WIGOS BackgroundCONGRESS XV (2007) Resolution 30 • High priority -- “Towards Enhanced Integration

between the WMO Observing Systems” (WIGOS)• Requested the EC to submit a comprehensive report on

the integration between the WMO observing systems to Cg 16.

WIGOS Concept of Operations (CONOPS)

• EC-LX (June, 2008) stressed that there was a need to have in detail conceptual aspects of WIGOS operations and expected benefits –CONOPS

• Updated versions of CONOPS proposed by EC-WG/WIGOS-WIS was endorsed by EC-LXII;

• After Cg16, CONOPS will continue evolve into WIGOS Manual & Guide;

WIGOS Scope• Requirements: Provide a mechanism to meet new observational

requirements building on the existing Rolling Review of Requirements (RRR) process; (Polars &GCW)

• Integration: Build upon and add value to the existing WMO observing components of GOS, GAW, and WHYCOS and on integration of surface- and space-based observations;

• Standardization: Enhance observational data quality and homogeneity by introducing improved data quality and data management standards to better satisfy user requirements;

• Access: Improve access to, and utilization of, observations and products from WMO as well as those of co-sponsored systems;

• Coordination: Foster research and development activities and coherent planning for future observing systems and network optimization by working with all WMO Programmes and partner organizations.

1: Rolling Review of Requirements (RRR) for Observations

• The Statement of Guidance (SOG) for each of the application areas below will be updated through RRR process under WIGOS

– Global Numerical Weather Prediction;

– Regional Numerical Weather Prediction;

– Synoptic meteorology;

– Nowcasting and Very Short-range Forecasting;

– Seasonal and Inter-annual Forecasts;

– Atmospheric chemistry;
