Work Order No.6 City of Boca Raton

EDSA, Inc. Consulting Services Work Order

for Spatial Needs Review and Conceptual Site Plan at GLNC

This Work Order, when executed, shall be incorporated in and become an integral part of the Agreement for professional services between the City of Boca Raton (CITY), Florida and EDSA. Inc. (CONSULTANT), dated October 7, 2016, hereafter referred to as the Agreement.

Project Background The City of Boca Raton is a coastal community located in the southeast of Palm Beach County, Florida. The CITY has a population of about 90,000 within its 22 square mile limits. The Intracoastal Waterway and the ocean beaches are an important part of the history and current quality of life. Over the years, the CITY has acquired numerous parcels of land, adjacent to the Intracoastal Waterway and / or the Atlantic Ocean. The CITY has developed a number of these parcels into waterfront parks and beaches, with various facilities and amenities for both residents and visitors to enjoy. The CITY has agreed to engage CONSULTANT to provide a Conceptual Site Plan and Opinion of Cost for the Gumbo Limbo Environmental Complex. The site located on AIA and the Intracoastal Waterway. The CONSULTANT shall execute the following: 1. Produce a Final Building Program 2. Create a Conceptual Site Plan

3. Develop Traffic Study with Recommendations 4. Provide an Updated Opinion of Cost Upon completion of each work task, the CITY may provide written authorization for the next task. The CONSULTANT shall not begin any work on any task prior to such written authorization.

Scope of Services

The following is a description of the Scope of Services to be provided under this Work Order. TASK 1 – SPATIAL NEEDS REVIEW WITH STAFF/BUILDING PROGRAM CONSULTANT shall review comments provided by internal staff and supporting design team members taking into account results of previous work shops, studies, interpretive reports, existing building plans and any other information provided in an attempt to gain a sufficient level of understanding with respect to the proposed project elemental needs and objectives finalizing the scale of the project, (include an analysis of current underutilized programs and space). This will be a phased construction program. CONSULTANT will chair a meeting and document the meeting minutes with staff and supporting design team members to present analysis, opportunities, constraints and potential programmatic elements all of which must demonstrate an effective and efficient use of space without expanding the current footprint. Programmatic elements for consideration must meet the following criteria: • Promote appreciation for the unique marine and coastal ecology of Southeast Florida • Deepen the understanding of research and rehabilitation associated with coastal marine life especially our sea turtles. • Educate tourists/visitors on how they impact the environment promoting sustainability • Enhance overall visitor experience and services • Nature based experiences and travel exhibits CONSULTANT will present an updated building program draft to CITY for discussion. Internal staff and supporting design team members will provide comment. After comments have been addressed, the CONSULTANT will provide a final building program. Subconsultant: Cambridge Seven Associates, Inc. (C7A). TASK 2 – CONCEPTUAL SITE PLAN

CONSULTANT will prepare a draft conceptual site plan based on the programmatic and building elements agreed upon in Task 1. The conceptual site plan will layout proposed buildings, ingress/egress, entrance features, visitor and staff parking, circulation, drop off, bus parking, secure and public areas, back of house maintenance areas, exhibit locations if outside of buildings, locations of amenities, existing hammock, protected middens, buildings and any other features that affect the site.

CONSULTANT will present a draft conceptual site plan layout to CITY staff and stake holders for review/comment. CONSULTANT shall address comments provided by each of the stakeholders listed and produce a final conceptual site plan. Subconsultant: Cambridge Seven Associates, Inc. (C7A)

The conceptual layout will be presented by the CONSULTANT to each of the following stakeholders: • Greater Boca Raton Beach and Park District Board • City of Boca Raton Parks and Recreation Board • City of Boca Raton City Council

TASK 3 – TRAFFIC STUDY Based on the final conceptual site plan and following authorization to proceed on this task, CONSULTANT will provide the CITY with a site-specific traffic study for the Gumbo Limbo Nature Center. The CONSULTANT will collect (2) one week of 24-hour tube counts at the project’s main entry, (dates at the discretion of the CITY). Based on the collected data, The CONSULTANT will calculate the average weekday and weekend traffic demand at the nature center. The CONSULTANT will then meet with representatives from the CITY and from the Florida Atlantic University (FAU) to determine future programming plans. Based on the plan, The CONSULTANT will develop future traffic projections. The CONSULTANT will prepare a traffic study summarizing the existing traffic volumes, assumptions calculations, and future traffic projections. Recommendations for internal roadway laneage, as well as the need for turn lanes on SR A1A will be included. If changes are made to the master plan that require significant revisions to the traffic study after finalization, Additional Services will be required. Based on review and comment, the CONSULTANT will produce a final site-specific traffic study for the record. Subconsultant: Kimley-Horn and Associates, Inc. (KHA)

TASK 4 – OPINION OF COST Based on the final conceptual site plan and following authorization to proceed on this task, CONSULTANT will provide the CITY with a draft budgetary cost estimate for the construction of the program and site improvements. The CITY will review and provide comment on the draft estimate. CONSULTANT shall address CITY comments and provide value engineering and/or alternates to ensure the project falls within budgetary guidelines. Based on review and comment, the CONSULTANT will produce a final budgetary construction cost estimate. Subconsultant: Construction Management Services, Inc. (C7A)

Assumptions: Services to be provided by the CITY and other related key assumptions include: • CITY shall provide access to the facility. • CITY shall provide available survey information to include but not be limited to existing drawings, soil boring reports, (if any), existing tree surveys or any CAD drawing of the site.

Execution of Documents

Each party is hereby authorized to accept and rely upon a facsimile signature or signature transmitted through electronic means of the other party on this Work Order or any Amendment hereto. Any such signature shall be treated as an original signature for all purposes. Each party is hereby authorized to accept and rely upon documents in paper or electronic format.

Work Order Performance and Deliverables: The proposed labor cost and associated expenses for the consulting services described in this Work Order are summarized below and detailed in Attachment “A”. Labor costs for architectural services are tabulated below on a Lump Sum basis and are consistent with the Agreement. The compensation for the work set forth in this Work Order shall not exceed: $95,600.00.

For any task in th.is Work Order identified as payable on a lump sum basis (Tasks 1 through 2), the term "lump sum" shall mean that all services and related deliverables described in such task shall be completed/performed by CONSULTANT in full to the satisfaction of the CITY as detailed in this Work Order and the Agreement for Professional Services between CONSULTANT and the CITY, notwithstanding whether the time expended or materials utilized by the Consultant to perform such services or to provide such deliverables will exceed the estimated or anticipated time/materials. Accordingly, no payment for such tasks (or time/materials) in excess of the lump sum amount will be due and payable by the CITY to the CONSULTANT for such services and deliverables, and any error in estimation (and any insufficiency as a result thereof) shall not relieve the CONSULTANT of CONSULTANT'S obligation to complete/perform the lump sum tasks identified in the Work Order.

A. Provide a Final Budgetary Cost Estimate in a matrix format detailing each of the programmatic elements and their respective associated cost.
