PART-I: FUNCTIONAL AND TECHNICAL SPECIFICATIONS 1 Introduction 1.1 About APMC, Azadpur The Azadpur fruit and vegetable market, spread over an area of 43.65 Acres was constructed by the Delhi Development Authority in the year 1977. In the New Sabzi Mandi (NSM) the allotments of Shops to Traders was made and the market was maintained by APMC till 01.12.1979 after which, the maintenance of services of the market was handed over to APMC, Azadpur. Subsequently about 33 Acres of more land was acquired by APMC, Azadpur to develop a New Fruit Market (NFM) contiguous to the existing New Sabzi Mandi (NSM) at Azadpur. The Azadpur market, rechristened as Ch. Hira Singh Fruit & Vegetable market, Azadpur operates as per the Delhi Agricultural Marketing, Regulation Act, 1998 and the Delhi Agricultural Produce Marketing (Regulation) General Rules, 2000. Also the Azadpur market has been declared as Market of National Importance on 07.01.2004. The purpose of regulation is to ensure orderly marketing to safeguard the interests of both producers/sellers and consumers by eliminating any malpractices like short payment, delayed payments, unauthorized deductions and indulgence of too many intermediaries. The aim is to ensure such economic, legal and infrastructural conditions that are conducive to competitive marketing.

Further Okhla fruit and vegetable market was developed by APMC and handed over to APMC Azadpur as its sub-yard in1987 and the maintenance of services for this Okhla Sub-yard is being done by APMC, Azadpur. The activities performed at the Okhla Sub-yard are mostly similar to those in Azadpur but only at a smaller scale.

The Azadpur Railway Station has also been declared as a subsidiary yard of the principal market of Azadpur for fruits like banana, orange and mango coming from southern states.

APMC Azadpur also developed a farmers market at Kissan Haat, Chattarpur to avoid the middleman and enable consumers to buy the Fruit & Vegetables on reasonable rates directly from the Farmers. As a result the life span is increased & the consumers may obtain fresh and qualitative fruit & vegetables. The maintenance of Kissan Haat is done by APMC, Azadpur.

Further to this, land was acquired by APMC, Azadpur on the sides of GT Road in Tikri Khampur area for the development of fruit market. At present a check post has been constructed for incoming fruit carrying trucks coming to Delhi from the Northern Hill States of Jammu & Kashmir and Himachal Pradesh. The maintenance of this land is done by APMC, Azadpur and at present the land is being used for halting and parking of vehicles, which are mainly trucks, heading towards the Azadpur mandi. It is proposed that a fruit market will be made at this land.

The Ch. Hira Singh Wholesale Fruit And Vegetable Market, Azadpur or the Azadpur Mandi, as it is commonly called, is today the biggest Fruit and Vegetable Market in the continent of Asia. This is the Market of National Importance (MNI) and has assumed the character of a National Distribution Centre for important fruits like Apple, Banana, Orange, Mango etc. and vegetables like Potato, Onion, Garlic, Ginger etc.

At present APMC-Azadpur has the following departments/branches:

1. Gate 2. Information Technology (IT) 3. Enforcement 4. Market Information Systems (MIS) 5. Assessment Demand and Collection (ADC) 6. Accounts 7. Licensing 8. Engineering 9. Estate Management 10. 2 Proposed System Overview

2.1 Applications Overview In its endeavor to streamline operations and deliver better services, APMC, Azadpur has embarked upon a Computerization initiative. This proposed solution framework would form the Integrated Mandi Management System (IMMS) aimed at serving a particular category/categories of stakeholders. Based on the functional requirement study, it has been proposed that the software should be a 3-layer software, which are: Layer I: Internal Branches Layer In this layer the focus has been “automation” of the current manual processes with very little or no process re-engineering involved. Most of the processes are governed by the Acts/Rules/Notifications and hence the benefit of computerization would arise mainly from automation/ online connectivity rather than any Business Process Reengineering. The functions covered under this focus will be:

• Computerization of internal branches with little or no linkage with market operations

• File Tracking System • E-mail system • Postal Mail Monitoring System

Layer II: Market Operations Module In this layer, the focus has been mainly on “automation” with some element of process re-engineering involved. this layer is an important layer to have control over the market / mandi and improve the efficiency. The MIS generated by this layer would be an important input for the management to watch and monitor important activities and thereby improve revenues for the organization. The functions covered under this focus will be:

• Computerization of branches having high inter-linkages with market operations • Interfacing with the Internal Branches Module • Website Enhancement and interfacing with the Integrated Mandi Management

System

Page 21: AGRICULTURAL PRODUCE MARKETING COMMITTEE …delhigovt.nic.in/upload/103-2008-00024.pdfMandi (NSM) the allotments of Shops to Traders was made and the market was maintained by APMC

Final Version 21 Confidential

Layer III: Auction Management Module This layer would be operational post computerization of Layer I and Layer II. The focus here will be electronic auctions having a seamless interface with the other internal branches and market operations. It will cover the following functions:

• Auction Process in Mandi • Interface with Internal Branch Module and Market Operations Module • Interface with the website • Change management of Commission Agents and Buyers

It is important for the bidders to note that the network design should be carried out in keeping with the requirements of these three modules through consultations with the software vendor.

2.2 Application Architecture and Application System Design The proposed architecture of the solution is a web-based client / browser based front end with the applications residing on application servers. It is proposed that the IMMS for APMC, Azadpur should be based on the open J2EE platform. Java 2 Enterprise Edition (J2EE) is multitiered architecture for implementing enterprise-class applications and web based applications. The main aim of J2EE technology is to create a simple development model for enterprise applications using component based application model. The logical diagram of the proposed application software architecture is set out in the schematic below:

5 Testing and User Acceptance Testing and User Acceptance Coordinator APMC, Azadpur Computerization Project will undertake an exercise of Testing and User Acceptance of Computerized systems as soon as the Implementation Partner declares the system to be ready for the exercise. 5.1 Acceptance Criteria The primary goal of Testing & Acceptance is to ensure that the project meets requirements, standards, specifications and performance prescribed by the TENDER, by ensuring that the following are associated with clear, quantifiable metrics for accountability:

• Compliance to Specifications • Availability • Performance • Security • Manageability • Standards and protocols • Reliability

The project is to be designed to meet all requirements as mentioned in the TENDER. 5.2 Functional Requirement For each of the features listed in functional requirements, there are operational requirements, deliverables and a set of standards, wherever applicable. 5.2.1 Performance Performance is that aspect of service, which is measured in terms of throughput and latency. Higher throughput and lower latency values represent good performance of a service. Throughput represents the number of service requests served. Latency is the round-trip time between sending a request and receiving the response.

5.2.2 Availability High Availability is a key requirement. The project must provide employees with timely, continuous access to information - all day, every day. The project must also be able to rebound or recover from any planned or unplanned system downtime, ensuring a minimal impact on the operations. Availability is the quality aspect of whether the service is present or ready for immediate use. Availability represents the probability that a service is available. Larger values represent that the service is always ready to use while smaller values indicate unpredictability of whether the service will be available at a particular time. Also associated with availability is time-to-repair (TTR). TTR represents the time it takes to repair a service that has failed. Ideally smaller values of TTR are desirable. 5.2.3 Security Security is the aspect of the service of providing confidentiality and non-repudiation by authenticating the parties involved, encrypting messages, and providing access control.
