AMETI Eastern Busway Update: Stage 2 & 3 (residential section)

September 2018

AMETI Eastern Busway is a transformational project in south-east Auckland that will significantly improve transport choices, reliability and journey times in the area - and to other parts of the region. Once AMETI Eastern Busway is complete, you’ll be able to travel by bus and train, during peak hour, between Botany and Britomart in less than 40 minutes.

The Story So Far (Stage 1 – Panmure to Pakuranga)The local area has already experienced some significant transport improvements as part of AMETI Eastern Busway. Panmure Station is now the 5th busiest station in Auckland (an improvement from 15th in 2013) and the development of Te Horeta Road has created improved travel options for general traffic and buses.

Construction on the next stage between Panmure and Pakuranga, including the busway and cycleways along Lagoon Drive and the new Panmure Bridge is scheduled to commence in late 2018.

During October Auckland Transport, will be undertaking public consultation for the section of stage 2 and 3 that includes Pakuranga Town Centre, Reeves Road Flyover and Ti Rakau Drive (between Pakuranga Road and Pakuranga Creek Bridge).

In October and November, Auckland Transport will undertake consultation for the Commercial section of Ti Rakau Drive between Pakuranga Creek Bridge and Botany Town Centre.

The consultation will allow those who live, work and own a property near the project to have their say on proposed design work to enhance the proposed infrastructure where possible.

After the current consultation period, the final proposed designs will be lodged with Auckland Council to be assessed as part of a Notice of Requirement process to designate the land for the Pakuranga to Botany stage of the project (mid 2019). This is a consenting process that provides an opportunity for any member of the public to make a submission and be heard at a public hearing in front of independent commissioners.

Key Features of Stage 2 (Pakuranga Town Centre, including Reeves Road Flyover)1. Continuation of the dedicated urban busway

into Pakuranga Town Centre.

2. A new bus station and interchange at Pakuranga Town Centre, improving access to services. The station has been moved to a central location so that more of the Town Centre (including the community facilities and playing fields) and surrounding residential area is easily accessible and visible to users.

3. A new architecturally designed urban flyover, improving travel options for motorists between Pakuranga Road and Pakuranga Highway while also removing up to 40% of traffic from busy intersections in the area and the Town Centre. The developed design for the flyover, includes single piers and a curved ‘boat-shaped’ style to enable maximum light to enter the space underneath the structure.

4. Simplified intersections with improved safety features and extra crossings to the town centre (including more regular crossing intervals).

5. Cycle lanes and walking paths will make it possible to walk or cycle off-road, improving accessibility and safety around the Town Centre.

6. Supporting development and regeneration by encouraging improved transport choice, facilities and journey times.

7. Closing William Roberts Road to ‘through traffic’ north of Reeves Road.

8. Maintaining a similar number of parking spaces on William Roberts Road. Other improvements will include landscaping, traffic calming measures and a more pedestrian friendly environment.

9. Improved safety due to reduced angle on the corner at the western end of the Reeves Road Flyover. The curve angle allows traffic to travel at the same speed as the rest of the highway, in a much safer manner. This significant improvement has also allowed the structure to be shortened by approximately 200m improving safety, visual amenity and reducing potential construction impacts.

Access to the Pakuranga Town Centre Station for Howick services will be via bus only slip lanes alongside the flyover from Pakuranga Rd, and along Reeves Rd. Reeves Rd under the flyover will be closed to through traffic and focus on improved acessibility to (and around) the Town Centre, better cycling and walking routes and creating a safe, landscaped environment that could potentially be used for community events.

The reduced traffic on Reeves Rd, and the avoid the lack of signals on Pakuranga Rd will save Howick services several minutes on their journey to and from Panmure.

Bus routes for the whole busway Under the developed design (and based on feedback), Howick bus services will access the newly located bus station in Pakuranga Town along Reeves Road (instead of the previously proposed route of accessing the station via Pakuranga Road and Ti Rakau Drive). This makes the station easier to understand and will improve the journey quality for passengers, further reduce congestion around key intersections in the area and improve journey times for all transport options.

Developed design late 2018

Longer walking distance to bus services

Changes to bus station accessibility under developed designAs part of the developed design for the project, we have improved accessibility to the bus network by moving the Pakuranga Station to a more central site in the Town Centre. This map highlights the proposed bus stops and walking distances for the busway.

Pakuranga Creek Bridge and busway along Ti Rakau Drive

Key Features of Stage 3 (Ti Rakau Drive - residential section)1. Dedicated busway running along the centre of

Ti Rakau Drive (enabling buses to travel every 1-2 minutes during peak travel time).

2. Cycle lanes, signalised crossings and walking paths will make it possible to walk or cycle off-road with improved accessibility and safety.

3. New dedicated ‘busway bridge’ across Pakuranga Creek.

4. New bus stations.

5. Signalised u-turns will be provided each side of the minor station platforms at Edgewater Drive. They will also allow local residents and users of side streets to travel east or west more easily. The minor bus station layout will allow plenty of waiting space for students of nearby schools, with pedestrian crossing signals on each side. A similar signalised u-turn is proposed on the eastern side of Gossamer Drive.
