    FOREWORD

    The Agricultural Foreign Trade Development Report is an annual publication of the Bureau of Agricultural Statistics (BAS). This 21

    st edition presents statistics on

    the agricultural trade performance of the Philippines during the fiscal year 2010. The report briefly discusses the country’s overall agricultural foreign trade situation. It includes statistics on trade with the country’s trading partners, volume and value of top 10 agricultural exports and imports and highlights the world prices of selected commodities.

    The agricultural trade statistics were sourced from the Foreign Trade Statistics of the National Statistics Office (NSO). The world price statistics were obtained from Bangko Sentral ng Pilipinas (BSP) and the World Bank.

    The BAS welcomes comments and suggestions for the improvement of this publication.

    OVERALL AGRICULTURAL TRADE SITUATION

    1. A relatively weaker performance characterized the country’s 2010 agricultural

    foreign trade. Trade deficit increased by 12.05%, from US$ 2,944.05 million in 2009 to US$ 3,298.71 million in 2010.

    In 2010, the total Philippine export revenue amounted to US$ 51,497.51 million or 33.98% higher than the previous year’s record of US$ 38,435.81 million.

    The share of agricultural exports to the total country’s export earnings was 7.96% or US$ 4,101.09 million. This marked a growth of 30.78% over last year’s US$ 3,135.75 million. The fourth quarter of 2010 posted the highest level of exportation at US$ 1,135.88 million while the lowest was registered during the first quarter at US$ 896.27 million.

    The country’s total import expenditures in 2010 figured to US$ 58,467.80 million or 27.44% higher than the 2009 record. Imports of agricultural commodities accounted for 12.66% of the total import expenditures of the country.

    Agricultural imports in 2010 at US$ 7,399.79 million grew by 21.71%, from the 2009 level of US$ 6,079.80 million. The highest value of importation was recorded during the first quarter at US$ 2,149.09 million.

    2. Trade surpluses were registered with Japan and European Union (EU) countries.

    Trade deficits were noted with other major trading partners.

    The country’s balance of trade with the European Union (EU) strengthened as trade surplus surged to US$ 429.09 million or by 258.49% from last year’s US$ 119.69 million. Most of the country’s agricultural exports to this bloc went to Netherlands, Germany, Belgium and France.

    Agricultural trade with Japan registered a surplus amounting to US$ 314.61 million in 2010, but this was lower by 11.74% from the record a year ago. Japan was one of the major destinations for coconut oil, banana fresh, pineapple and its by products, and tuna. Moreover, Japan was registered as a major market of vegetables and fruits (US$ 238.71 million), and fish and fish preparations (US$ 82.60 million).

    AGRICULTURAL FOREIGN TRADE DEVELOPMENT

    The country’s trade with ASEAN recorded further deficits of 51.88%. From last year’s deficit of US$ 1,484.56 million, the 2010 record reached US$ 2,254.72 million. The bulks of agricultural exports to the ASEAN countries consisted of food and live animals and represented 47% of the total agricultural exports to the ASEAN. Around 85% of the country’s agricultural importation from the ASEAN were also food and live animals. More than 50% of this importation was accounted for by cereals and cereals preparation worth US$ 1,624.54 million.

    Philippine agricultural trade gaps with Australia and USA slowed down by 2.30% and 38.09%, respectively. Trade deficit with Australia was posted at US$ 225.33 million while with USA; it was registered at US$ 180.46 million.

    Trade with the rest of the world recorded a deficit of US$ 1,381.90 million, lower by 2.24% from last year’s US$ 1,413.51 million.

    3. Top Agricultural Exports

    The top 10 agricultural export commodities of the Philippines generated export revenue amounting to US$ 3,019.28 million. The top 10 agricultural exports accounted for 73.62% of the total agricultural exports. Export earnings for the top 10 agricultural exports increased by 38.77% from the 2009 record of US$ 2,175.79 million. Most of the top 10 export commodities registered receipt increments except for pineapple and pineapple products and fresh banana.

    Crude and refined coconut oil sustained being the top earner of the country with a 30.87% share in the total agricultural exports. Total revenue in 2010 at US$ 1,265.93 million more than doubled (112.94%) last year’s revenue of US$ 594.49 million. Its highest record was posted in the 3

    rd quarter at US$ 368.07 million.

    Export revenue from seaweed and carageenan for this year reached US$ 154.24 million. This increased by 56.31% over the previous year’s record of US$ 98.68 million. Earnings from the 1

    st quarter at US$ 26.96 million continued to increase

    until the last quarter at US$ 52.90 million. Major destinations were USA, Germany, Belgium, Spain and France.

    Tuna, which was in the 2nd

    place among the top 10 commodities, earned US$ 359.40 million or 7.34% more than last year’s level. United States was the top buyer with 25.06% or US$ 90.07 million worth of purchases of the total tuna. Other buyers of Philippine tuna were Germany, UK Great Britain, Japan and Spain.

    The other export gainers among the 2010 top 10 commodities were tobacco manufactured worth US$ 161.16 million, up by 47.36% and unmanufactured tobacco with total earnings at US$ 105.61 million gained 9.04%. Exports of milk and cream and products valued at US$ 138.15, earned 44.47% in 2010. Fertilizer manufactured with net proceeds of US$ 120.32 million gained

    AGRICULTURAL FOREIGN TRADE DEVELOPMENT

    The other export gainers among the 2010 top 10 commodities were tobacco manufactured worth US$ 161.16 million, up by 47.36% and unmanufactured tobacco with total earnings at US$ 105.61 million gained 9.04%. Exports of milk and cream and products valued at US$ 138.15, earned 44.47% in 2010. Fertilizer manufactured with net proceeds of US$ 120.32 million gained 30.07% and desiccated coconut with export receipts of US$ 152.61 million, earned 4.70% in 2010.

    Dollar earnings from pineapple and pineapple products and banana fresh in 2010 declined from the previous year’s levels.

    Pineapple and pineapple products retained the 4th

    place in the top 10 export commodities, despite the 7.86% reduction in revenue. Total receipts in 2010 reached US$ 242.58 million and the highest record was noted in the 3

    rd and

    4th

    quarters at US$ 70.77 million and US$ 70.56 million, respectively. United States of America was the major destination of the country’s pineapple and pineapple by products with a share of 54.37% in the total export receipts of this commodity.

    Banana fresh moved down to the 3rd

    place due to the decline in export earnings by 7.30%. From US$ 344.43 million in 2009, receipts decreased to US$ 319.30 million in 2010. About 52.51% of this commodity was exported to Japan. Other markets with significant export transactions included Iran (12.13%), China (10.37%), Korea (7.75%) and Singapore (6.02%).

    4. Top Agricultural Imports

    Foreign disbursements for the top 10 import agricultural commodities amounted to US$ 4,166.23 million, higher by 18.96% from 2009 annual records. Import expenditures for the six (6) commodities included in the top 10 registered significant increases. Rice importation recorded a noticeable drop in the 4

    th quarter.

    Rice maintained its top position in the list of major agricultural imports despite the sudden import reduction of 98% between the 3

    rd and 4

    th quarters

    of 2010. The country’s rice importation amounted to US$ 1,652.52 million which contributed 22.54% to the total agricultural import expenditures. Compared to 2009, import expenditures for rice increased by 58.95%. Vietnam as the major source accounted for 73.60% of the country’s rice imports.

    The increase in the importation of milk and cream and products replaced wheat and meslin as 2

    nd major import item. Importation of milk and cream and

    products which amounted to US$ 592.27 million was higher by 53.56% from 2009 records. New Zealand and USA remained the major suppliers of this commodity with shares of 41.88% and 24.28%, respectively.

    Fertilizer manufactured and cocoa registered 60.15% and 56.40% increases in importation, respectively. These commodities were not originally included in the top 10 agricultural imports. Fertilizer manufactured imports worth US$ 270.46 million displaced food preparations for infant use on the 5

    th place while

    cocoa increased import bills of US$ 92.18 million displaced corn on the 10th

    place.

    In 2010, the highest value of imported meat of bovine animals was registered at US$ 59.80 million during the 3

    rd quarter while the lowest was during the 2

    nd

    quarter at US$ 37.97 million. The country’s major suppliers of these products were India (55%), Australia (23%), New Zealand (6%), USA (4%) and Canada (1%).

    Reductions on import expenditures were registered for wheat and meslin, tobacco unmanufactured, soybean oil/cake meal and urea.

    Wheat and meslin slid to 3rd

    place in the country’s top agricultural imports. There was a 32.98% decline on importation from the previous year’s level. Total outlay was computed at US$ 547.18 million in 2010. Fifty-six percent (56%) of the imported supply of this commodity came from the USA. Other source countries were Canada, Romania, Brazil and Russian Federations.

    The country disbursed a total amount of US$ 120.95 million for the importation of tobacco unmanufactured. This amount was lower by 37.18% from the 2009 payment of US$ 192.53 million. The lowest importation was recorded during the 3

    rd quarter at US$ 18.45 million. The supply of unmanufactured tobacco

    came from Vietnam, Brazil, India, Switzerland and Mozambique.

    Other commodities in the top 10 with reduced import expenditures were soybean oil/cake meal, by 4.69% and urea, by 3.48%. USA was the major source of soybeans with 50.29% share in the total soybean importation of the Philippines. On the other hand, the major supplier of urea was the Republic of China.

    5. World Price Trends

    Coconut Oil and Copra. In 2010, world prices of coconut oil and copra were relatively higher than the prices in 2009. Monthly prices of both commodities were on the upward trend. Price of coconut oil in January was US$ 0.78/kg and this continuously went up until December when it settled at US$ 1.72/kg. Meanwhile, prices of copra ranged from US$ 0.52/kg to US$ 1.15/kg.

    Sugar. During the first six (6) months of 2010, the international monthly prices of sugar moved downward but recovered on the second half of the year. Prices of sugar during the months of January to April and October to December were above those of last year’s quotations. The highest price was posted in December at US$ 0.62/kg while the lowest was in May at US$ 0.34/kg.

    Soybean. World prices of soybean were stable at US$ 0.41/kg during the months of April to June. Prices showed an increasing trend from July at US$0.43/kg until end of the year at US$ 0.55/kg. Relative to 2009, lower prices were registered during the months of April to August.

    Rice. In 2010, the monthly world prices of rice 5% and 25% broken were comparatively lower than the previous year’s records. Price decrements ranged from 0.61% to 23.48% for rice (5% broken) and from 3.62% to 30.67% for rice (25% broken). On the other hand, Rice, A1 special registered monthly prices higher than the 2009 levels. The highest price increase of 44% was noted in the month of October.

    Maize. World prices of maize (corn) during the first half of 2010 were on the downtrend and were also lower than the previous year’s levels. However, during the second half, prices of corn started to move upward and these were higher compared to 2009 records. Maize price was recorded lowest in June at US$ 0.15/kg while it was highest in December at US$ 0.25/kg.

    Coffee Arabica. Monthly prices of coffee, Arabica in 2010 exhibited an uptrend

    and were relatively higher than the 2009 levels. Between the two periods, the biggest price increase was recorded during the month of December at 56.88%.

    Coffee Robusta. The 2010 monthly prices of coffee robusta in the world market were below 2009 levels during the first five (5) months. From June to December, prices were higher than the previous year with the highest quotation posted in December at US$ 2.07/kg. The lowest price was recorded in March at US$ 1.48/kg.

    Banana. The monthly price quotations of banana fluctuated throughout the year. Relative to 2009, prices in 2010 were lower during the first five (5) months but were higher from June until the end of the year. Prices ranged
