Dear Reader,

The new government was sworn in on 30th May, a week after results gave the ruling party a clear majority and its alliance, a larger win. Shri D.V. Sadananda Gowda returned as Union Minister in the Ministry of Chemicals & Fertilizers, a position he last held in the previous government. Shri Mansukh L. Mandaviya also returned as Minister of State in this Ministry, with additional independent charge in the Ministry of Shipping. The two Ministers have been very supportive of the industry and took personal interest in the development of the chemicals & petrochemicals industry. With their return, the industry can expect continued support and encouragement. AMAI extends its heartiest greetings to Shri Sadananda Gowda and Shri Mansukh L. Mandaviya and renews its commitment to work with the government for the growth of the industry & the economy.

The new government also created a new Jal Shakti Mantralay by bringing together two erstwhile ministries as separate departments under it: the Department of Drinking Water and Sanitation, and the Department of Water Resources, River Development and Ganga Rejuvenation. There were many activities and programmes that were overlapping between the two erstwhile ministries. Their coming together under a common ministry of Jal Shakti will bring a synergy in water resource management. This also highlights the importance the government attaches to water issues and the need for an integrated approach. Large parts of the country are water stressed and the government’s target to provide piped drinking water to all rural households is a work in progress. Water management with emphasis on harvesting rainwater, recycling wastewater and efficient treatment and distribution will receive priority under the new ministry. India has about 4% of water resource of the world which should be adequate for the needs of its population. However large parts of the country have uneven distribution and face acute water shortages. According to an estimate, 90% of water discharged in rivers after treatment do not meet environmental norms. About 65% of the rainwater flows into the sea. With depleting groundwater and poor quality of water from other sources, availability of treated and potable water will be a priority for the new ministry. Chlorine, produced by the chlor-alkali industry, is already being used extensively for water treatment and will continue to contribute in achieving the UN SDG 2030 that includes universal access to safe drinking water and sanitation.

A White Paper on the impact of FTAs on the Indian petrochemical industry was brought out by FICCI in association with Mott MacDonald. India has signed trade agreements with many countries and many more are in various stages of negotiations. Among the major FTAs operationalised are with ASEAN, Japan and Korea which have adversely affected the Indian chemicals & petrochemicals industry. As the report says, “The focus of these agreements had been reduction / elimination of tariffs without adequate attention paid on other factors impacting trade. As a result, in most of the cases, Indian export to these countries had gained relatively less as compared to import thus widening the trade gap.” The government has announced its intention to examine the extent of impact of past FTAs before committing tariff concessions in trade agreements under negotiation. The industry hopes that its interests will be adequately protected.

Warning signs are posted to remind people about specific equipment and process hazards in an area.

Warning signs may also specify things that cannot be safely done in a process area or with a piece of equipment.

Signs in a process area often list requirements for personal protective equipment (PPE) and other safety information. Warnings and PPE requirements may also be included in operating and maintenance procedures, or in work permit documents.

If there are too many signs or procedure warnings, some may be overlooked and an incident may occur.

What can you do?

The two photographs on the right were taken at an airport. The device is a personnel lift (elevator), used to raise workers to a task. There are 24 warning labels on this platform. How many do you think the operator reads? No doubt all these warning signs have their point and serve a good purpose. But, one may wonder if so many warnings are actually distracting, or so overwhelming that nobody pays attention to them.

Do we ever get overloaded with communications? Yes! In the process industries it could be that warning sign that you walk by and don’t bother to read, or the caution in a procedure that you don’t notice.

Did you know? Always read the warning signs before entering a process area

or using a piece of equipment, to remind yourself of what should be done, and also of what should not be done.

Read and understand the safety and PPE requirements in operating procedures, maintenance procedures, or work permit documents. Follow these requirements, and ask for help from your supervisor if you do not understand the requirements.

If you think that a written procedure or a signboard contains too many warnings which may distract readers from what is essential, report this to your supervisor.

Are signs in the right places and in the right number? Are they effective reminders? Are the signs accurate?

Suggest opportunities to improve warning signs or warnings in procedures. For example, there are 24 warning labels for the platform in the picture above. Could some of these 24 warning labels be combined? Grouped? Prioritized? Are they all necessary?
