Founded in 1937, our school takes as its primary objective to disseminate knowledge, develop scientific disci-
plines and provide students - future experts - with the knowledge, personal and core skills necessary for the
requirements of contemporary economic development of a market economy.
In doing so we are committed to follow and develop the highest standards in providing an outstanding train-

I TRADITION
Beginning (1937-1941)
In the Kingdom of Yugoslavia higher education in eco-
nomics was mainly provided at law faculties, where
some economic subjects were studied. The only high-
er school in economics and commerce operated in
Zagreb (Croatia) since 1925. In Serbia, the Law Faculty
of the University of Belgrade organized postgraduate
courses in economics, including doctoral ones.
The relatively underdeveloped economy of the King-
dom of Yugoslavia was hit hard by the great economic
crisis of the 1930s. The recovery from this crisis, eco-
nomic revival, new economic policy measures and the

evolution of economic thought in the world showed
that the hitherto education in economics was insuf-
ficient and that it should be at a higher level.
The Higher School of Economics and Commerce
(HSEC) in Belgrade was founded on 31 March 1937 aim-
ing to upgrade higher education in economics and
enhance the economic profession. The School was
founded by the Decree having the force of law, on 31
March 1937, in accordance with the Financial Law and
was approved by the Ministerial Council.
The HSEC was ranked as a university faculty. Given
the modest number of higher education institutions
in the pre-war Yugoslavia (24), it was regarded as an
important educational institution from the very be-
ginning.
Since the very beginning, the HSEC was very popular
among young people, since it brought new, modern
knowledge into a relatively underdeveloped economy.
For that reason, a great number of students enrolled
in the School as soon as it was founded. It is remark-
able that its students participated in various students’
actions, jointly with their colleagues from Belgrade

part in a number of mas-
sive anti-fascist demon-
strations in Belgrade.
During these events,
Bosiljka Milićević, the
HSEC student, was bad-
ly wounded and lost her
life. Her bust stays now in the entrance hall of the Fac-
ulty of Economics. This marks the beginning of broad-
er social engagement of the students of economics,
which found its full expression during the war and in
the post-war period, in reconstruction of the coun-
try, in the development of its economy, as well as in
the protests, especially those in 1968 and during the
1990s.
War (1941-1944)
The war erupted in Yugoslavia in April 1941. Shortly, the
country was occupied and divided into several sectors
and other entities. The higher education institutions
in Serbia actually ceased to operate.
At the very beginning of the occupation, the Universi-
ty resisted the attempts of the authorities to carry out
the so-called University reform. Nevertheless, most
solutions granting large powers to the Ministry of
Education and limiting university autonomy were im-
posed. By a special Decree, the HSEC became part of
the Law Faculty as its Economics Department (March Belgrade, Balkanska 4, the first premises of the HSEC

1942). However, just like
within the whole Uni-
versity, teaching was
not carried out regularly;
except for some exams
yet not regularly and un-
der special conditions.
Despite the attempts of
the occupying authori-
ties and the collabora-
tionist Government in Serbia, regular teaching were
not resumed throughout the war period. The Uni-
versity staff was significantly reduced, because many
teachers retired or were dismissed, although some
new ones were appointed pursuant to the decisions
of the authorities.

some did not want to
apply when a large,
open competition was
announced in 1942 with
the aim to “purify” the
University from “na-
tionally unreliable ele-
ments”. Thus, some of
the renowned teachers
(among them acad-
emician Mijo Mirković, professors N. Konstandinović
and Lj. Bajalović) did not want to apply for a position
and resigned and some were pensioned off (Prof. A.
Jovanović and some others).

of Sciences and Arts in Zagreb, was a unique
intellectual figure. He was educated in Zagreb,
Belgrade, Frankfurt, Berlin and Bratislava.
He received his PhD degree in Economics in
Frankfurt, in 1923. Apart from being a renowned
scientist, he was a distinguished poet and author,
known under the pseudonym Mate Balota.
After the war he was a member of the Yugoslav

Occupation and repression provoked resistance not
only among teachers but, even more so, among stu-
dents. Very soon after the occupation of the country,
a great number of students took an active part in lib-
eration movement. Among the students of the Higher
School of Economics and Commerce who participat-
ed in the war, three were proclaimed national heroes
and another 32 students were killed in combat, in the
resistance movement, or in concentration camps.

beginning of 1942, when
he joined the Sixth East Bosnian Brigade. Early
in 1943, he was called upon to do a covert work
in Tuzla and in the summer of 1943, he returned
to Sarajevo and was also involved in covert
operations. He was killed while protecting the
electric power plant during the liberation of
Sarajevo, in the night between 5 and 6 April
1945. As one of the bravest and most prominent
members of partisan intelligence, Valter became
a legendary figure already during the war. His
courage and boldness inspired a popular movie
Valter defends Sarajevo.

Resumption of the HSEC Activities and the Founding of the Faculty of Economics (1944-1951)
After the liberation of Belgrade (20 October 1944),
the demand for educated economists, who would
take part in the reconstruction of the country, called
for the fast revival of the HSEC. The first cohort of
students was enrolled in the academic year 1945/46
already. The School resumed its activities with great
difficulty, which implied the preparation of the cur-
ricula, recruitment of teaching staff and the provision
of premises.
It turned out, however, that it was necessary to do
much more for the further advancement of higher
economic education. Thus, the HSEC was soon trans-
formed into the Faculty of Economics.
By a decree of the Serbian Government in 1947, the
HSEC was transformed into the Faculty of Econom-
ics, which became part of the University of Belgrade.

The first elected Dean
of the Faculty of Eco-
nomics was Radivoj
Uvalić (1912-1971). In
the environment with-
out a great tradition in
economic science, he
brought together scarce
educated economists,
increased teaching staff
and organized scientific work. Apart from the Fac-
ulty of Economics, Prof. Uvalić was the initiator and
founder of the Serbian Association of Economists, the
first economic theory journal Ekonomist and the first
economic research institute. He was a Corresponding

II GROWTH
Towards a Modern School (1952-1967)
In the mid-1950s, the Yugoslav economy was char-
acterized by fast economic growth and significant
changes in its institutional system. Although in the
period 1946-52, which was characterized by the cen-
tralized government control of the economy, the
growth rate of GDP was only about 2% (partly due to
the country’s blockade by the Soviet Union), the aver-
age annual growth rate reached 8% in the period 1953-
62, which was characterized by changes in the system
directed at decentralization and enterprise autonomy
and self-management.
Although it was still under considerable government’s
influence, the economic system switched from the
Soviet-type, centralized decision-making to the new
form of business organization, that is, the self-man-
aging (or labour-managed) firm. With the increasing
autonomy of enterprises in their operations, manage-
ment and decision-making, the new institutional sys-
tem needed an increasing number of highly educated
economists. This was in line with the fast develop-
ment of all educational forms and levels in the coun-
try, including higher education.

Under fast economic growth of the country, the Fac-
ulty of Economics also recorded dynamic develop-
ment. The number of students was steadily increas-
ing, so that in the early 1960s, the Faculty had over
5000 students. Nearly 3000 were regular students,
while about 2000 were part-time students, who
worked while studying. The number of graduate stu-
dents also increased each year, thus reaching 600-
700 (1959/60 – 432; 1961/62 – 564; 1962/63 – 747; 1963/64
– 710; 1964/65 – 660).
The number of teachers was also increasing. In con-
trast to 1947, when teaching activities were carried
out by only 22 teachers and teaching assistants, while
15 on part-time basis, their number already doubled
in the mid-1950s. In the early 1960s, the Faculty had
more than 100 teachers and teaching assistants em-
ployed. At that time already, many of them belonged
to the generations of students who graduated from
the Faculty of Economics in Belgrade.
In 1952, the Faculty of Economics moved to the new
building in which it is still located. In the immediate
post-war period, the HSEC resumed its teaching ac-
tivities at 4 Balkanska Street but in 1947 and as a new
faculty within the University of Belgrade, it moved to
the Law Faculty premises. The lasting solution was
found in 1952 – before the end of the year, the Faculty
moved to the new building.

In the immediate post-
war period, when I was
a student, we took part
in the construction of
the building in which
you are now studying
with our bare hands.
When we heard that
the Faculty building would be constructed,
we spontaneously found its site and rushed
to it. We, including my future wife and myself,
formed a line and began passing bricks, sand and
gravel from one to another… And then we were
driven away by tradesmen, because this became
dangerous due to the height… Something within
us was burning with the desire to see our building
one day.

Since the new building
was not purpose-built
for an educational insti-
tution it had to undergo
many improvements in
the subsequent years.
The major work was car-
ried out in 1961 and 1962,
when three large amphi-
theatres were added to
the building.
The Faculty pursued an active and dedicated policy
and investments in the development of its human re-
sources. In the immediate post-war period, the Fac-
ulty made an all-out effort to bring together as many
renowned and experienced economists as possible.
It also invested a lot in the advanced training of its
best students and teaching assistants. As early as the
1950s many of its future teachers were often sent for
specialization and advanced training to the most-re-
nowned foreign faculties and universities, including
the Universities of Cambridge and London, Harvard,
Berkeley, Sorbonne, as well as other renowned higher
education and research institutions (Brooking Institu-
tion), or special seminars (Salzburg Seminar, etc.).

Since 1953, the number
of PhD candidates and
defended PhD disserta-
tions has been stead-
ily increasing. Among new PhD degree holders in
Economics there were many future professors at the
Faculty of Economics in Belgrade. This points to the
attitude of the Faculty of Economics, as a relatively
young school yet concerned with a relatively young
academic discipline, towards the creation and devel-
opment of its junior teaching staff, that is, its new and
powerful teaching base, as it will be soon realised.
However, during that period, many other renowned
economists and professors outside Belgrade also
obtained PhD degree from the Faculty, including M.
Djurović, later a professor at the University of Monte-
negro and academician, H. Hadžiomerović, professor
at the University of Sarajevo and academician (Bosnia
and Herzegovina), I. Perišin, professor at the Univer-
sity of Zagreb and academician (Croatia), N. Uzunov,
professor at the University of Skopje and academician
(Macedonia) etc.

In the 1950s already, PhD dissertations at the Faculty
were also defended by foreign candidates. The first
foreign student to defend a PhD thesis was Amaiso
Foli Prosper (The State and Problems of Agriculture in
African Countries /Tropical Africa and Kongo/ with a
Comparative Survey of Agricultural Development in
Yugoslavia) and was shortly after followed by Aung
Tein from Burma (Myanmar) and many others: with
the development of the Faculty, the number of foreign
PhD candidates – mostly from the third world coun-
tries – was steadily increasing.

Master Studies (magisterium) have also been intro-
duced at the Faculty of Economics in this period. They
have been introduced by the academic year 1960/61.
Upon their completion, the students acquired the
MSc (MPhil) Degree in Economics.
The first such studies in 1960 were structured in five
educational profiles and aroused great interest in the
first year already: Economic Development (42 enrolled
students); Market and Market Trend Analysis (16);
Business Economics 1 (24); Business Economics 2 (34);
Operations Research (28). Altogether there were 144
enrolled students.
These data point to the pretty modern approach of
the Faculty, which was geared to the programmes
with significant applicative potentials. One can also
observe the market orientation of postgraduate
studies. At that time, the main task of the MSc pro-
grammes was to create new, junior scientists and
orient them toward scientific and analytical work, as
well as to prepare young experts to enter government
and business careers. Until the mid-1960s, several ad-
ditional profiles were added: International Economic
Relations, and Accounting Analysis of the Firm; Agri-
cultural Economics; Transportation Economics.
Undergraduate curricula underwent significant
changes until the mid-1950s. Until the academic year
1956/57, the Faculty adopted the new curriculum. It
defined more precisely the areas of specialization of-
fered (which was only partly realized through the
previous curriculum). Under the new curriculum,
teaching was divided into two basic groups – group
A, which dealt with macroeconomic and theoretical
issues, and group B, oriented to economics of firms,
organization and management.
Since 1958, two programmes were offered – Econom-
ics and Enterprise Economics – while the number of
exams was slightly reduced so as to ensure more ef-

ficient and shortened length of study. This curricu-
lum was upgraded during the subsequent years and
the major changes took place in 1962 when two-level
teaching was introduced. It was aimed at speeding up
the preparation of students for business careers, low-
ering the costs and ensuring a more rational employ-
ment of experts. Two-level teaching meant two-year
teaching at the first level and two-year teaching at
the second level but only within the Enterprise Eco-
nomics profile (the Economics profile retained four-
year courses).
The evaluations of the Faculty bodies regarding new
organization were not fairly favourable: there was
a much greater number of students opting for four-
year studies and it turned out that some important
and fundamental economic disciplines were omitted
(specialization and skills preceded the acquisition of
basic knowledge). This resulted in the preparation of
a new curriculum, which was based on several basic
principles: (a) to provide all students with compre-
hensive basic knowledge in the field of economics,
(b) to acquaint the students of all educational profiles
with the operations and management of enterprises
and (c) to ensure a higher level of specialization and a
higher level of practical skills. The new curriculum be-
came effective in 1966.
The Faculty also expanded its activities outside Bel-
grade. In 1960, it opened a department in Kragujevac.
The objective was to uphold the demand for highly
educated economists in that city, which was a strong
economic centre at that time. The Department oper-
ated until the founding of the Faculty of Economics in
Kragujevac at the end of 1975, to which the teachers
from Belgrade continued to provide assistance in the
following years. Before it ceased to operate, the stud-
ies were completed by 929 graduate economists and
910 economists with a first-level diploma.
Research. Since the very beginning, the teaching
staff has been guided by the principle that the Faculty
is not only a higher education institution providing

education in economics, but also a scientific institu-
tion.
The Faculty has been initiating or participating in
fundamental researches dealing specifically with the
development of the economic system, analysis of the
Yugoslav market, monetary and fiscal policies, etc.
In 1953, the Economic Research Institute was estab-
lished as an autonomous organizational unit. Also
the Documentation Centre of the Faculty, with an ex-
haustive subject catalogue, also evolved from it.
Since 1955, the Faculty has been publishing a re-
nowned journal Ekonomski anali (Economic Annals)
to which a great number of the local staff members
and other researchers have contributed.
The Faculty developed close relations with other fac-
ulties of economics in the country. In the first years,
inter-faculty conferences were regarded as an im-
portant form of cooperation. The venue of the First
Inter-Faculty Conference of the Yugoslav faculties of
economics was the Belgrade Faculty of Economics
(March 1950).The agenda contained issues concern-
ing teaching activities, curricula and syllabi, admis-
sion requirements and study rules, specialization
areas, textbooks and naturally, major social and eco-
nomic development issues.

In the mid-1960s already, the Faculty of Economics
became a renowned higher education institution
and one of Yugoslavia’s leading centres for higher ed-
ucation in economics. Its own human and scientific
resources, developed during the 1950s, provided a
significant basis for its further development.
In the early 1960s, the Faculty of Economics had over
100 full-time teachers and associates. In the mid-
1970s, their number reached 129 and this figure will
not be changed in the years to come (120-130 em-
ployed). In that period, the Faculty had 37 full profes-
sors, 18 associate professors, 22 assistant professors
and 35 teaching assistants (1972). This potential con-
tributed greatly to the improvement of education in
economics and the Faculty’s leading position in the
development of modern economists.
The Faculty of Economics also participated in the
establishment of new institutions of higher educa-
tion in economics within a number of new universi-
ties both in Serbia and outside. It participated either
directly in their formation or indirectly, through its
teachers who lectured in these institutions.

All this coincided with the country’s economic devel-
opment. In the mid-1960s, Yugoslavia initiated com-
prehensive economic reforms, which were geared
to the further development of a market economy. In
that period, the Yugoslav economy, including the Ser-
bian one, was at a medium development level. In the
second half of the 1960s, these reforms contributed
to the increased autonomy of enterprises, while the
country was increasingly opening itself not only eco-
nomically, but also from a cultural, educational and
tourism aspect. All this precipitated the need for the
further improvement of economists’ knowledge and
the introduction of new contents into the Faculty’s
curriculum and syllabi.
Although the 1970s were a relatively stable economic
period, the first serious signs of a crisis and slowdown
in development could already be observed at the end
of the decade. The indebtedness of the economy al-
most doubled (about 20 billion dollars) while the
rate of growth first declined and then, in the 1980s,
it came almost to a standstill. In a way, this was a
prelude to the tragic events in the 1990s. However,
despite such unfavourable trends, the Faculty of
Economics managed to maintain its dynamic devel-
opment, especially with respect to teaching and sci-
entific activities, for a long time, thanks mostly to its
own efforts, initiatives and funds.
Development of Study Programmes
By the end of 1960s and during the 1970s, most of
the teachers at the Faculty of Economics in Belgrade
were its former students. As is usual, this new gener-
ation of teachers, introduced many innovations into
the teaching process and syllabi. Between mid-1960s
and the end of the 1990s the three revisions of cur-
ricula took place
Undergraduate level (BSc)
The new curriculum was adopted in 1966. It differed
significantly from the previous curricula and reflected
the development level of the Faculty’s human and sci-
entific potentials. The curriculum offered five educa-
tional profiles: (a) Economic Policy and Planning, (b)
Economic Statistics and Cybernetics, (c) Enterprise
Economics and Organization, as the embryo of busi-
ness and economic and management studies, (d) Fi-
nance and Accounting and (e) Foreign Trade, intended
for economists who will engage in the country’s in-
creasing international trade. In 1970, a new educa-
tional profile was offered – Organization Science,
which was even more oriented to enterprise organi-
zation and management. In 1972, Transport and Tour-
ism were introduced as an educational profile. This
curriculum underwent more significant changes only
after a decade.

The curriculum, which came into force in 1976, re-
tained all major disciplines from the previous one, but
the overall organization of teaching was changed.
The first year of study was the same for all students
but since the second year, teaching was organized
into three programmes: Economics, Business Eco-
nomics, and Statistics and Cybernetics. In the third
year, three optional groups within the Business Eco-
nomics programme were set up (Organization, Mar-
keting and Finance and Accounting). In the fourth
year, Economics and Business Economics programme
included eight profiles: Economic Theory, Industry,
Agriculture, Domestic Trade, Foreign Trade, Trans-
port, Tourism and Banking. The Statistics and Cyber-
netics programme offered three profiles: Statistical
Analysis, Cybernetics and Actuarial Mathematics.
The system of study underwent a very interesting
and modern change (it reminds of some solutions of
the current study reforms concerning the organiza- tion of student learning and workload): almost all
teaching subjects lasted one semester; the weekly
number of hours could not exceed 30 hours.
Finally, the third curriculum in this period came into
force in 1987 and remained until the late 1990s. Apart
from the introduction of some new disciplines, this
curriculum was a combination of the principles ob-
served by the previous two. The first and second
study years were the same for all students, while in
the third year seven educational profiles were of-
fered (Economics; Marketing; Business Finance and
Accounting; Foreign and Domestic Trade; Finance,
Banking and Insurance; Tourism, and Economic Sta-
tistics and Informatics). It is interesting to note that
the new curriculum departed from the previous one,

and more possibilities for elective teaching.
During this period the syllabi were changed to a sig-
nificant extent, which will remain the lasting com-
mitment of the Faculty according to the develop-
ments in economic thought.
These changes refer, above all, to the new contents
in the field of economics, with emphasis on micro-
economic and macroeconomic analysis but also
the scope of teaching in quantitative disciplines in-
creased (operations research, statistics, economet-
rics). Thus, as early as the 1960s, the Faculty became
the main institution for education in statistics and
the relevant doctoral studies.
On the other hand, the scope of teaching and stu-
dents’ interest in the subjects dealing with business
economics – including specifically marketing and
trade, decision-making, management and organiza-
tion – increased abruptly.
All these circumstances, due to which the Faculty of
Economics was often ahead of its time, contributed
to a significant extent to its fast development and
reputation as one of the major centres of economic
science in the country.

Master level (MSc or Magisterium)
During the 1960s and 1970s, the Programmes in Eco-
nomic Development, Business and International Eco-
nomics were organized each year. Within the scope
of these basic profiles there were also special ones:
in the field of Economic Development – Policy of Eco-
nomic Development, Agricultural and Transport Eco-
nomics (in 1974, the latter was transferred to the field
of Business Economics); in the field of Business Eco-
nomics – Trade, Tourism, Marketing, Organization,
Financial and Accounting Analysis, etc. The Faculty
also organized the Programme in Monetary Econom-
ics since 1970, as well as the Programme in Statistical
Analysis in Economics since 1972.
The development of specified disciplines and chang-
es in the economic situation required modifications
of MSc programmes during the 1980s. Thus, some
programmes were transformed into the new ones
and some new programmes were organized (De-
mography, Management, Enterprise Economics, Ac-
tuarial Mathematics). Each year, about 240 students
on the average enrolled in the MSc Studies, though
the number of defended MSc theses points to a high
student dropout rate.
During the mid-1990s, 19 postgraduate Master’s Pro-
grammes were organized on a regular basis, includ-
ing (in alphabetic order) Actuarial Mathematics, Ag-
ricultural Economics, Demography, Econometrics,
Enterprise Economics, Financial and Accounting
Analysis, Fiscal Management, Governance and Infor-
mation Systems, International Economics, Macro-
economic Analysis and Transformation of the Yugo-
slav Economy, Management, Marketing, Monetary,
Banking and Financial Management, Operations
Research, Statistical Analysis, Tourism Management
and Trade Management.
In the early 1990s, interest was aroused in a new
type of graduate education – one-year Specialist Pro-
grammes. With these programmes, as the new type
of regular graduate education, the Faculty expanded
its supply lastingly since 1994.
Doctoral level (PhD)
Until the mid-1960s, a Doctoral candidate could de-
fend his/her PhD thesis only on the basis of the its
positive evaluation and the candidate’s hitherto sci-
entific work. From the mid-1960s, it became neces-
sary to earn a MSc Degree.
The development of the Faculty and of scientific work
carried out by its teachers enabled candidates to de-
fend their PhD theses and earn a PhD Degree in three
scientific areas: Economics, Statistics and Organiza-
tion science.
A special recognition to the Faculty of Economics was
the University’s decision to select it as the main in-

stitution in charge of doctorates in Statistics, which
was a specific recognition to the scientific contribu-
tion of the teaching staff of the Faculty in that field.
It is also important to point to the separation of Or-
ganization Science as a special field, which was the
result of the Faculty’s scientific contribution to the
development of the relevant disciplines, which now
belong to the fields of Business Economics, Business
Administration or Management Science. They have
been developed at the Faculty since the early 1960s
so that its syllabi significantly differed from those in
the Eastern Europe.
Developing working conditions
Until the early 1990s, the Faculty of Economics was
constantly upgrading the teaching facilities, often
with its own funds, funds of its sponsors and, natu-
rally, funds of its founder. In the late 1970s, the old
building was extended by the annex with two 160-
seat lecture halls and new 20 lecture rooms with the
seating capacity of 40-80. With the addition of the
seventh floor, the number of the teacher’s offices was
increased; some lecture rooms were renovated and
the Faculty also obtained a cafeteria.
In this period, an increasing number of teachers be-
come involved in scientific work and the realization
of various projects for the Government and certain
ministries, as well as for enterprises, banks, profes-
sional associations, bodies of local self-manage-
ment, trade unions, etc. To make better use of its sci-
entific potential, the Faculty of Economics set up the
Centre for Scientific Research (NICEF) in 1974. During
the following years, the NICEF brought together a
great number of teachers and provided organiza-
tional assistance to the work of research teams. In
addition, cooperation with a considerable number
of renowned external researchers and research in-
stitutes, professional organizations and government
institutions – such as the Federal and Republican
Statistical Offices, Economic and Social Planning In-
stitute, National Bank and the like – was also main-
tained through the NICEF.
In 1980, the Electronic Computer Centre was estab-
lished and the Faculty obtained its first computer.

ing to its technical features, it was large in size and
installed in especially equipped and air-conditioned
rooms, as was required at that time. The comput-
er was primarily intended for teaching (students
learned the program languages Fortran and Cobol on
this computer) and for the teachers’ scientific work.
At that time, this meant an important work improve-
ment at the Faculty, while the Centre enabled a much
more serious work in the fields of statistics and infor-
matics.
Ten years later, the Centre changed its structure and
introduced personal computers into use. At first, it
introduced a smaller number of PCs AT 286 with 1MB
memory and in 1995 it acquired about 40 PCs AT 486.
They were connected into the network enabling ac-
cess to the Internet via University Computer Centre.
Soon afterwards, the Faculty established its net-
work, which enabled access to the Internet from all
rooms.
The Faculty also started its publishing activity, which
facilitated the acquisition of textbooks and made
them cheaper. In 1989, this activity evolved into the
Publishing Centre (CID) as a special organizational
unit. Over time, it will develop into a large publisher
of economic literature in the country.
On the occasion of 40th anniversary in 1977, The Fac-
ulty was decorated by the order of merits for nation
of the first degree.
Students
As one of the largest faculties within the University of
Belgrade, the Faculty of Economics had a very large
number of students as early as the mid-1960s. Eco-
nomic reforms and a shift toward a market economy
were an attractive area of study for the young gener-
ation. However, the clash between the social norms
and the actual situation in the society meant for the
young generation of the late 1960s a call for action.
Like many world’s universities, the University of Bel-
grade was the venue of the student protest in 1968.
At that time, this was a surprising revolt of the young
generation against the state of Yugoslav society and
the abandonment of the proclaimed social values.
This influenced a leftist political orientation of the
demonstrations. Students requested more princi-
ples of equality, equal opportunities for all, as well as
greater justice in society, and were against the ‘red
bourgeoisie’...
The protest also took place at the Faculty of Econom-
ics. All teaching activities were suspended for seven

days being replaced by vivid discussions about the fu-
ture of the country and the orientation of its politics.
These events had a favourable influence on students’
activities: student participation in the governance
of the Faculty was increased; new student journals
(very critically intoned at times) were launched and
students became a more active factor of the overall
study process of the Faculty. So, in 1971, the journal of
the students of the Faculty of Economics, Glas ekono-
mista, was founded and in 1972, as the result of many
changes taking place after the student protest, the
function of the student vice-dean was introduced.
This rebellious spirit of students will be reawakened
during the 1990s. In the autumn of 1992, the students
organized the demonstrations against the country’s
isolationist policy. As part of the students’ action at
the University, the first petition for the resignation
of Slobodan Milošević was also signed at the Faculty
of Economics. The students’ action culminated in the
winter 1996-97, when almost the entire University,
including a great number of the students and teach-
ers of the Faculty of Economics, joined the massive
civil protest against the election fraud.
GLAS EKONOMISTA

The nineties
The nineties were an extremely difficult period in Ser-
bia’s recent history. The economy was dramatically
weakened: Serbia’s GDP fell to about 40-50% of its
1990 level. This was partly due to the disintegration
of the Yugoslav market and loss of foreign markets
caused by the EU and UN sanctions but, even more
so, due to the devastating inflation of 1992-1994 and
Serbia’s absolutely wrong politics. Transition reforms,
which were initiated in 1989 and 1990, and brought
some stability, were abandoned in the 1990s, while
the internal political tensions were intensified.

institution in its scientific fields, some problems were
becoming increasingly serious. The Faculty entered
the year 1997, which marked the beginning of its sev-
enth decade, with a student strike and the suspen-
sion of the activities due to mass three-month dem-
onstrations in Belgrade, sparked off by the election
fraud and non-recognition of the results of the local
elections.
However, in 1998, the Serbian Parliament passed
the new University Law, which dramatically lim-
ited university autonomy. Under the new Law, the
Government had to appoint the rector and faculty
deans, who were given wide powers, including the
appointment of teachers, decision-making on their
promotion and the like. Like most faculties within the
University of Belgrade, the Academic Council of the
Faculty of Economics requested changes to the Law,
but it nevertheless came in force. All this had serious
implications for the work of the Faculty, its personnel
and enrolment policy, as well as for the regularity of
the entire teaching and educational process.
In 1999, the Faculty was faced with a new threat. The
three-month NATO intervention and everyday bomb-
ings caused the suspension of its teaching activities.
The location of the Faculty was rather risky – it was
in the vicinity of the Government and General Staff
buildings, which were bombed a number of times
during the intervention. The Faculty was also hit by
frequent power breakdowns, which caused damage
to its electrical wiring system and computer net-
work. Despite all this, the academic year was some-
how finalised while the new one started relatively
normally, considering great tensions in the society, at
the Faculty and, in particular, among students.
Revival
A major shift in the development of the Faculty oc-
curred after 5 October 2000 when – under great
public pressure and after mass demonstrations in
Belgrade, the victory of the democratic opposition
at the presidential elections was recognized. This
was an introduction to changes in other government
bodies after the elections staged early in 2001. This
also enabled the relevant changes at the universi-

ties and faculties. At the Faculty of Economics, at the
request of 98 teachers and associates, the Dean and
Vice-Deans resigned and their duties were assumed
by the Dean’s Board, elected by the Academic Council
as early as 1998. During the following months, two
teachers, who had been dismissed by the decision of
the former Dean, were returned to the Faculty, while
all teachers appointed solely by the Dean’s decision
(often against their will) the year before had to under-
go the standard election procedure. Thus, the Fac-
ulty created conditions for the resumption of normal
activities and the continuity of the academic rules.
However, the Faculty of Economics was still faced
with the difficult task – to make up for lost time.
During the following years, thanks to the efforts of
the entire Faculty staff, the teaching process under-
went major improvements; new syllabi were intro-
duced; working conditions were improved; enrol-
ment policy became transparent, and teachers’ work
with their students and students’ learning facilities
were improved. The Faculty also solved some inher-
ited problems – which resulted in the weakening of
the standards for academic conduct and ethics – and
effected the appropriate personnel changes, thus
strengthening its teaching and scientific potential
and credibility.
Also, the Faculty returned to the international aca-
demic community, which facilitated the introduc-
tion of many reforms that were already conducted at
many European universities during the 1990s. Scien-
tific work was also revived; an increasing number of
teachers and associates participated in international
conferences and contributed to international jour-
nals once again; the Faculty journal evolved into an
international journal and the old practice of sending
junior teachers to foreign universities for further edu-
cation was revived.
Thus, the Faculty of Economics became significantly
stronger and retained its position as the leading insti-

tution of higher education in economics and related
disciplines in the country, while at the same time en-
joying an excellent reputation in the whole region.
Gradual economic development, the stabilization of
macroeconomic conditions and accelerated transi-
tion to a market economy led to increased interest
in studying at the Faculty of Economics and boosted
the demand for graduate economists once again. The
Faculty conducted a survey which revealed that its
graduate students are in great demand by domestic
and foreign companies. This is also evidenced by the
fact that 93 per cent of them find employment in the
first year after their graduation.
Although the global economic crisis has strongly af-

fected the economy of the country as it happened
in many transition economies (even those that have
started their economic transformation much ear-
lier), the interest for studies in Economics remained
huge. Moreover, graduates from the Faculty of Eco-
nomics are still highly demanded despite a growing
number of higher schools that offer similar study
programmes. In our view this kind of a competition is
only to confirm the achieved excellence of the Faculty
of Economics.
As one of the largest faculties within the University of
Belgrade, with about 8000 students, the Faculty of
Economics in Belgrade now a days represents a sig-
nificant medium-sized university in itself.
As a member of the University of Belgrade, it is try-
ing its best to meet and exceed University’s criteria of
excellence. Being proud on the tradition of the Uni-
versity of Belgrade, the Faculty endeavours to make
its own contribution to its traditional values. Also, as
an educational institution founded once outside the
University and bearing in mind its size, scientific po-
tential and the scope of scientific areas covered, the
Faculty of Economics is developing its own criteria
of excellence and cherishing its own tradition as a
big, renowned and autonomous institution of higher
education.

Governance and Organization
The Faculty of Economics operates as an independ-
ent higher education institution within the Univer-
sity of Belgrade. Its founder is the Republic of Serbia.
The main governing bodies of the Faculty are:
Council
The Council is the Faculty governing body. It has 23
members, 15 of whom are the Faculty representa-
tives, 4 are appointed by the Serbian Government
and 4 are elected by the Student Parliament. Out of 15
Faculty representatives, two are elected from among
the non-teaching staff.
Dean
The Dean is the executive body and the leading figure
of the Faculty. The Dean is assisted by the 2-4 Vice-
Deans. Apart from the Vice-Deans who are elected
from among the teachers, one Vice-Dean is elected
from among the students.
Academic Council
The Academic Council (AC) is the highest professional
Faculty body. The AC is comprised of all teachers and
teaching assistants employed. Also it comprises rep-
resentatives of the student parliament when discuss-
ing teaching issues. The AC also makes decisions in a
special composition as the Election Council in elect-
ing candidates for teaching positions (the composi-
tion depends on the type of elections).
In decision making the AC rely on proposals prepared
by its standing committees and chairs.

Chairs
The Chairs are academivc organisational units that
are organized around one or more related scientific
areas (that include related teaching subjects). Its
members are the teachers and associates elected for
the corresponding scientific area. The Faculty has the

Student Parliament
The Student Parliament is the body through which
students exercise their rights and protect their inter-
ests at the Faculty. Students elect their representa-
tives to the Student Parliament directly, by secret
ballot. The voting rights are enjoyed by all students
enrolled in any of the study programmes in the aca-
demic year in which the elections for the Parliament
are held. The Student Parliament was elected for the
first time in the academic year 2006/07.
Apart from the Chairs representing academic units,
the remaining organizational units of the Faculty are
centres, and administrative and professional services.

Teaching
Undergraduate Studies
After 2000, the Faculty started to apply a number
of higher education reforms based on the Bologna
Declaration even before it was officially signed by the
Government. Regarding the reforms, the Faculty of
Economics has a relatively long tradition, since some
similar ideas were already applied in the past (since
1987, all teaching subjects have been organized in
one-semester terms; in the mid-1980s, the student
survey was introduced as an evaluation method; con-
tinuous testing for some subjects as an element for
the final grade were practiced as early as the 1960s
etc.).
During the 1990s, there were several attempts to
upgrade the curriculum. Finally, the new curriculum
was adopted in mid-2000 but without an analysis of
the relevant programme contents. However, soon
after the adoption of this curriculum – which intro-
duced nine study programmes to be profiled in the
second year of study – it turned out that this project
did not correspond to the requirements spelled out in
the Bologna Declaration.
In 2001 and 2002, the debate conducted at the Fac-
ulty pointed to necessary changes in the curriculum,
though its basic structure (nine educational profiles)
was retained. As the result of these discussions, the
curriculum was defined by using the new assessment
method, at the level of 60 ECTS points in each year
of study, regardless of the educational profile. During
2005 and 2006, the new syllabi were also adopted.
In 2007 during the new accreditation process the pro-
gramme took its final form. It is defined as a unique
programme with common subjects within the first
two years of study and with 9 elective modules af-
terwards. The common content is due to a relatively
undeveloped labour market demand for economists
that prevents students to definitely expect a specific
and/or specialized job after their graduation.

Enrolment
Great interest in enrolment in the Faculty of Econom-
ics calls for constant care about the enrolment re-
quirements. Enrolment in the Faculty over the past
five years is shown in the following table.
The Table shows that students’ interest in enrol-
ment in the Faculty of Economics, is constantly high
and that the share of enrolled candidates varies usu-
ally between 78-85% (however, subtracting those en-
rolled in distance learning programme this rate goes
to around 65-70% of all candidates)
The studies for students financed by the government
are absolutely free. Self-financed students pay the
tuition fee that covers all costs, including all text-
books but can acquire the status of the student to be
financed by the government if they meet all defined
requirements.
After 2000, the Faculty opted for a lower enrolment
rate for two reasons: first, the lower number of en-
rolled candidates enables better individual work stu-
dents and improves the conditions of work in general
and, second, an analysis showed that a much larger
number of students (from the years prior to 2001) in-
creased the average length of studies.
On the other hand, an analysis showed an increased
interest in enrolment in the Faculty by candidates
with very high average secondary school grades.
Regardless of the total number of enrolment candi-
dates, the share of excellent students (the average
secondary school grade higher than 4.5/5.0) is ex-
ceeding 50%, while the share of very good ones (the
average grade between 3.5 and 4.5) is above 40%.

This led to the conclusion that the number of enrolled
students should be increased, provided that the con-
ditions of work and study were improved. This policy
resulted in an increasing number of graduates.
Entrance Exam
The ranking of candidates is based on their secondary
school grades (maximum 40 points) and the success
shown at the entrance exam, which is comprised of
two tests. The first test asks candidates to demon-
strate their general knowledge gained in secondary
school (maximum 30 points). The second test is in
an elective subject area (maximum 30 points; elec-
tives are mathematics, computer proficiency, basics
of economics and enterprise economics). Testing is
anonymous and simultaneous for all candidates.
During the past years, candidates had to receive the
following number of average points at the entrance
exam to be enrolled in the Faculty of Economics: 80-
85/100 for students to be financed from the budget
and between 65-75/100 points for self-financed stu-
dents.

Benchmarking
During 2003, the Faculty organized the research pro-
ject relating to the best practices at foreign faculties
(primarily in Europe) and their comparison with its
own practice. This research revealed some weak-
nesses, but also the good results achieved by the
Faculty. Within the scope of this research project,
special attention was devoted to the stakeholders’
views on the Faculty, their needs and evaluation of its
hitherto work. It also showed that our institution en-
joys a high reputation and that its results are closely
monitored, while at the same time pointing to the
desirable changes. This research created a basis for
the Faculty’s new activities, including the work on
new curricula and syllabi, as well as the elaboration
of the basic work and study standards guaranteed by
the Faculty.
Teaching Standards and Quality Control
Under the project launched in 2003, the Faculty was
the first in the country to prepare the basic materials
for the introduction of the basic quality standards in:
(a) the preparation for teaching, (b), conduct of teach-
ing, (c) conduct of exams, (d) adoption of textbooks
and (e) elaboration of seminar and final papers. Based

on the important results of this project, the students
were provided standardized information about the
programmes and their objectives, teaching sched-
ules, pre-exam obligations, exams and examination
methods, etc. The major result of this initial stand-
ardization effort was the introduction of a number
of innovations into the teaching process, examina-
tion method and forms, method of work during the
exercises, etc. On the basis of this project, four years
later the Republican Accreditation Committee has
adopted general standards that should be applied in
all higher educational institutions in the country. The
compliance with these standards is the subject of a
constant critical analysis and further improvements
and is monitored by the two Academic Council com-
mittees.
Student Survey (Evaluation)
After a suspension during the 1990s, starting with
the academic year 2001/02 the Faculty conducted
two student surveys on a regular basis. One survey
examined teaching and textbook quality and assess-
ment objectivity, while the other was intended for
graduate students, at the time they received their di-
plomas. It included questions concerning the quality
of studies and whether any irregularity was observed
at the exams, including corruption. The Faculty also
set up special commissions with the aim to organize
these surveys and address the evaluation and qual-
ity control issues in general. The survey included the
questions about teaching quality, as well as the qual-
ity of textbooks and assessment objectivity.
Since 2007, student surveys have also been recog-
nized within the University of Belgrade, so that now
all faculties apply the same survey methodology

Graduate (Master) Studies
Since the academic year 2006/07, the Faculty has
been organizing the new, Master Programmes in
accordance with the hitherto reforms of its Under-
graduate Studies. These programmes last one year
and upon their completion students obtain 60 ECTS
points (previous magisterium programmes lasted two
years). After two cycles of the studies – Basic and
Graduate (Master), students gain 300 points, which
is in conformity with the modern European practice.

International Master Courses
The Faculty of Economics organizes four Internation-
al Graduate Master Programmes taught in foreign
languages:
• Management and Business Economics, a
course developed jointly with a leading European
Business School, HEC, Paris. Admission is allowed
to all students with a faculty diploma, regard-
less of their previous studies. The aim of the pro-
gramme is to educate future managers – creative
and enterprising business leaders.
• Macroeconomics of Transition Economies, a
course jointly organized with the Sophia Antipo-
lis University of Nice. Students receive two diplo-
mas: one of the University of Belgrade (Master)
and the other of the University of Nice (Master).
• International Master in Quantitative Finance
(IMQF). The programme is designed for the best
and most valuable young people, who are pre-
pared to deepen their knowledge in the field of
financial theory and practice by using quantita-
tive methods, in addition to their business orien-
tation.
• MBA the first MBA programme taught in Serbia
with an AACSB International accreditation. The
programme is conducted jointly with the Texas
A&M University Commerce. Students receive two
diplomas: one of the University of Belgrade (Mas-
ter in Management) and the other of the Texas
A&M University Commerce (Master of Business
Administration).

Doctoral Studies
The total number of Doctors of Science, who earned
this degree at the Faculty of Economics from 1952 to
2012 increased to over 740.
Since the year 2008 the Faculty organizes the new
Doctoral Studies. The new system requests the en-
rolment of PhD candidates, taught subjects and con-
stant work with teachers during the elaboration of
their dissertations. All students who enrol in the PhD
Programme have to attend a specified number of lec-
tures in the relevant research methodology and work
on the specified programmes, which are adjusted to
the candidates’ scientific interests.
PhD candidates work with at least two or more pro-
fessors (mentors’ committee) with whom they mas-
ter the specified aspects of their research. During
their three-year studies, they publicly present the re-
sults of their work and are obliged to publicize some
results of their research projects. The defence of the
PhD thesis is the ultimate step.
Research
Centre for Scientific Research of the Faculty of
Economics (NICEF)
The Centre for Scientific Research of the Faculty of
Economics in Belgrade (NICEF) was established in
1974. With more than 1,000 projects and studies
completed so far, it is one of the most prominent in-
stitutions concerned with economic development
and fundamental research in the country.
During the past decade, it carried out hundreds of
projects, innovation and company courses, con-
sulting activities, symposia and the like. Among its
clients are Government and ministries, public and
private enterprises that include: Železnice Srbije (Ser-
bian Railways), NIS a.d. (Serbian Oil Industry), Novi
Sad, Telekom Srbija a.d., Kostolac Open Pit Mines,
Elektroprivreda Srbija (Electric Power Industry of
Serbia), PD RB Kolubara d.o.o., Nikola Tesla Airport,
Belgrade, etc.
The NICEF maintains intensive cooperation with the

relevant republican institutions in the preparation
of the projects being of utmost significance for our
country: Economic Policy Measures, Exchange Rate
Policy, SME Development Policy, Serbia’s Export Pro-
motion Strategy, SME Development Programme,
Economic Measurement of Comparative Advantag-
es, Programme of Reforms in the Republic of Serbia,
Development of the Financial Market in the Service of
Serbia’s Transition and Economy, Trade Development
Strategy and Policy of the Republic of Serbia, Tourism
Development Strategy of the Republic of Serbia, Re-
structuring of the National Bank of Serbia, etc.
Particularly important are the fundamental projects
supported by the Ministry for Science. There are four
current projects of that kind that gather almost en-
tire teaching staff of the Faculty.
The Foundation for the Advancement of Eco-
nomics (FREN)
The Foundation for the Advancement of Economics
(FREN) was established in 2005 to promote academ-
ic research in Serbia and build the body of knowledge
for economic decision-makers.
The FREN’s basic activities are geared to the reali-
zation of its own research programme; provision of
support to the research that deepens and advances
theoretical and empirical knowledge in the field of
economics, especially with respect to the Serbian
economy and transition processes in the countries
of South Eastern Europe; the application of contem-
porary economic research and analytical methods;
the promotion of cooperation among similar institu-
tions in South Eastern Europe and the integration of
regional economic thought into the global scientific
networks and trends.
Among the FREN’s most important project is the
Quarterly Monitor of Economic Trends and Policies in
Serbia (QM), a publication that systematically moni-
tors macroeconomic, corporate and financial trends
and policies in Serbia. It comes out in Serbian and
English and is also posted on the FREN website.

Journals
Economic Annals
Economic Annals is the scientific journal published
by the Faculty of Economics since 1955 (Ekonomski
anali). Over time, its editorial policy, editors-in-chief,
editorial board and sections have changed just like
the society itself. Nevertheless, the journal has sur-
vived for 57 years and so far more than 190 issues have
been printed.
Today, Economic Annals is an international jour-
nal with a strong international editorial board that
gather many prominent scientists in the field of eco-
nomics and is listed in many data bases for journals.
According to the evaluation of scientific papers and
journal quality made by the Ministry of Culture, Eco-
nomic Annals ranks for years among the top journals
in the field of social sciences in the country. According
to National Library Citation Index it is the most cited
economic journal in the country over the past years.

Ekonomske ideje i praksa
Ekonomske ideje i praksa (Economic Ideas and Prac-
tices) is a newly established scientific journal of the
Faculty of Economics (established in 2011). It is pub-
lished quarterly in Serbian language with abstracts in
English.

Scientific Society of Economists in Serbia (NDES) and the Faculty of Economics
The Scientific Society of Economists in Serbia (NDES)
is a selective scientific association of economists,
who are elected according to the procedure specified
by its Statute. To become its members, economists
must be engaged in scientific and educational work
in higher education and research institutions, in Ser-
bia and abroad.
Within the NDES acts the Academy of Economic Sci-
ence (AEN) with a small and limited number of elect-
ed members. Currently it has 13 full members and 10
members.
The NDES has its premises in the Faculty, while the
Faculty has become its major partner in various ac-
tivities.
The main activities of the NDES are the organization
of scientific meetings, fora, round tables, as well as
the conferences devoted to topical issues. Each year,
the NDES organizes three conferences jointly with
the Faculty of Economics in Belgrade, with partici-
pation of other economic faculties in the country.
They are devoted to Serbian economic policy and to
the transition and the EU accession issues, and bi-
annually to global economy and business economics.
So far, more than 50 books related to these meetings
have been published.

Library
The Library is one the pillars of scientific work and
education at the Faculty of Economics. It was estab-
lished immediately after the founding of the Higher
School of Economics and Commerce and until the
beginning of the war its holdings included more
than 8,000 books and other publications. After
World War II, the Library’s holdings were increasing
at a fast pace, so that as early as 1950 it had approxi-
mately 60,000 items. At the beginning of 2000, its
holdings included more than 300,000 items. Since
the relevant literature can be increasingly obtained
by electronic means and after an analysis of the Li-
brary Board, the Faculty gave almost 40,000 books
and other publications to the University Library,
while about 20,000 items were sent to other insti-
tutions, or were written off due to wear and tear. At
the same time, for 12 years already (in some cases
even longer), the Faculty has been subscribed to the
most important databases. Thanks to the facilities of
our Information Technology Centre, all these sources
are accessible from all rooms, that is from almost all
computers at the Faculty.
The Library is continuously supplemented by new ti-
tles, especially after the introduction of the practice
that each teacher can order selected new literature
to the amount of several hundred euros once a year.
The Library is also subscribed to 20 domestic and 35
most important international journals. In the late
1990s, the documentation centre was computerized,
so that all data on available literature are accessible
online. The Library is also connected to the University
and National Libraries by electronic means. Adjacent
to the Library are three reading rooms with the seat-
ing capacity of about 200.

Publishing Centre – CID
The Publishing Centre of the Faculty of Economics in
Belgrade (CID) is an organizational unit of this Faculty
and a profit centre specializing in the publishing of
textbooks and other professional literature in print
or electronic form. The CID has been operating since
1991. Today its current annual production is over 80
titles.
Although it operates within the Faculty, the CID is
among the major publishers in South Eastern Eu-
rope, specializing in the best quality works in the
fields of theoretical economics, international eco-
nomics, banking, management, marketing, or-
ganization, business finance, accounting, statistics,
mathematics, informatics and the like. Therefore,
the CID proudly exhibits its slogan: “treasury of eco-
nomic knowledge“.
As a profit centre, the CID operates in the name and
for account of the Faculty. The Centre is run by the
Director who is appointed by the Dean of the Faculty
from among the teaching staff. The organizational
units of the Centre are the technical services section,
the bookshop and the storage of printed publications
and office supplies.
Among the CID’s most interesting undertakings is a
special edition – Translations. This expanding edition
includes the world-renowned textbooks, written by
O. Blanchard, A. Giddens, N. G. Mankiw, H. S. Rosen,

etc.
Dictionary of Economics should be also mentioned
as a unique project in the region. The Dictionary has
over 7,000 entries. It is published in two colours and
in hardcover. In most cases, the entries are also given
in English.
The CID is regarded as an indispensable support to
the teaching and scientific process of the Faculty of
Economics in Belgrade, as well as to the teaching, sci-
entific, technological and business processes outside
the Faculty, in the Republic of Serbia as well as in the
region.
The International Book Fair, which takes place at the
Belgrade Fairgrounds each October, provides an op-
portunity for its special promotional activities. The
Faculty of Economics takes an active part in this
event through its Publishing Centre. During the past
decade, the Faculty of Economics also participated at
the Frankfurt and Paris Book Fairs through the Pub-
lishers’ Association of Serbia and Montenegro.

Information Technology Centre – CIT
In the mid-1990s, the development of the Electronic
Computer Centre (ERC) assumed new dimensions.
At the end of 1995, the Centre was completely reno-
vated. It obtained new computers for its two new
rooms intended for teaching activities as well as for
all teachers’ rooms and services. Its computer equip-
ment had the best features at that time: PC AT 486,
colour monitors, keyboards and mice. The acquisition
of screen projection equipment also improved teach-
ing quality. Thus, the Centre became the nucleus of
the information system of the Faculty of Economics.
Until the mid-1990s, the Faculty’s single local area
network (LAN) was built, so that all teachers’ offices,
services, centres and student organizations, as well
as the lecture rooms and halls were networked. At
the same time, the Faculty local area network was
connected to the Computer Centre of Belgrade Uni-
versity (RCUB), as the hub for the national Academic
Network. So, the Faculty became part of the Aca-
demic Network, the first Serbian network with ac-
cess to the Internet.
In 1997, the Faculty obtained its Internet domain,
while the Computer Centre installed the Faculty’s
first Internet servers. The Centre’s capacity soon be-
came insufficient to meet the increasing demands of
the teachers and students for the use of the comput-
er and network resources.
In 2001, the third computer room for students (Room
C) was provided, including a complete floor network
installation for 21 workstations and the last genera-
tion computers. The Centre also provided the new In-
ternet services, such as the web and e-mail services

for students. The new Faculty web presentation was
also designed. In the period 2001-2003, the Faculty
also acquired a number of video slide projectors, thus
contributing to the improvement of teaching qual-
ity in the Centre and in the Faculty as a whole. Since
2003, the Centre’s facilities have also been accessible
to distance-learning students.
In 2004, the Centre obtained the fourth room, Room
D, equipped with a complete floor network installa-
tion, 45 workstations and the last generation com-
puters.
In 2005, the lecture rooms and halls were equipped
with multimedia equipment. Twenty one lecture
rooms were equipped with fixed desktop computers,
as well as a special table and ceiling-mounted video
slide projector, thus improving the quality of the
teaching process to a significant extent.
At the end of 2006 and the beginning 2007, the prem-
ises for International Graduate Studies were pro-
vided, including the network with 50 connections,
as well as a room with 15 computers for students.
Modern equipment for the video-conference system
(Polycom VSX 8000), with other accompanying au-
dio-video equipment, was also purchased.
In 2006, the Electronic Computer Centre evolved into
the Information Technology Centre (CIT). The new
name was adopted due to the expansion of the Cen-
tre’s activities. Apart from its technical support to
the modernization of the teaching process, the CIT is
closely linked to the Faculty’s administrative and pro-
fessional services and centres. It participates in main-
taining diverse applicative software, administers and
maintains the local area network, various on-line
services of the Faculty, performs the servicing of the
Faculty’s computer and networking equipment and
the like.

International Cooperation
Since 1992, after the imposition of sanctions by the
EU and UN, the Faculty of Economics, which was
maintaining intensive long-standing international
scientific and academic cooperation, lost contact
with most of its foreign partners, as well as the part-
ners from the former Yugoslav republics. Even the
individual contacts weakened due to the visa regula-
tions for Serbian citizens.
In the second half of the 1990s, almost the only
contact of the Faculty with the international aca-
demic community, albeit weak, was the Associa-
tion of South Eastern Europe Economic Universities
(ASECU), founded in 1996 (an initiative of the Univer-
sity of Macedonia in Thessalonica).
Since 2000, one of the most important objectives of
the Faculty of Economics has been to renew, estab-
lish and promote international cooperation. In 2001,
the Centre for International Studies and Cooperation
was set up with a view to promoting cooperation
with foreign faculties, monitoring and initiating in-
ternational projects, and carrying out other related
activities.
Since then, the Faculty of Economics has participat-
ed in a number of important international projects
funded by the European Agency for Reconstruction
(EAR) and other international sources and participat-
ed in several international research projects organ-
ized with British, Italian, Slovenian, Greek and other
research institutions on a bilateral basis.
International teaching projects have been of special
significance for the Faculty as an educational institu-
tion. The Faculty has established several internation-
al study programmes at the master level. The Faculty

During the past years, the Faculty also organized
a number of international conferences and other
meetings. As early as 2001, it organized, together
with the Scientific Society of Economists, the con-
ference devoted to transition and privatization in
Serbia; in 2003, the Second Conference of ASECU, in
2004 the Eighth Conference of the European Asso-
ciation for Comparative Economic Studies (EACES).
Next year, another international workshop on pri-
vatization in Serbia was organized in cooperation
with the EACES. In 2007, a large international con-
ference was held marking the 70th anniversary of
the Faculty with more than 200 participants from 52
countries. In 2009 another international conference
was organized about the global crisis and in 2012 the
75 year jubilee conference “From Global Crisis to Eco-
nomic Growth – Which Way to Take?” The Faculty
also organizes other international scientific and ex-
pert meetings and round tables in cooperation with
various scientific and professional associations (such
as the Scientific Society of Economists, Association
of Actuaries, FREN, etc.), or autonomously.
All this also contributed to the much greater mobil-
ity of teachers and students. During the past years,
some 60 teachers and assistants attended various
specialization, master and PhD programmes in high-

er education institutions in the United States, United
Kingdom, France, Switzerland, Italy and other coun-
tries.
Students mobility has also expanded in direct ex-
change and/or in special programmes such as Danu-
bia summer school, a joint project of Danubian coun-
tries supported by the Austrian Erste Bank.
There is also an increasing number of visiting pro-
fessors from various foreign universities, who come
either to deliver special lectures, or for regular teach-
ing. During the past years, there were 50 or so foreign
visiting professors, mostly within the scope of various
programmes. Many public figures from abroad also
come gladly to lecture at the Faculty of Economics.
Finally, the Faculty of Economics has revived its co-
operation with numerous foreign faculties, research
institutes and other professional organizations from
the former Yugoslavia, Europe and the rest of the
world. The Faculty is a member of several large net-
works bringing together the faculties of economics
and social sciences (CEEUN, RESEGE etc.). .

Career Advice Centre
The Career Advice Centre was established in 2003.
Since the establishment of the Foundation of the
Faculty of Economics, it has significantly intensified
its activities, helping the students attending the Ba-
sic and Postgraduate, that is, Undergraduate Stud-
ies to select an appropriate orientation when seek-
ing employment. The Centre helps students to find
their first job, arranges for their consultations with
career guidance experts, organizes tests, seminars
and courses, and the database, which simulates the
labour market. The Centre also has agreements with
some companies, enables their presentations and
meetings with students, organizes employment and
career fairs, as well as other activities facilitating stu-
dents to find adequate employment.
Marketing and Public Relations Centre
In 2007, the Faculty established the Centre for Mar-
keting and Public Relations, whose aims are the con-
tinuous monitoring of changes on the educational
market and the provision of information and other
assistance to potential candidates for enrolment,
journalists, representatives of government institu-
tions and non-governmental organizations, busi-
ness partners, educational institutions at all levels,
as well as other stakeholders of the Faculty. In the
first months of 2007, the Centre’s major activities in-
cluded the organization and conduct of an informa-
tive campaign for the enrolment of candidates in the
academic year 2007/08. This campaign included the
Faculty presentations in secondary schools, partici-
pation in educational fairs and the organization of
visits to the Faculty of Economics in Belgrade.

The Foundation of the Faculty of Economics
The Foundation of the Faculty of Economics was es-
tablished in 2004 in order to support students’ work,
award students and encourage their research activi-
ties. During the past period, the Foundation awarded
the best students, participated in the establishment
of the Career Advice Centre and the promotion of the
Faculty of Economics among secondary-school stu-
dents. The Foundation especially helped the estab-
lishment of the database on all students of the Fac-
ulty, their employment and further training.
Students and Student Organizations
With about 8,000 students (or over 10 per cent of
the total number of university students), the Faculty
of Economics is one of the largest faculties within
the University of Belgrade. This fact already points
to a very active social life of its students which takes
places through their organizations, journals and the
like. The student organizations operating within the
Faculty are the Student Federation, Student Union,
AIESEC, Sports Club, various working groups and
a special form of work – the Marketing Workshop.

Since 2006, there has been also the Student Parlia-
ment of the Faculty of Economics, which was consti-
tuted after the elections at which the students voted
for their candidates from twenty or so lists of candi-
dates.
Over the past years, the Faculty has invested a con-
siderable amount of money in the improvement of its
teaching activities and students’ social life. Thus, the
Faculty is the venue for various events, which take
place in the evenings and are mostly humanitarian
in character. There is also the Student Club, where
students can meet, talk or refresh themselves when
making a break during learning.
Our students also participate successfully in the so-
called Economic and Managerial Games, knowledge
and skill tournaments that bring together twenty or
so faculties and advanced schools in the fields of eco-
nomics or business economics. In this jubilee year of
the Faculty, the students brought another great rec-
ognition to it: they won in the overall standings at the
Economic Games in Kopaonik in May 2012.
Student Parliament
The elections for the members of the first Student Par-
liament were staged in the winter semester in 2006.
The students enrolled in the study programmes of
the Faculty of Economics elect their representatives
in the Student Parliament directly, by secret ballot.

their frame of reference, as stipulated by the Statute
and Law. The basic task of the Student Parliament is
to enable the articulation of students’ interests and
partnership in addressing the issues concerning their

The Student Federation of the Faculty of Economics
The Student Federation of the Faculty of Economics
(SSEF) is a student organization which has been op-
erating within the Faculty of Economics since its es-
tablishment. By its activities, the Student Federation
promotes the ideas of students’ organizing, student
solidarity, tolerance and, in particular, freedom in the
presentation of the student potential, development
of critical thinking and personal involvement in over-
coming problems.
The Student Union of the Faculty of Economics
The SUEF was formed at the height of the student
protest in December 1996. One of the most impor-
tant aims of the Student Union of the Faculty of Eco-
nomics (SUEF) is the improvement of the study condi-
tions. In addition, it is concerned with the protection
of student interests, promotion of the economic pro-
fession, maintenance of international cooperation,
as well as the promotion of tolerance among people.

ulty of Economics, MonopolList.

The AIESEC at the Faculty of Economics
Five years after the opening of the first AIESEC Office
in the world, in 1953, AIESEC Yugoslavia was founded
at the Faculty of Economics in Belgrade. During the
following decades, the AIESEC at the Faculty of Eco-
nomics helped opening other AIESEC offices in the
country. Today, the AIESEC at the Faculty of Eco-
nomics is not only the largest office due to the size
of membership, but also due to the high quality and
number of the hitherto results. This organization
helps young people to develop their skills, such as:
leadership, communications, organization and plan-
ning, project management and the like.
AIESEC performance
MonopolList
The journal MonopolList was launched in May
1997. From a two-page pilot project it evolved,
over time, into a 48-page journal. It became
known for its sharp and well-argumented critical
views. In its first years of existence, it happened
that it was deprived of its working premises,
that the police confiscated all copies and that
the journal was forbidden by ministerial decrees.
Due to its interesting background and often
ironical style, the articles from MonopolList
were often quoted in the major journals. In a
textbook used at the Faculty of Political Science,
MonopolList is given as an example of a special
form of journalism – feature journalism. Since
November 2006, MonopolList has been part
of the European network of student journals
(Student Press in Europe – SPINE).

Marketing Workshop
The Marketing Workshop is a non-profit student or-
ganization of the Faculty of Economics concerned
with marketing, research projects and the applica-
tion of the knowledge acquired in the fields of eco-
nomics and marketing in practice. The aim of this
organization is to expand and improve students’
theoretical and practical knowledge at this Faculty.
It was set up 20 years ago and so far several hundred
students have participated in it.
Sports Club
The Faculty of Economics also has the Sports Club
Ekonomist, which has been active for several dec-
ades. Its activities were suspended in the late 1990s
and revived in 2002. The Club has the male and fe-
male volleyball, basketball and handball teams, as
well the male indoor football team. Great attention
is also devoted to individual sports, including specifi-
cally chess, table tennis and swimming.
