GENERAL BOARD MEETING THURSDAY AFTERNOON, NOVEMBER 11, 1999

The General Board met on Thursday afternoon, November 11, 1999 at 2:00 P.M., and was called to order by the moderator, Rev. Richard Bowers. Bro. Bowers opened the meeting with prayer. The clerk called the roll. There were 11 members present.

Dr. Dan Ireland, Executive Director of ALCAP, was recognized. Dr. Ireland expressed appreciation for the role that the Alabama State Promotional Director, Rev. Rick Cash, played in defeating the proposed lottery.

The General Board considered the agenda and recommendations established by the Executive Committee, and produced a report to recommend to the State Association. The items considered were:

(1) Motion and second that the General Board recommend that the proposed Promotional Office budget be approved. Bro. Bowers emphasized that this budget is on paper, and that it will only be spent if funds are raised to support it. The motion passed.

(2) Motion and second that the General Board recommend that dues be raised to $85 per church. The Clerk, Bro. Rodney Yerby, explained that the increase was required, in part, by an increase in the representation fees to the National Association. The motion passed.

(3) Motion and second that the General Board recommend that the proposed General Fund Budget be approved. The Promotional Director discussed the proposed budget. The motion passed.

( 4) Motion and second that the General Board recommend that a committee be appointed by the moderator to study and report back on reorganizing the existing District Associations along a regional basis. Rev. Richard Hendrix discussed the motion. The motion passed.

(5) Motion and second that the General Board recommend that the constitution be amended to make the Acts 1:8 committee a standing board, by adding a new section to Article 2, following Section 12, that states: The Acts 1:8 Board shall consist of the Moderator, the Assistant Moderator, the Promotional Director, the Chairman of the Board of Missions and Church Extension, the President of Alabama Women Active for Christ and four (4) elected members with one to four year terms with one term expiring each year. The motion passed.

(6) Motion and second that the General Board recommend that the constitution be amended to change the term limitation for the Clerk and Assistant Clerk to a maximum of four consecutive two-year terms, by replacing the last sentence of Section 1 of Article 2 with: The Moderator and Assistant Moderator shall not serve more than two consecutive two­year terms, and the Clerk and Assistant Clerk shall not serve more than four consecutive two-year terms. Bro. Bowers discussed the proposed amendment. The motion passed.

(7) Motion and second that the General Board recommend that the State A.c;;sociation meet at Eastside Free Will Baptist Church in Dothan in 2002. The motion passed.

(8) Motion and second that the General Board recommend that the Thursday night offering be used to assist Free Will Baptist churches in North Carolina who are flood victims, and that our churches be encouraged to collect an offering to assist North Carolina Free Will Baptist flood victims. The motion passed.

(9) Motion and second that the General Board recommend that the constitution be amended to include the Pastors' and Workers' Conference Board as a standing board, by adding a new section to Article 2, following Section 12, that states: The Pastors' and Workers' Conference Board shall consist of five (5) elected members with one to five year terms with one term expiring each year. The motion passed.

(10)Motion and second that the General Board recommend that the State Association elect to the Children's Home Board the individuals nominated by the District Associations. The motion passed.

There was a discussion of the need to raise funds to cover the State Association's share of the costs of hosting the National Association in Birmingham, Alabama in 2006.

There was a discussion of recognizing veterans during the Thursday Evening Service.

Rev. Richard Hendrix presented the 1000 in 2000 plan, and challenged the State Association to commit to presenting the Gospel to 100,000 people in Alabama in 2000.

There was a discussion of changing State Missions to Acts 1:8 in the Together Way Plan.

Bro. Cash gave a report from the Promotional Office, which was received as information.

Rev. Randy Wright gave a report for the Acts 1:8 Committee.

We convened by singing the chorus, "How Great Thou Art" led by Bro. Doug Adkins.

Rev. Mickey Kirkland, host pastor , welcomed the Association. Bro. Kirkland led in prayer .

Rev. Mike Corley, Missionary to Russia, and Rev. Jaimie Lancaster, Missionary to Uruguay brought greetings to the State Association from their respective mission fields via telephone. They gave reports from their ministries, and shared prayer requests.

The Eightieth Session of the Alabama State Association was called to order and the clerk, Bro, Rodney Yerby, introduced the officers. The moderator, Rev. Richard Bowers, recognized Rev. W. G. Palmer. Bro. Palmer brought a special Veterans Day emphasis. The congregation stood to honor veterans. A prayer to honor veterans was led by Dr. John Edwards.

The moderator, Rev. Richard Bowers, appointed the following committees: Credentials - Rev. James Walden, Rev. Lonnie Skiles, Rev. Randy Key; Auditing - Rev. Mike Dankson, Sis. Gwen Stewart, Sis. Barbara Stnith; Resol ution - Rev. Duane Taylor, Rev. Brian Kesterson , Rev. Roy Plymon, Rev. Mike Beckon, Rev. Thomas Kirkland.

Bro. Doug Adkins led the congregation in singing "I Just Came to Praise the Lord", "Give God the Glory" and "Worship the King." The choir sang "0 Happy Day", with soloist Chris Whatley, and "We Shall See Jesus". Bro. Adkins led the congregation in singing "Lord, You're Welcome." Cathy Kirkland sang "My Jesus", with the choir. Bro. Adkins led the congregation in singing "Shout to the Lord."

Bro. Bowers appealed for financial assistance for North Carolina Free Will Baptist churches that were flood victims. An offering of $643.33 was received. Bro. Bowers encouraged Alabama Free Will Baptist churches to send offerings to the North Carolina flood disaster relief fund.

A trio from the host church, Doug Adkins, Chris Whatley and Mark Kirkland, provided special music. Bro. Mark Kirkland sang "I Bowed on my Knees and Cried Holy."

Bro. Bowers introduced Rev. James Forlines, General Director of the National Foreign Missions Department. Bro. Forlines commented on Veterans Day, and preached from Luke 14 on "War." Bro. Forlines closed in prayer.

Bro. Bowers introduced Rev. Fred Hersey. Bro. Hersey made some remarks, and led in prayer.

Bro. Kirkland told the congregation that the host church had prepared gift bags for each family, and that the host church was also providing copies of the "Minutes of the 12th Annual Session of the Alabama State Conference of the Free Will Baptist", which met in 1924. The session was dismissed.

We convened with the congregation singing "I Will Enter His Gates" led by Bro. Doug Adkins. We also sang "Thanks", ''I Just Want to Tha~k Yo~", "Give Thanks" and "I Magnify." The Moderator, Rev. Richard Bowers, called on the Assistant Moderator, Rev. Danny Williams, to lead prayer.

Bro Bowers preached the Moderator's message, from Psalm 119:105, on "Darkness." Bro. Bowers closed in pray~r.

Bro. Waymon Fields gave the report from the Children's Home. Bro. Fields introduced Acting Director Linda Berry, who brought a report from the Children's Home.

ALABAMA WOMEN ACTIVE FOR CHR IST Alabama Free Will Baptist Women Active for Christ held their

52nd annual convention at Soul's Harbor Church, May 1, 1999, with 103 registered. The keynote speaker was Mrs. Marjorie Workman, Executive Secretary of WNAC. The theme of the meeting was "Passing the Torch ." All eight districts sent delegates. AFWBWAC is composed of eight districts, 35 groups and 387 women. President Ann Kennedy presided. The following resolutions were passed:

1. All committees will serve two years. 2. The 2000 Shirley Kennedy L.A.M.P . will go to Acts 1:8. 3. President and Vice President will serve as Co-Chairman of

the 2006 Convention Committee composed of the district pres idents. 4. Alabama WAC will award the first Jimmy and Janie Aldridge

Scholarship of $500 in August. 5. Bro. Bill Evans of the Free Will Baptist Foundation will

administer the sch olarship. 6. Each district is to prepare a list of women in their local groups

and share with AFWBWAC. 7. A three member rotating board will be established to

adminis ter the schola rship with two, three, and four year terms. 8. Each local group raise $100/year for four years to off-set

expenses for the 2006 National WNAC Convention to be held in Birmingham. (We plan to rai se $10,000)

New officers, elected for 1999-2001, are: President-Elwanda Oa kes; VicePresident-Carolyn Hendrix; Secretary-Ann Kennedy; Treasurer-Landy Plymon; Field Worker-Dot Reeves; Members-at­large-Brenda Purser, Allecia Phenicie, and Virginia Tatum.

The attendance banner was awarded to Mt. Moriah District. North Alabama received the certificate for giving the most to the Shirley Kennedy L.A.M.P. which totaled $2702.50, divided between Fred Jones and Dennis Haygood. Bucket money saved during the year totaled $1655.12 and went to Acts 1:8. Over $891.00 in gifts and money was brought for the Missionar y Provision Closet in Nashville.

WAC hosted a Ladies' Retreat at Shocco Springs, Sept. 17-18, 1999. Glenda Revell of Smithville, Virginia, was the keynote speaker.

Elwanda Oakes a nd Ann Kennedy had the special honor of informing Jami R. King of the Center Point Church that she had been chosen the first recipient of the $500 Jimmy and Janie Aldridge Scholarship to FWBBC. Jami is a junior, majoring in business.

If anyone would like to donate money to the J immy and Janie Aldridge Scholarship Fund, they may send money to Landy Plymon, 729 Bluebird Road, Ethelsville, AL 35461 or you may give it to Lan dy Plymon, Elwanda Oakes, Ann Kennedy, or Odessa Ledlow.

We will meet with the Progressive District at the First Free Will Baptist Church in Jasper on May 6, 2000. Registration begins at 8:30 AM and our service will begin at 9:00 AM. We urge Free Will Baptist women to join AFWBWAC. We thank God for the opportunity to serve Him as "Co-Laborers Together with God."

FREE WILL BAPTIST CHURCH COVENANT

Having given ourselves to God, by faith in Jesus Christ, and adopted the Word of God as our rule of faith and practice, we now give ourselves to one another by the will of God in this solemn covenant.

We promise by His grace to love and obey Him in all things, to avoid all appearance of evil, to abstain from all sinful amusements and unholy conformity to the world, from all sanction of the use and sale of intoxicating beverages, and to provide things honest in the sight of all men.

We agree faithfully to discharge our obligations in reference to study of the Scriptures, secret prayer, family devotions, and social worship, and by self-denial, faith, and good works endeavor to grow in grace and in the knowledge of our Lord and Saviour Jesus Christ.

We will not forsake the assembling of ourselves together for church conferences, public worship, and the observance of the ordinances of the gospel, nor fail to pay according to our ability for the support of the church, of its poor, and all its benevolent work.

We agree to accept Christian admonition and reproof with n1eekness, and to watch over one another in love, endeavoring to "keep the unity of the Spirit" in the bonds of peace, to be careful of one another's happiness and reputation, and seek to strengthen the weak, encourage the afflicted, admonish the erring, and as far as we are able, promote the success of the church and of the Gospel.

We will everywhere hold Christian principle sacred and Christian obligations and enterprises supreme; counting it our chief business in life to extend the influence of Christ in society; constantly praying and toiling that the Kingdom of God may come, and His will be done on earth as it is in Heaven.

To this end we agree to labor for the promotion of educational and denominational enterprises, the support of missions, the success of Sunday schools, and evangelistic efforts for the salvation of the world.

And may the God of peace sanctify us wholly, and preserve us blameless unto the coming of our Lord Jesus Christ.
