BUDGET VOTE AND ANNUAL DISTRICT ELECTION ON JUNE 9, 2020
RESOLVED, that Paul Hirsch is hereby designated as permanent chairperson of the District for
the Annual District Election to be held on June 9, 2020, to serve without compensation. APPROVAL OF A SETTLEMENT AGREEMENT AND RELEASE
BE IT RESOLVED, that the Board of Education of the Syosset Central School District hereby
approves a Settlement Agreement in connection with a contemplated impartial hearing, a copy of
which has been provided to and reviewed by the members of the Board of Education.
BE IT FURTHER RESOLVED, that the Board of Education of the Syosset Central School
District hereby authorizes the President of the Board of Education to sign said Settlement
Agreement, and other documents, pertaining to the settlement of the contemplated impartial
hearing, on behalf of the Board.

OFFICERS AND MEMBERS OF THE EXECUTIVE COMMITTEE
WHEREAS, Nassau-Suffolk School Boards Association has submitted its proposed 2020-2021
Budget and proposed 2020-2021 Slate of Officers and Members of the Executive Committee, for
the approval of its member boards, the Syosset Board of Education authorizes the District Clerk to record the outcome of the votes and notify Nassau-Suffolk School Boards Association of the
results.
BE IT RESOLVED, that the Nassau-Suffolk School Boards Association Proposed Budget for the 2020-2021 school year (as accepted by N-SSBA’s Executive Committee) be, and hereby is approved/not approved.
BE IT RESOLVED, that the Nassau-Suffolk School Boards Association Proposed 2020-2021 Slate
of Officers and Members of the Executive Committee (as presented by N-SSBA’s Nominating

RESOLUTION RESCHEDULING PUBLIC HEARING, BUDGET VOTE AND
ELECTION
NOTICE OF PUBLIC HEARING, BUDGET VOTE AND ELECTION
OF THE SYOSSET CENTRAL SCHOOL DISTRICT
TOWN OF OYSTER BAY, NASSAU COUNTY, NEW YORK
NOTICE IS HEREBY GIVEN, that a Public Hearing of the qualified voters of the Syosset
Central School District, Nassau County, Syosset, New York will be held remotely, in said District
on May 27, 2020 at 8:00 p.m., prevailing time, for the transaction of business as authorized by the
Education Law, including the following items.
1. To present to the voters a detailed statement (proposed budget) of the amount of
money that will be required for the 2020-2021 fiscal year.
2. To discuss all the items hereinafter set forth to be voted upon by absentee ballots
at the Budget Vote and Election to be held on Tuesday, June 9, 2020.
3. To transact such other business as may properly come before the meeting
pursuant to Education Law of the State of New York and acts amendatory
thereto.
AND FURTHER NOTICE IS HEREBY GIVEN, that a copy of the statement of the
amount of money which will be required to fund the School District's budget and the Syosset
Public Library's budget for 2020-2021, exclusive of public monies, will be available on the
District’s website beginning Tuesday, May 26, 2020.
AND FURTHER NOTICE IS HEREBY GIVEN that a Real Property Tax Exemption
Report, prepared in accordance with Section 495 of the Real Property Tax Law, will be annexed
to any tentative/preliminary budget as well as the final adopted budget of which it will form a
part; and shall be posted on the District’s website.
AND FURTHER NOTICE IS HEREBY GIVEN, that the Board of Trustees of the
Syosset Public Library will hold a public hearing remotely for the purpose of discussion of the
expenditure of funds and the budgeting thereof on Thursday, May 28, 2020 at 6:30 p.m.
AND FURTHER NOTICE IS HEREBY GIVEN, that said Budget Vote and Election, will
be held on Tuesday, June 9, 2020, by absentee ballot voting for the following purpose:
1. To adopt the annual budget of the School District for the fiscal year 2020-2021 and
to authorize the requisite portion thereof to be raised by taxation on the taxable
property of the District.
2. Proposition – 2020 Capital Reserve Fund
RESOLVED, that pursuant to Education Law Section 3651, the Board of

Education of the School District is hereby authorized to establish a Capital Reserve
Fund (“2020 Construction Capital Reserve Fund”) for the purpose of performing the
following capital improvements: instructional and non-instructional space
improvements/renovations/upgrades, (including but not limited to classroom
improvements/renovations/upgrades and/or additions to existing facilities) and
repairs, renovations, reconstruction, installation, replacement and/or upgrades to
auditoriums, athletic fields including but not limited to track, tennis courts,
bleachers, press box, field house, athletic domes, gymnasiums, locker rooms,
cafeterias and kitchens, ceilings, computers, technology, networks, curbing, fencing,
doors, drainage, electrical systems, energy efficiency systems, including the
installation of solar power, and energy management systems, emergency generators
and backup lighting, exterior lighting, fencing, flooring, fuel tanks and related
systems, ADA compliance features, furnishings, equipment, environmental
considerations and remediation, heating, ventilation and air conditioning systems,
interior lighting, irrigation systems, landscaping, masonry, mechanical systems,
paving, playgrounds, plumbing systems, public address and clock systems, sound
systems, refrigeration, roofs, sanitary systems, storage space, security systems,
sidewalks, siding, technology system upgrades, toilet rooms, walls, windows, all the
foregoing to include all labor, materials, equipment, apparatus and incidental cost
related thereto. The maximum amount of the aforesaid Capital Reserve Fund shall
be twenty million dollars ($20,000,000), plus investment income. The probable term
is to be ten (10) years; to be funded from surplus monies, if any, remaining in the
general fund including a sum not to exceed $5,000,000 from the 2019-2020 budget
and thereafter surplus monies remaining in the general fund, budgetary
appropriation, transfer from other reserves, in an amount not to exceed five million
dollars ($5,000,000) each year of probable term. Be it further,
RESOLVED, that the Superintendent of Schools or his/her designee is hereby
directed to deposit monies into this reserve fund to be known as the “2020
Construction Capital Reserve Fund.”
3. To elect three (3) members of the Board of Education for three (3) year terms
commencing July 1, 2020, and expiring on June 30, 2023.
4. To adopt the annual budget of the Syosset Public Library for the fiscal year
2020-2021 and to authorize the requisite portion thereof to be raised by taxation
on the taxable property of the School District.
5. To elect one (1) member of the Library Board of Trustees for a five (5) year term
commencing July 1, 2020 and expiring on June 30, 2025.
AND FURTHER NOTICE IS HEREBY GIVEN, that petitions nominating candidates
for the office of member of the Board of Education and member of the Library Board of Trustees
shall be filed with the Office of the District Clerk of said School District by email to
[email protected] or mail to 99 Pell Lane, Syosset, New York, not later than
5:00 p.m., prevailing time on Monday, May 11, 2020. Vacancies on the Board of Education are
not considered separate, specific offices; candidates run at large. Nominating petitions shall not

describe any specific vacancy upon the Board for which the candidate is nominated; must be
directed to the Office of the District Clerk, must state the name and residence of the candidate.
There will be no minimum threshold number of signatures required for individuals to be placed
on the ballot, except that they must meet all other requirements, including applicable residency
and age. Vacancies on the Library Board of Trustees shall be considered separate specific
vacancies. A separate nominating petition is required to nominate a candidate to each separate
specific office. Such nominating petitions shall describe the specific vacancy upon the Library
Board for which the candidate is nominated; must be directed to the Office of the District Clerk;
must state the name and residence of the candidate.
AND FURTHER NOTICE IS HEREBY GIVEN, in light of the COVID-19 pandemic and
the resulting closure of school buildings, and in an effort to maintain health and safety, the Board

budget vote and election, as well as those residents whose names have been added to the rolls
since that time. Absentee ballots must be received by the Office of the District Clerk not later than
5:00 p.m., prevailing time, on Tuesday, June 9, 2020.
AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are not
currently registered may apply to register as a qualified voter of the school district. Military
voters who are qualified voters of the school district may submit an application for a military
ballot. Military voters may designate a preference to receive a military voter registration, military
ballot application or military ballot by mail, facsimile transmission or electronic mail in their
request for such registration, ballot application or ballot. Military voter registration application
forms and military ballot applications must be received in the Office of the District Clerk no later
than 5:00 p.m. on May 11, 2020. No military ballot will be canvassed unless it is returned by
mail or in person and received by the office of the District Clerk by no later than 5:00 p.m. on
Election Day.

AUTHORIZATION FOR CHANGE ORDER E1-01 RELLE
WHEREAS, on March 2, 2020, the Syosset Central School awarded a contract to Relle Electric
Corporation (“Relle”) for Fire Alarm System Upgrades at all Elementary Schools throughout
the Syosset Central School District in the amount of $1,270,114.00 (SED No. 28-05-02-06-7-
999-005) (“Fire Alarm Contract”); and,
WHEREAS, the District’s Architect, H2M Architects + Engineers, and Construction Manager,
Park East Construction Corp., recommend modification to the existing Fire Alarm Contract for
deduct Change Order E1-01 in the amount of $31,637.37 to provide a credit for the remaining
base contract allowances and reduction of the scope of work;
NOW THEREFORE BE IT RESOLVED, that upon the recommendation of the Superintendent
of Schools, the Board of Education hereby approves deduct Change Order #E1-01 for the Fire
Alarm Contract in the amount of $31,637.37, and
NOW THEREFORE BE IT FURTHER RESOLVED that the Board of Education hereby
authorizes the President of the Board of Education to execute deduct Change Order E1-01 on
behalf of the Board of Education, and that in her absence or unavailability, Dr. Patricia Rufo,

AUTHORIZATION FOR CONTRACT WITH BOCES
WHEREAS, the Board of Education of the Syosset Central School District #8-731910 desires to
enter into a 3 year contract with the Nassau BOCES in order for the Regional Information Center
to furnish certain services to the district pursuant to Education Law 1950(4)(jj), those services
being CoSer 532 Instructional Technology Services.
NOW THEREFORE BE IT RESOLVED, that the Board of Education of the Syosset Central
School District agrees to enter into a contract with the Nassau BOCES for the provision of said
services to the District not to exceed $316,383.25 plus related borrowing fees, plus yearly
Regional Information Center support during the term of this contract, finalized by the
Superintendent, subject to the approval of the Commissioner of Education, for a period from 7-1-
2020 to 6-30-2023.
