As the lead transportation planning agency in the Heartland region, the HRTPO is responsible for developing a list of priority projects and submitting the list to the Florida Department of Transportation (FDOT) for consideration during development of FDOT’s Five Year Work Program. It is critical to the project prioritization process that projects being considered for funding are evaluated based on criteria that reflects the HRTPO’s vision and mission, as well as adopted goals and objectives of the Long Range Transportation Plan (LRTP). Each year, member governments of the HRTPO are invited to submit Transportation Project Applications and Priorities to the HRTPO for transmittal to the Florida Department of Transportation (FDOT) for consideration of programming and funding by FDOT. Project applications are scored based on criteria developed by the Technical Advisory Committee and Citizens Advisory Committee and adopted by the HRTPO Board, and ranked in order of priority.
Projects that are funded in the FDOT Five Year Work Program are then identified as part of the Transportation Improvement Program for the next year.

Instructions for Submission of Transportation Priorities for Fiscal Year 2024/2025
Please submit Transportation Project Applications for Fiscal Year 2024/2025 to the Heartland
Regional Transportation Planning Organization (HRTPO) for transmittal to the Florida Department
of Transportation (FDOT) for consideration of programming and funding by FDOT using the
following timeline:

Next Steps
• HRTPO staff will provide a sufficiency review of project application packages received and transmit application packages to FDOT
• FDOT will conduct site reviews, review estimates, etc. on top priority projects and provide feedback
• HRTPO Board and committees will evaluate projects based on adopted ranking criteria and adopt priority project lists
July 1, 2019
A ranked package of final adopted/approved priority projects must be transmitted to FDOT by July 1, 2019, at which time further consideration for programming and funding will be evaluated as the Tentative Five-Year Work Program is developed over the summer/fall time frame.
Please note: Although all project applications and priority list are to be submitted to the HRTPO
for transmittal to FDOT, the HRTPO will not provide ranking criteria or prioritize CIGP, SCOP and
SCRAP projects. Priorities for these submitted applications are requested from each board of
county commissioners by March 15, 2019.

• Prioritization Policy in Case of Ranking Tie | Adopted May 25, 2016
Total project cost will be used as additional criteria to prioritize projects that have
the same ranking. Lower cost projects will be given higher priority and higher
cost projects will be given lower priority.

Highway Capacity projects are often associated with major construction projects, such as building
a new highway where none existed before, bypassing an existing route, or adding one or more
lanes to an existing facility. These projects are most often initiated by FDOT, in the adopted Long
Range Transportation Plan of the region, and do not require local government applications.
Congestion management projects improve traffic operations and safety through the use of either
strategies that reduce travel demand or the implementation of operational improvements.
Congestion management projects typically improve travel conditions through the use of low cost
improvements or strategies, which can be implemented in a relatively short timeframe (within 5 –
10 years) compared to more traditional capacity improvements, such as adding travel lanes.
Capacity improvements can take more than 10 years to implement and cost significantly more.

Projects in this category are funded through the Fixing America's Surface Transportation Act or
"FAST Act". Transportation Alternative (TA) projects encompass a variety of smaller-scale
transportation projects such as pedestrian and bicycle facilities, recreational trails, safe routes to
school projects, community improvements such as historic preservation and vegetation
management, and environmental mitigation related to stormwater and habitat connectivity.
