Governor Newsom issued Executive Order N-33-20 directing all residents to heed immediately to current State public

health directives to shelter-in-place (SIP). While school closures ensued, child care was deemed part of the essential

infrastructure and workforce. Since the inception of SIP, the Alameda County  Emergency Child Care Response

Team has actively worked to develop a coordinated child care ecosystem for the intake and referral process. This data

dashboard highlights key features of the system including pop-up and existing care in Alameda County. The

dashboard consists of two parts 1) Alameda County Subsidy* and Pop-Up Care Utilization and 2) Detailed

characteristics on families who have utilized the universal intake and referral process. Since the SIP Order, demand

for child care has fluctuated and will continue to do so as health orders and economic conditions change.

EMERGENCY CHILD CARERESPONSE TEAM –

COORDINATED UNIVERSALINTAKE & REFERRAL DATA

As of June 1st, 2020 at 8:00 AM

The County convened a response team to evaluate and respond to the impacts of COVID-19 on the child

care field and assure essential workers had access to care during this unprecedented time. The following

data elements are reflective of the specific coordinated effort of the Response Team to support families

and child care providers during the COVID-19 pandemic. “Alameda County Department of Public Health

Guidance for Child Care and Preschool Programs,” March 19, 2020 provides that “ideally, child care should

be provided in the child’s home, by household members, without exposure to other children or ill

individuals.” The volume of referrals we have received reflects that families are employing this strategy

when it is an option. For essential workers for whom this is not possible, the Alameda County Emergency

Child Care Response Team  has developed a coordinated  child care intake and referral process. Data

reflected below are prior to targeted subsidies being made available for essential workers.  Since the

shelter in place order, demand for child care has fluctuated and it may continue to do so as health orders

and economic conditions change.

All open licensed child care providers are asked to report their vacancies to their local Resource and

Referral Agency. The Alameda County Emergency Child Care Response Team is compiling the data from

the three Resource and Referral Agencies to better understand the number of open sites and vacancies

countywide.
