Synergistic activities: Dr. Thomas Birkland served as co-director of the Biodiversity and Conservation Policy Program at the University at Albany, State University of New York, from 1996 to 2006. The Biodiversity program is a multidisciplinary master's program that combines classes from the Department of Biological Sciences and the Rockefeller College of Public Affairs and Policy to prepare students for careers that require knowledge of both ecology and public policy. Students learn the basic concepts in conservation biology, politics, policy and planning and how these fields interact in the real world. Biologists with a basic understanding of how policy relates to the goals of preservation and conservation are essential to conservation efforts. The program, with its multidisciplinary approach, allows students to examine decision-making processes as both scientists and policy analysts. The program has proven very successful--admission is competitive, and applicants typically show higher grades and test scores than the average biology graduate student. The program's placement rate has been oustanding, and graduates have been placed or promoted at agencies and organizations such as the Nature Conservancy, the New York State Department of State (Coastal Zone program), the NYS Department of Environmental Conservation, and Cornell Cooperative Extension. Synergistic Activities Science, Planning and Biodiversity Conservation. This graduate level course addresses the practical and theoretical challenges of integrating science with planning and policy to protect biodiversity. Co-taught with Dr. George Hess this course takes a collaborative research and teaching approach to learn about the dynamics associated conservation planning and open space protection. In 2006 the course resulted in a survey of all the open space planners in the Research Triangle region along with an evaluation of all the open space plans. In 2007, the course (taught in conjunction with Iowa State University and the University of Washington) surveyed all the comprehensive planners in the Research Triangle region, Des Moines region and Puget Sound to better understand the barriers to using conservation science more effectively in the conservation and development of land. In 2008, the course, (taught at Simon Fraser University in conjunction with University of Washington while I am on sabbatical), is evaluating the Vancouver Regional Biodiversity Strategy. Community Based and Collaborative Environmental Management. This graduate course provides a systematic investigation of the theory and practice of community based and collaborative approaches to natural resource and environmental problems. The goal is to develop students’ ability to evaluate critically and apply appropriately these relatively new approaches in environmental and natural resource governance. Community Roles in Adaptive Policy Change. Various research projects with the United State Forest Service that contribute to understanding community and public reaction to wildfire and how to craft more adaptive responses to wildfire. These include: “Implementation Factors Associated with Appropriate Management Response” (2007-2009). Research project funded by the United States Forest Service, $64,431. “Transitioning to a New Wildfire Policy: Opportunities and Obstacles” (2005-2006). Pilot research project funded by NCSU College of Natural Resources, $5,230. “Community Action, Decisions and Effectiveness in Adapting to Wildfire Threats” (2002-2004) Research project funded by United States Forest Service, $45,000.
