The closest DART (local Dublin Rail) station to the RDS is Sandymount, and is approximately a 5 minute walk away.
From the Sandymount Dart Station: Follow the Exit signs and turn right onto Sandymount Avenue. Continue until you reach the traffic lights (Bewley’s Hotel and the Four Seasons Hotel will be directly in front of you). For the RDS Main Complex (Hall 1 – 7) then turn right onto Merrion Road and the Main Complex is situated on the left hand side (Merrion Road).
The RDS is serviced by bus numbers: Merrion Road Stops: 27X, 4, 45, 4A, 5, 7, 7A, 8, 18Anglesea Road Stops: 63, 84
There are also a large numbers of routes serviced through the Donnybrook Bus Garage stop which is located only 10 minutes walk from the RDS. Bus routes include: 10, 10A, 116, 118, 145, 25X, 37X, 39B, 39X, 46A/B/C/E/X, 47, 66X, 67X, 70B, 746, 7B, 7D, 84X.

Iamlookingforwardagaintomeetingmembersnewandoldfromalloverthecountry.ThereisnodoubtwewillhavestimulatingdebatesanddiscussionsonmotionsthatwillhelpIrelandachieveafairerandfullerrecovery.
FineGaelandLabourarenowovertwoyearsingovernmentandunfortunatelytheirlistofbrokenpromisesisgettinglonger.DespitepromisingtoprotectChildBenefit,theyhavecutitalongwiththeRespiteCareGrant,Mobilityallowanceaswellascuttingthousandsofhomehelphours.
Toaddtothis,thegovernmenthaveclosedover100Gardastationsacrossthecountryleadingtoincreasedfearinourruralcommunities.TheyhavealsocutSpecialNeedsAssistanthoursaswellasGuidanceCounsellorsinourschools.

FineGaelandLabourhaveadmittedthattheyhavemadeverylittleprogressinrelationtothecountry’smortgagecrisis.OneinfourmortgagesisindistressandthegovernmentisinsistingthattheBankswillmaintainthevetoonmortgagerestructuringdespitethefactthattherehasbeenlittleprogressoverthelasttwoyears.
FiannaFáilpublishedaDebtSettlementandMortgageresolutionBillin2011thatincludesanindependentofficethatwoulddealwithmortgagedifficultiesinafairerandfasterway.Unfortunately,thegovernmenthavechosentoignoreourconstructiveproposals.
Insteadofassistingfamilies,thisgovernmentisaddingtotheirpressurebypersistingwiththeirLocalPropertyTax–thisisthewrongtaxatthewrongtime.ThisPropertyTaxisgoingtocosthomeownersinDublinfivetimesmorethanasimilarsizedhousedownthecountry.
TheGovernmenthaverefusedtoincludeexemptionsthatFiannaFáilproposedoreventoincludeanabilitytopayclause.ThereareolderpeopleandhomeownersalloverthecountrywhoareextremelyworriedabouttheirabilitytopaythisTax.Thisisveryunfair.
FiannaFáilwillcontinuetobeconstructiveinoppositionandwhenwebelieveapolicyisunfairwewillopposeitandofferrealalternatives.
OurperformanceattherecentbyeelectioninMeathEastwasveryencouragingandThomasByrneandhisteamworkedveryhardtogeteachofthosevotes.IthankThomas,ourmembershipandorganisationinMeathEast,andourmemberseverywherewhohelpedinthiscampaign.
OverthenextyearourpartywillbeverybusyselectingcandidatesfortheforthcomingEuropeanandLocalelectionsin2014.Thereareupto80LocalAreaRepresentativesalreadyappointedandIwishalltheinterestedcandidateswellintheirendeavours.

Welcometoour74úArdFheisandwelcomebacktotheRDS.Ihopeyouenjoythisweekend’sArdFheis,getanopportunitytocontributetothemanydebatesand,ofcourse,meetonceagainwithfellowmembersfromaroundthecountry.
It’sover12monthssincewelastmet.Lastyear’sArdFheiswasatrulyhistoricone.Ourpartyhadprobablynevermetinsuchuncertaintimes.Manycommentatorshadquestionedwhetherwehadafutureatall.Yetthemessagefromourdelegatesandmemberswasclear.Moremembersattendedlastyear’sArdFheisthananyotherparty’snationalconference–over4,500.ThatwasaclearstatementofcommitmentbyourorganisationtotherenewalprogrammeembarkeduponbyAntUachtaránin2011.Inaddition,lastyear’sArdFheisadoptedsweepingreforms,introducingOneMemberOneVote(OMOV)andreallyempoweringourmembers.Itwasahighlyparticipativeweekendanddelegateswerewelcomeandencouragedtoparticipatefullyinalldebates.Thefeedbackwasthatitwasanhonestappraisalofwherewewereatandatthesametimeofferedaroadmapforrenewal.
Overthepastyear,wehavemadesteadyprogressonourrenewaljourney.OurfocushasbeenontheintroductionoftheOMOVprogramme.Thishasproventobeverysuccessful.Morethan17,000membershadsignedupbyMarch31st2013.Thisisaremarkableachievementandgreatcreditisduetothemembershipandorganisationaroundthecountryforembracingthisinitiativesoenthusiastically.Beassuredthatwewillnowworktoliveuptooursideofthedeal!Wewillimprovecommunicationwithourmembers:memberswillreceivemorefrequentcommunication,hopefullymorerelevantandtimely.Wewillalsolaunchanationalrecruitmentdrivelaterthisyearinvitingmembersofthepublictojoinusonourjourney.IencourageyoutoinvitefriendsandcolleagueslocallytojoinFiannaFáil.WeneedtoensurethatourPartyisanopen,welcominganddynamicpoliticalorganisation,fullyrepresentativeofIrishsociety.
Inaddition,overthepastyear,significantprogresshasbeenmadeonourPartydebt,whichisdealtwithinmoredetailintheReportoftheJointHonoraryTreasurers,laterinthisClár.Thesupportofourorganisationforourfundraisinginitiatives,inverychallengingeconomictimes,isverymuchappreciatedandissocentraltoeverythingwedo.Justthisyear,becauseofthesuccessofourSuperdraw,wewereabletopurchaseaprintingpress,whichisnowbasedinMountStreet.Thiswillbeofsignificantassistancetousinarmingourcandidatesandcouncilorswithasmuchmaterialaspossibletohelptheminapracticalwayastheycampaignintheircommunities.I’llbewritingtoallCDCsandcouncillorsshortlywithdetailsofthisinitiative.
Overthepasttwoyears,wehavehadtoreducethenumberofstaffemployedbothatLeinsterHouseandHeadquarters.Wenowhaveamuchsmallerteamthanheretofore.TheyareaverycommittedgroupofpeoplewhoworktirelesslyfortheParty.Iwanttorecordmysincerethankstoeachofthemforeverythingthey

Inrecentweeks,wecontestedtheMeathEastByeElection.WehadareallyexcellentcandidateinSenatorThomasByrneandIwanttothankhimforhispositivecampaign.Wewereobviouslydisappointedthatwedidnotwin,butIthinkwecantakesomuchfromthecampaignthatispositiveandencouraging.Itwasaverysolidcampaignandwasagoodorganisational,politicalandelectoralbarometerforus.I’dverymuchliketothankDanO’ConnellandtheMeathEastorganisationwhichreallysteppedupandperformedasonlyMeathFiannaFáilpeoplecan!Inaddition,I’dliketothankSenatorDarraghO’Brienforhisstewardshipofthecampaignandalsoallofourmembersoftheparliamentaryparty,councillors,localarearepresentativesandmembersfromacrossthecountrywhogavesomuchtimetothecampaign.
Overthenextyear,wehavemuchworktodo.Ourfocushasnowturnedtothelocalelectionsandwemustclearlybewellpreparedasearlyaspossible.Wewillbemovingtoselectcandidatesearly.Wehaveover80localarearepresentativesselectedsofar.Manyofthesemaywellbeselectedascandidates.Iencourageyoutofullyparticipateintheselectionprocessinyourownlocalelectoralarea.It’sveryimportantthatwefieldstrongcandidatetickets,ablendofyouthandexperience,womenandmen.Doingitthewaywealwaysdiditmaynotalwayswork!So,weshouldn’tbeafraidtochange,wherechangeisrequired.Wemustbepreparedtoofferthepublicineachlocalelectoralareathebestpossibleticketwecan.

TheFiannaFáilFuturesGroupisaninformalgroupingestablishedtofacilitategreaterparticipationinpoliticsbypeopleofallages,particularlythosewhoarestartingoutintheirworkinglife.TheFuturesGroupiscurrentlyactiveinDublin,MeathEastandGalwaywithplanstoexpandtoCork,LimerickandWaterford.

WearedelightedtobereturningtotheRDSforthe74úArdFheis.WegatherforourArdFheisatatimewhenIrelandanditspeoplearestillfacingenormouschallenges.Wewillconsiderconstructivesolutionsthatwillbeputforwardtoassistintherecoveryofoureconomy,andourcountry.Theweekendisalsoanopportunitytocontinueourpathtorenewal.ThisisahistoricArdFheis,asitisthefirstpartyeventtooperateunderthenewmembershiprules.Followingthathistoricdecisionatlastyear’sArdFheis,thisweekendwillbeafurtheropportunitytoimplementadditionalreformsthatwillfurtherdemocratiseourPartyandplacethemembersatthecentreofallkeydecisionmakinginFiannaFáil.
Responding to the Nation’s Challenges - A Fairer Way Sincethe2011election,wehavesoughttobearesponsibleoppositionparty,particularlyinlightofthescaleofthechallengesfacingourcountry.Wedonotbelieveinoppositionforthesakeofoppositionandhavebeenofferingalternativesolutionswhenwecannotsupportthoseproposalstabledbythegovernmentnationallyorlocally.Ourparliamentarypartyhavetabledover40differentBillsinthelifetimeofthisOireachtas.OurPP,Ógra,andtheFiannaFáilFuturesGroup,havepublishedarangeofpolicypapersonmanypressingissues.Ourcouncillorsacrossthecountryhavealsobeeninnovativeinaddressingthelocalchallengesfacedbytheircommunities.
Oursolutionsandproposalshavefairnessattheirheart.Independentanalysesofthisgovernment’sactionshaveshownthemorevulnerableinoursocietytohavesufferedmoreasaconsequenceofthisgovernment,thenthosewhocanaffordtomakeagreatercontribution.Wewillcontinuetoadvocateafairerwayinallofourparliamentaryandpolicycontributionsinthecoming12months.
73ú Ard Fheis TheArdFheisof2012washeldattheRDS,andmarkedthefirsttimeourPartyhadgatheredtogethersincethe2011GeneralElection.Thiswasahugelyandhistoricallysuccessfuloccasion,withover4,000peopleinattendance.Abroadrangeoffarreachingdecisionsweremadeonpolicyandpartyrenewal,whiletheeventitselfwasachancefortheFiannaFáilfamilytogatherandreflectonatumultuoustimeinourparty’shistory.
New Membership System TheOneMemberOneVotesystemwasoverwhelminglyendorsedatlastyear’sArdFheisandthekeyfocusthisyearwastheimplementationofthisnewsystem.Wethankallmembersoftheparty,andourteamatHQ,fortheirco-operationandassistancewiththishistoricchangeover,

Thenext12monthswillseethefullimplementationofthesystem,beginningwiththisweekend’selections,andcontinuingatAGMsandLocalElectionconventionsthroughout2013.Wewillcontinuetokeepthesystemunderreview,toensureitseffectiveness,and2013willalsoseearenewedmembershiprecruitmentcampaigntoencouragenewmemberstojoinourpartyunitsacrossthecountry.
Ógra Fianna Fáil Ógrahashadanoutstandingyear,culminatingininanexcellentandhistoricNationalYouthConference,heldinSligoearlierthisyearon22nd&23rdFebruary.Over500delegatesattended,debatingarangeofissuesincludingyouthunemployment,mentalhealth,educationandtheexploitationofgraduates.HistorywasmadewiththeelectionofthefirsteverwomantoleadÓgra,KateFeeneyfromSligo,whotakesoverfromEamonQuinlan.WethankEamonandhisofficerboardmembersfortheirworkduring2011/2012,andofferourfullsupporttoKateandherofficerboard.AdrianO’HigginswasappointedasNationalYouthOfficerinMarch2012andwewishhimcontinuedsuccessinhispost.
ÓgrawastheleadingyouthorganisationinseekingaYesvotefortheFiscalTreatyReferendumCampaign,whilelocalÓgraihavebeeninvolvedinarangeoflocalcampaignsacrossthecountry.Ógramembersplayedakeyroleinouroutstandingby-electionperformanceinMeathinMarch.
Thisyear’s3rdlevelrecruitmentcampaign,underthetheme,“BePartoftheComeback”haspropelledFiannaFáilbacktobeingthelargestpoliticalpartyinthirdlevelcampusesacrossthecountry.ÓgrahasalsoworkedcloselywithoureducationspokespersonCharlieMcConalogueinhighlightingtheproblemswiththegovernment’snewstudentgrantsorganisation,SUSI.
Leader’s Tours & Canvassing MicheálMartinhascontinuedhisvisitstoconstituenciesduring2012andtodatein2013.Thevisitshaveevolvedfrombeingfocusedsolelyonorganisationalissuesduring2011,tocombinearangeofcommunityandorganisationalelements,alwaysinvolvingadoortodoorcanvassinselectedareas.Micheálspendsaminimumoftwoeveningseveryweekcanvassingdoortodooracrossthecountrywithourpublicandlocalarearepresentatives.Weencourageallrepresentativesandpartyofficerstofollowthisexample,particularlyduringthesummermonths.

TheNationalEducationConference,heldinGalwayinJune2012;theNationalConferenceonHealthPolicyandonBudget2013,heldinDublininNovember2012;andtheNationalAgricultureConference,heldinDublininMarch2013,allowedpartymemberstoengagewithexperts,policypartnersandpartyspokespeopleinthevariousareas.Thesediscussionswillcontinuetofeedintopolicydevelopment.
SenatorMaryWhitehostedtwoexcellentlunchesinDublin&Cork,focusingonmentalhealthinthesechallengingtimes.Theeventshadacombinedattendanceofover700andaswellasprovidingfinepolicyfora,werealsoexcellentsocialevents.
ÉamonÓCuívTD,NiallCollinsTD,andBillyKelleherTDhaveattendedalargenumberofpublicmeetingsonCAPReform,Crime,andHealthrespectively,acrossthelengthandbreadthofthecountry,tohearatfirsthandtheconcernsofcommunitiesonthesevitalissues.ThesemeetingshaveassistedÉamon,NiallandBillyindrivingthenationaldebateonthesevitalissues.Otherfrontbenchmemberswillbeorganisingsimilarmeetingacrossthecountryin2013.
Fiscal Treaty Referendum Campaign AswithallEUrelatedreferendaheldinIrelandsince1972,FiannaFáilmountedavigorousandpositiveYescampaignfortheFiscalTreatyreferendumheldonMay31st2012.WeweretheonlypartytoengagefullyinthedebateandourleaderMicheálMartindeservesfullcreditforthemannerinwhichhefoughtthecampaign,inparticularthewayinwhichhedebatedtheargument in the media.

ReferenduminNovember2012.OurpartyspokespersonRobertTroyTDandourDirectorofElectionsandformerMinisterforChildren,BarryAndrews,heldaseriesofnationwidebriefingsontheissuesinvolved.
Meath East Bye-Election FollowingtheuntimelyandtragicdeathofMinisterofStateShaneMcEnteeTD,aDáilbye-electionwasheldinMeathEastonMarch27th2013.Ourcandidate,SenatorThomasByrne,putinanenormouseffortassistedbyourDirectorofElections,SenatorDarraghO’Brienandlocalconstituencyorganiser,DannyO’Connell.AselflesseffortfrommembersbothinMeathEastandacrossthecountry,ledbyourleaderMicheálMartinTD,sawourshareofthevoterisefrom19.6%in2011to32.9%inthebye-election,anencouragingresultaswefaceintothelocalandEuropeanElectionsin2014.
Fianna Fáil in Europe OurMEPs,Pat“TheCope”Gallagher,LiamAylward&BrianCrowleyhavecontinuedtoofferexcellentandactiverepresentationintheEuropeanParliamentoverthepast13months.Aswellasbeinghighlyinfluentialonkeyissuesaffectingthecountry,theyhavehostedvisitsbymanypartymembersincludingtheleader,MicheálMartinTD,andfrontbenchmembersJohnBrowneTD(onfishingissues),DaraCallearyTD(onJobsandSMEissues),andÉamonÓCuívTD&MichaelMoynihanTD(onCAPreform).
ThePatrickHilleryCumanninBrusselscontinuestogofromstrengthtostrengthandisanexcellentpolicyandnetworkingforumforpartysupportersinBrussels.
WehavecontinuedtodeepenourtieswithALDE,ourgroupinEuropeandweredelightedtohosttheALDEpartyconferenceinDublininNovember2012.Amongstthe300delegatesjoiningusinDublinwasUKDeputyPrimeMinister,MrNickCleggMP,anindicationoftheextentoftheinfluencethatFiannaFáilhasatEUlevel.
2014willseethe8thdirectelectionstotheEuropeanParliament.Atthetimeofwriting,themake-upoftheconstituenciesisunclear.Nevertheless,wewillcontesttheseelectionsvigorouslyandconstructively,andinparticular,wearedeterminedtoregainaseatintheDublinConstituency.
Local Elections 2014 TheLocalElectionsin2014willbethemostimportantinageneration.Aswewrite,weare
awaitingthepublicationofthereportoftheLocalElectoralAreaBoundaryReviewCommission.Immediatelyonpublication,consultationswillbeginoncandidatestrategy,andselectionconventionswillfollow,beginninginJune2013andcontinuingthroughoutthesummer.
Wewillfightaconstructiveandpositivecampaign,highlightingchallenges,showcasingopportunitiesopentolocalcommunities,andofferingamixofcandidatesacrossthecountry,comprisingexperiencedcouncillorsandothers,whowhilstnewtolocalpolitics,willhavestrongcommunitybackgrounds.
MichaelMoynihanTDhasbeenappointedasDirectorofElectionsfortheLocalElections.
Fianna Fáil Administration AnumberofchangeshaveoccurredinFiannaFáilHeadquartersduringthisperiod.OurDirectorofOrganisationalDevelopment,AidanO’Gorman,leftPartyHeadquarterstoreturntoeducation,whilstKimMurphyhasdepartedherpositionasHeadofResearch.Wethankbothofthemfortheircommitmentovermanyyears.
AdrianO’HigginswasappointedNationalYouthOfficer,DónalKittwasappointedMembershipOfficer,AnnieKeeganwasappointedFundraisingOfficer,whilstDeclanRyanjoinedourresearchoffice.DarraghMcSheawaspromotedtothenewlycreatedroleofFundraisingandMembershipManager,whilstAnneQuinnmovedfromLeinsterHousetoMountStreettomanagepartyevents.
WewouldliketothankSeánDorganandhisteaminFiannaFáilHQandatLeinsterHousefortheircommitmenttotheparty,andfortheirprofessionalismatsuchadifficulttime.

Asdelegateswillknow,FiannaFáilisfundedthroughtwosources:statefundingandfundraisingactivities. Inrecentyears,theExchequerfundingreceivedhasdroppedsignificantly.ThatmoneyisusedforAdministrationoftheFiannaFáilParty.Accordingly,significantcutbacksandreductionshavebeenmadeatPartyHeadquartersandinalloutgoingsonthisaccount.
Wesetoutbelowourexchequerfundingincomeandexpenditureaccountfor2012. Wealsoattachabreakdownofthetotalfundraisingincomefor2012.
WhilewehavehadadiminishingsourceofincomeontheStateFundingwereceive,weareparticularlypleasedthatfurtherprogresshasbeenmadeinrecentyearsonourfundraisingincome.ThenetPartydebtnowstandsatapproximately€1.2millioneuro.WeareworkingtoensurethatwehaveasignificantwarchestfortheLocalandEuropeanElectioncampaignsof2014.
Inadditiontomakingasignificantloanrepaymentin2012,thePartymadeacapitalinvestmentbypurchasingaprintingpress.ThishasnowarmedthePartywiththeabilitytoproduceforPublicRepresentativesandcandidates,literatureataverylowcostandwithaveryfastturnaroundtime.
Fundraising Activities Asnotedabove,wearecommittedtohavingasignificantwar-chestforourelectoralchallengesin2014.Wecanonlyachievethatthroughyourcontinuedsupport.Everycentraisedthroughfundraisingactivitiesisring-fencedforthepurposesofcampaigningandelectioneering.Wemuststrivetocontinuetogrowthisfunding.
TheParty’smainfundraisingactivitiesaretheNationalCollectionandtheNationalSuperDraw. Wesetoutthereturns,byconstituency,forboththeNationalSuperDrawandtheNationalCollectioninthepagesthatfollow. Inbothoftheseinitiatives,wesecuredsignificantincreases.ThePartyraisedmorethan€570,000in2012throughtheNationalSuperDraw. Thiswasanincreasefromapproximately€530,000in2011. ThetopperformingCDCwasagainRoscommon,returningmorethan€30,000.ParticularcreditisowingtoCllr.MartinConnaughtonandMaryDevineO’Callaghanforachievingthissum.RoscommonwasfollowedcloselybyClareCDC,whichbrokethe€30,000markalso.TheseCDCsareagreatexampleofwhatcanbeachieved.IfeveryCDCachievedwhatRoscommonandClaredid,thePartywouldraise€1.5millionfromtheSuperDraw!

AfterClare,CorkSouthCentralachievedjustover€27,000,Wexfordraisedjustover€26,000andLimerickCountyraisedjustover€24,000.AnotherCDCworthyofmentionisWaterfordCDC,asthemostimproved.Waterfordraised€4,550in2010,butraisedinexcessof€15,000in2012.ParticularthankstoJimO’NeillandhisteamfororganisingtheDrawin2012andmakingWaterfordaparticularsuccess.
In2012,theNationalCollectionincreasedbyapproximately€30,000onthepreviousyear. Again,returnsbyCDCarepresentedbelow. Withaboutthreeweekstogountilamajornationalcollectionweekend,wearecallingonallmemberstomakeaspecialefforttoensurethattheNationalCollectionistakenupateverychurchgateineveryCDC. TheNationalCollectionisnotonlyanimportantfundraiserforFiannaFáil,it’salsoanopportunityforFiannaFáiltobeactiveinthecommunity.
WeareparticularlyproudthattheParty’sfundraisingmodelhaschangedsignificantlyinrecentyears.In2012,approximately90%ofallcontributionscamefromdonorswhogaveus€100orless.AsaParty,ourfocusonfundraisingisonsmallercontributionsfrommembersandsupporters.
Wearefirmlycommittedtocontinuingtobuildonthesuccessesofrecentyearsinfundraising. TheNationalCollectionandNationalSuperDrawarevitallyimportanttoachievingthis. WeaskyoutodowhatyoucantohelpusincreasethereturnsforboththeNationalCollectionandNationalDrawin2013.
Conclusion Fundraisingisneveraneasyactivityandthisisparticularlysointhesechallengingtimes. WewanttoextendoursincerethankstoeverymemberandsupporterwhogivetheirtimeandmoneytoraisefundsforFiannaFáil. Soldiers of The Legion of The Rearguard
Every year the Organising Committee liaises with the Gardaí over safety and security at the Ard-Fheis.
We want the security to be as unobtrusive as possible but do have to ensure the safety of our members attending. Please co-operate with any requests made to you by Gardaí and security staff during the day.
Security personnel have the right to refuse admission.
Your ticket must be visible at all times. This ticket is valid only if accompanied by valid photo ID, for example:
• Driver’s Licence
• Passport
• Department of Social and Family Affairs Client ID
• Garda Age Card
Your ticket is traceable to the holder and his/her cumann.
Access to the auditorium will be on a first come - first served basis.
If you lose your ticket, report it immediately to the Enquiries/Ticket Collection Office who will advise you on obtaining a replacement.
Every member will be asked to show their ticket accompanied by their membership card at the entrance to the convention centre.
Large items of luggage and coats are not allowed in the conference venue. Please keep items to a minimum to speed up the admission process. Regular ticket and bag checks can be irritating - none of us like to queue – but we are sure you understand why such security is necessary.
