NOTICE FOR INVITING TENDER FOR PROVIDING TAXI

FOR AICTE, NWRO, CHANDIGARH

On behalf of North Western Regional Office, All India Council for Technical Education,

Chandigarh, sealed Tenders under two-bid system are invited from reputed and experienced agencies for providing Taxi in Delhi, Rajasthan, Chandigarh, Punjab, Haryana, Himachal

Pradesh and Jammu & Kashmir state on basis of daily/monthly/local/outstation/pick & drop from Airport, Railway Station, Bus Stand/one side taxi etc.

Note: Monthly taxi will be required only in Chandigarh.

Sealed Tenders with separate Technical and financial bids filled in the specified Proforma and addressed to “Director & Regional Officer, NWRO, AICTE, 5th Floor, DTE (PB) Building, Plot no. 1A, Sector – 36A, Chandigarh – 160 036” should be submitted before 15:00 hrs (3:00 pm) on or before 15/12/2016. Tenders received after the stipulated date and time will not be entertained.

The top of the envelope should be clearly superscribed “Tender for hiring of taxi for NWRO-AICTE, Chandigarh.” The tender form can be obtained from the NWRO, AICTE, 5th Floor, DTE (PB) Building, Plot no. 1A, Sector – 36A, Dakshin Marg, Chandigarh – 160 036 at 10:00 am to 5:00 pm from 01/12/2016 to 14/12/2016 on all working days on submission of Demand Draft of Rs. 2000/- (Rupees Two Thousand only). Those who download the tender document from website should enclose an additional DD for Rs. 2000/- (Rupees Two Thousand only) along with their tender bid in the Cover_I “Technical Bid. The applicants who do not submit the DD for cost of the Tender Form downloaded will not be entertained. The bid security (EMD) of Rs. 20,000/- (Rupees Twenty Thousand only) should be paid by Demand Draft in favour of “Director & Regional Officer, NWRO, AICTE, Chandigarh” payable at Chandigarh. The estimated annual cost of the work is Rs. 20 lakh.

The technical bids shall be opened on 16/12/16 2016 at 2:00 pm in office of the Director & Regional Officer, NWRO, AICTE, 5th Floor, DTE (PB) Building, Plot no. 1A, Sector – 36A, Dakshin Marg, Chandigarh – 160 036 in the presence of bidders or their representatives.

The financial Bids of only those Tender whose Technical Bids have been accepted by the Office of the NWRO, AICTE, Chandigarh shall be opened at the same venue at a later date by the authorized Committee and in the presence of those who wish to be present. The NWRO, AICTE, Chandigarh reserved the right to reject any or all the Tenders without assigning any reasons thereof.

PART-III

ANNEXURE

TERMS & CONDITIONS OF CONTRACT

Terms & Conditions

1. On behalf of North Western Regional Office, All India Council for Technical Education, Chandigarh, sealed Tenders under two-bid system are invited from reputed and experienced agencies for providing Taxi in Delhi, Rajasthan, Chandigarh, Punjab, Haryana, Himachal Pradesh and Jammu & Kashmir state on basis of daily/monthly/local/outstation/pick & drop from Airport, Railway Station, Bus Stand/one side taxi etc.

Note: Monthly taxi will be required only in Chandigarh.

2. Agency may quote their rate for all state / more than one state /single state in above mentioned states. Those who quote for single state or more than one state should write “NOT INTERESTED” in other state column. No any column should be left blank. Those applicants quote their rate to provide all taxi services i.e. daily/monthly/local/outstation/ pick & drop from Airport, Railway Station, Bus Stand/one side taxi etc. in the state will be preferred.

3. After evaluation, the work shall be awarded normally to the Agency fulfilling all the terms & conditions and who has quoted the lowest rate. Incase two or more agencies are found to have quoted the same rates, the Competent Authority of NWRO-AICTE shall decide about the agency to which the offer shall be granted based on the report on the past performance of the firm, and length of experience etc. The decision of the Competent Authority shall be final.

4. The tender document containing eligibility criterion, scope of work, terms & conditions can be obtained from the NWRO, AICTE, 5th Floor, DTE (PB) Building, Plot no. 1A, Sector – 36A, Chandigarh – 160 036 at 10:00 am to 5:00 pm from 01/12/2016 to 14/12/2016 on all working days on submission of Demand Draft of Rs. 2000/- (Rupees Two Thousand only). The notice inviting tenders along with the terms & conditions are also available on AICTE Website. Those who download the tender document from Website should enclose a DD for Rs. 2000/- (Rupees Two Thousand only) in favour of “Director & R.O., NWRO, AICTE”, Chandigarh payable at Chandigarh, alongwith their bid in the Cover-I containing Technical Bid. The applicants who do not submit the DD for cost of the Tender Form downloaded will not be entertained.

5. All the pages of the tender should be signed by the owner of the firm or Authorized signatory. In case the tender is signed by the Authorized signatory a copy of the power of attorney/authorization may be enclosed along with tender (Technical Bid). Cutting/overwriting, if any, will not be accepted.

6. He should submit a list of the three major clients (Government and / or private) to whom he is providing / has provided Taxi Services in the last three (3) years. (Note AICTE would be free to make enquiries from such clients about the work, conduct, performance, quality of service and such other related general enquiries about such Taxi providers (except the confidential commercial details like tender rates, etc.). The operator would have no objection to AICTE making such enquiries from his existing / past clients.

7. He should not have been ‘blacklisted’ by any of his existing / past clients, especially any Government Department / organizations, in the last three (3) years for defective /deficient service or any such reason related to Taxi service provided by him. He will submit a declaration to this aspect alongwith Technical Bid.

8. Technical Bids should be accompanied with EMD of Rs. 20,000/-. EMD: Tender must be accompanied with EMD of Rs. 20,000/- (Rupees Twenty Thousand only) in the form of Demand Draft in the name of Director & RO, NWRO-AICTE on any working day before the closing time. Tenders (Technical Bids) received without the requisite EMD amount by way of DD of Rs. 20,000/- (Rupees Twenty Thousand only) will not be considered at all.

9. The taxi should be new model (not more than two year old) with clean seat covers/curtains.

10. The vehicle (Monthly/Daily/Local basis/One Side Taxi) should report to the place of requirement or at AICTE Office and the billing will be affected from the place of Reporting and Relieving.

Note: In case the vehicle reports and is relived out of municipal area. The billing will be

affected from garage to garage.

11. The vehicle (Pick & Drop from Airport/Railway Station/Bus Stand) should report to the place of requirement or at AICTE Office and the billing will be affected from garage to garage.

1. The vehicle will be kept neat and clean with seat covers & curtains and in perfect running condition.

2. Taxi and Driver should not be changed frequently. Any change should be with the concurrence of the NWRO-AICTE.

3. The Drivers of the vehicle provided must follow traffic rules and other regulations prescribed by the government from time to time.

4. The taxi should be insured and should have necessary permits from the Transport Authority.

5. The driver should have a valid driving license and should wear proper uniform (provided by the transporter). While on duty, the driver is bound to obey the orders of the officers of the AICTE. The Driver is expected to be polite and courteous in his behavior.

6. This Office will not be responsible for any challan, loss, damage or accident to the vehicle or to any other vehicle or injury or accident to the driver or to any other

third party on account of such loss or damage or any legal expenses connected therewith will be borne by Transporter.

7. The payment will be made on monthly basis on submission of pre-receipted bill duly supported by Duty Slip/Log sheet/Toll & Parking Slip duly signed by the concerned officers. Prices / rates quoted in the Financial Bid (Annexure-A) i.e. rate per km. should be inclusive of all taxes and service charges. The prices / rates quoted should also be inclusive of charges for chauffeurs. The entire maintenance and operation costs like repairs, fuel charges, etc. will be borne by the operator only.

8. The contract can be terminated by either party on one months notice.

9. There will be no guarantee on the part of the AICTE (NWRO) for use of vehicle for a certain minimum mileage in case it is hired on daily basis.

10. In the case of non-availability of vehicle for journey from the residences of the officers to office and back on any day or days, schedule taxi charges shall be borne by the transporter and shall be recovered from the bill of transporters for hire charges.

11. The transporter must have sales tax clearance certificate etc., as per Rules.

12. An agreement will be executed on Rs. 100/- Non-Judicial stamp paper.

13. RO or any other officer designated by the RO in writing will alone be competent to hire vehicles under this agreement.

14. Tax, if any, must be paid by the transporter for sending taxies to adjoining areas and out station in case it is required by the Council.

15. The daily record indicating time & mileage for each vehicle shall be maintained.

16. Telephone facility (24 Hours) must be available with the transporter.

17. A certificate may be produced by the transporter from the competent authority to certify proper status/functioning of the “Kilometer meter”

18. One or more taxies may be hired by the AICTE (NWRO) on day to day basis as per requirement. There is no commitment from the AICTE (NWRO) regarding the number of Vehicles to be hired or minimum Kms. to be run in case it is hired on daily /monthly basis.

19. The contract charges includes, charges of Driver, petrol/diesel, taxes, repairs & maintenance and also any other incidental expenses.

20. If the vehicle is out of Order, a suitable Vehicle shall be provided by the contractor immediately. In case vehicle does not report on time/ does not report at all, the Council would have a right to hire a vehicle from the market & the additional cost incurred by the department will be borne by the Transport Operator.

21. The operator and driver shall be bound to carry out the instruction of the department as well as of the officers assigned to each vehicle.

22. Any loss or injuries due to any road accidents rising during the course of engagement of such Taxies by NWRO-AICTE shall be handled fully by operators, who shall take all legal actions and be responsible for all the acts of the driver

chauffeur deployed by him. AICTE will not have any liability arising out of any such accidents whether on account of action of the chauffeurs of the operators or any third party. The operator shall render complete indemnity to AICTE as well as its officers and / or user of such Taxies against any liability, criminal or civil, arising on account of hiring of such Taxies by AICTE.

23. Parking & Toll Charges will be paid by the Council only when the vehicle is on Official Duty.

24. Service Tax, as applicable will be paid on billing.

25. A daily record indicating time and mileage for each vehicle in the prescribed format shall be maintained.

26. A penalty of Rs. 500/- (Rupees Five Hundred Only) per day per vehicle may be levied if any vehicle fails to meet above terms & conditions on any day.

27. In the event of more than 10% change in existing diesel prices, 2% hike of tariff may be permitted only once in six months on the request of the transporter with the approval of the Competent Authority of NWRO-AICTE.

28. The contract will be initially for a period of three months on trial basis, which will be extended for one year including three month trial basis on satisfactory performance basis.

29. Submission of any wrong information or incorrect / false declaration in this Tender / Technical Bid / Financial Bid etc. will lead to rejection of the tender of such bidder(s).

30. NWRO-AICTE reserves the right to reject any tender / all tenders in full or part thereof without any reasons.

31. Offers / rates quoted in the tender should remain valid for a minimum period of 3 months, from the date of opening of tenders. Any tender containing a lower validity period than 3 months will be classified as ‘Technically disqualified’ and not considered for opening of Financial Bid.

32. For Taxies engaged under any category, payment would be made on per km basis as per the agreed rates based on the lowest bid only for the total kms run on a particular day, or for a particular month or for a particular trip, subject to payment for minimum km prescribed under that category even if vehicle has run for less than the prescribed minimum kms.

Procedure for Submitting Tenders

1. Tenders would be received in TWO BIDS System;

(a) Technical Bid and (b) Financial Bid

2. Financial bids of only those bidders would be opened who fulfill the qualification criteria and are declared qualified in Technical Bid evaluation process by a duly constituted Committee of AICTE.

3. The interested agencies are required to submit the technical and financial bid separately in the format enclosed. The bids in sealed Cover-I containing “Technical Bid” and sealed Cover-II containing “Financial Bid” should be placed in a third sealed cover superscribed “Tender for Hiring Taxi” should reach NWRO, AICTE before 15:00 hrs (3:00 pm) on or before 15/12/2016. The technical bids shall be opened on 16/12/2016 at 14:00 hrs (2:00 pm) in presence of the bidders or their authorized representatives who choose to remain present. Late/delayed offers shall not be opened/ entertained under any circumstances.

Important Note: Any deviation from this procedure, or putting together of Technical and

Financial bids in same cover or non submission of complete documents in

Cover – A) and/or submission of Financial Bid in an unsealed manner

would lead to rejection of Offer/Tender/Bid.

4. Financial Bids (of those who qualify in the technical bids evaluation stage) would be opened later, date of which will be intimated to the technically qualified bidders separately.

5. If the date of opening the tender given in this tender document is declared a closed holiday by the Central Government, the tenders shall be opened on the next working day at the same time. In such an event, the closing hour of receipt of tender in NWRO-AICTE shall stand extend automatically upto 1500 hrs. of the next working day in the Central Government office.

Note: These terms and conditions are part of the Contract/Agreement as indicated in the

Agreement between “Client” (First Part) and the “Agency” (Second Part) and any

non- compliance shall be deemed as reach of the Contract/Agreement.
