In accordance with Clause 61 of the Association’s Constitution, this Report is intended to provide members an update on the activities that had been organized for the period July 2016 to June 2017

Dialogue sessions were held with following statutory boards and agencies on various topics ranging from regulatory to industry challenges:

1. IES-ACES-BCA Dialogue On 16.12.2016 ACES C&S participated in the workgroup formed by BCA develop the Joint Circular on Revision of BCA/IES/ACES Advisory Note 1/03 on pile load test requirements to provide design and practical comments on the subject matter. BCA also shared the upcoming BIM Native model submission requirements to which ACES has provided feedback on the industry’s difficulty and possible ways to help the industry on the transition. On 11.5.2017 ACES C&S participated in IES-ACES-BCA Dialogue which discussed additional measures for basement in landed developments, New Annex C forms for tunnelling supervision and BIM requirements for public projects. ACES is currently deliberating on the practical aspects of the tunnelling requirements and providing feedback to enhance what is critical to improve effective preventive measures to be adopted on site against added requirements of reporting regimes. ACES continuously organized courses on Eurocodes for the member firm engineers. Members are encouraged to take advantage of our highly subsidised courses and check out our ACES website and weekly circular for more details.

2. BCA Industry Sharing Session ACES C&S attended the sharing session by BCA on 21.2.2017 and 21/4/2017 where BCA shared on topics including recent BCA circulars, feedback on Corenet 2.0, TOP & CSC requirements, general observations of recent projects, Design Maintainability, observations on submissions by QP, observations of supervision roles on site and design & supervision requirements for façade and barriers. The topics raised awareness among practitioners and served as a good consolidated sharing platform session. Separately, ACES C&S has also participated in the discussions and feedback sessions with BCA on the matter on PSPC requirements on 27.3.2017 and 30.5.2017.

3. Inter-Agency Coordinating Committee (IACC) ACES continues to send our representatives to provide our feedback and participate in Inter-Agency Coordinating Committee (IACC) with BCA, NEA, PUB, EMA, PEB, CIJC on construction industry matters relating to the drive for higher “Productivity”, better “Inter-Agency” coordination to ease potential conflicts in authority requirement in QP submission. Members who faced particular problems with respect to conflicting requirements are strongly encouraged to raise them up to ACES for potential resolutions in the IACC.

4. NEA/PUB Dialogue ACES had a few dialogues with NEA/PUB on 8.11.2016, 17.1.2017 & 9.5.2017. The dialogues communicated NEA/PUB’s initiatives in simplifying submissions for certain projects whereby DC/DP submission are not required and only applications of TOP/CSC is required at the end of projects, introduced new requirements and renaming of corridors for public sewer protection as well as public watermains. ACES C&S has participated in the PUB dialogue to provide practitioner feedback, practical implications and suggest improvements to the regulatory implementation of the new requirements.

5. WSH Design for Safety

In support of the efforts to enhance safety considerations for the build environment, ACES has

organized courses on “Design for Safety (DfS)” to train our members to become “DfS

Professionals” as well as to create awareness among engineers and management levels on

the duties and responsibilities of consulting engineers in the DfS process. ACES continues to

participate in WSHC organized meetings and updates to keep abreast with the industry’s

efforts in promoting safety.

6. Other Activities

ACES has attended consultation meetings with BCA on their new changes to Buildable Design

Appraisal System (BDAS) and Design for Manufacturing and Assembly (DfMA). The talks on

“iNPQS” is currently still on-going with focus on how the initiative can be further brought

forward by a more comprehensive procurement and implementation method.

Apart from that ACES C&S Practice Committee also participates in various Technical

Workgroups in developing or revising existing standards under SPRING Singapore.

In support of BCA’s efforts to raise BIM level in the industry while maintaining reasonable and

practicable efforts among practitioners, ACES C&S has participated actively to provide input to

BCA via dialogues and meetings on the implementation of the new Code of Practice for

Structural BIM Native Model submission requirement. In these sessions, we suggested staged

implementation of certain requirements to ensure smooth implementation. The requirements

for Native BIM will be implemented officially for submission after 1.10.2018. ACES strongly

encourages members to understand the requirements and make necessary preparation at this

stage to be ready for its implementation.

Since July 2013 when mandatory BIM e-Submission was introduced, we are encouraged to see that the industry has matured from the use of BIM beyond just modelling progressively in the past 3 years. A new Code of Practice (CoP) for Structural BIM e-Submission, prepared with the help of a group of BIM Managers over the last 12 months, was launched in October 2016. ACES are in discussion with BCA on the implementation of BIM in consultant’s submissions to address the impact of this COP.

BCA highlighted that in order to cushion the need for digitizing engineering information into the model. Companies can apply BCA iGrant. This is only for high impact ideas or immediate needs like Excel to BIM link. Rest can still tap on the BIM fund which is available until May 2018. In this scheme, BCA will grant 70% of the expenses for 2 years but are required to offer for free the product until the end of the grant period. See Link: https://www.bca.gov.sg/ResearchInnovation/2stage_innovationgrant.html It recognized that there is additional manpower cost involved to learn or procure software/knowledge to have this information transferred into the model. BCA advised that there are at least 5 main reasons why it is beneficial to the consulting firms when they embark on keying in more information into their model. Below are some benefits identified: 1. It reduces annotation in paper space.

2. The physical model is in sync with any schedules (tables). For example, dimensions of

elements are always similar between plans and schedules.

3. It promotes data transfer between analytical and physical models.

4. Data analytics for code compliance can be done embedded attributes. For example, use of

rebar quantity and concrete volume for determining rebar ratios for high level reviews.

5. Meaningful data is handover to contractors at tender stage fit for virtual construction (VDC).

Other technical clarifications were discussed as follows: 1. ACES highlighted that common practice by Engineers is to set piles off gridline produced by

Architect. Presenting the piles in Global coordinates will transfer liability to the engineer.

BCA will review this further to address our concern.

2. BCA defined Typical as 2 or more repeating details. Typical details do not need to be BIM

generated. Typical can be Autocad drawn.

3. Non-typical means unique work so must be BIM generated. These fall under Option

2(hybrid) or Option 3 (full 3D).

4. Title blocks are still necessary in the BIM native model submission to demarcate and limit to

views associated in the submission.

5. When using analytical software that are able to churn out design in elevation. The rebars

are to be copied and pasted onto elevation produced from the BIM model. This is termed in

the COP as Option 2 Hybrid.

BCA/CCIT is mindful that the current information shown on structural plans are reflected in the Core information. We are just shifting where the information is shown, from paper space to model space (specifically object properties).

4.3 MECHANICAL & ELECTRICAL PRACTICES COMMITTEE

Views from ACES were well sought by the Government Agencies (Gas). The M& Practice Committee had been active in engaging with the GAs, through numerous dialogues with the various Government Agencies. The Practice committee had to look to their sub-committees members to represent ACES in numerous technical committees. 1. M&E Engineers Dialogues

ACES M&E Practice Committee organised quarterly dialogues for M&E Engineers to share with them on the happenings during Gas engagement, rationale of some of the GA policies, and also to seek their opinion of policies or new requirements that will affect them.. During these dialogues sessions, members brought up observations, common issues and ACES would explore ways to resolve them.

Dialogues were organized on the 7 Jul 16, 13 Oct 16, 19 Jan 17 and 20 Apr 17.

Some of issues discussed were M&E RE/RTO Registration, ITE M&E Supervision Course, PSPC Listing Requirements, Dialogue with City Gas, EMA, PUB (WD), NEA, IACC, BCA Green Mark and FSSB.

2. IES/ACES RE/RTO Registry

The Registry started the registry on Jun 13

As at end Mar 17, there are 24 RE and 339 RTO registered

There is plan to organise a handbook for M&E RE/RO and a handbook for DfS matters and the committee is looking for assistance from members.

The committee would like to thank members who have volunteer their time in the M&E RE/RTO interviews for the registration, and look forward to their continued support in years to come

3. SIA/IES/ACES NPQS

The NPQS review and process was highlighted and industry expert domain will be required to review the NPQS once the 1st draft completed.

Developed a viable Business model with Vendor/Training input and Subscription model

The project was put on hold pending on-going discussion with BCA on the PIP funding issue.

4. PSPC Listing

ACES engaged BCA to review the revised requirements for PSPC Listing.

Green Mark Facilities Professional (GMFP) requirements for PSPC ME01 firms: After appeal for re-consideration, BCA has maintained their position that from 1 Apr 17, ME01 firms are required to fulfil the mandatory training course requirements for GMFP. Whilst such is the case, ACES had fed back that the course content for the GMFP has very little consideration for Facilities Management and requested BCAA to review.

There was preliminary consideration for ME01 firms to have staff whot have completed the VDC and DfMA Diploma with BCA. In view ACEs feedback, the matter is under review.

5. LEW with 1KV Licence ACES recommended status quo to EMA to have the 1KV LEW continue with the electrical design work with unlimited voltage level. However, EMA is insistent that higher voltage electrical design must be designed by appropriate voltage grade. An amicable solution had been in place for a one time training for the LV LEW to upgrade to higher voltage. ACES, together with IES, had been tasked to work with EMA and Singapore Institute of Power and Gas (SIPG) on the training course. Passing a written assessment at the end of the course would suffice for the LV LE to be upgraded to higher grade, i.e. no interview would be required

6. Lift and Escalator Inspector BCA has intention to register M&E Lift and Escalator Inspectors by mid 2018. BCA is in discussion with IES on the training course and will require them to be registerd through the ACES/IES Registry.

7. ITE M&E Supervision Course ITE will be starting a M&E Supervision Course and had requested ACES to provide on-the-job training for the trainees.

8. FSSD Standing Committee and Code Review Committee FSSD Standing Committee Meeting was held on 29 Aug 16, 21 Nov 16, 28 Feb 17, 27 Apr 17 and another will be held on 20 Jun 17. Code Review Committee Meeting was held on 25 Aug 16, 26 Oct 16, 18 Jan 17, 29 Mar 17 and another will be held on 7 Jun 17. Some of the issues raised were limitation to Storage and Pump requirement for External Hydrant, common kitchen exhaust for smaller F&B operation, pressurization of Hotel Corridor, ventilation to Battery Room.

9. PUB/NEA Dialogue Dialogue was held on 21 Jun 16 and 17 Jan 17. PUB/NEA updated the industry on e Services for purchase of existing services plot, request for clarification, update to Cooling Tower and water feature requirements, reminder to PUB (WD) checks and PUB (San) test.

10. City Gas Dialogue Dialogue was arranged on 18 Jan to discuss on the various forms required and the responsibilities of the QP. A follow up meeting is to be arranged in Jun.

11. IACC Dialogue Dialogue was held on 18 Jun 16 and another will be arranged on 5 Jun 17 to review conflicting requirements among agencies like water infill for FSSB/PUB (WD), ventilation requirements of BCA/FSSB.

12. BCA GM BCA briefed ACES on the Revised GM for Existing Building on 5 Apr 17. ACES feedback was for continual reorganization to GMP in addition to GMFP and also considering substantial A/A work for recognised as projects towards GMP renewal.

13. Review of Spring’s Standards Many of ACES M&E members are involved in the review of Standards like the Water Services, Sprinkler System, Water Fixtures, Hose-reel requirement, Cooling Plant measurement, Healthcare Requirement, Electrical Cables, Electrical Installation, Electrical and Electronics Standards. Many thanks to them for actively supporting and representing ACES on various platforms to lift the standing of Consulting Engineers

The Business and Professional Practice Committee has in the year been actively supporting ACES members in a business environment that is continuously imposing increased statutory requirements on consulting engineering business, as well as adding more onerous terms in consultancy agreements. The Committee had worked through the year to promote the interests of consulting engineers through the following actions during the year: Feedback to URA/BCA on BIM Requirements for Underground Master Plan ACES provided feedback to URA/BCA on the proposed UGMP BIM requirements in respect of “Standardized Excel Spreadsheet for As-Built Piles” and “Consolidated As-Built BIM of Substructure”. The name and company of the Registered Surveyor has been added to the spreadsheet for traceability of the information provided and the submission of as-built piling plan and spreadsheet can remain to be 28 days from the day when the last pile is exposed and pile eccentricity is taken. QP(Architect) will continue to be responsible for the submission of the Building Plan BIM Model while QP(Structural) is required to submit the consolidated as-built structural BIM without the need to show architectural and M&E services. Representing our Members ACES also wrote to government authorities or GPE (Government Procurement Entities)’s during the year to state our position regarding key issues that may affect the performance or viability of our members firms. These included topics such as accredited checking indemnity clause and services detection responsibility, which placed unfair contractual requirements on consulting engineers, who are in a difficult business environment already. In addition, the issues that we had brought up also included the fee payable to consultants relating to the periodic structural inspection should fairly and reasonably be commensurate with the requirements stipulated by the government authority. ACES Awards The Committee organized the ACES Awards, which were presented at the ACES 2017 Gala Dinner. The Awards included the Lifetime Achievement Award and the Young Consulting Engineer of the Year Award. These awards honour our fellow consulting engineer, who has made outstanding contributions to the field of engineering over the course of his or her lifetime, and recognize the significant talents that we have in our industry, which requires ongoing support so that we can build a robust and healthy consulting engineering industry in Singapore. The Business and Professional Practice Committee will continue to work with our membership to represent their concerns on business issues to government and industry partners in Singapore. We welcome the input and feedback from our member firms on the issues that require our joint attention.

Various technical seminars and courses were organised, with the aim of providing professional development and enhanced benefits for ACES members. These seminars also provided opportunities for ACES members to network among themselves and other partners in the built environment.

ACES Inaugural Networking Golf – 9 June 2016

The objective of the inaugural networking golf is for our members to spend an afternoon together, with our collaborators in the government agencies, our partners in the built environment, and with each other in the consulting practice. There was good turn-out of 144 golfers, as all the 36 holes were all taken up. In one of the par three holes, players had to donate minimum $10 in order to win a sleeve of balls should their ball land within the circle on the green. With this, ACES managed to raise $580.

There was plenty of opportunity during dinner for further networking, and guests were seen moving from table to table to socialise. Through the generosity of the sponsors and ACES, there were many lucky draw prizes given out, and about one-in-three guests ended up going home with a lucky draw prize. ACES would like to thank everyone who had participated in this event in making it a huge success.

ACES Charity: Donation and Visitation to Lee Ah Mooi Old Age Home – 13 August 2016 The Council discussed and agreed to contribute a total donation of $10,000 to charity, which was taken from the profits generated from the golf game. The donation will go to Lee Ah Mooi

[http://www.leeahmooioldagehome.sg/] While many would spend their Saturday shopping, catching Pokémons, trying new cuisine or lazing by the pool, 13 August 2016 saw a group of 24 ACES members including 12 YPC members spending the better part of their Saturday at Lee Ah Mooi Old Age Home, bringing food and cheers to the residents. There were about 110 residents with average age of 80 and about 60% of the residents are wheelchair-bound. It was during the visitation that President presented a cheque of $10,000 to Mr. Mark Then, who is the Managing Director of the Old Age Home. It was very heartening to see many residents came out to the holding hall to meet us as most of them are wheelchair-bound. As the hall was non air-conditioned, many of us were perspiring under the heat, but the residents were up to it. It is no wonder why the government pays tribute to the very hardy pioneer generation. They had gone through many years of nation building, and a little heat is no sweat for them. Seeing their toothy grins, enjoying the food and their enthusiastic participations in the games and karaoke brings tremendous satisfaction and joy to all of us, and make us feel that our Saturday has been well spent.

ACES Networking and Membership Drive Night - 21 Oct 2016

The ACES Networking and Membership Drive Night held on 21 October 2016, 7.00pm at Novotel Singapore Clarke Quay, saw a large turnout of about 80 participants

ACES Membership Drive It had been announced that ACES is offering 100% discount on the ACES membership subscription fee for new members joining between the period Aug 2016 to Jun 2017. This 100% discount is given in the form of vouchers which can be used by the new member to offset against the course fee for courses organised by ACES. These vouchers are valid for one year from the date of issue and are not transferable. Presentation by AkzoNobel on “Understanding of Structural Steel Fire Protection with Intumescent Coatings” The ever-increasing use of steel as a construction material has led to enhanced flexibility in design, as well as significant time savings in the construction industry. Understanding passive fire protection technology and the impact of legislation is important to ensure compliance with standards for fire and life safety. This presentation outlined some of the key issues that architects, engineers, fabricators, applicators and Approving Authorities should be aware of when dealing with intumescent coatings with the intention of raising awareness and providing an increased level of understanding with Intumescent coating technology Intumescent technology is described together with key issues relating to structural response, fire types, fire resistance ratings, anti-corrosion performance, specification, certification schemes, application and maintenance, along with an introduction to the new good practice guide for Intumescent coatings. 12th ACES-ACEM Dialogue – 26 Nov 2016

The 12th annual dialogue between ACES-ACEM was held on 26 November 2016 in Ipoh. The dialogue was attended by 7 council members from ACES and 13 council members from ACES. The annual dialogue allows both sides of the causeway to share recent happenings in the professional practices. Both sides find such dialogues useful as we exchanged views and learned from each other. This year’s format was slightly different. Each side were given 6 topics and each side was to select a speaker to talk about the issues surrounding the topic, thereafter it would be discussed by the members. The topics selected were:

ACES Movie Night – 16 Dec 2016

General Manager of Mitsubishi Electric, Mr. Ke Yam Cheong received a token of appreciation from ACES President, Er. Ling Shiang Yun In conjunction with year-end festive Christmas celebration, ACES had organised another Movie Night on 16 December 2016 specifically for members to enjoy a new Star Wars movie titled “Rogue One: A Star Wars Story”. ACES booked the 400-seater Shaw Theatres Balestier 1 cinema for this social event. Movie ticket was priced at $6.00 per ticket [UP $12.50] with more than 50 percent cost subsided by ACES. The event had created a great opportunity for a networking session amongst the member firms’ staffs as well as their families. ACES had also extended invitation to CIJC member institutions’ Presidents, polytechnic students to join the movie on complimentary basis. ACES is thankful to Mitsubishi Electric Asia Pte. 6. CONSTRUCTION INDUSTRY JOINT COMMITTEE (CIJC) The CIJC comprises 8 organisations viz., ACES, IES, REDAS, SCAL, SIA, SIBL, SISV and SPM. CIJC has been formed for 16 years now since year 2000. ACES will be holding the CIJC Chairman and Secretariat roles until July 2017. At meeting on 13 Sep 2016, all 8 CIJC member institutions agreed that CIJC will form a Think-Tank Task Force Group to re-study the direction of CIJC going forward. Dr. Teo Ho Pin [Mayor for North West CDC and MP for Bukit Panjang] was appointed as the Advisory for CIJC wef Oct 2016. The President (Er. Ling Shiang Yun) and the Vice-President (Er. Chua Tong Seng) represented ACES in the CIJC. CIJC Meetings were held once every two months on:

7. ACES 46TH

ANNIVERSARY GALA DINNER ACES held its 46th D&D on 31 March 2017 at the Resort World Sentosa West Ballroom. The theme for this year is “Engineers- Shaping our Nation’s Tomorrow”. The event was well attended, by 520 friends, associates and members. It was an evening full of interesting and meaningful events, starting with pre-function activities. Early birds can get their silhouette outlined and obtain their personal rice grain pendants from skillful artistes operating from the on-site booths. The evening proper commenced with a ukulele performance by 20 adorable kids from the Life Community Services Society, which ACES was able to engage with as part of ACES social outreach program. The audience can appreciate the hours of preparation for the performance, which is one of the activities that can keep the kids from the streets. Their performance was very well received and appreciated, judging from the very loud applause and nodding heads from the audience.

The President, in giving his opening address touched on the present state of the economy and challenges faced by the Profession, how to we respond to these Challenges, and ACES involvement in the Labour Movement Front etc.

Our Guest of Honor was Mr. Chan Chun Sing, Minister in Prime Minister Office and Labor Chief (Secretary-General, National Trades Union Congress). In his affable self, Mr. Chan showed his eloquence when he addressed the audience without a script. Mr. Chan likened himself to Aladdin and was asking the genie in the lamp to grant him three wishes. He wished for the diminishing reliance on foreign workers by increasing productivity. He gave an example of a pool of 300, 000 foreign workers, and if the productivity can be increased by 1%, this would signify a reduction of 3,000 foreign workers. For shaping tomorrow’s nation, the industry would need to embrace new technologies, like DfMA (Design for Manufacturing and Assembly), etc. His second wish is to reduce worksite fatalities. One life lost is one too many. Consulting Engineers can reshape safety standards when projects are designed with safety in mind. For his third wish, SG Chan would want each engineer to be able to mentor at least 2 engineers, and in turn the two can mentor another two, and the industry can reap the results of the multiplying effects. The night ended will a lucky draw, and many left with prizes. For those who did not win, they brought back the wonderful association

8. ACES AWARDS 2017 On 11 November 2016, ACES invited nominations from members for the following two awards:

ACES Lifetime Achievement award; and

ACES Young Consulting Engineer of the Year Award

The ACES Lifetime Achievement Award honours a recipient, who has made outstanding contributions to the field of engineering over the course of his or her lifetime. He or she has a record of stellar career accomplishments, complemented by much highlights in his or her engineering profession. The recipient serves as a role model to newcomers to the profession and has established new benchmark of excellence to which others in the fields may aspire. The Award also aims to recognize contributions made by the recipient on engineering excellence, and recognition of achievements within the profession, business or industry, that has set a benchmark for engineers to strive for. The assessments were conducted by a Panel of Judges, who were appointed by ACES Selection Committee, and were based on the following four criteria:

Contributing to Consulting Engineering Industry

Contributing to Engineering Excellence

Success in growing the Business

On the other hand, the importance of young consulting engineers to the construction industry in Singapore is truly reflected in the ACES Young Consulting Engineer of the Year Awards, which aim

to recognize, celebrate and encourage young consulting engineers working in Singapore and are made under six categories, namely, civil engineer, electrical engineer, mechanical engineer, structural engineer, engineering project manager and female engineer. Recipients were judged in respect of the following: Demonstrated communication and leadership skills Positive/notable outcomes from their engineering work/Contribution to profession and

community Engineering competence Creativity/Innovation Presentation of material submitted Nominations were closed on 3 March 2017 with 3 and 18 entrants for the lifetime achievement awards and young engineer awards respectively. The short-listed candidates for the young engineer awards were invited to put up a presentation on the nominated project to the Panel on 7 March 2017. After duly considering the submissions by the Panel as well as the presentations from the young engineer award candidates, the following awardees were selected and presented with the award at the ACES 46th Gala Dinner on 31 March 2017:

9.0 BOA-ACES CONFERENCE – 31 May 2017 BOA and ACES had collaborated in organizing an inaugural joint conference on 31 May 2017, at Marina Bay Sands with Mr. Lawrence Wong, Minister for National Development & Second Minister for Finance as the Guest-of Honour.

Speaking at the first joint conference with about 700 architects and engineers in attendance, Mr Wong said the push towards a more collaborative approach was necessary as the sector here is "fragmented" despite the small market. This means it takes time for new best practices or technologies to filter through to the entire industry. The Government is also looking at how to place greater emphasis on quality assessments and productivity for tenders, and disqualify poor performing firms from taking part, said Mr Wong.

ACES President, Er. Ling in his welcome speech explained that the conference was structured into three topics under the theme of Collaborative Alliances – Building Resilience and Innovative Practices. The first topic discussed about opportunities and challenges of building industry in the future, the second topic presented case studies of successful collaborative efforts between architects and engineers and in the third topic, the focus was on strategies for resilience, productivity and innovative practices. Er. Ling further emphasized the collaborative platform

between architects and engineers must have purpose and not just progress. If one project collaboration failed, one must not be afraid of the setback; but should continue to strike for the next meaningful project. The collaboration with Architects and Engineers will start right here, Er Ling encourage to all “Let’s do big things together”.

Mr. Larry Ng, BOA Registrar, in his address commented this is only a beginning, and both archtiects and engineers should work with BOA and PEB to continue the collaboration. ACES would like to thank all the speaker, panels and moderators, supporting organisations and sponsors.

10 .ACESING PTE LTD

ACESing Pte Ltd, the commercial arm of the Association, was incorporated on 27 March 2002. The current appointed directors are Er. Ling Shiang Yun, Er. Koh Boon Liang and Er. Lim Peng Hong. ACESing Pte Ltd and Institution of Engineers Holdings Pte Ltd. set up the Joint Professional Membership Registry to promote and upgrade the following engineering professions in the construction industry for enhancing the quality and standards of skill sets: a) Resident Engineer (RE) and Resident Technical Officer (RTO) – C&S

Started in 15 Feb 2009 The construction industry is advancing with newer and more complex construction technology being continuously introduced at the construction site. The integrity and performance of the structure would be impaired if RE or RTO, who is part of the supervision team at site, do not possess the acceptable quality and professional competence in supervising such construction works.

The Building Control Act had been amended to require all accredited site supervisors, comprising Resident Engineers (RE) and Resident Technical Officers (RTO), to be accredited with the Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore. This will take effect from 15 Feb 2009. Only accredited site supervisors who remain accredited with the JAC can continue as accredited site supervisors for supervision of structural works for any new or on-going projects on or after 15 Feb 2009. Accreditation with the JAC will provide accredited site supervisors with the appropriate training opportunities, seminars and courses at discounted rates to enhance your technical know-how and help accredited site supervisors keep abreast with the latest construction technology.

b) Resident Engineer (RE) and Resident Technical Officer (RTO) – M&E Started in 14 March 2014. This Registry served to recognise M&E REs and RTOs who possessed the necessary professional competence, skills and knowledge. Training courses are conducted to upgrade the skill and knowledge of the registered RE/RTO (M&E). 1. To establish a list of qualified electrical contractors (QEC) for the use of members and members firms of both organizations.

2. To promote awareness of QEC that possesses minimum skills for safe and quality work. 3. To assist QEC towards achieving better quality and standards of electrical installation. Total members as of 6 Jun 2017: 110

d) Qualified Erosion Control Professional (QECP) QECP Registry commenced with 28 members in 2006. Objectives of IES/ ACES Qualified Erosion Control Professional: 1. To establish a list of registered IES/ ACES qualified erosion control professional (QECPs)

for the use by the construction industry.

2. To enable the construction industry to recognize the quality design work carried out by professionals who have undergone the accredited 10 weeks training and who also have the necessary experience in erosion and sediment control for construction sites in Singapore. This will inspire the construction industry to improve the level of professional knowledge in environmental engineering in time to come.

3. To assist the QECP towards achieving better quality and standards of earth control

measures (ECM) through continuing education and training. Total members as of 6 Jun 2017: 171

e) Effective Earth Control Measures Officer (ECMO) ECMO Registry commenced in Jan 2015. Total members as of 6 Jun 2017: 441

Objectives of IES/ACES Earth Control Measures Officer:

Effective Earth Control Measures (ECM) at the construction site is an important skill for construction site personnel. Proper ECM would prevent muddy water from affecting our waterway and reservoirs. The Institution of Engineers, Singapore (IES) has set up an industry-based registry for the registration of ECM trained personnel: 1. Establish a list of registered IES Earth Control Measures Officer (ECMOs) for the use by the

construction industry.

2. Assist the construction industry in maintaining a list of registered ECMOs who have

undergone the Certificate on Competency (CoC) in Earth Control Measures (ECM) training and who have the necessary experience in erosion and sediment control for construction sites in Singapore.

3. Serve the procurement needs of the construction industry for suitably qualified and

competent ECMOs.

4. Assist the ECMOs toward achieving better quality and standards of earth control measures

(ECM) through continuing education and training.

3. EVENTS HIGHLIGHT REPORTED BY THE PRESIDENT Er. Ling reported the following issues and events highlight achieved for the session 2015/2016: 1. Memorandum of Understanding (MOU) between Association of Consulting Engineers

Singapore (ACES) and National Trades Union Congress - U Associate (NTUC-UA) Both Parties will commit their efforts to reach out to and engage the consulting engineering profession in Singapore – networking and training platform.

2. Close Door Dialogue with NTUC Sec-Gen - 19 Apr 2016

NTUC Sec-Gen, Minister Chan Jun Sing suggested to ACES to consider reviewing its Constitution such that only a Singaporean can be elected to the position of ‘’President’’ for the Association. However, Past Presidents’ Panel (PPP) are in the opinion that ACES is a Professional Organisation, no way to take industry action (unlike SIA Pilot Association) this should not be an issue. On the other hand, PPP suggested to re-look and expand the EXCO. Suggest to include IPP to be in the EXCO.

The recent Government announcement of 20% increase in salaries for fresh engineering graduates in public service is to attract more Singaporeans to take up engineering as a meaningful, fulfilling and exciting, long term career in the Public Service. SG mentioned if government provide subsidies to business, it will only be a short term measure and would like ACES to see long term benefit of attracting more engineers to the industry.

Review how to attract more professionals e.g. M&E RTOs to register with ACES Joint Registry through re-branding instead of legislation. He gave example on how MINDEF sought out to change the image of the army. Another example is the SISO accreditation which is voluntary, which saw more than a thousand applicants for their course which the industry find valuable. Suggest to look into engineers with PC to join ACES membership.

3. Social engagement with the Press

Interview with ACES President on Channel 8, 18 November 2015 on challenges faced by the Engineering Profession

Er. Ling encouraged members to write to ACES if they have any concerns or issues that they wish to tell the general public through the press.

4. EMA - LEW 1KV – status quo ACES recommended to EMA to allow the 1KV LEW to carry out design of unlimited voltage, which had been the practice since the late eighties, as the LV LEW are all qualified electrical PE. There had been various meetings with EMA/PG/SPS and MTI (PEP Secretariat). PEP suggested the next meeting to be held at MTI, which will be seen as neutral ground. PEP encouraged ACES and IES to work on the course contents, to help upgrade the skills of the LV LEW on the HT operation requirement.

5. Dialogue Session with BCA on Revised Requirement for PSPC Listing

ACES recommended not to put additional qualifications for PSPC renewal.

Green Mark Facilities Professional (GMFP) is required for Panel ME01 by 1 Apr 2017. Even though ACES had met with BCA to convey their concerns, BCA had maintained their position which would require ME01 firms are required to fulfil the mandatory training course requirements for GMFP. Er. Yeow shared the GMFP course contents are the same as GMM/GMP. ACES will continue to pursue this matter with BCA, and may do through CIJC.

6. Revival of e-NPQS and new company formation “iNPQS Pte Ltd”

Project is put on hold pending claims and reimbursements conditions for BCA PIP funding i.e. to pay first before claim and 70% funding as well as a feasible Business Model agreed by all three parties, ACES-SIA-IES.

ACES-SIA-IES had feedback to BCA that they do not have the funds to pay for Domain Expert and Specs Writer before they can submit their claims to BCA. However, ACES will continue to engage BCA for solution.

7. ACES Survey on Engineers Salary

In view of the recent “Salaries of engineers joining Public Service to rise 20% " S$3,800 for New Monthly Salary for Engineers in the Public Service, and S$4,000 New Monthly Salary for Fresh Graduates joining the Public Service as Engineers in the Information and Communication Technology (ICT) sector, ACES will be carrying out a survey to gauge the salaries scale from their member firms. With this feedback, ACES will be able to assess if their engineers pay will attract more engineers to the consultancy industry. Also ACES will be able to ascertain what would be the right fee scale to sustain consultancy business, with sufficient time and resources to perform the work properly. Result of this survey/study will feedback to member firms and our member's Clients including major developers, HDB, LTA, PUB, and JTC etc. who can make reference in their tender evaluation. Er. Ling encouraged members to participate in the survey, so that the data will be more accurate and thus provide a more accurate feedback to the relevant agencies addressing the “low fee” issue.

8. 5th Structural Engineers World Congress (SEWC) 2015 The 5th Structural Engineers World Congress (SEWC 2015) was held from 19th-22nd October 2015 at the Raffles City. The Congress was organised by the Association of Consulting Engineers Singapore (ACES) and Prestressed and Precast Concrete Society (PPCS). SEWC 2015 brought together 264 delegates from 24 countries. Most of the attendees came from Singapore, India, and Japan. 56% of the attendees came from overseas The conference made about $80K profit, according to Er. Lim Peng Hong, the Chair, SEWC2015

9. ACES Awards 2016

There will be two awards, namely ACES Design Excellence Awards and Young Engineer Awards.

ACES Design Excellence Awards seek to recognize the good engineering work and innovation done by the member firms, and help to showcase the best in the industry

The Young Engineer Awards recognize the talents and efforts of the young engineers and help motivate more young engineers to move into the industry.

These awards were presented at the ACES Annual Gala Dinner on 4 Mar 2016.

10. CPD Programmes Various technical seminars and courses were organised, with the aim of providing professional development and enhanced benefits for ACES members in particular Eurocodes, BIM Hands-on, Design for Safety etc. (Refer to Annual Report, page 10 – 11). These seminars, and workshops also provided opportunities for ACES members to network among themselves and other built environment partners. ACES aims to make these CPD programmes affordable for members.

11. ACES Contract Refresh

ACES standard conditions of engagement were revised and launched in October 2015 by Business & Professional Practice Committee, chaired by Er. Andrew Henry. The revised contracts provide a simple and clear mechanism for our members to form contractual agreements with their clients. 12. WSH (Design for Safety) Regulations 2015 The WSH (Design for Safety) Regulations 2015 was enacted on 10th July 2015. It will be mandatory from 1st August 2016 for all projects to undergo risk assessment. ACES had been and will continue to conduct the Design for Safety for Professionals (DfSP) Course. Learners of this course will gain the knowledge and skills for fulfilling the roles of the construction Design for Safety Professional (DfS Professional) in accordance with the WSH (DfS) Regulations. ACES also organise short DfS Introduction course for general awareness, to equip participants with the sufficient knowledge and understanding of what DfS is all about in order for them to fulfil their role as site supervisors as well as client representatives. ACES encourage members to adopt WSH practices with the objective to take Leadership commitment, identify hazards and risks, and set target for Safety Members who wish to contribute articles on safety and health good practices may forward their article to ACES Secretariat for publication in ACES newsletter. Er. Koh Boon Liang shared with members the DfS Regulations is unlikely will defer and encouraged members to get ready for it.

16. ACES Website The ACES Website contained a lot of useful information. Er. Ling encouraged members to visit the website for weekly circulars, upcoming events.

17. Strategic Partner – BST Global Renewal of 2016 Agreement for the third consecutive year for SGD 15,000 per year. The contract signing ceremony was held at the ACES Bowling Event on 23 Jan 2016.

18. ACES Movie Night – 14 October 2015 In conjunction with SG50 Celebrations, ACES organised its first Movie Night specifically for members to enjoy a 3-D movie titled “Pan” at 50 percent cost subsided by ACES. A total of 20 complimentary tickets were given to polytechnic students. The aim is to create awareness of ACES to the poly students.

19. ACES Bowling Tournament – 23 Jan 2016 ACES organised its first Bowling Tournament on 23 January 2016, over a weekend Saturday afternoon at Orchid Bowl, Orchid Country Club. There were a total of 26 member teams registered for the bowling tournament.

20. ACES Golf 2016 – 9 Jun 2016 ACES organised its first Golf event on 9 June 2016 at Orchid Country Club. There were a total of 36 flights registered for the golf tournament. The organizers had set a hole for charity, in which players pay to win a prize if their ball is near the pin. The cash amount collected from this is only $580. ACES Council decided to top up the donation amount to $10,000. The donation will go to an Elder Care or Orphanage to be identified by the Council.

4. ANNUAL REPORT 2015 - 2016 The Annual Report detailed the activities that had taken place during the session 2015/2016. It had been emailed to all members at least 21 days prior to AGM (i.e. on 31 May 2016). A hard copy was distributed to members presented at the AGM upon request. The Annual Report outlining the main activities of the 11 Committees in ACES and they are:

Er. Ling shared Auditor’s explanation with regards to the need and implication to revalue of ACES property: 1. Property tax is decided by the Chief Valuer in IRAS. So independent of ACES. 2. Income tax no benefit as capital gain/loss are not taxable/deductible. 3. Increase in expenses if we make use of revaluation model for our property as we will be

required to obtain valuation report yearly that may cost about maybe S$1,500 per year. 4. Audit fee also increase due to increase in disclosure required and more audit procedures. 5. To any person who are accounting or finance trained will be able to identify that the reason of

our profit, if any, comes from property revaluation gain rather than actual profit from operation.

9. Er. Alfred Neo Tee Boon The new Council will elect the Executive Committee (EXCO) member at their first Council meeting as per the Constitution. The Council will also co-opt another two Council members.

E) APPOINTMENT OF TWO HONORARY AUDITORS FOR THE SESSION 2016/2017 The meeting resolved appointment of Honorary Auditors for the Session 2016/2017:

F) AOB – for discussion 1. ACES Membership Expansion

• Proposed to target PEs with Practising Certificates from government agencies or individual PE from non-ACES member firm can be accepted under ACES Professional Individual Membership - this will increase the pool of ACES members

• Members have some reservations on the proposal, and they gave the following comments:

Er. Mah commented the group of government PEs do not usually practice Er. Chua TS suggested to look at how to reach out, how to position ourselves

to be more visible, and how to seek feedback from members Er. Lim PH commented that though may practicing PEs are proud of their

work, it would be good to hear from non-practicing PEs their views and perspectives.

Er. Ong SH cautioned that the non-practicing PEs may not know of some of the real problems that practicing PEs faced, and conflicts may arise if they are in the Council. This had happened to IES and PEB.

Er. Ling assured the members this topic is just for discussion, should there be a need to change, the Constitution would need to be amended and require to go through member voting before implementing any new proposal.

2. Increase number of EXCO

• Proposed to include Immediate Past President in the EXCO (Current EXCO comprised P, VP, HS, HT)

• Er. Ling added we would need to change Constitution before implementing this proposal.

3. Past President (PP) in Council • Two Past Presidents after IPP to be in invited to the Council • Dr. Lock commented having too many Presidents (current & past) could result in

domineering view points in the Council. • Members agreed PP could become mentor, should not be dominate the meetings • Er. Ling suggested to start with one PP after IPP, and this PP has no voting rights • Er. Ling added that Constitution should be amended before implementing this

proposal.

ACES President, Er. Ling Shiang Yun thanked all members present.

With no other matter arising, the ACES 45th AGM ended at 9.30 p.m.
