The Get Youth Working Program is back. That meansemployers in British Columbia offering long-term posi-
tions can once again apply for a $2,800 wage subsidy as anincentive to hire eligible youth aged 15 to 29.
Rhys Benson, age 24, found himself on an unexpected ca-reer path thanks to the Get Youth Working Program. A familyfriend recognized his potential and recommended him toManager Ken Wright of Duncan Paving. This friend knew Rhysto be a stable, industrious, “good kid” who needed a break toget into an industry.
The Get Youth Working grant covered half of Rhys’ wagesfor three months, enabling Ken to give him a try as a shophelper. “The trial benefits both sides,” says Ken. “Some peo-ple get into this industry and realize it’s just not for themand others get into it and thrive — it’s a great opportunity totest one another.”
Rhys set to work cleaning the company’s fleet of 20 crewtrucks, and a variety of large pieces of equipment includinggraders, pavers, rollers and milling machines. He took pride
in his work and asked the right questions, recalls Ken. Reli-ability and a good mechanical sense are other key qualitiesthat he demonstrated. “The crew has really taken to Rhys,encouraging him to become part of the paving and concretecrews,” Ken adds.
Ken says the government grant helped justify the new hireto shareholders. Now it’s up to the company to provide thetraining necessary to make him a valuable employee. The GetYouth Working Program has been particularly attractive tosmall and medium-sized businesses that may find it challeng-ing to invest in on-the-job training and skills development,says Susan Sambol, Director of Marketing and Communica-tions at Bowman Employment Services.
Bowman Employment Services has delivered the grants onbehalf of the government since 2011. The Get Youth Work-ing Program recently re-opened on Oct. 1, 2016 and will re-main available until Jun. 30, 2017, or until the funding isexhausted, whichever comes first. (Continued on page 3)

The agency’s goal this fiscal year is to help almost 500 youthacross BC get hired through the program. BC’s unemploymentrate for youth aged 15 to 24 years was up by 2.3 percentagepoints to 8.9% in September, according to Labour Force Sta-tistics released by BC Stats. Full-time employment fell by12,200, giving up most of the gains from August (+12,800),while part-time employment grew by 3,500 jobs.
Young people are often hired to fill seasonal positions, par-ticularly in our tourism-driven local economy. Get YouthWorking aims to give youth the skills they need to find moresustainable work. “The program gets youth into the work-force so they can earn a wage while building up their workexperience, learning new skills, and becoming a part of BC’sskilled labour force,” says Susan. With the current building
boom underway on Vancouver Island, the construction indus-try is primed to take advantage of this kind of incentive.
Duncan Paving has been in business in the Cowichan Valleyfor over 50 years. Ken has been working there since beforeRhys was born. That’s a whole lot of industry expertise withwhich to grease the wheels of the next generation. But some-times it takes a little added incentive to hire on an individualwith no professional experience. “Get Youth Working openedup a venue for me to succeed in this workforce,” says Rhys.

One of the themes of this column is how technologyhas changed the world of work and how organizations
screen and hire people. Computers and the Internet havechanged every part of the hiring process. In just a few shortdecades, job seekers have been forced to move from drop-ping off and mailing resumes to submitting them throughwebsites or by email.
Most of the changes related to hiring have been embracedby employers since they are considered more efficient. Hun-dreds of resumes can be reviewed by software looking forspecific keywords and video or Skype interviews allow jobapplicants to be interviewed from afar.
I recently came across an article online which detailed anew trend in the hiring process. It is becoming more commonfor employers to use a video interview system where theapplicant does not actually engage with an interviewer. In-stead of the usual back and forth of question and response,interviewees answer canned questions through an automatedprocess. Job seekers are emailed instructions and a link theycan use to complete the recorded interview within a definedtime frame.
This sort of “robo-interview” doesn’t provide a job seekerwith any feedback as the interview is taking place. Absentare the crucial facial expression or body language of the in-terviewer; cues we normally rely on to see if our answer isheading down the right path or not, or to assess if we arestill holding the interviewer’s attention. Instead of talking to
another person we are talking to our own face. There is an-other person on the other side of the looking glass, but theywill see our video responses at their own leisure.
A hiring manager could review 10 robo- interviews in thetime it might take to conduct four or five of the traditionalSkype variety. As job seekers, we will never know if the per-son reviewing our video listened thoughtfully and took notes,maybe replaying crucial answers or just watched in a dis-tracted manner while they answered emails — or worse,turned it off after a few minutes.
Some may find the prospect of this to be disheartening,but there is no turning back the clock on any of this. Just likewe’ve had to accept that most employers do not take thetime to respond to job seekers anymore, we have to under-stand that certain parts of the hiring process have becomemore impersonal. We can embrace the challenges of lookingfor work in the digital age, or we can put ourselves at a dis-advantage by ignoring these trends.
This is an example of how staying current with technologycan help us in our job search. If you have used Skype or Face-time to talk to friends or relatives, it will be less jarringwhen you see your face for the first time on the screen dur-ing an interview. If you understand the limitations of web-cams and laptop microphones you can prepare in advance tomake sure things go as smoothly as possible. A little researchabout lighting and camera angles can help you make a strongimpression.
In the coming years we may be interviewed by a robot orscreened by an app. We might need a video resume, or toapply for a job via social media — it’s difficult to predict.Yes, there are still opportunities to meet with employersface to face, but part of being an effective job seeker now,is embracing the change and looking for learning opportuni-ties. The software or app that we master today, might helpus get a job in the future.

“Legislation is changing to allow more elderly to age inplace,” says Jennifer Kayal, Talent Acquisition Coordinator –Home Support at Beacon Community Services. Aging in placemeans having the health and social supports you need to livein your home or your community for as long as you wish andare able.
To qualify for a job as an HCA, you must have a HealthCare Assistant certificate or nursing education. Candidatesmust also be eligible for licensure with the BC Care Aide &Community Health Worker Registry. The certification processtypically takes 7-8 months and can be obtained at a numberof career colleges locally, the major ones being Academy ofLearning College, Camosun College, CDI College, Saint Eliza-beth Health Care College, and Sprott Shaw College.
Because Beacon Community Services HCAs generally visitclients in their homes, the job is highly self-directed. Employ-ees must maintain professional boundaries, yet provide excel-lent one-to-one care, according to Devon Dyer, Coordinatorof Human Resources and Recruitment at Beacon CommunityServices. He says client-centered care is a focal point of theinterview process: “We’re looking for HCAs who have com-passion for clients and want to help them maintain as muchindependence as possible.”
Health care assistant graduates are in high demand acrossthe province. The provincial government is projecting about amillion job openings in British Columbia over the next 10years, and almost 80% of those are going to require someform of health care education. “The need for health careassistants and mental health workers continues to grow. Ourwaitlists are long and the field is asking us for more gradu-ates,” reported Cynthia Smith, Dean of Health and HumanServices at Camosun.
In addition to the high demand, union benefits and com-petitive wages make the field appealing to job seekers. But
the HCAs who are successful in the long run, have a deepdesire to help. “The most rewarding part of my job is that Iknow I can make a difference on so many levels,” says Vic-toria Health Care Assistant Peta Ware. “I listen to [my pa-tients’] stories. I observe them to find out what they needand I try to assist in any way I can. Many feel very aloneand are unable to reach out. I can help them feel less iso-lated.”
If you are considering pursuing a Health Care Assistant cer-tificate, find a program that provides lots of hands-on experi-ence. Beacon Community Services offers a practicum programin conjunction with a number of schools in town, includingCamosun, Sprott Shaw and Saint Elizabeth. The studentsshadow pre-screened community health workers on theirrounds within the community. It’s a great way to get yourfoot in the door.
