Editors Appeal to LIS Professionals Dear ILA Members It is my pleasure to share my views with you through this Newsletter. As we all aware that LIS has brought many changes in its information resources and services with the advent of information and Communication Technologies Recollecting the second law of Library Science emphasised by father of Library Science Dr. S.R. Ranganathan i.e., “Every reader his / her book”. On the occasion of International Day of Persons with Disabilities (3rd December), I extend my best wishes to all differently enabled information professionals and users. Now the question arises, what can we do for them as a LIS professional? As per my opinion, we can do a lot for them but few are here; 1. The libraries should foresee having an inclusive society in which equal access to the information is provided for all kinds of users including these users for the growth and development of knowledge society. 2. The libraries & Information Centers should incorporate the useful assistive technologies (day to today use tools, reading software & supportive software and hardware) in their process for the visually and orthopedically specially enabled users. 3. Personal care and individual information needs to be identified and should be delivered in a personalized way to make them feel as an important library user. 4. The special information needs to be identified for this group and customized information should be repackaged to satisfy the needs of the entire group of such library users. Appeal to LIS Professionals

Dear ILA Members It is my pleasure to share my views with you through this Newsletter. As we all aware that LIS has brought many changes in its information resources and services with the advent of information and Communication Technologies

Recollecting the second law of Library Science emphasised by father of Library Science Dr. S.R. Ranganathan i.e., “Every reader his / her book”. On the occasion of International Day of Persons with Disabilities (3rd December), I extend my best wishes to all differently enabled information professionals and users. Now the question arises, what can we do for them as a LIS professional? As per my opinion, we can do a lot for them but few are here; 1. The libraries should foresee having an inclusive society in which equal access to the information is provided for all kinds of users including these users for the growth and development of knowledge society. 2. The libraries & Information Centers should incorporate the useful assistive technologies (day to today use tools, reading software & supportive software and hardware) in their process for the visually and orthopedically specially enabled users. 3. The project entitled, “Design and Development of Open Educational Resources for Higher Education” (www.stellavirlib.org) serves as one stop portal for freely available scholarly and peer reviewed e-journals, web resources like e-books, portals, directories / gateways in various subjects. It provides information about Open Course Ware and Massive Open Online Courses (MOOC) as there is a demand from user community for these resources. The project investigator Dr. Rani Syamalamba, has said that the project aimed to provide one stop access to the teaching and learning community by providing free access to resources like e-journals, e-books, directories / gateways, thesis and other open access resources in pure sciences, social sciences and management. The Maris Stella Virtual Library provides links not only for the above resources but also links for Open Course Ware and Massive Open Online Courses (MOOC). This website also provides web links to each resource with a brief description. Also provides to free access full text online resources in Higher Education.

She further said that this project has been completed with the financial support of UGC.

One scholarship of Rs. 500/ per month tenable for 10 months to be awarded to a student of MLISc Course who secures the highest marks in the MLISc Entrance Test, has been instituted by Prof. P. B. Mangla in Aligarh Muslim University, Aligarh, Uttar Pradesh - India w. e. f. August 2015 academic session. This scholarship would be awarded during each academic year to the selected student.

Source: https://www.timeshighereducation.com, October 1, 2015; David Matthews The authors of this study agree, saying that the authors “probably submit to them well aware of the circumstances and take a calculated risk that experts who evaluate their publication lists will not bother to check the journal credentials in detail”. The term “predatory” is actually misleading, they argue. Instead such journals should be called “open access journals with questionable marketing and peer-review practices”. The highlights of the study are: 1. The number of articles in so-called predatory journals has risen almost eightfold in the past four years, according to an in-depth study of murky

publishers that wave through scientific papers with little or no checks on their credibility. 2. Indian academics accounted for more than a third of authors, while another quarter came from elsewhere in Asia, suggesting that the issue of

predatory journals is limited in Europe and North America. 3. Predatory journals have sprung up alongside the move to open access, whereby publishing is funded by academics paying an article processing

fee, rather than by charging readers subscription fees. 4. Yet some of these open access journals are considered “predatory” because they lack proper checks on quality and publish articles rapidly. To

demonstrate this lack of rigour one scholar managed to get a nonsensical paper accepted at a predatory journal – which then asked for an $800 (£525) article processing fee.

In a paper published in the journal BMC Medicine, two academics based at the Hanken School of Economics in Finland have mapped the dramatic rise of papers in predatory journals. 1. In 2010, there were about 1,800 active predatory journals; by 2014, this had grown to 8,000, “‘Predatory’ open access: a longitudinal study of

article volumes and market characteristics” found. 2. There was an even more dramatic rise in the number of papers published by these journals, rising nearly eightfold from 53,000 in 2010 to

420,000 in 2014. 3. More than 60 per cent of the corresponding authors were from Asia, of which 34.7 per cent were from India, while a further 16.4 per cent

were from Africa. Only 9.2 per cent were based in North America and another 8.8 per cent in Europe. 4. In India, the ratio was close to one to three. But in the United States, for every 100 papers in reputable journals, just six were published in

predatory ones. 5. The most common subject (apart from “general” papers) was engineering, with nearly 100,000 papers published in predatory journals in 2014.

This was followed by biomedicine, social science, business and economics and earth science. Subjects such as arts and humanities, chemistry and mathematics had relatively few papers featured.

6. On average, it took the predatory journals 2.7 months from submission to publication of a paper, a much shorter period than for normal journals, which generally take 9 to 18 months, although the open access route is usually much quicker.

The seminar was inaugurated by Dr. Mohan Kherade, University Librarian, SGB Amravati University, Amravati who focused on four iconic processes “Selection, Collection, Organization and Dissemination of Knowledge”. The introductory speech was delivered by Dr. Bahekar who emphasized on the use of library in the past and present times.

Dr. PSG Kumar has delivered the keynote address on “innovations in library science”. The convenor of the seminar was Prof. Rajshree Wagh. The seminar included two technical sessions chaired by Dr. Shalini Lihitkar, RTM Nagpur University and Dr. Suparna Sengupta, University Librarian, P.R. Raipur respectively. A large number of faculty and staff members of the college have attended the seminar. Dr. Anjan Naidu, Principal, D.B. Science College, Gondia and Dr. Kishor Kale, University Librarian, RTM Nagpur University were the Chief guest and Guest of Honor respectively in valedictory function.
