Sir, This has reference to your application No. Nil dated 09.10.2014 and subsequent letters dated 19.12.2014 seeking prior Environmental Clearance on the above-mentioned subject. 2. The Ministry of Environment, Forests & Climate Change has considered the application. It is noted that the proposal is for grant of Environmental Clearance for Proposed development of residential building at C.T.S. No. - 216 A & C of Ador Welding, J. B. Advani Mills, Opp. Asian Paints Factory, L. B. S. Road, Bhandup, Maharashtra by M/ s. Godrej Properties Ltd. The proposal was considered by the EAC in its meeting held on 22 nd - 24th December, 2014. The proponent has informed that: 1. The proposal involves development of residential building at C.T.S. No. - 216 A & C of Ador Welding, J. B. Advani Mills, Opp. Asian Paints Factory, L. B. S. Road, Bhandup, Maharashtra by Mis. Godrej Properties Ltd. The project is located at19°09'33.79"N Latitude and 72°56'11.85"E Longitude. 11. The total plot area is 27,539.90 sqm. FSI area is 56,105.98 sqm. and total construction area of 1,22,587.10 sqm. Maximum height of the building is 109.70 mt. The project will comprise of one building with 6 wings. Total 763 nos. of flats will be developed. iii. During construction phase, total water requirement is expected to be 12 KLD for workers and 10 -20 KLD for construction purpose which will be met by M.C.G.M. and water tankers respectively. Disposal of waste water will be into existing municipal sewer line. Temporary sanitary toilets will be provided for construction labour. iv. During operational phase, total water demand of the project is expected to be 564 KLDand the same will be met 221 KLDby Recycled Water and 343 KLD by the M.C.G.M. subsequent letters dated 19.12.2014 seeking prior Environmental Clearanceon the above-mentioned subject.

2. The Ministry of Environment, Forests & Climate Change has consideredthe application. It is noted that the proposal is for grant of EnvironmentalClearance for Proposed development of residential building at C.T.S. No. -216 A & C of Ador Welding, J. B. Advani Mills, Opp. Asian Paints Factory,L. B. S. Road, Bhandup, Maharashtra by M/ s. Godrej Properties Ltd. Theproposal was considered by the EAC in its meeting held on 22nd

- 24thDecember, 2014. The proponent has informed that:

1. The proposal involves development of residential building at C.T.S. No. -216 A & C of Ador Welding, J. B. Advani Mills, Opp. Asian PaintsFactory, L. B. S. Road, Bhandup, Maharashtra by Mis. GodrejProperties Ltd. The project is located at19°09'33.79"N Latitude and72°56'11.85"E Longitude.

11. The total plot area is 27,539.90 sqm. FSI area is 56,105.98 sqm. andtotal construction area of 1,22,587.10 sqm. Maximum height of thebuilding is 109.70 mt. The project will comprise of one building with 6wings. Total 763 nos. of flats will be developed.

iii. During construction phase, total water requirement is expected to be 12KLDfor workers and 10 -20 KLDfor construction purpose which will bemet by M.C.G.M. and water tankers respectively. Disposal of waste waterwill be into existing municipal sewer line. Temporary sanitary toilets willbe provided for construction labour.

iv. During operational phase, total water demand of the project is expectedto be 564 KLDand the same will be met 221 KLDby Recycled Water and343 KLD by the M.C.G.M. Wastewater generated (446 KLD) will betreated in 2 STPs of 450 KL & 55 KL capacity. 221 KLD of treated

wastewater will be recycled (171 KLD for flushing, 50 KLD forgardening). About 180 KLDwill be disposed into municipal drain.

v. About 1.718 TPD solid waste will be generated in the project. The totalbiodegradable waste (1.202 TPD) will be processed in OWC and totalnon-biodegradable waste generated (0.516 TPD) will be handed over toM.C.G.M.

vi. The total power requirement during construction phase is 100 KW andwill be met from Local Power Distribution and total power requirementduring operation phase is 5267 KW and will be met from Local PowerDistribution.

vii.Rooftop rainwater of buildings will be collected in one RWH tank of total200 KLDcapacity for harvesting after filtration.

viii. Parking facility for 1080 four wheelers and 115 two wheelers is proposedto be provided against the requirement of 1078 four wheelers (accordingto local norms).

ix. Proposed energy saving measures would save about 22% of power.x. Wildlife issues: It is located within 10 km of Eco Sensitive areas (Sanjay

Gandhi National Park: App. 0.80 km).xi. There is no court cases/violation pending with the project proponent.

xii. Welding rod manufacturing units - conversion from Industrial toResidential obtained.

3. The proposal was considered by the Expert Appraisal Committee (EAC)and recommended in its 141st EAC meeting held on 22nd - 24th December,2014 for granting Environmental Clearance. The Ministry of Environment,Forests & Climate Change hereby accords Environmental Clearance for theabove-mentioned Proposed development of residential building at C.T.S.No. - 216 A & C of Ador Welding, J. B. Advani Mills, Opp. Asian PaintsFactory, L. B. S. Road, Bhandup, Maharashtra by M/s. Godrej PropertiesLtd. under the provisions of the Environment Impact Assessment Notification,2006 and amendments thereto and Circulars issued thereon and subject tothe compliance of the following specific conditions, in addition to the generalconditions mentioned below:

PARTA - SPECIFIC CONDITIONS

I. Construction Phase

(i) The Project Proponent shall insure that the guidelines issued videthis Ministry's OM No. 19-2/2013-IA.III dated 09.06.2015, to befollowed for building and construction projects to ensuresustainable environmental management in pursuance ofNotification No. 3252 (E) dated 22. 12.2014 under the EIANotification, 2006, as applicable, are followed in this project.

(ii) The Project Proponent shall obtain all necessaryclearance/permission from all relevant agencies including townplanning authority before commencement of work.

(iii) "Consent for Establishment" shall be obtained from State PollutionControl Board under Air (Prevention and Control of Pollution) Act,1981 and Water (Prevention and Control of Pollution) Act, 1974.

(iv) The environmental clearance is subject to obtaining priorclearance from wildlife angle including clearance from theStanding Committee of the National Board for Wildlife asapplicable.

(v) Grant of environmental clearance does not necessarily implies thatWildlife Clearance shall be granted to the project and that theirproposals for Wildlife Clearance shall be considered by therespective authorities on their merits and decision taken.

(vi) The project proponent shall comply with the conditions ofNOC/Clearance obtained from Fire Department.

(vii) All the construction shall be in accordance with the local buildingbyelaws. The Project Proponent shall obtain all necessaryclearances.

(viii) The project proponent shall put in place a credible enforcementmechanism for compliance of energy conservation measures withits allottees, as projected, in perpetuity. This would be monitoredby the designed Energy Conservation/ efficiency Authority in theState.

(ix) Suitable toilet fixtures for water conservation shall be provided.

(x) Proponent shall obtain permission for ground water withdrawalfrom State Ground Water Authority.

(xi) The rainwater harvesting plan should be incorporated by theCGWA.

(xii) Provision shall be made for the housing of construction labourwithin the site with all necessary infrastructure and facilities suchas fuel for cooking, mobile toilets, mobile STP, safe drinking water,medical health care, creche etc. The housing may be in the form oftemporary structures to be removed after the completion of theproject.

(xiii) A First Aid Room will be provided in the project both duringconstruction and operation of the project.

(xiv) All the topsoil excavated during construction activities should bestored for use in horticulture/landscape development within theproject site.

(xv) Disposal of muck during construction phase should not create anyadverse effect on the neighbouring communities and be disposedtaking the necessary precautions for general safety and healthaspects of people, only in approved sites with the approval ofcompetent authority.

(xvi) Soil and ground water samples will be tested to ascertain that thereis no threat to ground water quality by leaching of heavy metalsand other toxic contaminants.

(xvii) Construction spoils, including bituminous material and otherhazardous materials, must not be allowed to contaminatewatercourses and the dump sites for such material must besecured so that they should not leach into the ground water.

(xviii)Any hazardous waste generated during construction phase, shouldbe disposed off as per applicable rules and norms with necessaryapprovals of the State Pollution Control Board.

(xix) The diesel generator sets to be used during construction phaseshould be low sulphur diesel type and should conform toEnvironment (Protection) Rules prescribed for air and noiseemission standards.

(xx) The diesel required for operating DG sets shall be stored Inunderground tanks and clearance from Chief Controller ofExplosives shall be taken, as applicable.

(xxi) Vehicles hired for bringing construction material to the site shouldbe in good condition and should have a pollution check certificateand should conform to applicable air and noise emission standardsand should be operated only during non-peak hours.

(xxii) Ambient noise levels should conform to residential standards bothduring day and night as per Noise Pollution (Control andRegulation) Rules, 2000. Incremental pollution loads on theambient air and noise quality should be closely monitored duringconstruction phase. Adequate measures should be made to reduceambient air and noise level during construction phase, so as toconform to the stipulated standards by CPCB/ SPCB.

(xxiii)Fly ash should be used as building material in the construction asper the provisions of Fly Ash Notification of September, 1999 andamended as on 27th August, 2003.

(xxiv) Ready mixed concrete must be used in building construction.

(xxv) Storm water control and its re-use as per CGWB and BISstandards for various applications.

(xxvi) Water demand during construction should be reduced by use ofpre-mixed concrete, curing agents and other best practicesreferred.

(xxvii) Permission to draw ground water shall be obtained from thecompetent Authority prior to construction/ operation of the project.

(xxviii) Separation of grey and black water should be done by the use ofdual plumbing line for separation of grey and black water.

(xxix) Fixtures for showers, toilet flushing and drinking should be of lowflow either by use of aerators or pressure reducing devices orsensor based control.

(xxx) Use of glass may be reduced by up-to 40% to reduce the electricityconsumption and load on air-conditioning. If necessary, use highquality double glass with special reflective coating in windows.

(xxxi) Regular supervision of the above and other measures formonitoring should be in place all through the construction phase,so as to avoid disturbance to the surroundings.

(xxxii) Under the provisions of Environment (Protection) Act, 1986, legalaction shall be initiated against the project proponent if it wasfound that construction of the project has been started withoutobtaining environmental clearance.

II. Operation Phase

(i) The quantity of fresh water usage, water recycling and rainwaterharvesting shall be measured and recorded to monitor the waterbalance as projected by the project proponent. The record shall besubmitted to the Regional Office, MoEF&CC along with sixmonthly Monitoring reports.

(ii) The treated wastewater of 221 KLD shall be recycled and reusedfor flushing (171 KLD) and gardening (50 KLD) to reduce thedemand of fresh water as committed.

(iii) Solid waste management shall be collected, treated disposed inaccordance with the Municipal Solid Waste (Management &Handling) Rules, 2000. No municipal waste should be disposed offoutside the premises.

(iv) The Operation and Maintenance of STP shall be made in the MoUwith STP supplier. Project Proponent shall ensure regularoperation and maintenance of the STP.

(v) Parking facility with 6 m clear driveway shall be provided ascommitted.

(vi) The Project Proponent shall explore the possibilities of reusing thetreated wastewater from nearby projects.

(vii) The installation of the Sewage Treatment Plant (STP) should becertified by an independent expert and a report in this regardshould be submitted to the Ministry before the project iscommissioned for operation. Treated affluent emanating from STPshall be recycled/ reused to the maximum extent possible.Treatment of 100% grey water by decentralized treatment shouldbe done. Discharge of unused treated affluent shall conform to thenorms and standards of the State Pollution Control Board.Necessary measures should be made to mitigate the odourproblem from STP.

(viii) The solid waste generated should be properly collected andsegregated. Wet garbage should be composted and dry/inert solidwaste should be disposed off to the approved sites for land fillingafter recovering recyclable material.

(ix) Diesel power generating sets proposed as source of back-up powerfor elevators and common area illumination during operationphase should be of enclosed type and conform to rules madeunder the Environment (Protection) Act, 1986. The height of stackof DG sets should be equal to the height needed for the combinedcapacity of all proposed DG sets. Use low sulphur diesel. Thelocation of the DG sets may be decided with in consultation withState Pollution Control Board.

(x) Noise should be controlled to ensure that it does not exceed theprescribed standards. During night time the noise levels measuredat the boundary of the building shall be restricted to thepermissible levels to comply with the prevalent regulations.

(xi) The green belt of the adequate width and density preferably withlocal species along the periphery of the plot shall be raised so as toprovide protection against particulates and noise.

(xii) Rain water harvesting for roof run- off and surface run- off, asplan submitted should be implemented. Before recharging thesurface run off, pre-treatment must be done to remove suspendedmatter, oil and grease. The borewell for rainwater rechargingshould be kept at least 5 mts. above the highest ground watertable.

(xiii) Energy conservation measures like installation of CFLs/TFLs forthe lighting the areas outside the building should be integral partof the project design and should be in place before projectcommissioning. Use CFLs and TFLs should be properly collectedand disposed off/ sent for recycling as per the prevailingguidelines/rules of the regulatory authority to avoid mercurycontamination. Use of solar panels may be done to the extentpossible.

PART - B. GENERAL CONDITIONS

(i) A copy of the environmental clearance letter shall also be displayedon the website of the concerned State Pollution Control Board. TheEC letter shall also be displayed at the Regional Office, DistrictIndustries centre and Collector's Office/ Tehsildar's office for 30days.

(ii) The funds earmarked for environmental protection measures shallbe kept in separate account and shall not be diverted for otherpurpose. Year-wise expenditure shall be reported to this Ministryand its concerned Regional Office.

4. Officials from the Regional Office of MoEF&CC, Bhopal who would bemonitoring the implementation of environmental safeguards should be givenEC_Godrej_Properties Page 6 of 8

full cooperation, facilities and documents/data by the project proponentsduring their inspection. A complete set of all the documents submitted toMoEF&CC should be forwarded to the CCF, Regional office of MoEF&CC,Bhopal.

5. In the case of any change(s) in the scope of the project, the project wouldrequire a fresh appraisal by this Ministry.

6. The Ministry reserves the right to add additional safeguard measuressubsequently, if found necessary, and to take action including revoking of theenvironment clearance under the provisions of the Environmental (Protection)Act, 1986, to ensure effective implementation of the suggested safeguardmeasures in a time bound and satisfactory manner.

7. All other statutory clearances such as the approvals for storage of dieselfrom Chief Controller of Explosives, Fire Department, Civil AviationDepartment, Forest Conservation Act, 1980 and Wildlife (Protection) Act, 1972etc. shall be obtained, as applicable by project proponents from the respectivecompetent authorities.

8. These stipulations would be enforced among others under the provisionsof Water (Prevention and Control of Pollution) Act, 1974, the Air (Prevention andcontrol of Pollution) act 1981, the Environment (Protection) Act, 1986, thePublic Liability (Insurance) Act, 1991 and EIA Notification, 2006.

9. The project proponent should advertise in at least two local Newspaperswidely circulated in the region, one of which shall be in the vernacular languageinforming that the project has been accorded Environmental Clearance anccopies of clearance letters are available with the State Pollution Control Beareand may also be seen on the website of the Ministry of Environment, Forests &Climate Change at http://www.envfor.nic.in. The advertisement should bemade within Seven days from the date of receipt of the Clearance letter and E

copy of the same should be forwarded to the Regional Office of this Ministry aiBhopal.

10. This Clearance is subject to final order of the Hon'ble Supreme Court olIndia in the matter of Goa Foundation v/ s. Union of India in Writ Petition (Civil)No.460 of 2004 as may be applicable to this project.

11. Any appeal against this clearance shall lie with the National GreenTribunal, if preferred, within a period of 30 days as prescribed under Section16 of the National Green Tribunal Act, 2010.

12. A copy of the clearance letter shall be sent by the proponent to concernedPanchayat, Zilla Parisad zMunicipal Corporation, Urban Local Body and theLocal NGO, if any, from whom suggestions/ representations, if any, werereceived while processing the proposal. The clearance letter shall also be put Or!

the website of the company by the proponent.

13. The proponent shall upload the status of compliance of the stipulated ECconditions, including results of monitored data on their website and shalupdate the same periodically. It shall simultaneously be sent to the Regiona'Office of MoEF&CC, the respective Zonal Office of CPCB and the SPCB. Thecriteria pollutant levels namely; SPM, RSPM, S02, NOx (ambient levels as wel

as stack emissions) or critical sectoral parameters, indicated for the projectshall be monitored and displayed at a convenient location near the main gate ofthe company in the public domain.

14. The environmental statement for each financial year ending 31st March inForm-Vas is mandated to be submitted by the project proponent to theconcerned State Pollution Control Board as prescribed under the Environment(Protection) Rules, 1986, as amended subsequently, shall also be put on thewebsite of the company along with the status of compliance of EC conditionsand shall also be sent to the respective Regional Offices of MoEF&CC bye-mail.
