ABOUT THE 5TH BMIC

KEY FOCUS

The 5th Border Management and Identity Conference on Technical Cooperation & Capacity Building (5th BMIC) is organised by the International Organization for Migration (IOM) and APSCA and supported by the Ministry of Foreign Affairs of Thailand. It will be held on 11-13 December 2018in Bangkok at AVANI Riverside Bangkok Hotel. This international event is the largest gathering of National Government Authorities including Immigration, Identity, Border Control, Civil Registration, Customs, population management and other agencies with responsibilities in the area of Border and Identity Management in Asia. The objective of the 5th BMIC is to improve border and identity management in the APAC region through closer consultation and cooperation between national authorities responsible for border control, national identity and their key inter-

New Ways to Manage CustomersRapid changes together with increasing volume and frequency of cross border movements and migration present significant challenges for government authori-ties responsible for border management and identity.

Government authorities adapting to these changes in customer flows and the services that they need to deliver to travelers, citizens, migrants or refugees are being offered an increasing variety of innovative solutions and new approaches to the challenges of border and identity management .

These Alternative Approaches to Border and Identity Management , whether based on new technologies or new thinking, will need to be integrated with existing border management and identity information systems, proces-ses and infrastructure.

THE CONFERENCE WILL EXPLORE

The relevance of Blockchain for border managementThe Blockchain has been proposed as a decentralized approach to trusted and secure mana-gement of identity data and transactions for border and identity management.

Decentralized Blockchains suggest new ways to collect, manage and use data, such as “self-sovereign” identity data owned by travelers and citizens, with certificates verifying the data being stored in a distributed ledger.

Integration of innovative methods with legacy approachesThe conference will evaluate new distributed ledger and other innovative approaches to mana-ging identities to understand how they might provide enhanced trust and control over legacy approaches.

Big Data approaches to border and identity management can collect additional non-sensitive data attributes to provide more information to identity authorities for enhanced decision-ma-king processes.

Data collection and its ramifications Increasingly stringent data privacy requirements for personally identifiable information (PII), such as biographical and biometric data, are also driving new approaches to identity data and transactions.

If identity authorities can legally collect non-sensitive data attributes then this additional information might enhance decision-making processes - as long as this additional informati-on cannot be linked to PII.

The trend towards relative and dynamic identity Breeder documents have been considered the ideal method of establishing original identity but today the goal of absolute and static identity is changing to a new approach of relative and dynamically changing identities.

Ensuring end-to-end trust in identities and identity credentials may become less of a binary concept and more of an ongoing process of establishing evidence of identity based on an increa-sing volume of data.

Opportunities provided by mobile devices and online systemsNew concepts such as self-sovereign data are being made possible by mobile devices that cannot only store identity data but verify citizens and travelers through locally-stored biometrics.

The conference will explore whether information from virtual identity systems can be used to legally establish and verify identities of travelers and citizens without the use of PII or any other privacy-sensitive data. PG2

In 2018, APSCA will be organising the 2nd Radiant Awards Ceremony which will be held in conjunction with the 5th BMIC Reception Dinner.
