Indonesia’s Higher Education System in Indonesia is large and complex
More than 5.23 million students and gross enrolment ratio of 27.4% [DGHE, 2011]. Large enrollment, the diversity and its geographical spread have significant impact on the complexity.
121 public and more than 3,200 private universities, dozens service institutions, 52 institutions under Ministry of Religious Affairs, and 1 Open University.

!Less lectures for many students
Universities: Funding & Incentives+ Universities provide incentive scheme- Differ in each universities+ Likely public and big universities have enough budget- Small size universities have smaller budget+ Effects on positioning level in university- However, there is no specific punishment if lecturer do not do any research social impact only

(1)Sex, (2)Education, (3)Do you want to involve in activity to increase number of publication rate in
Indonesia?, (4)Do you agree if “one of degree equivalent requirements is to publish a paper
(conference/journal/seminar) and put affiliation with one of Indonesian universities/research
institutes/other government’s arms”? Give some reasons.

Reasons:
+ Clear mechanism process
+ Funding
+ Conference/seminar fee (registration)
+ Certification of involvement
- Complicated system
- Too much burden
- Thesis/dissertation is more than enough to be equivalent as paper
Government: Funding+ Government provides help regarding incentives: conference fee, research funding- The amount is still small+ The role of government in strengthening research culture has been gradually increased.+ LPDP: endowment funding helps lecturer in specific field
Can apply for funding support (online): conference/seminar, research activity
But the amount is still small
17
Government: Strategy- Lack of training in building research culture+ Lecturer certification process (publication paper as one of requirements)+ Easiness in getting information: online+ Intellectual property law- No data center for counting publication number- Lack of documentation- Research period is short
18
Government: Publication recommendation
