I am writing to you to express the American Heart Association's strongsupport for the draft ordinance to amend sections 41.50 and 63.44 of the LosAngeles Municipal code to revise the definition of smoking to include e-cigarettes and other electronic smoking devices.
The American Heart Association is committed to protecting the health andwellbeing of the residents of Los Angeles, and revising the definition ofsmoking to include e-cigarettes and other electronic smoking devices isimportant for the City of Los Angeles, We applaud you (and CouncilmemberKoretz) for introducing this ordinance.
Over the years the Los Angeles City Council has brought about dramaticchanges to the social and political landscape of this City, transforming socialnorms about tobacco lise into an unacceptable activity and saving countlesslives. The Los Angeles City Council has been a leader in combating tobaccouse in our state, the nation and the world, in terms of what it has taught abouthow to successfully and responsibly address the issue of tobacco use.
The social norms in Los Angeles are nothing short of amazing. We haveimplemented no smoking policies in restaurants, bars, beaches, and outdoorrecreational facilities. Making sure that electronic cigarettes are subject tothose same smoking regulations is another bold step in keeping Los Angeleshealthy and continuing to change people's attitudes about smoking. Moreimportantly, the de-normalization of smoking will continue to discourage theinherently dangerous behavior of tobacco use-especially among children, E-cigarette usc has the potential to create new tobacco users and reverse effortsthat have made smoking socially unacceptable.

On behalf of the Los Angeles City Residents BREATHE California of LosAngeles County (BLA) supports revision of the ordinance to amendSections 41.50 and 63.44 of the Los Angeles Municipal Code (LAMC) to revisethe definition of smoking to include electronic smoking devices and revisevarious provisions regarding the prohibition of smoking in certain places.
Our organization focuses on lung heath, primarily on Chronic ObstructivePulmonary Disease (COPD) and Asthma in youth. Breathe LA is concernedabout the risks smoking electronic cigarettes can have on individuals as wellthe habit forming potentials that can lead an increase in smoking in our nextgeneration.
BREATHE LA believes that by forming strong policy around E-Cigarettes, theCity will playa role to help inform the population about the misconceptionssurrounding these tobacco products.
BREATHE LA believes that e-cigarettes model behavior that is dangerous andundermine smoke-free laws. California has been a leader in de-normalizingsmoking behavior. Use of an e-cigarette in public places normalizes the action

Dear Honorable Mitch O'Farrell:
The Tobacco Education and Research Oversight Committee (TEROC) is alegislatively mandated oversight committee (California Health and Safety CodeSections 104365-104370) that monitors the use of Proposition 99 tobacco taxrevenues for tobacco control, prevention education, and tobacco-relatedresearch in California. In performing this mandate, the Committee providesadvice to the Californi.a Department of Public Health, the University ofCalifornia, and the California Department of Education regarding theadministration of the Proposition 99-funded programs. The Committee is alsoresponsible for periodically producing a state master plan for tobacco controland tobacco-related research, and making recommendations to the StateLegislature for improving tobacco control and tobacco-related research efforts inCalifornia.
TEROC supports the proposed ordinance to be heard in your Committee thatwould prohibit the use of electronic cigarettes (e-cigarettes) anywhere smokingis currently prohibited in the City of Los Angeles. This position is consistent withTEROC's official position on e-cigarettes, adopted at the Committee's May 22,2013 meeting, which states:
"TERoe opposes the use of e-cigarettes in a/l areas where other tobaccoproducts are banned. ,.
In addition, this proposed ordinance is consistent with laws enacted by 44 citiesand counties in California which prohibit the use of e-cigarettes in some outdoorareas, some indoor areas, or both.
Smoke-free policies protect nonsmokers from exposure to toxins andencourage smoking cessation. Introducing e-cigarettes into clean airenvironments reinforces the act of smoking as socially acceptable, and makesenforcement of existing laws that protect the public from secondhand smokedifficult due to the similarities with cigarettes. Early data has shown that e-cigarette emissions can contain carcinogens and toxic chemicals, which mayresult in additional potential harm to the public.

According to the Centers for Disease Control and Prevention (CDC), the percentage of U.S.middle and high school students who have used e-cigarettes more than doubled from 2011to 2012, from 4.7 percent to 10.0 percent. In 2012, more than 1.78 million middle and highschool students nationwide had tried e-cigarettes. The CDC study also found that 76.3percent of middle and high school students who used e-cigarettes in the last 30 days hadalso smoked cigarettes. With emerging tobacco products like e-cigarettes on the rise, thisvulnerable population needs protection from exposure to these products.
For these reasons, TEROC supports the City of Los Angeles in its efforts to prohibit the useof e-cigarettes anywhere smoking is currently prohibited.
