Vision

AN-MSI is the premier collaborative initiative for minority serving institutions and their communities to create solutions that ensure they are leaders and full participants in the Information Age. This is accomplished through the effective use of networking and emerging technologies in teaching and learning, research, administration, and service.

Mission

The mission of AN-MSI is to address the Digital Divide by providing resources, information, and a collaborative forum for Minority Serving Institutions to investigate, develop, and deploy networking and emerging technologies.

The project fosters partnerships among. Hispanic Serving Institutions, Historically Black Colleges and Universities, Tribal Colleges and Universities, their local communities, and the public and private sectors to integrate networking and emerging technologies into the total fabric of all participating MSIs.

Goals

1. Established a collaborative environment where MSIs can meet, share experiences, common concerns, areas of interest, and develop networking and emerging technology initiatives that will benefit the individual institutions and their communities.

• 2. Inform, engage, and obtain the support of key individuals, institutions, and organizations in the MSI communities for the development and implementation of networking, emerging technologies, and strategic processes.

3. Assist MSIs in assessing and understanding the current-state of networking and emerging technologies at their institutions, and propose changes that will meet their specific needs and requirements.

4. Research, develop, pilot, and evaluate new and existing communication and information technologies and processes that will serve the needs of the individual MSIs and their communities.

5. Cultivate public and private sectors entities interested in supporting MSIs with their networking technology initiatives.

6. Assist MSIs to become aware and proficient in the use of advanced networking applications that will enhance their ability to achieve their strategic goals.

7. Through collaborative efforts with EOT-PACI, design and implement strategies and programs that expand the number of MSIs involved in current high performance computing application projects (HPCA), familiarize MSIs with the concepts and uses of HPCAs, and other forums where MSIs can gain exposure and hands on experience with available tools.

8. Evaluate the effectiveness of the project and recommend modifications as appropriate.

1. Collaboration: Through our collective efforts our individual communities are made stronger, empowered, and best served. Collaboration creates human networks that lead to enduring partnerships. Collaborative change of this nature is systemic and lasting. The synergistic energy of collaboration can be greater than the sum of individual contributions.

Instructional Change: MSIs use technology to enhance our roles as transformers and agents of change. The use of emerging technological tools fosters instructional change; connects our communities to new and more effective ways of teaching and learning; and strengths the ways in which we service our students’ needs and administer our institutions.

5. Preserving Heritage: MSIs are pioneering new ways of teaching while preserving the cultural values and heritage of their communities and learning institutions.

Objectives

1.1 Facilitate the development, investment, sharing, and common involvement of all MSI communities in the activities of the Project.

1.2 Encourage participating MSIs to reach consensus of the vision, mission, goals, beliefs, objectives, and initiatives relating to the AN-MSI Project and communicate a unified message to stakeholders and other interested entities.

2.1 Host workshops in collaboration with other key higher education stakeholders for MSIs and community leaders that address their goals and needs.

3.1 Document the current state of each participating MSI institution and community as it relates to their networking and emerging technology capabilities, their current and future needs, as well as their capacity to manage the same.

4.1 Develop a standard networking and emerging technology architecture that is cost effective, performance oriented, scalable, and manageable.

4.2 Identify networking technology training needs, design interventions to address those needs, and provide the requisite training.

4.3 Prioritize the identified technology needs and possible solutions for participating MSIs.

4.4 Establish pilot incentives to assess the effectiveness of recommended or experimental solutions that can be replicated by other MSIs, including broadband network connections for remote sites.

5.1 Develop an educational and briefing strategy on AN-MSI for public outreach.

5.2 Develop and implement a strategy for AN-MSI resource development

6.1 Prepare participating AN-MSI institutions to design, develop, and deploy culturally relevant web-based instructional materials for distance delivery via the commodity Internet and Internet 2.

6.2 Collaborate on the development and exchange of on-line university courses and programs of study, coupled with appropriate research and assessment, relevant to the needs of the student demography we serve.

6.3 Undertake training and development activities to strengthen the educational and research programs of participating institutions, so that courses, research and technology based facilities can be shared.

6.4 Work with MSIs that have advanced infrastructures to develop and implement programs and applications to appropriately use this infrastructure.

7.1 EOT-PACI = Design and conduct collaborative workshops and other programs with developing institutions in the MSIs communities that provide awareness and hands-on experiences with advanced networking applications that support collaboration for research, links to remote information and instrumentation, and high-performance computation.

7.2 EOT-PACI = Expand the existing number of MSIs connected to and participating in GRID activities.

7.3 EOT-PACI = Develop collaborative efforts between MSIs whose geographical and/or intellectual strengths indicate that collaborative Grid connection activities will be stronger and more cost effective than separate efforts.

8.1 Develop and implement an ongoing evaluation plan that assesses the overall project and key individuals programs and initiatives.

8.2 Provide periodic feedback to the project’s strategic planners on the effectiveness and impacts of their initiatives and strategies.

Executive Awareness, Vision, and Planning:

– Presentations to the presidents of the colleges and universities to assist them in visualizing and describing the importance of the Internet in the future of their institutions, to provide updates on the progress of the project, and to continue to offer the opportunity to participate to those not involved to date.

Remote Technical Support Centers:

– Identification or implementation of remote technical support centers, where desired by the communities, as a way to alleviate the intense shortage of qualified campus networking personnel, and to provide services such as problem detection, security consultation and virus protection.

Local Network Planning:

– Technical assistance with redesigning and modifying the campus network architecture, where appropriate.

Local Consulting and Training:

– Workshops for campus networking personnel to assure their capability to work with the remote technical support centers, if present, and to maintain and operate the campus networks.

Satellite/Wireless Pilot Projects:

– Installation of several prototype satellite/wireless Internet connectivity pilots where terrestrial connections are unavailable or unaffordable.

New Networking Technologies:

– Prototype installation of new, innovative wired networking technology, which could lead to significant improvement of price/performance by other MSI institutions at their initiative.

Grid Applications:

– Inclusion of a small number of institutions in a program of high performance computing applications and collaborations enabled by the national technology grid. The EOT-PACI team is conducting this effort.

EDUCAUSE AN-MSI Participation Criteria

Commitment by the President to the project, and to funding or securing funding to implement the networking improvements desired by the institution.

Existence of a Chief Information Officer or single point of responsibility for at least the campus network and Internet connectivity.

Commitment to faculty and curriculum development to take advantage of the improved network infrastructure anticipated as a result of this project.
