertility," and uniting or not uniting, in accord with the requirements of "conscientious parenthood," taking due note of many personal and societal factors, needed to be researched, refined, and taught, in a peer ministry, especially, by couples to couples, for the benefit of their marriages, and also for a principled witness to a basic norm that is requisite for the health of society: a "prophetic" wit-ness, of sorts. One aspect of what he was driving at came home to me while attending a week-long pro-life conference at St John's, Collegeville, Minnesota, organized by the late Fr Paul Marx OSB and his Human Life Center. In particular I recall a talk by Doctor Sister Catherine Bernards (if my memory serves me correctly), who spoke about the fall of Indira Gandhi's government in 1977 during the "Fifth Five-Year Plan." Gandhi ruthlessly built centralized power in pursuit of Indian development. One aspect was the attempt to reign in population by setting up quotas of forced sterilizations, from the top of the bureaucracy down. Officials at each level mandated those under them to "get it done or lose their jobs." Since school teachers were at the lowest level of the state bureaucracy, she said, they ended up as the ones who actually had to go door to door to get the dirty work done. What else was there for a government to do when its con-traception programs had failed miserably? But Mother Teresa had long since had all her sis-ters learn Natural Family Planning (NFP) and teach it to the (mostly illiterate) women in their villages (their first formal education, in many cases). Studies on her success in helping cou-ples regulate their fertility had embarrassed the government. During the "emergency," Mother Teresa issued certificates of NFP instruction to all these couples, and got the government to agree that these couples would be "exempt" from forced sterilization, because they knew what they were doing. Mother Teresa later alluded to this when in her Nobel Peace Prize address she referred to the dignity that NFP instruction had given to the couples (not only pride in their learning, but civic freedom as "persons"). In effect, she fulfilled what Pope Paul VI had referred to in Humanae Vitae #17 in 1968: "Finally, careful consideration should be given to the danger of this power [of regulating con-ception] passing into the hands of those public authorities who care little for the precepts of the moral law. Who will blame a government which in its attempt to resolve the problems affecting an entire country resorts to the same measures as are regarded as lawful by married people in the solution of a particular family difficulty? Who will prevent public authorities from favoring those contraceptive methods which they consider more effective? Should they regard this as necessary, they may even impose their use on everyone. It could well happen, therefore, that when people, either individually or in family or social life, experience the in-herent difficulties of the divine law and are determined to avoid them, they may give into the hands of public authorities the power to intervene in the most personal and intimate responsi-bility of husband and wife." The Pope was arguing that couples who, in spite of difficulties of abiding by divine law, work to understand their combined fertility, and respect it, not only respect each other, but make a case, give a prophetic witness, that couples, the citizenry, can be trusted to procreate within the demands of the social order; if they give the impression that "we are helpless" and "can't help ourselves," then the temptation is great for the abstract objectives of "population control" and government coercive power to replace the site-based, local-level, couple-family decision. Or, in another key, there is societal and governmental panic that sees no recourse but to make sure that the most drastic methods are universally available and implemented, not simply for conception regulation, but including abortion, infanticide, forceably administered if necessary. Has anyone not heard of the Chinese "one-child" policy, over the last 40 years, where women have monthly had to prove to local government officials that they are not preg-nant, and if they are, be forceably aborted? China now faces a rapidly aging population, with-out needed social security. To be cont.

El Papel de los Padres

Los padres tienen un papel muy privilegiado y único en la preparación para los sacramentos de sus hijos. Recordemos que todos los padres somos los primeros educadores de nuestros hijos. Para que los niños tengan fe, primero los padres deben tener-la. A menudo escuchamos el refrán que dice "la fe se transmite, no se enseña". Qué cierto es esto en la fami-lia. Los padres enseñan con mayor eficacia mediante el ejemplo. Cuando los padres están activos en la vida de la comunidad parroquial y trabajan por la paz y la justi-cia en el mundo, los padres son el modelo de la fe para sus hijos, mientras crecen en su propia fe.

¿PARA QUE ESTAMOS EN LA TIERRA? Jesús envió a los discípulos a predicar la conver-sión. Ellos hacían un llamado a la gente para que volvieran su mente y su corazón hacia Dios. -Para que nuestra vida vaya en la dirección co-rrecta hemos de tener siempre presente que “estamos en la tierra para conocer y amar a Dios, para hacer el bien según su voluntad y para ir un día al cielo”. -Para conocer mejor a Dios tenemos que acercar-nos a las Sagradas Escrituras, al Catecismo de la Iglesia católica y a ;o que han dicho de él los santos, sus mejores amigos. -Mientras mas los conozcamos, mas los amare-mos. Sirvamos a Dios aun en las cosas sencillas

de cada día.
