Whereas, the city Government desired to create

fertile ground for effective implementation of the

outcomes of the business process reengineeringstudy and thereby to be successful in getting -rid offpoverty by rendering accountable, transparent, fast

- and effective service to the public;

Whereas, it has become necessary to rely on thefundamental principles of democracy and rule of law inthe course of implementing the business processreengineering;

PaEtXieGENERAL

A Short Title

This proclamation may be cited as the Business Process

reengineering Implementation Proclamation No.

10/2008.

1

2. Definition

Unless expressed otherwise, in this proclamation:

1. "Council" shall mean the council of the City

Government of Addis Ababa.

2. "Charter

"" shall mean the Revised Charter of the

City Government of Addis Ababa Proclamation

No. 361/2003.

3, "Business Processing Reengineering" shall mean

the outcomes of the study to organize the tasks of

governmental institutions of the City Government

in different job processes so that to enable them

render effective and efficient public service.

4. "Cabinet" shall mean the executive council of the

City Government of Addis Ababa.

5. "Governmental Institution" shall include Bureau,

Court, Commission, Office, Authority,

Institution, Agency or any other institution of the

City Government established by proclamation or

Regulations that renders service to the public.3. Scope of Application

This proclamation shall be applicable only to the

governmental institution that fiilly or partially run by

government budget and those which implement the

business process reengineering after accomplishing

the phase of study.

Part Two

Miscellaneous Provisions

4. Issuance of Regulations

L The Cabinet of the City Government may issue

regulations for the proper implementation of thisproclamation.

2. Capacity Building Bureau of the City Government

may issue directives for the proper implementation of

regulations to be issued in accordance with this

prodamaUon.

5. Transitory Provision

1. Any proclamation, regulation, directive or custom-

mary practice that does not go in conformity with

laws and results of study of the Business process

Reengineering shall not be applicable as regards

matters covered therein.

2. Any Violation of laws during implementing this

proclamation shall be adjudicated according to the

existing laws.

6. Duration.

This proclamation shall remain in force only for two

years as of its promulgation by the City Council.

Effective Date

This proclamation shall come into force as of the 4day of December /2008.
