Project Overview May 9, 2018 Board approved to move forward with land/building purchase September 6, 2018 The District acquired the First Baptist Church Fellowship Hall and Property (19.28 acres) for $2,029,714 Jan. 7 – Feb.28, 2019 Resident Survey January 23, 2019 Capital Projects Workshop – Three renovation & construction options presented. Direction: Option 2, $6.5M placeholder established, February 5, 2019 First Responder Theme Approved July 24, 2019 Workshop -Conceptual Plan reviewed by AAC July 24 – Aug. 23, 2019 Residents provided input via website September 24, 2019 Resident review/participation special meeting October 9, 2019 Conceptual Plan Review: AAC Direction/Approvals provided March 11, 2020 Timeline & site plan for project completion discussed December 9, 2020 Updated design plans of the interior and exterior

2019 Capital Projects Workshop Two years ago, during a Capital Projects Workshop (January 23, 2019) provided three options regarding the Scope and Budget for the new recreation center ranging from $4M - $7.5M. • Option 1 – No change to the building size and VRC outdoor amenities. • Option 2 – Increase under roof area of the building up to 6,000 SF

additional with VRC outdoor amenities. • Option 3 – Demolish existing structure and rebuild 12,000 SF building with

VRC outdoor amenities. • These estimated costs were based on outdoor amenities consistent with a

comparable Village Recreation Center. • Following much discussion, AAC determined to use a $6.5M placeholder

of settlement funds. • Mr. Baier advised that an in-depth discussion about the amenities would

occur once the analysis from the resident survey was completed.

• Option 2 selected by AAC - Building renovation with up to an additional 6,000 square feet under roof to accommodate potential proposed uses (15,200 square feet).

• Installation of outdoor amenities consistent with a comparable Village Recreation Center plus a 9 –hole putt and play course.

• Site work improvements. • Recreation and Building Furniture, Fixture, Equipment (FFE). • Landscape/Irrigation. • Permitting, Design, Project Management, Contingency.

2019 Placeholder: Cost Index Adjustment • The original $6.5M amount that AAC decided to use as a placeholder was

based on a high-level cost estimate developed over two years ago for the January, 2019 Capital Projects workshop.

• Current estimate is based on January 2021 pricing. Construction Analytics Building Cost Index, Turner Building Cost Index, Rider Levett Bucknall Cost Index and Mortenson Cost Index are all examples of whole building cost indices that measure final selling price (for nonresidential buildings only). The average annual growth for all these indices over the past five years is 4.7%/year. For the last two years, average nonresidential buildings inflation is 5.3%.

• Applying this Cost Index adjustment of $653,000 to the original estimate updates the estimate to $7.15 M in current day dollars but again based on the original concept scope.

Current Project Estimate Scope • The ACC considered resident survey input and requests from resident user groups

along with a desire to provide newer amenity features available south of SR-44 and features currently unavailable in the VCCDD recreational amenity division area as part of the project design.

• Building renovation with additional 1,338 square feet under roof to accommodate potential proposed uses (10,784 square feet).

• Installation of enhanced outdoor amenities consistent with a comparable Regional Recreation Center.

• To maximize the usage of land, an additional 4 acres of developable land allowed expansion to an 18 –hole putt and play course, expanded walking trail, addition of a multi-use field and additional parking areas.

• Site work improvements. • Entry Gate Feature. • Recreation and Building Furniture, Fixture, Equipment (FFE). • Landscape/Irrigation. • Permitting, Design, Project Management, Contingency.

Project Timeline • AAC January Meeting: Review Cost Estimate and Approve to solicit Requests for

Proposals. • Project Requests for Proposals Advertised in Late January 2021.

• Proposal Review and Selection Recommendation by April 2021. • Presented to the AAC and VCCDD for Authorization to Enter Into a Contract at

the April 2021 Board Meeting. • Construction Commencement by end of May 2021.

• Construction Completion in June 2022.

• Estimated Opening at end of July 2022.
