We ddicate this issue to the memory of longtime member Leo Alster of Rahway, NJ, who passed away in May 1976. We just received notice of the sad event. Although we were geographically close, we at HQ never met Leo, who ran a hardware store on a 6 day week. His contributima will be missed. Cn a brighter note, we take great pleasure in announcing the formal acceptance of the publishing tasks of DX NEWS by the Louisville Area DX'ers. We have received a letter stating that they have ironed out most of the initial logistical problem which had impeded their takeover, most importantly, the arrangement of printing contracts at a competetive price. The LADS will assume publication of DX NEWS in April of 1977. Inesmuch as we have separated the membership and publications as- pacts of club operations, they will only be faced with the not inconsiderable task of gstt ing the bullet ins out, but also of overall club management. Editing and pub- l i s hing of manuals, forms, and books will remain hare in NJ, cmrdlnated through the Publications Center and the new club HQ. This will relieve additional load on them, and will leave us with a sipificant contribution to the club here, but one which will relieve us of the day-today and reguhrdeadlines aspects. We feel that this additional de-centralisation of club operations will be an aid to a l l future publishers, and not just t o the LADS. We a l l give them a hearty, vote of tho& ad good luck. California tests set for next year of Aerospace Corp. anti-hijack system The Law Enforcement Assistance Administration believes it has an electronic deterrent to truck hijack- ers and cargo thieves. The efective- ness of the package will be deter- mined next year when its developer, Aerospace Corp. , begins a n 5800,000 year-long field study in metropolitan Los Angeles using 40 trucks travelling over a 400-square mile area:The company put together the security system over 3'12 years under an $81 5,000 contract.

According to LEAA estimates. cargo thefts run at an annual rate of 61.5 billion, most of it in trucking. An Aerospace survey shows that, on the average, the loss per ,truck engaged in urban pickup and de- livery runs to $1,950 a year. Thus, for it to be economically attractive, Aerospace concludes its system should not cost more than $1,000 per truck each year.

"Two separate technologies will be tested in the upcoming program," explains Robert Kennel of Aero- space's Washington office which is managing the program for LEAA. Onc system employs an amplilude- modulated phase-lock technique that measures changes in position. The other is an "electronic signpost" system that provides absolute posi- tion. According to Kennel, one system can be employed to backstop the other. But the user's choice will depend upon the gwgraphy of the area where it is used.

Radio stations. The phase-lock technique relies on three commercial a-m radio stations whose normal broadcasting frequencies have been synchronized via high-precision fre- quency-control units. Thus, signals from the three stations in Los Angeles, KFI, KNX and KPOL. "As a vehicle moves across the city, its transceiver picks up the a-m signals from the three stations, compares phase differences and relays the comparison back to a base-station computer. However, because the phase-lock system does not measure absolute position, and radio contact may be lost from time to time as a vehicle passes through a tunnel or under high-tension wires, the signpost sys- tem is added to update position. It :onsists of small t r ansmi t t e r s

~~iounted, like signposts, on utility poles along the truck routes. Each transmitter, which Kennel says costs 6150-5200, radiates a unique identif- ication code over a limited area. As a truck passes, its receiver picks up the wded transinission and retransmits it to a base station.

"The (base station) monitor can tell that the truck just passed the intersection of, say, Fifth and Jones streets." Shubin explains. "If the truck were to be hijacked and go off- route, the monitor would soon pick it up."

Sensors. A computer at the base station processes the data and inter- prets truck location, displaying in- formation on a cathode-ray-tube terminal. It also monitors sensors built into the truck for determining such things as whether the driver's seat is occupied, when a door is opened, or whether someone is in the cargo compartment. There's also a foot-operated alarm that can be covertly operated, and a magnetic movement sensor to signal if the vehicle moves.

Somewhere between 300 and 600 signpost transmitters will be used in the upcoming tests, Kennel says. The exact number has yct to be worked out. In an earlier pitot test completed in Los Angeles in June involving six trucks and 25 square miles, 331 transmitters wcre used, placed about 1,000 ft. apart. But it was found the area could be covered with transmit- ters much further apart.

Aerospace's Kenncl believes that the a-m phase-lock approach will probably be preferable "because it is cheaper" than the signpost alterna- tive. Phase lock "is accurate within 600 ft. and works 95% of the time," he says, which is good enough. He expects contract awards for the hardware and upcoming tests will be made in two months.
