Mr. Gallagher also called up a hill relating to the Citizens Bank of Baltimore, which was passed Mr. Freeman reported a bill to authorise S. Cox, of Chailcs county, to bring a negro girl into this State. Mr. Uandall reported a hill to establish an arbitration Bystcm, for the more speedy and cheap administration of justice in this State.? On motion of Mr. Bowie, the Register of Wills of the several counties were diiected to ropoit the aggregate amount of commissions paid executors and administrators for the years 18-13 and 'l4, and the aggregate of amounts upon which those rouiinissions were paid. Mr. Walsh, from the Joint Committee of Conference, to witoiit the subject had been re- ferred, submitted a resolution repealing a reso- lution disqualifying members of tlie Councils from appointment to offi-es of profit or trust; accompanied by an opinion of the City Coun- sellor, declaring that lie knew of no power 1 vested irt the Councils so to proscribe, individu- ! al privileges. The resolution was put upon its passage, and i afle-r some debate, was passed, by u vole of ~ 1 to t>. The resolution relative to cleaning out the j bed of Jones' Falls, between Baltimore and 1 Gay streets, was recommitted. The resolution ftont the First Branch, rc- ! lative to fortifications on Seller's Point, was considered; and on motion of Mr. Barnes, was amended by substituting two instead of three members of each branch to visit Washington, and press the mattei before Congress. Mr. Richardson, from the committee on the 1 subject, submitted a resolution appropriating $4OO to the General Dispensary, and s'soo to the Eastern Dispensary. Adopted. On motion of Mr. Barnes, the resolutions protesting against the passage of a bill now i pending before the Legisiatme, relative to the waiving of the State's interest, &e. irt the Chesapeake St Ohio Canal, with a view to its completion, was taken up, and unanimously passed. Mr. Richardson reported a bill relative to the system of paving streets, &o. Read. A communication was received frotn the City Commissioners, unfavorable to the pro- ject of erecting an additional story to public school No. 1, to be used as a female high school, as it would hazard the stability of the present building.
